ΟΙ ΥΠΟΥΡΓΟΙ ΟΙΚΟΝΟΜΙΑΣ ΚΑΙ ΟΙΚΟΝΟΜΙΚΩΝ - ΕΞΩΤΕΡΙΚΩΝ - ΑΝΑΠΤΥΞΗΣ - ΠΕΡΙΒΑΛΛΟΝΤΟΣ, ΧΩΡΟΤΑΞΙΑΣ ΚΑΙ ΔΗΜΟΣΙΩΝ ΕΡΓΩΝ Έχοντας υπόψη τις διατάξεις:
Της Συμφωνίας Ελλάδος - Ρωσίας για πολιτιστική και επιστημονική συνεργασία που υπογράφηκε στην Αθήνα στις 30.6.1993 και κυρώθηκε με τον 2305/1995 Νόμο, που δημοσιεύθηκε στο 87 Φύλλο της Εφημερίδας της Κυβερ?νήσεως, τεύχος Α~ της 16.5.1995.
Του περιεχομένου του υπό έγκριση Πρωτοκόλλου, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Πρωτόκολλο της 2ης Συνόδου της Ελληνο - Ρωσικής Ομάδος Εργασίας για την επιστημονική και τεχνολογική συνεργασία, που υπογράφηκε στη Μόσχα στις 8 Ιανουαρίου 2002, του οποίου το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: PROTOCOL - OF THE SECOND MEETING OF THE RUSSIAN-GREEK WORKING GROUP ON SCIENTIFIC AND TECHNOLOGICAL COOPERATION Moscow, January 28-30, 2002 The second meeting of the Russian-Greek Working group on scientific and technological cooperation estab?lished on the basis of the Agreement on Economic, In?dustrial, Technological and Scientific Cooperation signed in Athens on June 30, 1993, was held in Moscow on Jan?uary 28-30, 2002. The list of both delegations is attached as Annex I. On the meeting the following questions were consid?ered:
Exchange of information on science and technological policies of both countries.
Analysis of the current state of the Russian-Greek sci?entific and technological cooperation.
Approval of the Program for the Russian-Greek scien?tific and technological cooperation for the period 2002 - 2003.
Future activities.
Date and place of the third meeting of the Working Group on Scientific and Technological Cooperation.
Exchange of information on science and technological policies of both countries. The parties informed about changes which took place in their countries for the period after the 1-st meeting of the Working Group in the field of the national science and tech?nological policies and about their bilateral cooperation programs. In particular, the Russian side underlined the creation of the Ministry of Industry, Science and Technologies. The Greek side announced the launching of the multi-annual Operational Program of Development (2001-2006). Both parties especially emphasize the role of internation?al cooperation for further development of the science and technology in both countries. They have expressed their in?tention to promote participation of the Russian and Greek partners on multilateral and, first of all, European scientific and technical programs, including the 6th Framework Pro?gramme of the European Union.
Analysis of the current state of the Russian-Greek sci?entific and technological cooperation. The parties analyzed a course of the main directions of the bilateral scientific and technological cooperation and their development for the period after the 1-st meeting of the Working Group. The parties evaluated positively the realization of the ac?tions included in the conclusions of the first meeting of the Working Group and also in the three interim meetings (May, 2000, Moscow, June and October, 2001, Athens). The Parties noted with satisfaction, that the Working Program for Scientific and Technological Cooperation signed in 2000 between the Russian Academy of Sci?ences (RAS) and the General Secretariat for Research 3721 were obtained. The Working Group will support efforts directed to the ex?ploitation of the results in conformity with the national and international laws and regulations valid in the field of the in?tellectual and industrial property.
Approval of the Program of the Russian-Greek scien?tific and technological cooperation for the period 2002 - 2003.
Approved projects The Working Group noted that 61 joint proposals were submitted. National experts evaluated these proposals from the scientific point of view. The Parties noted with satisfaction their increased scien?tific quality. The Working Group selected and approved for imple?mentation 18 projects listed in Annex II (Level A), based on their scientific merits and the national priorities of both countries. 12 proposals were included in a Annex II (Level B) as Reserve List. Within these projects 10 projects have been selected for implementation (Level A) and 5 projects have been placed in Reserve List (Level B) in the frame of the Working Pro?gram for Scientific and Technological Cooperation be?tween the RAS and GSRT, attached as Annex III to this Pro?tocol. The Greek Side will fund the Level B projects after the next interim meeting of the two Sides.
Administrative conditions of the cooperation 2.1 The administration of the bilateral projects adopted under this protocol and all procedures involved in their im?plementation will be entrusted from the Russian and Greek Parties to the Russian and Greek organisations which par?ticipate in these projects respectively. In case of potential difficulties in such a procedure the Greek side reserves the right to conduct these processes or part thereof directly by the services of the General Sec?retariat for Research and Technology; the Russian side en?trusts the coordination of these processes to the Ministry of Science and Technologies of the Russian Federation in agreement with the Russian Ministry of General and Pro?fessional Education, the Russian Academy of Sciences and other Russian institutions, which participate in the ac?tivities of the Russian Working Group. 2.2 Upon termination of the project a final report of the results achieved will be submitted to the executive agen?cies responsible for the coordination of the implementation of the present Working Program. 2.3 Decisions regarding the publication of the achieve?ments of the joint work and of the possible registration of the intellectual property rights (patents, utilizable models, industrial designs, etc.), shall be made in conformity with the laws and regulations valid in the two countries and on the basis of mutual agreements reached, in due time, by the participating institutions. 2.4. Any matter that may arise in the implementation of this Protocol may be resolved by written procedure be?tween the two Parties. 2.5. The administration of the bilateral projects imple?mented between RAS and GSRT will be determined within the framework of the above mentioned Working Program for Scientific and Technological Cooperation between the Russian Academy of Sciences and General Secretariat for Research and Technology of the Ministry for Development of the Hellenic Republic (Annex III).
Financial conditions of the cooperation 3.1. The Russian side confirms that unless otherwise en?visaged the travel expenses for the Russian scientists visi?ting Greece will be covered by the cooperating Russian in?stitutions sending these scientists to Greece. The accom?modation expenses for the Greek scientists visiting Russia should be confirmed after consultations between Russian and Greek project leaders and the relevant Russian in?stitution. 3.2. The financial conditions of joint researches imple?mented between RAS and GSRT will be determined within the framework of the above mentioned Working Program for Scientific and Technological Cooperation between the Russian Academy of Sciences and General Secretariat for Research and Technology of the Ministry for Development of the Hellenic Republic (Annex III). 3.3 The Greek side will cover the travel expenses for the Greek scientists visiting Russia and the accommodation expenses for the Russian scientists visiting Greece as fol?lows: • In case of short-term visits (up to 12 days): 75 Euro per day including accommodation. • For long-term visits (up to 3 months): 910 Euro per month including accommodation. Furthermore, the Greek side may provide additional funding to the Greek projects, according to their evaluation results, for consumables, small equipment, publications, as well as allowances up to 3.000 Euro for young scientists participating in these projects.

Future activities.
Specialized Workshop on Oceanology. The two Parties expressed their interest in the organi?zation of a Workshop on Oceanology in Athens. In this con?text the Parties decided to form a group of experts to study organization questions and to finalize scientific topics to be discussed at the Workshop. 3722 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) favorable conditions for effective implementation of joint experiments on the basis of JINR's unique facilities and for expanding cooperative programs.
Date and place of the third meeting of the Working Group on Scientific and Technological Cooperation. The Parties decided to hold the third meeting of the Working Group in Athens in the first quarter of 2004. At the same time the Parties decided to continue the practice of interim meetings of the Working Group to dis?cuss current affairs of the bilateral cooperation. Both sides expressed their satisfaction with the results achieved in the course of implementation of the previous Working Programme and agreed to continue their mutual?ly beneficial cooperation between Russian and Greek sci?entists under the approved new joint projects within the framework of the present Working Programme. For the purpose of implementing this Working Pro?gramme the sides hereby agreed as follows:
Approved projects. 1.1 The present Working Programme includes 10 pro?jects approved for implementation (Level A) and 5 reserve projects (Level B). The list of the projects is attached as An?nex to the present Working Programme. 1.2 The quota of exchange of scientists participating in the implementation of these projects should not exceed 50 month-persons per year from each side.
Administrative conditions of the cooperation 2.1 The administration of the bilateral projects adopted under this document and all procedures involved in their implementation will be entrusted from the Russian and Greek sides to the Russian and Greek scientific institutions which participate in these projects respectively. The coor?dination of these projects is entrusted to the RAS for the Russian side and to the GSRT for the Greek side. 2.2 Upon termination of the project the leaders of the co?operating research teams should submit a report about the results achieved to the respective national executive agen?cies responsible for the coordination of the implementation of the present Working Programme. 2.3 Decisions regarding the publication of the achieve?ments of the joint work and of the possible registration of the intellectual property rights (patents, utility models, in?dustrial designs, etc.), shall be made in conformity with the laws and regulations valid in the two countries and on the basis of mutual agreements reached, in due time, by the participating institutions. 2.4 Any matter that may arise during the implementation of this Programme may be resolved by written procedure between the two sides.
Financial conditions of the cooperation 3.1 The Russian side will cover the travel expenses for the Russian scientists visiting Greece and the expenses for the Greek scientists visiting Russia, including accommodation and allowance as follows: In case of short-term visits (up to 3 weeks) - 470 Roubles per day; In case of long-term visits (up to 3 months) - 300 Roubles per day. The Greek side will cover the travel expenses for the Greek scientists visiting Russia and the expenses for the Russian scientists visiting Greece as follows: In case of short-term visits (up to 12 days) - 74 Euro per day including accommodation. For long-term visits (up to 3 months) - 910 Euro per mon?th including accommodation. Furthermore, the Greek side may provide additional funding to the Greek institutions participating in the pro?jects, according to their evaluation results, for con?sumables, small equipment, publications, as well as al?lowances up to 3.000 Euro for young scientists partici?pating in these projects. The above-mentioned sums may be revised by the two sides subject to inflation processes in the two countries and in accordance with financial norms valid in each coun?try.
