της δεύτερης Συνάντησης της Επιτροπής Ενέργειας της Τριμερούς συνεργασίας (Τεχεράνη, 24.2.1999) μεταξύ της Ελληνικής Δημοκρατίας, της Δημοκρα?τίας της Αρμενίας και της Ισλαμικής Δημοκρατίας του Ιράν. ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ - ΕΘΝΙΚΗΣ ΟΙΚΟΝΟΜΙΑΣ - ΑΝΑΠΤΥΞΗΣ ΚΑΙ ΟΙΚΟΝΟΜΙΚΩΝ Έχοντες υπόψη τις διατάξεις:
του Μνημονίου συνεννοήσεως σχετικά με την Τριμε?ρή συνεργασία μεταξύ της Ελληνικής Δημοκρατίας, της Δημοκρατίας της Αρμενίας και της Ισλαμικής Δημοκρα?τίας του Ιράν που υπογράφηκε στην Αθήνα στις 22 Δε?κεμβρίου 1997 και κυρώθηκε με τον υπ' αριθ. 2700/1999 νόμο που δημοσιεύθηκε στο υπ' αριθ. 68 Φύλλο της Εφη?μερίδος της Κυβερνήσεως τεύχος Α΄ της 7 Απριλίου 1999.

του δευτέρου άρθρου του κυρωτικού Νόμου 2700/1999 βάσει του οποίου τα Πρωτόκολλα και Πρακτι?κά θα εγκρίνονται με κοινή Πράξη των καθ' ύλην αρμοδίων Υπουργών.
του γεγονότος ότι εκ της εφαρμογής των υπό έγκρι?ση δύο Μνημονίων δεν προκαλείται πρόσθετη δαπάνη επιβαρύνουσα τον κρατικό προϋπολογισμό.
τις διατάξεις του άρθρου 29 Α του νόμου 1558/85 Α΄ 137 που προστέθηκε με το άρθρο 27 του νόμου 2081/92 Α’ 154 και τροποποιήθηκε με το άρθρο 1 παρ. 2α του νό?μου 2469/97 Α΄ 38, αποφασίζουμε Εγκρίνουμε ως έχουν και στο σύνολό τους τα Μνημόνια της 1ης και της 2ης συνάντησης της Επιτροπής Ενέργει?ας της Τριμερούς συνεργασίας μεταξύ της Ελληνικής Δη?μοκρατίας, της Δημοκρατίας της Αρμενίας και της Ισλα?μικής Δημοκρατίας του Ιράν που υπογράφηκαν το μεν πρώτον στο Ερεβάν την 3.6. 1998 το δε δεύτερον στη Τεχεράνη στις 24.2.1999 των οποίων τα κείμενα σε πρωτό?τυπο στην αγγλική γλώσσα και σε μετάφραση στην ελλη?νική έχουν ως εξής: Αθήνα, 23 Ιουλίου 2001 Ο ΥΠΟΥΡΓΟΙ ΕΘΝΙΚΗΣ ΟΙΚΟΝΟΜΙΑΣ - ΕΞΩTEΡΙΚΩΝ ΟΙΚΟΝΟΜΙΚΩΝ Γ. ΧΡΙΣΤΟΔΟΥΛΑΚΗΣ IN THE NAME OF GOD - MEMORANDUM OF UNDERSTANDING OF THE SEC?OND TRILATERAL ENERGY COMMITTEE MEETING BE?TWEEN THE ISLAMIC REPUBLIC OF IRAN, THE HEL?LENIC REPUBLIC AND THE REPUBLIC OF ARMENIA TEHRAN, FEBRUARY 24, 1999 In accordance with the Memorandum of Understanding signed by the Foreign Ministers of the contracting parties on December 22,1997 in Athens, and the Memorandum of understanding of the first trilateral energy committee signed in Yerevan on June 3, 1998 the second trilateral meeting of the Energy committee was held in Tehran on Feb 24,1999.
The Meeting was chaired by Mr. Hamid Chitchian, Deputy Minister of Energy of the I.R.Iran.
The meeting was attended by the following partici?pating parties: - Islamic Republic of Iran The Hellenic Republic Republic of Armenia List of participants is attached as Appendix I. The agen?da of the meeting was adopted and is attached as Ap?pendix II.
The parties agreed on the following:
They reiterated their will and wish to contribute towards further expansion of cooperation in the field of energy and accelerating measures which have been agreed upon.
The parties adopted the Terms of Reference as re?2715
The parties expressed their continuous interest for the I.R.IRAN-ARMENIA gas pipeline project. The Armenian party presented an updated briefing on its measures taken for further promotion of the project. The Ar?menian party shall welcome the Hellenic and Iranian parties to visit Yerevan and discuss the feasibility study of this project. The Armenian party also agreed to communicate it to the other two parties in written form.
The parties agreed to continue the exchange of expert tours in order to become better acquainted with each oth?ers' energy infrastructures. The Iranian party expressed its readiness to accept the experts from the other two parties. The Hellenic side proposed that the visit be paid in June 1999 through direct links between respective companies with information only passed to the ministries. All parties agreed on this proposal.
The Armenian and Iranian parties informed the meeting on status of «SUNARM» and its founders and its broad spec?trum of activities. This information shall also be communi?cated to the Hellenic party in a written form. The Hellenic party shall comment on this document by the end of April 1999.

The Iranian party informed the other two parties of the forthcoming international energy exhibitions in the fields of electricity, gas and oil, and invited two other parties to at?tend the events. The Hellenic party shall dispatch to the other two parties all the information regarding relevant exhibitions in Greece as well as other European countries through focal points.
The Armenian party proposed the following: 8.1 The idea of a «Trilateral Umbrella Agreement» on rules of cooperation i.e., institutional and legislatory framework, and establishment of a trilateral secretariat.
The exchange of views regarding regional energy matters.
Parties agreed, to hold the next meeting in November 1999 in Athens in the Hellenic Republic .In September 1999, actual date shall be agreed through diplomatic chan?nels. The Armenian and Iranian parties shall inform the Hel?lenic party of their convenient dates.
The Hellenic and Armenian parties expressed their gratitude to the Iranian party for the organization of the meeting and hospitality extended to them. Done in Tehran on the twenty fourth of Februray, 1999, in three originals in Energy, and in 9 Artitcles and 4 Appen?dices all texts being authentic. The three parties agreed with the Terms of Reference and proposed timetable .
CRES will prepare the Database and will send the data format to other parties by e-mail. The format will be sent within next two weeks.
The three countries will gather and elaborate their en?ergy data according to this format and then they will send them by e-mail or diskette CRES.
CRES will introduce these energy data to the Database and then all the Information will be available to all three Countries by Internet.
CRES will prepare a more detailed work breakdown and a work allocation list and send them to the other par?ties within the next two weeks from now.
Each country will cover the expenses for the activities agreed in point 5.
The starting date of the project will be two weeks after the agreement by all parties on the work breakdown and the work allocation. Background In accordance with the Memorandum of Understanding, signed on December 22, 1997 in Athens by the Ministers of Foreign Affairs of the Hellenic Republic, the Republic of Ar?menia and the Islamic Republic of Iran, the first Trilateral meeting of the Committee on Energy issues was held in Yerevan on June 3, 1998. During this meeting an MoU was signed. Article 2 of the ΜοU previews the establishment of an energy database with access restricted to the Parties in?volved. According to this article a Working Group was es?tablished for the elaboration of Terms of Reference and the implementation of the project. The Working Group meeting was organised by the Centre for Renewable Ener?gy Sources (CRES) of the Hellenic Republic and held in Athens on October 5 and 6 1998. The Working Group dis?cussed all issues concerning the project and prepared these ToR.
Technical Description 2.1 Objective of the project The objective of implementation of this project is to es?tablish an information network in these three member countries and develop a common database on energy in order to exchange, share and present relevant information. 2.2 Work Programme of the project-Tasks In order to achieve the above mentioned objective, the project is splitted into four main tasks: 2.2.1 Task 1: Exchange of information During this task there will be an exchange of a wide range of energy information resources including, basic infor?mation on energy planning in each country, energy busi?ness information, books, journals, newsletters as well as videotapes, software and CD - ROMs; 2.2 Task 2: Development of the common database During this task a common database for the storage, elaboration and retrieval of energy information will be de?signed and developed under the technical responsibility of CRES. The energy data that will be included in the com?mon database will cover the following information domain: Energy Related Activities Journal Programmes concerning the Energy Sector Energy Projects Energy related regulations, incentives and standards Key player organisations and market data Energy Supply and Demand Installations for the supply and transformation of Energy products (oil and gas fields, power plants, petroleum re?fineries) Summary data on energy production, transformation and consumption (energy balance sheets) Cartographic data Electricity network ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) 2717 Oil refineries LNG plants In annex I a specific presentation of the contents of the database is presented. The data should be classified according to the following level of accessibility: • Public: containing data that could be available to anyone. • Partially restricted: containing data that could be shared only among the three countries. All the Energy information coming from the three partici?pating countries should be organised using the same database structure and format. 2.2.3 Task 3: Use of Wide Area Network (WAN - Internet) According to the above classification, an Internet database will be developed and operate in a way that the three member countries will be able to exchange, share and present energy information. In addition CRES will in?stall and operate this database on their own server. 2.2.4 Training During this task there will be user's specific awareness with training programmes for the three member countries experts concerning the design of energy databases and application of energy planning model; 2.3 Planning of the project The duration of the project will be one year and a pro?posed time table is shown in table 1: Table 1: Time table Task Month 1 2 3 4 2.4 Responsibilities of the member countries Center for Renewable Energy Sources, from Hellenic Re?public, is the responsible institute for the technical co-ordi?nation of the project. CRES will be responsible for the development of the en?ergy database as well as the operation of the internet ver?sion of this database (task 3) and the training activities (task 4). All member countries (Republic of Armenia, Hellenic Re?public and Islamic Republic of Iran) have the responsibility of collecting organising and evaluating the energy- information required for the database development (tasks 1 and 2).
