(Ρώμη, 6 Δεκεμβρίου 2005) ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ, ΑΝΑΠΤΥΞΗΣ, ΠΕΡΙΒΑΛΛΟΝΤΟΣ ΧΩΡΟΤΑΞΙΑΣ ΚΑΙ ΔΗΜΟΣΙΩΝ ΕΡΓΩΝ − ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ − ΥΓΕΙΑΣ ΚΑΙ ΚΟΙΝΩΝΙΚΗΣ ΑΛΛΗΛΕΓΓΥΗΣ − ΑΓΡΟΤΙΚΗΣ ΑΝΑΠΤΥΞΗΣ ΚΑΙ ΤΡΟΦΙΜΩΝ − ΠΟΛΙΤΙΣΜΟΥ − ΜΕΤΑΦΟΡΩΝ ΚΑΙ ΕΠΙΚΟΙΝΩΝΙΩΝ Έχοντας υπόψη:
Τις διατάξεις της Συμφωνίας Επιστημονικής και Τεχνολογικής συνεργασίας μεταξύ των Κυβερνήσεων της Ελληνικής Δημοκρατίας και της Ιταλικής Δημοκρατίας, που υπογράφηκε στην Αθήνα, στις 13 Οκτωβρίου 1983 και κυρώθηκε με το ν. 1501/1984 που δημοσιεύθηκε στο υπ’ αριθμ. 190 φύλλο της Εφημερίδος της Κυβερνήσεως, Τεύχος Α΄, της 28ης Νοεμβρίου 1984,
την διάταξη του άρθρου δευτέρου του ως άνω κυρωτικού νόμου σύμφωνα με το οποίο τα σε εκτέλεση της Συμφωνίας Πρωτόκολλα − Πρακτικά που καταρτίζονται από τη Μικτή Επιτροπή του άρθρου 4 της Συμφωνίας εγκρίνονται με κοινή Πράξη των αρμοδίων κατά περίπτωση Υπουργών,
τις διατάξεις του άρθρου 90 της Κωδικοποίησης της νομοθεσίας για την Κυβέρνηση και τα Κυβερνητικά όργανα (π.δ. 63 − ΦΕΚ 98/Α΄/22.4.2005),
το γεγονός ότι εκ της εφαρμογής των διατάξεων του υπό έγκριση Πρωτοκόλλου ουδεμία δαπάνη προκαλείται σε βάρος του κρατικού προϋπολογισμού πλέον αυτής που προκύπτει από τις βασικές διατάξεις της Συμφωνίας και που είχε εκτιμηθεί στην Έκθεση του Γενικού Λογιστηρίου του Κράτους,
το περιεχόμενο του υπό έγκριση Πρωτοκόλλου, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολο του το Πρωτόκολλο του Προγράμματος της 8ης Συνόδου της Μικτής Ελληνο − Ιταλικής Επιτροπής για Επιστημονική και Τεχνολογική συνεργασία για τα έτη 2006−2008, που υπογράφηκε στη Ρώμη στις 6 Δεκεμβρίου 2005, το κείμενο του οποίου σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής : PROTOCOL PROGRAMME OF THE 8th SESSION OF THE JOINT GREEK−ITALIAN COMMITTEE FOR THE SCIENTIFIC AND TECHNOLOGICAL CO−OPERATION 2006−2008 Rome, December 6th 2005 In accordance with the Agreement on the Scientific and Technological Cooperation between the Hellenic Republic and the Italian Republic, signed in Athens on October 13th 1983, the 8th session of the Joint Greek−Italian Committee took place in Rome on December 6th 2005, in order to establish the Programme of the Scientific and Technological Cooperation for the years 2006−2008. The Italian Delegation was headed by Plenipotentiary Minister Elio Menzione, Head of Delegation, Deputy Director−General for Cultural Promotion and Cooperation, Ministry of Foreign Affairs. The Greek Delegation was headed by H.E. Anastassis Mitsialis, Ambassador of the Hellenic Republic in Italy. The compositions of both Delegations are indicated in Annex I of this Program. The deliberations of the joint Committee were carried out according to the following agenda:
Evaluation of the overall situation and the perspectives of the scientific and technological cooperation in different areas as well as the priorities for its further development.
Joint evaluation of the draft and definition of the final text of the Executive Programme of Scientific and Technological Co−operation for the years 2006−2008.
Place and date of the IX session.
Signing of the Executive Programme of Scientific and Technological Co−operation for the years 2006−2008.
EVALUATION OF THE OVERALL SITUATION. PERSPECTIVES OF THE SCIENTIFIC AND TECHNOLOGICAL COOPERATION IN DIFFERENT AREAS AND THE PRIORITIES FOR ITS DEVELOPMENT. Both Sides were mutually informed of the priorities about the development of the scientific research in both Countries, in order to establish a closer and more efficient link between basic and applied research in view of the adoption of the 8th Program for Scientific and Technological Cooperation. They also agreed to better integrate research into technological innovation and industrial applications. A number of joint initiatives were undertaken in order to en2065 at fighting unemployment and creating new jobs. The two Countries have similar priorities in the scientific and technologic fields, as a consequence of their cooperation in the framework of the European Union and the Euro−Mediterranean partnership. The two Countries strongly believe that they should increase their efforts to strengthen their links in the frame of the Mediterranean basin and towards the European Research Area, thus contributing to their economic and social development.
ACTIVITIES A number of 104 joint R+D proposals have been received in the frame of the last joint call for proposals, published early in May 2005. After an extensive evaluation of the proposals and taking into consideration their financial resources, the Countries have agreed on financing 27 projects as listed in Annex II. There are 4 proposals selected and funded only by the Italian side as «Significant Bilateral Projects» (“Progetti di grande rilevanza”). These projects were not submitted to the Greek side, which has not any financial obligation and responsibility for them as listed in Annex III. The Italian party will consider granting a financial contribution to the above−mentioned significant bilateral research projects. These financial contributions are intended to partly cover the research activities of the projects. Financial support will be granted to the Italian partners of the joint project upon an annual evaluation of the applications, which shall be submitted to the Italian side according to the rules and procedures published on the web site of the Ministry of Foreign Affairs. The two Sides decided to cooperate in the following priority areas, included in the above−mentioned call:
Space Science and Technology.
Marine Environment and Biology, Fisheries, Aquaculture and associated Technology.
Technology for Cultural Heritage Preservation.
Internet and communication technologies/applications. For the implementation of the Program, the two Countries agreed on the following modalities of cooperation: • Carrying out Joint R+D projects; • Promoting the exchange of information and documents on respective national research and development systems; • Strengthening the cooperation between universities, research centers and the private sector; • Setting up a partnership in order to allow institutions of the two Countries to jointly take part in multilateral research programmes, particularly within the Framework Programme of the European Union; • Organizing scientific seminars and workshops open to the participation of scientific institutions and industries, in order to facilitate scientific relations and the transfer of technologies; • Exchanging technical research teams for cooperation in research areas of common interest.
ADMINISTRATIVE AND FINANCIAL PROVISIONS The two Countries agreed that the Scientific and Technological Cooperation, directly funded by them on the basis of mutually designated resources, will be carried out in accordance with the national rules of the Countries and their international obligations. The Joint Committee has examined and approved the common proposals related to the exchange of scientists participating in joint projects and concerning organizational and financial issues related to their travels and stays in the place of their mission. For each project, either 1 short−term stay (up to 10 days) or 1 long−term stay (1/2 or 3 months) will be financed yearly. The researchers will be entitled to the exchange only if they hold the nationality of one of two countries signing this Executive Programme, or if they hold a EU nationality and are legally resident in one of the two countries. The international travel expenses between the two cooperating partner institutions shall be borne by the sending party, while the receiving party shall bear the expenses of lodging and hording by means of an all−inclusive cash allowance.

C) Scholarships for Young Scientists1 , Greek or Italian, involved in the bilateral project D) Consumables F) Small Equipment items G) Publications 1.2 Funding of the Italian side (See Annex IV) A) Travel costs for the Italian scientists visiting Greece B) Daily allowance & living expenses to the Greek scientists visiting Italy − For short−term visits (up to 10 days) 95 € (euros) per diem. − For long−term visits (1/2 or 3 months) 1.300 € (euros) per month.
The two Countries agree that accident and sickness insurance coverage (with the exception of existing and chronic diseases and dental prothθses) for the researchers traveling in the framework of the joint projects will be provided by the hosting Party.
The application for both long term and short term research stays shall be made through diplomatic channels, not less than two months prior to the estimated date of departure.
At the end of the research project, the project leaders must forward to the competent Authorities a final report.
VALIDITY AND REVIEW This Programme of Cooperation including the revised financial terms, shall enter into force on the date of signature. 1 As a young scientist is considered a PhD graduated or a PhD candidate without any work obligation in a public or private organization that, within the present research project, is promoted to a scientific professional vocation. His/her preferable age should not exceed 35 years. The activities foreseen in this Programme will be financed according to the regulations existing in each country and within the limits of the respective budgets.

PLACE AND DATE OF THE IX SESSION The two Countries have agreed that the IX Session of the Joint Committee will take place in Athens in 2008, in a date to be agreed through diplomatic channels. Agreed and signed in Rome on December 6th 2005 in two originals, equally being authentic, written in the English language. The application for both long− and short−term research stays shall be submitted exclusively through diplomatic channels. These applications shall reach, no later than two months prior to the beginning of the research visit: Office V − General Directorate for Cultural Promotion and Co−operation of the Italian Ministry of Foreign Affairs. The application concerning the research stay shall be completed with the following documents, in two copies: • Letter of acceptance of the host Institution; • Application form signed by the Greek researcher, indicating personal and professional data of the applicant, title and number of the research project (as in the list attached to the present Executive Programme), date and length of the visit, list of the institutes to be visited. V. of the researcher; • Letter of appointment by the head of the project (if the head of the project is not travelling in person). The above−mentioned application shall be completed with a declaration, in which the researcher commits himself/herself to: − respecting the indicated period of visit; − not receiving retributions by other International Organisations or Corporations during his/her stay; − not changing work programme, destination and not departing from Italy without authorisation; − transmitting notice of any accidents and/or illness which may have occurred in Italy to the INA Assitalia, Lungotevere Flaminio 34, 00196 Rome for insurance purpose. The Italian party shall provide 1300,00 Euro per month for long term stays (1 / 2 or 3 months) and 95,00 Euro per day for short term stays (up to 10 days). The above−mentioned amounts shall be paid to the Greek researchers entirely at their arrival in Italy. Greek researchers can receive the payments at the Italian Ministry of Foreign Affairs or at the nearest Provincial Treasury (Local Branch of the Banca d’Italia). The researchers shall choose the preferred place of payment in the application form. JOURNEY OF ITALIAN RESEARCHER TRAVELLING TO GREECE Italian researchers must send a request no later than two months prior to the date of departure to the following address: Ministero degli Affari Esteri DGPCC, Ufficio V, Settore Viaggi Piazzale della Farnesina 1 00194 ROMA The request shall specify: − name and address of the hosting Institution, − departure and return travelling dates, − title of the research project object of the mission. In the request the researcher must declare his/her availability to: − refund penalty charges relative to travelling expenses (up to the total amount of the ticket) in case he/she cancels the mission, − submitting a short report on the activities carried out as well as the original travelling documents (tickets and boarding cards) 30 days after completing the research visit. In addition, the researcher shall attach the following documentation to the request: − an invitation letter from the hosting foreign institution (university, body or research centre); − a declaration of the Italian project co−ordinator confirming the participation of the researcher to the Project and authorising the specific mission (only in case the researcher is not the project co−ordinator him/herself); − a short C.V. of the researcher The supplied tickets will be the most economical ones available for the trip, any additional cost shall be borne by the researcher. ΠΡΩΤΟΚΟΛΛΟ - ΤΟΥ ΠΡΟΓΡΑΜΜΑΤΟΣ ΤΗΣ 8ΗΣ ΣΥΝΟΛΟΥ ΤΗΣ ΜΙΚΤΗΣ ΕΛΛΗΝΟ−ΙΤΑΛΙΚΗΣ ΕΠΙΤΡΟΠΗΣ ΓΙΑ ΕΠΙΣΤΗΜΟΝΙΚΗ ΚΑΙ ΤΕΧΝΟΛΟΓΙΚΗ ΣΥΝΕΡΓΑΣΙΑ ΓΙΑ ΤΑ ΕΤΗ 2006−2008 Ρώμη, 6 Δεκεμβρίου 2005 Με βάση τη Συμφωνία για Επιστημονική και Τεχνολογική Συνεργασία μεταξύ της Ελληνικής Δημοκρατίας και της Ιταλικής Δημοκρατίας, η οποία υπεγράφη στην Αθήνα στις 13 Οκτωβρίου 1983, πραγματοποιήθηκε στην Ρώμη στις 6 Δεκεμβρίου 2005 η 8η Συν οδός της Μικτής Ελληνο−ιταλικής Επιτροπής για να προσδιορίσει το Πρόγραμμα Επιστημονικής και Τεχνολογικής Συνεργασίας για τα έτη 2006−2008. Επικεφαλής της ιταλικής αντιπροσωπείας ήταν ο Πληρεξούσιος Υπουργός, Έλιο Μεντσιόνε (Elio Menzione), Αναπληρωτής Γενικός Διευθυντής Πολιτιστικής Προώθησης και Συνεργασίας του Υπουργείου Εξωτερικών. Επικεφαλής της ελληνικής αντιπροσωπείας ήταν η Αυτού Εξοχότητα Αναστάσιος Μιτσιάλης, Πρέσβης της Ελληνικής Δημοκρατίας στην Ιταλία. Οι συνθέσεις των δύο αντιπροσωπειών αναφέρονται στο Παράρτημα Ι του παρόντος Προγράμματος. Οι συζητήσεις της Μικτής Επιτροπής διεξήχθησαν σύμφωνα με την ακόλουθη ημερήσια διάταξη:
