ΟΙ ΥΠΟΥΡΓΟΙ OIKONOMIΑΣ ΚΑΙ ΟΙΚΟΝΟΜΙΚΩΝ - ΕΞΩΤΕΡΙΚΩΝ - ΑΝΑΠΤΥΞΗΣ - ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ - ΥΓΕΙΑΣ ΚΑΙ ΠΡΟΝΟΙΑΣ - ΓΕΩΡΓΙΑΣ - ΠΟΛΙΤΙΣΜΟΥ - ΕΜΠΟΡΙΚΗΣ ΝΑΥΤΙΛΙΑΣ Έχοντες υπόψη τις διατάξεις: 1 - της Συμφωνίας οικονομικής συνεργασίας μεταξύ των Κυβερνήσεων της Ελληνικής Δημοκρατίας και της Δημοκρατίας της Κούβας η οποία υπογράφηκε στην Αβά?να στις 9 Μαΐου 1997 και κυρώθηκε με τον υπ’ αριθ. 2585/1998 Νόμο που δημοσιεύθηκε στο υπ’ αριθ. 46 Φύλ?λο της Εφημερίδος της Κυβερνήσεως Τεύχος Α’ της 13ης Μαρτίου 1998. 2 - του άρθρου 2 του κυρωτικού Νόμου 2585/1998 βάσει του οποίου τα Πρωτόκολλα - Πρακτικά που καταρτίζονται από τη Μικτή Επιτροπή του άρθρου 5 της συμφωνίας εγκρίνονται με Κοινή Πράξη των αρμοδίων κατά περίπτω?ση Υπουργών. 3 - του περιεχομένου του υπό έγκριση Πρωτοκόλλου. 4 - τις διατάξεις του άρθρου 29Α του Νόμου 1558/85 Α΄ 137 που προστέθηκε με το άρθρο 27 του Νόμου 2081/92 Α΄ 154 και τροποποιήθηκε με το άρθρο 1 παραγρ. 2α του Νόμου 2469/97 Α΄ 38, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολο του το Πρωτόκολλο της 2ης Συνόδου της Ελληνο-Κουβανικής Μικτής Οικονομι?κής Επιτροπής που υπογράφηκε στην Αβάνα στις 27.2.2001, του οποίου το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: Αθήνα, 21 Μαΐου 2002 ΟΙ ΥΠΟΥΡΓΟΙ ΟΙΚΟΝΟΜΙΑΣ ΚΑΙ ΟΙΚΟΝΟΜΙΚΩΝ ΕΞΩΤΕΡΙΚΩΝ Ν. ΑΝΩΜΕΡΙΤΗΣ Second Session of the Greek-Cuban Joint Economic Committee Havana 26-27 February, 2001 Protocol The Second Session of the Greek-Cuban Joint Econom?ic Committee, set up under the Agreement on Economic and Technological Cooperation between the Government of the Hellenic Republic and the Government of the Re?public of Cuba, was held in Havana on the 26th and the 27th of February, 2001. The Greek delegation was headed by Mr. Yannis Zafeiropoulos, Deputy Minister, Ministry of National Economy, and the Cuban delegation was headed by Mr. Rodrigo Malmierca Diaz, Deputy Minister, Ministry for Foreign Investment and Economic Cooperation. Mr. Yannis Zafeiropoulos, on the occasion of his visit in Cuba met with: Mrs.Marta Lomas, Minister for Foreign In?vestments and Economic Collaboration, Mr. Jesus Perez Othon, Minister of Ligth Industry, Mr. Angel Dalmau, Minis?ter of Foreign Affairs a.i.,Mr. Orland Hernandez, Deputy Minister of Foreign Trade, Mr. Joaquin Benavides, Deputy Minister of Transportation, Mrs. Marta Maiz, Deputy Minis?ter of Tourism, Mr. Jose Garcia Cuevas, Deputy Minister of Higher Education, Mrs.Diana Fernandez, President of the National Bank of Cuba. The Composition of the Greek and Cuban Delegations is listed in Annexes I and II respectively. The agreed agenda for the Session is in Annex III. In their introductory remarks, the Heads of the two Dele?gations referred to the traditional bonds of friendship and understanding between the two countries. They also agreed that the Joint Committee should act as a mechanism for developing bilateral cooperation in vari?ous fields, which will reflect the close political links between the two countries and will create favorable conditions for contacts between their businessmen, with the aim to in?crease bilateral trade and investments.
Review of the economic situation in Greece and Cuba. The Greek side briefed on Greece's economic situation and on the initiatives of the Greek Government for closer business relations with the countries of the Balkan region. 1957 The Cuban side informed on the current economic and social situation of Cuba and the policy measures adopted in order to adapt its economy to the new international con?ditions, taking into account its national interests and prior?ities.
Bilateral Economic Cooperation 2.1 Trade The two sides, considering that so far their trade does not reflect the possibilities of both countries, agreed to make all possible efforts in order to increase its volume. To this effect they agreed to promote cooperation be?tween the two Chambers of Commerce, to initiate trade promoting programs, to encourage visits of trade dele?gations in both countries, as well as to undertake other rel?ative initiatives, such as participation in each other's Inter?national Trade Fairs, with the aim to broaden Greek-Cuban trade on a long term respective. Furthermore, both sides agreed to provide their busi?nessmen with information related to the investment op?portunities in their respective countries, as well as to orga?nize workshops in Athens and Havana. In this context, the Greek side announced that a business delegation intends to visit Cuba in either June or July 2001. Both sides expressed their interest to implement the existing agreement between the Hellenic Foreign Trade Board (HEPO) and the Cuban Center for the Promotion of Exports (CEPEC). No agreement was reached o the issue of a credit line to be granted by Greece to Cuba. Both sides expressed their wish to look again into this matter in the near future. 2.2 Investments The two sides consider that the signing of the Agreement of Avoidance of Double Taxation will be beneficial to their economic cooperation and agreed to initiate the relative procedure by exchanging draft agreements, as soon as possible. The Cuban side expressed its interest to establish a link between the Cuban Center for Promotion of Investment (CPI) and the Hellenic Center of Investments (ELKE), with the objective of exchanging information and promoting the investment opportunities in Cuba. The Greek side expressed its interest to participate in the modernization of the telecommunication system o Cuba. The Sidero-mechanic Industry of Cuba expressed its in?terest to examine with the Greek side the possibility of un?dertaking a joint effort to modernize the Factory of Plastic Pipes, as well as other investment proposals of this sector. The Greek side expressed its willingness to analyze with the Cuban side these investment proposals either in Athens or on the occasion of the METANICA FAIR to be held in Havana, in July 2001. This event will offer Greek businessmen the opportunity to get familiar with the Cuban Sidero-mechanic Industry. 2.4 Agriculture The Cuban side expressed once more its interest to co?operate in the field of Agriculture, and in particular in the of animal and plant production and research, as a follow-up to the discussions that took place during the recent visit to Greece of officials from the Cuban Ministry of Agriculture. Both sides agreed that cooperation in the field of Agri?culture would be further examined during the visit of repre?sentatives of the Greek Ministry of Agriculture to Cuba. 2.5 Cooperation in the Fishery Sector The Greek side agreed to provide expertise and training in the field of aqua (sea) culture.
Other Sectors of Cooperation 3.1 Cooperation in the Health Sector In response to the request of the Cuban side, the Greek side expressed its willingness to participate in a triangular cooperation related to the Comprehensive Health Pro?gram (CHP), which Cuba is carrying out in the Sub Sahar?ian African countries. Both parts agreed that Cuba will provide Medical per?sonnel, which Greece will help the African countries to fi?nance part of the cost of such personnel, as well as the cost of pharmaceuticals and medical, surgical and other rel?ative equipment. The implementation of this triangular co?operation will also involve the participation of the Ministries of Health of the beneficiary African countries. Furthermore, Greece is prepared to cover the necessary expenses of African students from Sub Saharian countries who will study free of charge in Cuba in the field of Medicine. 3.2 Scientific and Technological Cooperation The Greek side, on behalf of the General Secretariat for Research and Technology of the Greek Ministry for Devel?opment, expressed the need to proceed to a Bilateral Sci?entific and Technological Cooperation Program on the ba?sis of article 4 of the Agreement on Economic and Techno?logical Cooperation. This Program will be prepared by a working group of experts of both countries and will include joint research projects in the areas of Biotechnology and Renewable Energy Sources. For these joint activities as well as their implementation procedures the relevant Protocols will be signed. Furthermore, both sides expressed their interest to co?operate in the Sector of Public Health, in particular in the field of research. 3.3 Cultural and Educational Cooperation Both sides expressed their satisfaction for the recent signing of a Cultural Cooperation Program covering the period 2000-2002 and for the creation of the Center of Neo?Hellenic Studies, at the University of Havana, for the studying of the Greek language and contemporary Greek culture. 3.4 Cooperation in the Tourism Sector The Cuban side expressed its interest in reinitiating, with the same financial conditions, the bilateral three-year Tourism Staff Training Program interrupted in 1999. The Cuban side also noted that the 21st Havana Convention on Tourism, to be held on May 7-11th 2001, offers an appro?priate opportunity for the assessment of the bilateral coop?eration in the area of Tourism. An invitation for the partici?1958 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) aforementioned, while both sides consider necessary to reactivate the procedure for the signing of the Cooperation Agreement in the Tourism Sector. 3.5 Cooperation in the area of Shipping Both sides reaffirmed their will to cooperate in sea trans?port, by providing free access to international cargoes moving from their ports, on the basis of non discrimination and free and fair competition. Both sides agreed to continue working on the draft of the Bilateral Maritime Agreement, including also the avoid?ance of double taxation of income deriving from the export of vessels, with the objective of getting to an understand?ing for both countries. 3.6 Cooperation in the Construction Sector Both sides expressed their willingness to examine possi?bilities of cooperation in the sector of construction, and in particular in projects relating to hydraulic, maritime con?structions, and infrastructure, in their countries as well as in third countries.
Bilateral Development Assistance The Greek side expressed the will to provide Cuba with financial assistance and with the relative expertise, for its economic development, in the areas of: - financial system - promotion of investments - management techniques The Greek side made known its readiness to provide one million euros, from its National Development Assistance budget, for the studies required. In this regard, a Cuban delegation will visit Athens, within three months, to identify specific areas of cooperation and to establish a concrete program covering the period 2001-2002. The discussions took place in an atmosphere of mutual friendship and understanding. As agreed, the 3rd Session of the Joint Economic Committee will take place in Athens in 2002 at a date to be decided through the diplomatic channel. Bilateral Economic Cooperation - Trade - Investments - Agriculture - Fishery Other Sectors of Cooperation - Health - Science and Technology - Culture and Education - Tourism - Shipping - Construction Bilateral Development Assistance Δεύτερη Σύνοδος - της Ελληνοκουβανικής Μικτής Οικονομικής Επιτροπής Αβάνα 26 - 27 Φεβρουαρίου 2001 Πρωτόκολλο Η Δεύτερη Σύνοδος της Ελληνοκουβανικής Μικτής Οι?κονομικής Επιτροπής, η οποία συνεστήθη βάσει της Συμ?φωνίας Οικονομικής και Τεχνολογικής Συνεργασίας με?ταξύ της Κυβέρνησης της Ελληνικής Δημοκρατίας και της Κυβέρνησης της Δημοκρατίας της Κούβας, διεξήχθη στην Αβάνα στις 26 και 27 Φεβρουαρίου 2001. Της Ελλη?νικής Αντιπροσωπείας ηγείτο ο Γιάννης Ζαφειρόπουλος, Υφυπουργός Εθνικής Οικονομίας, και της Κουβανικής Αντιπροσωπείας ηγείτο ο Ροντρίγκο Μαλμιέρκα Ντίαθ, Υφυπουργός Εξωτερικών Επενδύσεων και Οικονομικής Συνεργασίας. Ο Γιάννης Ζαφειρόπουλος, με την ευκαιρία της επίσκε?ψής του στην Κούβα, συναντήθηκε με την κυρία Μάρτα Λόμας, Υπουργό Εξωτερικών Επενδύσεων και Οικονομι?κής Συνεργασίας, τον Χέζους Πέρεθ Όθον, Υπουργό Ελα?φράς Βιομηχανίας, τον Άνχελ Νταλμάου, Προσωρινό Υπουργό Εξωτερικών, τον Ορλάντ Χερνάντεθ, Υφυπουρ?γό Εξωτερικού Εμπορίου, τον Χοακίν Μπεναβίντες, Υφυ?πουργό Μεταφορών, την κυρία Μάρτα Μάιθ, Υφυπουργό Τουρισμού, τον Χοσέ Γκαρσία Κουέβας, Υφυπουργό Ανώ?τατης Εκπαίδευσης, και την κυρία Ντιάνα Φερνάντεθ, Πρόεδρο της Εθνικής Τράπεζας της Κούβας. Οι συνθέσεις της Ελληνικής και της Κουβανικής Αντι?προσωπείας παρατίθενται στα Παραρτήματα Ι και ΙΙ αντί?στοιχα. Η συμφωνηθείσα ημερήσια διάταξη της Συνόδου πε?ριέχεται στο Παράρτημα ΙΙΙ. Στις εισαγωγικές παρατηρήσεις τους, οι Επικεφαλής των δύο Αντιπροσωπειών αναφέρθηκαν στους παραδο?σιακούς δεσμούς φιλίας και κατανόησης μεταξύ των δύο χωρών. Eπίσης, συμφώνησαν ότι η Μικτή Επιτροπή θα πρέπει να λειτουργεί ως μηχανισμός ανάπτυξης διμερούς συ?νεργασίας σε διαφόρους τομείς, γεγονός που θα αντανα?κλά τους στενούς πολιτικούς δεσμούς μεταξύ των δύο χωρών και θα δημιουργήσει ευνοϊκές συνθήκες για επα?φές μεταξύ των επιχειρηματιών τους, με σκοπό την αύξη?ση του διμερούς εμπορίου και των επενδύσεων.
