Τις διατάξεις του Νόμου 1558/1985 «Κυβέρνηση και Κυβερνητικά Όργανα» (ΦΕΚ 137/Α/1985)
την αθλητική συνεργασία των Βαλκανικών χω?ρών, βασισμένη στην αμοιβαία εκτίμηση, φιλία και ι?σοτιμία μεταξύ των χωρών αυτών.
τη Διεθνή αθλητική πραγματικότητα και την προ?οπτική των Ολυμπιακών αγώνων του 2004 που θα ορ?γανωθούν στην Ελλάδα, που καθιστούν αναγκαία την περαιτέρω ενίσχυση των αθλητικών σχέσεων μεταξύ των Βαλκανικών χωρών και την αναβάθμιση των α?θλητικών συναντήσεων και αγώνων που διοργανώνο?νται στη Βαλκανική.
το περιεχόμενο των υπό έγκριση συμβατικών κει?μένων, αποφασίζουμε: Εγκρίνουμε ως έχουν και στο σύνολό τους το Μνη?μόνιον της Βαλκανικής Διάσκεψης των Υπουργών αρμοδίων για τον αθλητισμό που υπογράφηκε στη Ρόδο στις 17 Ιανουαρίου 1999 καθώς και το Πρακτι?κό της 14ης Συνάντησης των Εμπειρογνωμόνων του αθλητισμού των Βαλκανικών χωρών που υπογρά?φηκε ομοίως στη Ρόδο στις 16 Ιανουαρίοιυ 1999 των οποίων το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως ε?ξής: Αθήνα, 2 Ιουνίου 2000 ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ ΠΟΛΙΤΙΣΜΟΥ Γ. ΠΑΓΚΑΛΟΣ BALKAN CONFERENCE OF MINISTERS WITH RESPONSIBILITIES FOR SPORT 15-17 January 1999 Rhodes, Hellenic Republic AIDE-MEMOIRE The Balkan Conference of Ministers with Responsi?bilities for Sport was held in Rhodes 15-17 January
At the same time and place, the XIV Meeting of Balkan Sport Experts took place to discuss issues in their competence. The Deputy Minister of Culture with Responsibilitie for Sport, Andreas Fouras, greeted the participants and chaired the Balkan Conference of Ministers with Responsibilities for Sport. The participants adopted the following agenda: -Modernising the Balkan Games and creating proto?cols to ensure that the Balkan Games meet contem?porary needs -The Balkans on the course toward the Olympic Games in 2004 -New forms of development and cooperation be?tween Balkan countries in the field of social sport -Fair play and contemporary deviations -Scientific support for competitive sport. Preventive measures against the use of prohibited substances -The possibilities of developing common sports for all among the Balkan countries -Proposals for decisions regarding the future of the Balkan Games and sports cooperation between Balkan Countries The Conference unanimously decided to accept Bosnia - Herzegovina as a full Member. The Conference agreed to provide mutual technical, scientific and financial support to the less developed Balkan countries. After the discussion of these topics, the following conclusions were approved: «Balkan sports cooperation based on the indepen?2799 of the 2004 Olympic Games, which will be held in Greece, make it necessary to further strengthen the sporting relations between Balkan countries and to upgrade the athletic meetings and competitions held in the Balkans «These competitions, despite the enriched pro?gramme of international sporting events, continue to be of special significance and should be treated by sports federations in a uniform way, taking into ac?count the special features of each sport The sports federations, taking part in the effort to en?sure the continued improvement of Balkan Sports, are called upon to adopt and implement the decisions of the Balkan Conference of Ministers with Responsibili?ties for Sport on 17 January 1999 and of the meeting of sports experts held at the same time.» The calendar of the Balkan games in 1999 was adapted to these decisions and constitutes an integral part of the present document. The Conference ac?cepted the proposal of the Organizing Committee «A?thens 2004» for a Permanent cooperation between the Balkan and the Black Sea countries with a view to information exchange and establishing a creative re?lationship of all parties involved in the organization of the 2004 Olympic Games. All the participating countries expressed their grat?itute to the organisers of the Conference and to the Deputy Minister of Culture with Responsibilities for Sport, Andreas Fouras, who welcomed the partici?pants, for their hospitality, the high level of organisa?tion and the good working conditions which con?tributed to the complete success of the Conference and the Meeting. The text of the Sport Experts decisions signed by the representatives of the countries that have participated in the XIV Meeting of Balkan Sport Experts in Rhodes, as well as, a list of each members of the delegation to the XIV Meeting of Balkan Sport Experts, are attached as an Annexe to the present Aide-Memoire. The present Aide-Memoire was drawn up and signed in Rhodes on 17 January 1999. For the Republic of Albania For the Republic of Bulgaria For the Federal Republic of Yugoslavia For the Hellenic Republic For Romania For the Republic of Turkey XIV MEETING OF BALKAN SPORTS EXPERTS, 15 -17 JANUARY 1999, RHODES, HELLENIC REPUB?LIC Today, January 16,1999 the XIV Annual Meeting of Balkan Experts in Sport took place in Rhodes. It was attended by the following delegates: for the Republic of Albania,Virgjil Karaja, Advisor to the Vice Minister, for the Republic Bosnia Herzegovina, Emir Medan?hodzic, Secretary General of the Sports Federation (observer), for the Republic of Bulgaria, Milko Milkov, Senior Expert in Sports Direction, for the Federal Re?public of Yugoslavia, Snazana Misijlova, Indepen?dant Councillor at the Ministry of Foreign Affairs in charge of Sport, for the Former Yugoslav Republic of Macedonia, Taki Djiikov Assistant Minister of Ed?ucation and Physical Culture (observer), for the Hel?lenic Republic, Spilios Zacharopoulos, Director of Competitive Sport, for Romania, Mircea Hornet, Chief of Department, for the Republic of Turkey, Haluk Ozbek President of the International Relations De?partment. The representatives of the foregoing countries stressed the significance and the meaning of the Balkan games and the need to modernise them. They have agreed that in many sports the games are degraded. The experts agreed to joinly urge their governments and Ministers with responsibilities for Sport to keep on organizing the Balkan games, revive the events which have not been held for some time, and modernize them. This goal requires: -Sponsors, i.e. government and financial support to the organizing Federations -Funds by the Balkan Federations of each sport gathered through television rights and sponsors. - The annual organization of the Balkan games in at least one age category in the various sports. - The creation and institutionalization of incentives for the athletes and teams in the categories of men and women. For 1999 and according to the proposals made by the Federations, the timetable for the games and the venues are as follows:

Football The Turkish Federation is to contact the other Balkan Federations
Basketball On the condition that the Federations agree upon the revival of the games, they wish to or?ganize for the under 20 years of age athletes Juniors/M bom in 1982 and Youth/W bom in 1980 in Romania

Weightlifting In cooperation with the Federations they will try to revive the games. The initiative will be taken by the Hellenic Federation
Volley ball They shall make a decision at the Meeting of the Balkan Confederation in January 1999
Gymnastics There isn’t any concrete proposal. It will be discussed among Federations following an ini?tiative of the Hellenic Federation

Handball The Federations shall cooperate to re?vive the games. The Hellenic Federation will take the initiative.

Boxing The Federations shall cooperate to re?vive the games. The Hellenic Federation will take the initiative.
Fencing 6-7 March or 13-14 March Balkan Championships in \ Bulgaria, cadets (Men/Women).
Yachting Children and Olympic sports in Roma?nia (Mamaia), probably in June
Rowing In Romania (Yassy) from the 9-12/9
Tennis Cooperation of the Hellenic Federation with the other Federations in order to reactivate the in?stitution

Biathlon Bulgaria will organize the event in March or September. The exact time and place will be defined.
Canoe Kayak Slalom, Balkan Cup, in the Feder?al Republic of Yugoslavia (Miss), from 24-25/4, Racing Balkan games from 1-2/5 in Belgrad) The exact time and place for the organization of the various sports which are not included in the present document will be communicated in due time by the Federations which will organize the event. Competi?tive forms of sport activities for which respective Fed?erations exist in the Balkan countries, shall be orga?nized by the countries that wish it and supported to the possible extend by their governements as unani?mously agreed. Occupation in the field of sport for all must be offered to everybody without gender, age, physical and men?tal capacity. The exchange of experience and knowledge be?tween the responsible bodies of Balkan countries is judged indispensable. It has been decided to hold the next meeting of Balkan Sport Experts in Turkey. During that meeting concrete positions for the upgrading of the Balkan Games will be presented. Views will be first expressed in the forthcoming Conference of Ministers with Re?sponsibilities of Sport by the sports experts in order to make the relevant decisions. Συμμετείχαν οι ακόλουθοι εκπρόσωποι: για την Αλβανική Δημοκρατία Virgjil Karaja, Σύμβουλος του Υ?φυπουργού, για τη Δημοκρατία Βοσνίας-Ερζεγοβί?νης Emir Medanhodzic, Γενικός Γραμματέας Αθλητι?κής Ομοσπονδίας (παρατηρητής), για τη Βουλγαρική Δημοκρατία Milko Milkov, Ανώτερος Ειδικός Διεύθυν?σης Αθλητισμού, για την Ομοσπονδιακή Δημοκρατία Γιουγκοσλαβίας Snazana Misijlova, Ανεξάρτητη Σύμ?βουλος Υπουργείου Εξωτερικών υπεύθυνη για τον Α?θλητισμό, για την πρώην Γιουγκοσλαβική Δημοκρα?τία της Μακεδονίας Taki Djiikov, Βοηθός Υπουργός Παιδείας και Σωματικής Αγωγής (παρατηρητής), για την Ελληνική Δημοκρατία Σπήλιος Ζαχαρόπουλος, Διευθυντής Αγωνιστικού Αθλητισμού, για τη Ρουμα?νία Mircea Hornet, Τμηματάρχης, για την Τουρκική Δημοκρατία Haluk Ozbek, Πρόεδρος του Τμήματος Διεθνών Σχέσεων. Οι εκπρόσωποι των ανωτέρω χωρών τόνισαν τη σπουδαιότητα και τη σημασία των Βαλκανικών αγώ?νων και την ανάγκη εκσυγχρονισμού τους. Συμφώνησαν ότι σε πολλά αθλήματα οι αγώνες έχουν υποβαθμιστεί. Οι ειδικοί συμφώνησαν να παροτρύνουν από κοι?νού τις κυβερνήσεις και τους αρμόδιους Υπουργούς Αθλητισμού τους να συνεχίσουν να διοργανώνουν τους Βαλκανικούς αγώνες, να αναβιώσουν τις διορ?γανώσεις που δεν έλαβαν χώρα για αρκετό καιρό, και να τους εκσυγχρονίσουν. Ο στόχος αυτός απαι?τεί: -Χορηγοί, δηλαδή κυβερνητική και οικονομική στή?ριξη προς τις διοργανώτριες Ομοσπονδίες -Χρηματικοί πόροι των Βαλκανικών Ομοσπονδιών κάθε αθλήματος που συγκεντρώνονται μέσω τηλεο?πτικών δικαιωμάτων και χορηγών -Ετήσια διοργάνωση των Βαλκανικών αγώνων σε τουλάχιστον μία κατηγορία ηλικίας στα διάφορα α?θλήματα -Δημιουργία και θεσμοθέτηση κινήτρων για τους α?θλητές και τις ομάδες στις κατηγορίες ανδρών και γυναικών Για το 1999 και σύμφωνα με τις προτάσεις που έ?καναν οι Ομοσπονδίες, το χρονοδιάγραμμα για τους αγώνες και τους τόπους διεξαγωγής έχει ως εξής:
