Φ.0544/4/ΑΣ714/Μ.5574 Έγκριση του Προγράμματος για την εκπαιδευτική και πο?λιτιστική συνεργασία μεταξύ των Κυβερνήσεων της Ελληνικής Δημοκρατίας και της Δημοκρατίας της Ιν?δίας για τα έτη 2003-2004-2005 και 2006, μετά του Πα?ραρτήματος αυτού. (Νέο Δελχί, 9.9.2003) ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ - ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ - ΠΟΛΙΤΙΣΜΟΥ - ΕΠΙΚΡΑΤΕΙΑΣ Έχοντας υπόψη:
Τις διατάξεις της Συμφωνίας για τις μορφωτικές σχέσεις μεταξύ των Κυβερνήσεων της Ελληνικής Δημοκρατίας και της Δημοκρατίας της Ινδίας η οποία υπογράφηκε στην Αθήνα στις 22 Ιουνίου 1961 και κυρώθηκε με το υπ'αριθμ. 4271/1962 Νο?μοθετικό Διάταγμα που δημοσιεύθηκε στο υπ' αριθμ. 188/Α/1962 Φύλλο της Εφημερίδας της Κυβερνήσεως.
Τις διατάξεις του άρθρου 29Α του Ν. 1558/1985 (ΦΕΚ Α΄137) όπως αυτό προστέθηκε με το άρθρο 27 του Ν. 208/1992 (ΦΕΚ Α΄154) και τροποποιήθηκε με το άρθρο 1 παράγραφος 2 α του Ν. 2469/1997 (ΦΕΚ Α' 38).
Το γεγονός ότι εκ της εφαρμογής των διατάξεων του υπό έγκριση Προγράμματος δεν προκαλείται πρόσθετη δαπάνη πλέον αυτής η οποία προκύπτει από τις βασικές διατάξεις της Συμφωνίας και που έχει εκτιμηθεί στην Έκ?θεση του Γενικού Λογιστηρίου του Κράτους.
Το περιεχόμενο του υπό έγκριση Προγράμματος, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολο του το Πρόγραμμα για την εκπαιδευτική και πολιτιστική συνεργασία μεταξύ των Κυ?βερνήσεων της Ελληνικής Δημοκρατίας και της Δημοκρα?τίας της Ινδίας που υπογράφηκε στο Νέο Δελχί, 9.9.2003 για τα έτη 2003-2004-2005 και 2006, μετά του Παραρτήματος αυτού το κείμενο του οποίου σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: PROGRAMME FOR EDUCATIONAL AND CULTURAL CO-OPERATION BETWEEN THE GOVERNMENT OF THE HELLENIC REPUBLIC AND THE GOVERNMENT OF THE REPUBLIC OF INDIA FOR THE YEARS 2003, 2004, 2005 AND 2006 The Government of the Hellenic Republic and the Gov?ernment of the Republic of India, Desirous of strengthening and developing the friendly re?lations and co-operation between the two countries and their people; On the basis of the Cultural Agreement between the Gov?ernment of the Hellenic Republic and the Government of the Republic of India, signed in Athens on 22 June 1961; Have agreed upon the following Executive Programme for Educational and Cultural Co-operation for the period 2003-2006. I. EDUCATION
Both Parties during the term of this Programme shall exchange two (2) university professors for a period of fifteen (15) days to deliver lectures, exchange information on research or participate in other academic activities to be carried out in each other's country.
Both Parties shall encourage and explore the possibil?ity for bilateral academic links between their Institutions of Higher Education in the fields of mutual interest.
Both Parties shall encourage the spread of their lan?guages and cultures in the Institutions of Higher Education in each other's country.
Both Parties shall exchange information and docu?ments to facilitate their corresponding competent agen?cies in the recognition of the equivalence of diplomas, cer?tificates and other academic titles, in accordance with the rules and laws in force in each country.
During the term of this Programme, both Parties shall exchange one (1) expert in the field of Vocational Training for a period of up to ten (10) days, in order to exchange ideas and experiences.
During the term of this Programme, both Parties shall exchange one (1) expert from each of the following two fields for a work visit of up to ten (10) days: a) Cultural Education in Schools: - Study of the cultural heritage - Creative activities for students - Development of audio-visual and printed educational material, so that students learn arts, music, dance, theatre and puppet-show. - Museums as learning centres. b) Documentation of the Arts and Production of Cultural Resources: - Techniques for documentation of visual, plastic and performing arts - Cataloguing, indexing and library services 5067 the natural and cultural heritage.
During the term of this Programme, both Parties shall annually grant one (1) scholarship for a period of ten (10) months for postgraduate studies of research. II. HISTORICAL & CULTURAL RESEARCH
During the term of this Programme, both Parties shall exchange one (1) historian for a period of up to fifteen (15) days, so as to be informed on issues of History and Culture.
Both Parties shall exchange books, periodicals, mi?crofilms of archival sources so as to help the scholars with their research work in their corresponding research fields.
The agencies of both countries shall point out the books/historical sources available in their countries, pertaining to the history and culture of the other party. The material to be selected for translation shall pertain to the study of the history and culture of the two countries.
Both Parties shall hold common seminars/symposia in the field of history, philosophy and culture, alternatively, in the two countries.
Both Parties shall undertake joint research pro?grammes of mutual interest pertaining to the ancient, me?dieval and contemporary history. III. ARCHIVES AND LIBRARIES
Both Parties shall exchange, on a mutual basis, pub?lications and other reading material of mutual interest with libraries/foundations, including contemporary literature and thought.
During the term of this Programme, the two Parties shall exchange one (1) librarian for a period of up to fifteen (15) days, in order to exchange ideas and experiences. IV. ART AND CULTURE
Both Parties shall encourage participation in inter?national book fairs to be held in the other country.
Both Parties shall encourage the organisation of a seminar each on the epic traditions of Greece and India which shall be held in both countries.
Both Parties shall encourage publishers of both countries to translate and publish literary works of the oth?er country. To this effect, they shall exchange one (1) expert in this field (publisher or translator) for a period of up to ten (10) days.
Both Parties shall exchange two (2) or three (3) per?sonalities in the various fields of culture (literature, fine arts, theatre, music, dance, folklore, etc.), each of them for a pe?riod of up to ten (10) days, in order to exchange information and experience on issues of their speciality.
Both Parties shall encourage the exchange of theatre groups, so that they participate in the cultural activities of the other country. Details shall be determined through diplomatic channels.
Both Parties shall exchange an exhibition of contem?porary art or photography. Details shall be determined through diplomatic channels.
Both Parties shall exchange two (2) archaeologists specialised in classical or prehistoric archaeology and one (1) museologist, each of them for a period of up to ten (10) days, in order to exchange information and experience on issues of their speciality.
Both Parties shall exchange publications, brochures, etc. on art, culture, museums and mythology.
Both Parties shall encourage the organisation of a joint symposium on issues related to cultural heritage to be held both in India and Greece.
The Greek Party expresses its intention to participate in the forthcoming Triennale of Contemporary Art to be held in India.
Both Parties shall exchange two (2) or three (3) experts in the field of conservation of works of art and resto?ration of monuments, each of them for a period of up to ten (10) days, in order to be informed on methods and tech?niques of their speciality.
Both Parties shall exchange a folklore exhibition. De?tails shall be agreed upon through diplomatic channels.
Both Parties shall encourage the publication of a spe?cial issue of a literary magazine, dedicated to the contem?porary literature of the other country.
Both Parties shall encourage the participation in the International Film Festival of each country.
Both Parties shall encourage the organisation of a film-week. Technical and other details shall be determined directly between the competent authorities of the two countries. V. YOUTH AND SPORTS
Both Parties shall promote exchange programmes for young people through participation of delegations of young people/officials in order to study and familiarise themselves with the programmes, policies and foundations of young people of the other country, and also participate in fes?tivals/camps for young people on a mutual basis.
Both Parties shall exchange experience in the field of sports and explore the possibility of exchanging sport teams/coaches and sport managers in various sectors. Rel?evant details shall be agreed upon by mutual consultations. VI. MISCELLANEOUS
All provisions and activities laid down in this Pro?gramme shall be implemented through diplomatic chan?nels and in accordance with the rules and regulations of both countries.
The provisions of this Programme shall not preclude the two Parties from agreeing, through diplomatic channels, on other arrangements which they may deem desirable.
The attached Annex containing general and financial conditions of exchanges, in accordance with this Pro?gramme, constitutes an integral part hereof.
The present Programme shall enter into force on the day of its signature and shall remain in force until the 31st of December 2006, whereupon it shall remain provisional?ly in force until the new Programme is signed.
Before the expiry of the term of this Programme a Joint Greek-Indian Committee shall meet in Athens to dis?cuss and sign a new Cultural Programme. Done and signed in New Delhi on 9th September 2003 in two original texts in English. Both texts are equally authentic. FOR THE GOVERNMENT OF FOR THE GOVERNMENT OF THE HELLENIC REPUBLIC THE REPUBLIC OF INDIA (KYRIAKOS MANIATIS) (K. JAYAKUMAR) First Counsellor, Deputy Director Joint Secretary for Education & Cultural Affairs, Department of Culture Ministry of Foreign Affairs Ministry of Tourism & Culture 5068 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) The candidates to be exchanged in accordance with the provisions of this Programme shall be nominated by the sending Party, which shall notify the receiving Party three (3) months before the proposed departure date of the can?didates. The sending Party shall present to the receiving Party personal particulars informing about specialisation, pro?fessional qualifications, academic titles, languages spo?ken (English, French or the language of the host country), the programme and duration of stay of those persons to be exchanged, as well as any other useful information. The receiving Party shall notify the sending Party of its consent at least one (1) month prior to the proposed date of visit. Upon receipt of the consent of the receiving Party, the sending Party shall communicate the exact date of de?parture, at least fifteen (15) days in advance. b) Exchange of scholarships
The sending Party shall forward to the receiving Party the candidates' files not later than March 31st.
The candidates' files must contain: - Curriculum vitae - Copies of study diplomas (certified) - Programme of planned studies - Health certificate All the above-mentioned documents shall be translated into the language of the receiving country or English.
The receiving Party shall announce the final accep?tance of the scholarship holders, not later than June 30th.
Scholars must speak either the language of the re?ceiving country or English. As far as postgraduate candi?dates or candidates for research are concerned, their ac?ceptance in a postgraduate or research programme is a prerequisite. Postgraduate candidates for studies in Greek universities should have a fair command of the Greek lan?guage. B. FINANCIAL PROVISIONS ON EDUCATION AND SCI?ENCE (a) Exchange of individuals
The sending Party shall cover the cost of a return ticket for scientists, delegations, etc., sent under this Programme, to and from the capital city of the receiving country.
The Greek Party shall provide: - 90 Euro per day for hotel accommodation and daily expenses; - traveling expenses within Greek territory, if they result from the programme of say; - cost of an one or two-day visit to archaeological or historical sites.
The Indian Party shall provide: - Accommodation, according to visitors' status, if possi?ble at an hotel or an adequate lodging; - food allowance within the following limits: (a) Rs.1000/- per day per person, if the breakfast is in?cluded in the accommodation charges; (b) Rs.1100/- per day per person, if the breakfast is not included in the accommodation charges; - daily allowance of Rs.250/- per person for out-of-pock?et expenses, such as laundry, etc.; - allowance of Rs.500/- for daily transport.
In case of emergency, the receiving party shall provide medical care free of charge to persons arriving in accor?dance with the provisions of this Programme. (b) Exchange of scholarships
The scholars shall themselves provide the fare cost of a round trip between the two countries.
The Greek Party shall provide: - a monthly allowance of 440 Euro for postgraduate stu?dents or researchers commencing upon student's ar?rival in Greece and covering the duration of the scholar?ship; - a lump sum of 59 Euro upon arrival for accommodation cost for those settling in Athens or 88 Euro for those settling in the provinces. Students, whose scholarship has been renewed, shall not be entitled to this sum; - exemption from tuition fees; - traveling expenses within the Greek territory, according to the approved study programme of postgraduate stu?dents or researchers, of up to the sum of 88 Euro.
