Τις διατάξεις του Μνημονίου Κατανοήσεως μεταξύ της Κυβέρνησης της Ελληνικής Δημοκρατίας και της Δημοκρατίας της Τουρκίας σχετικά με τη συνεργασία για την προστασία του περιβάλλοντος που υπογράφηκε στην Άγκυρα στις 20 Ιανουαρίου 2000 και κυρώθηκε με το ν. 2902/2001 που δημοσιεύθηκε στο υπ’ αριθμ. 77 Φύλλο της Εφημερίδας της Κυβερνήσεως, τεύχος Α΄, της 12ης Απριλίου 2001.

Το άρθρο δεύτερο του ως άνω κυρωτικού νόμου σύμφωνα με το οποίο τα Πρωτόκολλα − Πρακτικά που καταρτίζονται από τη Μικτή Επιτροπή του άρθρου 8 του Μνημονίου Κατανοήσεως εγκρίνονται με κοινή πράξη των αρμοδίων κατά περίπτωση Υπουργών.

Τις διατάξεις του άρθρου 90 της Κωδικοποίησης της νομοθεσίας για την Κυβέρνηση και τα Κυβερνητικά όργανα (π.δ. 63 − Φ.Ε.Κ. 98/Α/22.4.2005).

Το γεγονός ότι εκ της εφαρμογής των διατάξεων του υπό έγκριση Πρακτικό ουδεμία δαπάνη προκαλείται σε βάρος του κρατικού προϋπολογισμού πλέον αυτής που προκύπτει από τις βασικές διατάξεις της Συμφωνίας και που είχε εκτιμηθεί στην Έκθεση του Γενικού Λογιστηρίου του Κράτους.

Το περιεχόμενο των υπό έγκριση Πρακτικών, αποφασίζουμε: εγκρίνουμε ως έχουν και στο σύνολό τους τα Πρακτικά της 3ης Συνάντησης της Μικτής Ελληνο−τουρκικής Επιτροπής για την Περιβαλλοντική Συνεργασία που υπογράφηκαν στην Αθήνα στις 4 Δεκεμβρίου 2003, το κείμενο των οποίων σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: 3RD MEETING OF THE GREEK−TURKISH JOINT COMMITTEE ON ENVIRONMENTAL COOPERATION (Athens, 4 December 2003) AGREED MINUTES The Third Meeting of the Greek−Turkish Joint Committee on Environmental Cooperation was held in Athens on 4 December 2003 with the participation of officials and experts from both sides. The Greek Delegation was headed by Ambassador Helen Tzanetoulea, Director of the Department for the Protection of Environment at the Ministry of Foreign Affairs and the Turkish Delegation was headed by Ambassador Oktay Ozuye, Director General for Economic Affairs at the Ministry of Foreign Affairs. The list of delegations is attached herewith. A cordial and businesslike atmosphere prevailed throughout the talks, under the following agenda items : 1) Earthquake Issues The Joint Committee reiterated its satisfaction over the fruitful cooperation achieved so far between the two sides. The Joint Committee took special note of the submission by Greece and Turkey (members of Disaster Prevention and Preparedness Initiative of the Stability Pact for SouthEastern Europe) of their proposal to the UN for the support of the seismological networks and the exchange of data in the countries of Southern Europe. A favorable outcome will be of major importance for observing the seismological activity in South−Eastern Europe. The Joint Committee noted with satisfaction that within the context of the Protocol which envisages the formation of a «Joint Hellenic Turkish Standby Disaster Response Unif» and the Tripartite Memorandum of Understanding, the coordination meeting which will be held in Geneva on 11 December 2003 will give new momentum to further development on this matter. a) Seismological Research The Joint Committee expressed its satisfaction over the close cooperation between the Athens National 2227 the two institutes in their research on seismological parameters. The Turkish side informed that an academician from the Bosphorus University will participate in the Advanced Study Course in Athens in December 2003 to be organized under the project of ITECOM (Advanced Study Course Innovative Technologies and Materials for the Conservation of Monuments). The Joint Committee noted with satisfaction that joint applications were made on different aspects of earthquakes to the Sixth Framework Program of the European Union. b) Antiseismic Constructions The Joint Committee having in mind the successful organization of the Twin Seminars in Athens and Istanbul on issues of antiseismic constructions, fully supported the contacts between the competent institutions of the two countries in order to organize next year’s follow−up seminars. The Joint Committee took note of the ongoing cooperation for the implementation of the projects of «Comparative Methodologies Development for Comprehensive Urban Earthquake Mitigation» and «An Integrated Study of Trans−Boundary Seismicity between Turkey and Greece», which were included in the agreement reached on the 16 September 2002, between the General Secretariat for Research and Technology of Greece (GSRT) and the Scientific and Technical Research Council of Turkey (TUBITAK). In the context of the project entitled «An Integrated Study of Trans−Boundary Seismicity between Turkey and Greece», it was noted that Greek academicians paid a visit to Turkey in July 2003, as scheduled. The visits of academicians will continue during the current year. The academicians will jointly present the outcomes of this project at the «5th International Conference on Case Studies» to be held in New York between the dates of 13−17 April 2004. 2) Renewable Sources of Energy The Joint Committee underlined the importance of the 3rd Meeting of the Working Group on «Renewable Energy Sources» and «Olive oil residues exploitation», which took place in Kocaeli, Turkey on 30 of June and 1 of July 2003 between the Greek Center for Renewable Sources of Energy (CRES) and TUBITAK−MRC and was pleased to note that the next meeting will take place in Athens in May 2004. The Joint Committee noted the cooperation between the CRES, the ERE Hidroelektrik Company, the Bilkent Universitesi and Istanbul Teknik Universitesi in jointly submitting to the European Commission the proposal «Assessment of hydropower potential of Turkey using innovative approach.» During the Preparatory Meeting which took place in Ankara on 7 October 2003, a Working Group was formed in order to promote the above−mentioned proposal. At the same meeting CRES offered to contribute its experience on the matter. The National Technical University of Athens was also present at the Meeting. The Joint Committee also noted that the Project of «EUDEEP», the Birth of European Distributed Energy Partnership was accepted into the Sixth Framework Program of the European Union. 3) Desertification The Joint Committee stressed the importance of the existing cooperation between the two sides in the field of combating desertification and expressed strong support for the continuation of the exchange of visits of experts and the organization of seminars. It took note of existing plans for the organization in Greece of a seminar and for a visit to Turkey by Greek experts in the spring of

This visit will provide an opportunity to discuss the rehabilitation of pilot areas, Adana−Ecemis, in Turkey and in Thessaly in Greece suffering from desertification. The Joint Committee encouraged the two sides to continue to identify EU programs that could finance joint activities. The workshop of the Mediterranean Regional Plan of Action (MEDRAP) which was held in Rome on 18−19 November 2003, gave the opportunity to the Turkish and Greek experts to exchange information and experiences. On the occasion of this workshop, the meeting of AnnexIV countries of the United Nations Convention to Combat Desertification chaired by the Turkish representative was held with the participation of Greece and other Northern Mediterranean countries. 4) Ecotourism The Joint Committee reviewed the progress of the joint project entitled «Pilot Program of Ecotouristic Development» to be implemented in three pilot areas in Greece and Turkey having in mind that financing of the project has not yet been achieved. It welcomed the intention of the Greek side to submit a relevant proposal for EU financing from the Program INTERREG IIIB. The Turkish side reiterated its invitation to the National Coordinator of Greece to pay a visit to Turkey to discuss the analytical study and plans of the project under consideration. The Greek side stated its support for the establishment of the Mediterranean Regional Activity Center in Antalya and also expressed its readiness to participate in the workshop which will be organized for this purpose. 5) Forest Fires Extinction The Joint Committee expressed satisfaction for the cooperation between the Greek Ministry of Public Order/Firecops Headquarters and the Turkish Ministry of Environment and Forestry. The Turkish side extended an invitation to the Greek side to participate in the International Conference on Forest Fires Extinction to be held in Antalya Turkey from 29 March to 3 April 2004 and expressed its wish to work with the Greek side on an agreement on fire management and control issues. The Joint Committee welcomed the invitation of Turkish Experts to a Seminar entitled «Prevention of Forest Fires», which will be organized in December 2003 in Thessaloniki, jointly by the Greek Ministry of Agriculture and the European Commission. 6) Encouraging NGOs Cooperation The Joint Committee, taking into consideration the important contribution of NGOs to environmental protection, stated that the two sides should encourage NGOs of both countries to continue their constructive and useful cooperation in this field. cooperation in combating marine pollution. The Joint Committee noted that the Greek Coordinator is ready to forward information to his Turkish counterpart on the National Plan for Combating Marine Pollution as well as on the local plans for combating pollution of ports, port−facilities and off shore oil−transport facilities. He is also ready to give information on the legal framework on marine waste disposal and would be interested in receiving similar information from the Turkish side. Any other business Prevention of the Pollution of River Evros/Meric The Greek side submitted for consideration a proposal to cooperate for the prevention of the pollution of river Evros/Meric, which aims at environmental awareness and introduction of measures that will protect the river. The Turkish side will examine it and give its views in a suitable time. The next meeting of the Joint Committee will be held in Turkey in 2004, the exact date of which is to be determined through diplomatic channels. Επικεφαλής της Ελληνικής Αντιπροσωπείας ήταν η Πρέσβης Ελένη Τζανετουλέα, Διευθύντρια του Τμήματος Προστασίας Περιβάλλοντος του Υπουργείου Εξωτερικών και επικεφαλής της Τουρκικής Αντιπροσωπείας ήταν ο Πρέσβης Oktay Ozuye, Γενικός Διευθυντής Οικονομικών του Υπουργείου Εξωτερικών. Στο παρόν επισυνάπτεται κατάλογος των μελών των δύο αντιπροσωπειών. Φιλική και αποδοτική ατμόσφαιρα επικράτησε καθ’ όλη τη διάρκεια των συζητήσεων, με τα ακόλουθα θέματα ημερήσιας διάταξης: 1) Θέματα Σεισμών Η Μικτή Επιτροπή επανέλαβε την ικανοποίησή της για την γόνιμη συνεργασία που έχει μέχρι σήμερα επιτευχθεί μεταξύ των δύο πλευρών. Η Μικτή Επιτροπή σημείωσε ιδιαίτερα την υποβολή από την Ελλάδα και την Τουρκία (μέλη της Πρωτοβουλίας για την Πρόληψη και Ετοιμότητα σε Καταστροφές του Συμφώνου Σταθερότητας για την Νοτιοανατολική Ευρώπη) της πρότασής τους προς τον ΟΗΕ για την υποστήριξη σεισμολογικών δικτύων και την ανταλλαγή δεδομένων στις χώρες της Νότιας Ευρώπης. Ένα ευνοϊκό αποτέλεσμα θα έχει βαρύνουσα σημασία για την παρακολούθηση της σεισμολογικής δραστηριότητας στην Νοτιοανατολική Ευρώπη. Η Μικτή Επιτροπή σημείωσε με ικανοποίηση ότι στα πλαίσια του Πρωτοκόλλου που προβλέπει την σύσταση «Μικτής Ελληνο−τουρκικής Μονάδας Άμεσης Ανταπόκρισης σε Καταστροφές» και του Τριμερούς Μνημονίου Κατανόησης, η συνάντηση συντονισμού που θα λάβει χώρα στη Γενεύη στις 11 Δεκεμβρίου 2003 θα δώσει νέα ώθηση για περαιτέρω ανάπτυξη πάνω στο θέμα αυτό.
