Τις διατάξεις της Συμφωνίας μεταξύ της Κυβέρνησης της Ελληνικής Δημοκρατίας και της Κυβέρνησης της Δημοκρατίας της Μολδαβίας για την οικονομική, τεχνολογική και επιστημονική συνεργασία, που υπεγράφη στην Αθήνα, στις 23 Μαρτίου 1998 και κυρώθηκε με τον ν. 2692/1999 (Α’ 49).

Το άρθρο δεύτερο του ως άνω νόμου, βάσει του οποίου τα Πρωτόκολλα - Πρακτικά που καταρτίζονται από τη Μικτή Επιτροπή του άρθρου 5 της Συμφωνίας εγκρίνονται με Κοινή Πράξη των αρμόδιων κατά περίπτωση Υπουργών.

Το γεγονός ότι η παρούσα υπουργική απόφαση δεν προκαλούνται δαπάνες σε βάρος του κρατικού προϋπολογισμού.

Το γεγονός ότι η παρούσα δεν αφορά σε διοικητική διαδικασία για την οποία υπάρχει υποχρέωση καταχώρισης στο ΕΜΔΔ-ΜΙΤΟΣ.

Το περιεχόμενο του υπό έγκριση Πρωτοκόλλου, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Πρωτόκολλο της Τέταρτης Συνόδου της Μικτής Διυπουργικής Επιτροπής για την Οικονομική, Τεχνολογική και Επιστημονική Συνεργασία μεταξύ της Ελληνικής Δημοκρατίας και της Δημοκρατίας της Μολδαβίας, που υπεγράφη στο Κισινάου, στις 12 Μαΐου 2023, το κείμενο του οποίου σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: Scientific Cooperation between the Hellenic Republic and the Republic of Moldova (Chișinău, May 12th, 2023) The fourth session of the Joint Intergovernmental Committee on Economic, Technological and Scientific Cooperation between the Hellenic Republic and the Republic of Moldova was held in Chișinău on May 12, 2023in accordance with the provisions of the Agreement on Economic, Technological and Scientific Cooperation”, signed on March 23, 1998 in Athens. The Moldovan delegation was headed by Mr. Vadim GUMENE, State Secretary, Minister of Economic Development and Digitalization of the Republic of Moldova, Co-chair of the Moldovan Side of the Committee. The Hellenic delegation was headed by Mr. Konstantinos FRAGKOGIANNIS, Deputy Minister of Foreign Affairs for Economic Diplomacy and Openness, Co-chair of the Hellenic Side of the Committee. The lists of both Delegations are attached to this Protocol (Annexes I and II). Both Co-chairs of the Committee welcomed the fourth session of the Joint Intergovernmental Committee, convened in an atmosphere of friendship, cordiality and mutual understanding, reflecting the desire and determination of both countries to seek fruitful ways for further developing and intensifying bilateral relations in different sectors of their economies. Both Sides informed each other about the current economic situation in Hellenic Republic and the Republic of Moldova, and of the implementation of provisions stated in the Protocol of the third meeting of the Joint Intergovernmental Committee and expressed satisfaction with the results achieved. The necessity to further enhance and diversify the economic ties and promote investments and trade through an intensive and continuous bilateral dialogue on economic issues of regional and global importance on the basis of mutual interest was also pointed out. Any activities within the framework of this Protocol will be carried out in accordance with the respective laws and regulations of the countries of the two Sides, as well as with the relevant Agreements to which both countries are parties, as well as the Hellenic Republic’s obligations arising from its membership of the European Union.

Approval of the Agenda Both Sides approved the Agenda, attached as Annex III of the Protocol.

Bilateral economic, trade and investment cooperation The two Sides exchanged information on the current economic relations between the Hellenic Republic and the Republic of Moldova. Both Sides exchanged information on the current economic situation, outlining the general economic development of the Hellenic Republic and the Republic of Moldova. Both delegations highlighted the significant contribution of the business environment in the economic development of each country. Acknowledging that foreign direct investments have a vital role for economic growth,both Sides reviewed the bilateral trade and investment development and expressed their common desire The Moldovan side proposed to enhance the cooperation and exchange of institutional experience between the Invest Moldova Agency and the relevant interested Agencies from the Hellenic Republic. In this context, both Sides expressed their satisfaction for the signing of a Memorandum of Understanding between Enterprise Greece and Invest Moldova Agency which aims a) to strengthen links and connections between the two agencies in the field of investment promotion and facilitation; to create and expand networking opportunities; to promote investment opportunities and projects available in both countries; and b) to facilitate transfer of technology and know-how in order to assist sustainable development in the field of investment promotion and facilitation. Both Sides expressed their interest in exchange of experience and collaboration in the development and implementation of Public-Private Partnership schemes in the field of local and regional development. According to the Public Services Agency of Republic of Moldova, at the end of 2022 in Republic of Moldova 88 companies were registered at the Hellenic Republic. According to the value of invested capital, the Hellenic Republic is at the19th place among the main investors of the Republic of Moldova. The Committee assessed that the trade and investment potential between the two countries is larger than the current and recommended taking active measures to create favorable conditions for the bilateral trade and investment interaction and flows, including: - Organization of trade missions, B2B events, business fora, fairs, exhibitions, workshops supporting bilateral and regional cooperation between Moldovan and Hellenic entrepreneurs, - Exchange of experience and information in the field of trade, investment conditions and entrepreneurship, - Support programs for foreign entrepreneurs. - Specialized events for the local and regional business communities in order to introduce the economy, business environment, cooperation and investment opportunities in each country. Small and Medium Sized Enterprises: Both Sides underlined the importance of Small and Medium Sized Enterprises (SMEs) for the economy, taking into account their contribution in growth, new jobs creation and social cohesion and agreed to strengthen their cooperation in this field. Such cooperation could include the exchange of information, know-how and best practices between enterprises, research centers and public entities in the area of SMEs support policies, as well as the promotion of networking among entrepreneurs, with emphasis on innovation and internationalization in order to improve SMEs competitiveness and enhance their access to international markets. The Moldovan side emphasized the importance of continuing bilateral cooperation in the SMEs development area, by offering exchange of good practices, with relevant organizations from the Hellenic Republic and study visits for Moldovan entrepreneurs and employees of the Organization for Entrepreneurship Development. The Moldovan Side proposed to develop a strong dialogue between the Organization for Entrepreneurship Development and its counterpart from the Hellenic Republic on establishing a sustainable and innovationoriented small and medium-sized business sector and exchanging of best practices related to supporting local SMEs to develop and to prepare a country strategy for accessing the European market. Development and Investments, which shall be informed accordingly. Industrial Cooperation: The two Sides, wishing to achieve economic development, recognized the importance and mutual benefit deriving from their cooperation in the industrial field and expressed their readiness to develop and strengthen such cooperation, through the encouragement of entrepreneurship, the promotion of business cooperation in various manufacturing sectors of common interest, the enhancement of internationalization, with a focus on innovation and sustainable industrial development, as well as the aim to take advantage of investment opportunities. Both Sides expressed their interest in deepening collaboration in the fields of IT and digital economy, through the exchange of best practices. Additionally, the Moldovan Side encouraged the participation of Hellenic companies from the IT sector in the activity of the virtual IT park in the Republic of Moldova, “Moldova IT Park”, and invited them to consider the possibility of becoming its residents. 2.1 Quality infrastructure The two Sides, wishing to create favorable conditions for the development of bilateral technological cooperation, aiming to facilitate bilateral commercial transactions, to establish closer economic relations, to eliminate technical barriers and to develop “quality policies” within the manufacturing sector, agreed to broaden the cooperation between the two countries in the field of quality infrastructure, in particular in Standardization, Accreditation and Metrology. The cooperation may include the exchange of good practices and information on technical legislation issues and standards, as well as the provision of expertise and know-how on business innovation issues. The Hellenic side, through the respective Public Institutions and Bodies, may also provide to the Moldovan side any required information and support about the EU αquis and the harmonized European Union legislation for industrial products. Considering institutional reforms. that took place in the quality infrastructure of the Republic of Moldova, both Sides agreed to explore ways to broaden their scientific cooperation in other fields of “Quality Infrastructure”, such as Accreditation, Metrology, Laboratory Testing and Conformity Assessment, through the exchange of best practices, as well as information on technical legislation issues and regulations. 2.2 Intellectual property protection Moldovan-Hellenic cooperation relations in the field of intellectual property are carried out on the basis of agreements and international and regional treaties in the field to which both States are parties, including within the World Intellectual Property Organization. between the State Agency on Intellectual Property of the Republic of Moldova and the Hellenic Copyright Organization, as well as the Hellenic Industrial Property Organization (OBI) on behalf of the Hellenic Republic, in order to include the cooperation in the field of copyright and related rights as well as industrial property rights.
