Φύλλου 123 7 Ιουλίου 2004 ΑΠΟΦΑΣΕΙΣ Έγκριση του Προγράμματος μορφωτικών ανταλλαγών μεταξύ της Κυβέρνησης της Ελληνικής Δημοκρατίας και της Κυβέρνησης της Λαϊκής Δημοκρατίας της Κί?νας για την περίοδο 2003-2006 μετά του Παραρτή?ματος αυτού (Πεκίνο, 13.3.2003) ΟΙ ΥΠΟΥΡΓΟΙ ΟΙΚΟΝΟΜΙΑΣ ΚΑΙ ΟΙΚΟΝΟΜΙΚΩΝ - ΕΞΩΤΕΡΙΚΩΝ - ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ - ΠΟΛΙΤΙΣΜΟΥ - ΕΠΙΚΡΑΤΕΙΑΣ Έχοντας υπ' όψιν: 1.- Τις διατάξεις της Συμφωνίας μορφωτικής συνεργα?σίας μεταξύ των Κυβερνήσεων της Ελληνικής Δημοκρα?τίας και της Λαϊκής Δημοκρατίας της Κίνας, η οποία υπο?γράφηκε στην Αθήνα, στις 22 Σεπτεμβρίου 1978 και κυ?ρώθηκε με τον υπ' αριθ. 931/1979 Νόμο που δημο σιεύθηκε στο υπ' αριθμ. 148 Φύλλο της Εφημερίδος της Κυβερνήσεως, Τεύχος Α, της 5ης Ιουλίου 1979. 2.- Τις διατάξεις του άρθρου 29Α του ν. 1558/1985 (ΦΕΚ Α΄ 137), όπως αυτό προστέθηκε με το άρθρο 27 του Ν. 2081/1992 (ΦΕΚ Α΄ 154) και τροποποιήθηκε με το άρ?θρο 1 παρ. 2α του Ν. 2469/1997 (ΦΕΚ Α΄ 38). 3.- Το γεγονός ότι εκ της εφαρμογής των διατάξεων του υπό έγκριση Προγράμματος μετά του Παραρτήματος αυ?τού δεν προκαλείται πρόσθετη δαπάνη πλέον αυτής η οποία προκύπτει από τις βασικές διατάξεις της Συμφω?νίας και που έχει εκτιμηθεί στην Έκθεση του Γενικού Λο?γιστηρίου του Κράτους., 4.- Το περιεχόμενο του υπό έγκριση Προγράμματος με?τά του Παραρτήματος αυτού, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολο του Πρόγραμμα μορφωτικών ανταλλαγών μεταξύ της Κυβέρνησης της Ελ?ληνικής Δημοκρατίας και της Κυβέρνησης της Λαϊκής Δη?μοκρατίας της Κίνας για την περίοδο 2003-2006 μετά του Παραρτήματος αυτού, που υπογράφηκε στο Πεκίνο, στις13 Μαρτίου 2003 του οποίου το κείμενο σε πρωτότυ?πο στην αγγλική γλώσσα και σε μετάφραση στην ελληνι?κή έχει ως εξής: PROGRAM OF CULTURAL EXCHANGES BETWEEN THE GOVERNMENT OF THE HELLENIC REPUBLIC AND THE GOVERNMENT OF THE PEOPLE'S REPUBLIC OF CHINA FOR THE PERIOD 2003-2006 The Government of the Hellenic Republic and the Gov?ernment of the People's Republic of China, desiring to further develop the friendly relations between the two countries in the fields of culture, education and other re?lated fields and in conformity with the Agreement on Cultur?al Cooperation concluded between the two Governments on September 22, 1978, have agreed on the following Pro?gram of Cultural Exchanges for the period from 2003-2006. I. EDUCATION
Each side will grant annually five (5) man-year schol?arship which means that the number of scholarship hold?ers in the other country will not exceed 5 each year. This scholarship will be awarded to for the studies and researches of advanced students and postgraduate stu?dents.
During the validity of this program, both sides will exchange three (3) experts in the fields of primary and sec?ondary education or in the field of administration of ed?ucation, for a period of up to fifteen (15) days each, in order to be informed on the educational system of the other country.
During the validity of this program, both sides will exchange two (2) members of their university teaching staff or researchers in their Academies for a period of up to fifteen (15) days each, in order to give lectures and partici?pate in academic activities.
Both sides will encourage direct co-operation between their institutions of higher education and the scientific re?search institutes of the two countries. Both sides will encourage their scientists to attend inter?national symposia, conferences or seminars to be held in the other country. They will also encourage the exchange of publications in the fields of science and research.
Both sides will co-operate for the promotion of their 5157 School of the University of Athens and is willing to assist by providing teaching material, dictionaries and other ed?ucational material in order to support the Chinese studies. The Greek side expresses its satisfaction for the teaching of the modern Greek language in the University of Shang?hai and is ready to assist by providing books, dictionaries and other educational materials in order to support the modern Greek studies. The Greek side informs the Chinese side that a "Depart?ment for Asian and Turkish Studies" has been established at the University of Athens, offering, among other subjects, courses on the Chinese civilization.
Both sides, at the request of the other country, will exchange information concerning all levels of education. II. CULTURE AND ARTS
Both sides will encourage the participation of artistic groups in cultural manifestations in the other country. Technical and financial details will be arranged through diplomatic channels.
Both sides will encourage direct cooperation between writer organizations of the two countries. To this end and during the validity of this program, three to four (3-4) writ?ers or translators will be exchanged for a period of up to eight (8) days each, in order to plan and implement com?mon cooperation programs.
During the validity of this program, both sides will exchange five to six (5-6) personalities in the fields of fine arts, dance, drama, music, archaeology etc, for a period of up to eight (8) days each, in order to exchange information related to their specialty.
During the validity of this program, both sides will exchange one exhibition. Details will be agreed upon through diplomatic channels. 11.Both sides will encourage the cooperation between their competent authorities in the field of cinema and will or?ganize, respectively, film week in the other country, and in accordance with the equal rule, both sides will send dele?gations to attend the film week held by the other side. Tech?nical and financial details will be arranged directly by the relevant authorities of the two countries.
Both sides will exchange the visit of four (4) archeol?ogists for eight (8) days each, in order to exchange infor?mation related to their specialty.
Both sides will exchange archeological publications, as well as information related to the illegal trafficking of cultural goods.
Both sides, in cooperation with their universities, will encourage the organizing of lectures concerning the culture of the other country.
The Greek side informs the Chinese side that in March 2003 the Greek National Theatre presented the Greek tragedy "Antigoni" in Beijing. III. ARCHIVES AND LIBRARIES
Both sides will develop cooperation in the field of archives and libraries, according to the legislation of each country. To that end they will encourage the exchange of archivists and librarians, as well as information and materi?als concerning archives and libraries. IV. SPORTS
Both sides acknowledge the importance of sports as a mean of consolidating world peace and promoting broth?erhood and friendship among people and human beings. They also acknowledge the significant educational, social and recreational mission of sport, as well as its particular contribution to public health. For these reasons, they will seek to encourage broader cooperation in the field of sports and physical education, in order that there may be direct contact between state sport organizations in both countries. The content and the details of this collaboration, which will include the possibility of cooperation between sports organizations in the two countries, will be deter?mined by the aforementioned state organizations.
The parties welcome the joint efforts of the Inter?national Olympic Committee and the United Nations Gen?eral Assembly for the revival of Olympic Truce and the ob?servation thereof during the Olympic Games and beyond. V. YOUTH EXCHANGES
Both sides will facilitate and support the exchange of personnel and information between the youth organi?zations of the two countries. To this end, both sides will en?courage the exchange of visit of youth experts, youth poli?cy experts and youth organization leaders. Details will be arranged through the youth organizations of the two coun?tries. In the framework of enhancing the friendly relations and the cooperation between State Youth Agencies of the two countries, the Greek side expresses its wish that a Greek delegation visit China, during the year 2003, for the signing of a bilateral Protocol of cooperation. VI. MASS MEDIA
Both sides will encourage direct cooperation be?tween the public radio and television organizations of the two countries, as well as between the official press agen?cies. Both sides will also encourage the exchange and co?operation in the field of press and publication, such as exchange of delegations, information and materials. VII. GENERAL PROVΙSlONS
The provisions of the present program shall not pre?clude the two Parties from agreeing, through diplomatic channels, on other arrangements which they may deem desirable.
The attached Annex concerning the general and fi?nancial provisions of the present program constitutes an integral part of this program.
This program will enter into force on the day of its signing and will remain valid until the signing of a new pro?gram, that will take place in Athens in the first semester of the year 2007.
