Τις διατάξεις της Ελληνο-Βρεττανικής Συμφωνίας επιστημονικής και τεχνολογικής συνεργασίας, η οποία υπογράφηκε στην Αθήνα στις 8 Φεβρουαρίου 1985 και κυ?ρώθηκεμε το 1621/1986 Νόμο που δημοσιεύθηκε στο 114 Φύλλο της Εφημερίδας της Κυβερνήσεως, τεύχος Α~ της 18 Ιουλίου 1986.

Του περιεχομένου των υπό έγκριση Πρακτικών, απο?φασίζουμε: Εγκρίνουμε ως έχουν και στο σύνολό τους τα Πρακτικά της 10ης και 11ης Συνόδου της Γενικής Γραμματείας Έρευ?νας και Τεχνολογίας (Γ.Γ.Ε.Τ.) και του Βρεταννικού Συμ?βουλίου (B.C.) δια την εκτέλεση της Συμφωνίας επιστημονι?κής και τεχνολογικής συνεργασίας μεταξύ της Ελλάδας και του Ηνωμένου Βασιλείου της 8.2.1985, που υπογράφηκαν στην Αθήνα στις 8.3.2001 και στις 22.4.2002 αντίστοιχα, των οποίων το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: SECRETARIAT FOR RESEARCH AND TECHNOLOGY TENTH MEETING BETWEEN THE GENERAL - (GSRT) AND THE BRITISH COUNCIL (B.C.) IN THE FRAMEWORK OF THE AGREEMENT ON APPLIED SCIENTIFIC AND TECHNOLOGICAL COOPERATION BETWEEN GREECE AND THE UNITED KINGDOM, OF 8.2.85 Greek side British side Dr. D. Deniozos Chris Hickey Dr. A. The two parties met on this day and agreed on the implementation of the joint research programmes between U.K. and Greece in accordance with Article II of the above Agreement.

Having re-examined the proposals approved in 2000, the two parties have decided to continue to support and fund the projects listed in Annexe A approved in the previous meeting, for the second and final year.

Having examined the proposals submitted in July 2000 by interested bodies it was agreed to support the new pro?jects listed in Annex B.

The terms of references, the fields of co-operation and the financial arrangements for the implementation of these projects are given in Annex C.

The two parties expressed their intention to maintain their collaboration in the new projects for a (2) two years pe?riod, while concurrently making provision for the an?nouncement of new programmes in other areas of re?search and technology.

Furthermore and having noted the experience of fruit?ful cooperation within the previous jointly organised even?ts (and more specifically the workshop held in February 2001 on technology transfer tools and mechanisms), the two parties expressed their interest in continuing this effort in order to further promote S & Τ co-operation between Greece and the united Kingdom. In particular, they intend to organise a meeting/ workshop in the year 2002 on a subject of science policy and/or a public event in a topic which promotes the public understanding of science. Additionally, the British Council has stated its willingness to support financially and administratively the training of selected Industry Liaison Officers with appropriate qualifications, in professional courses organised by the Association of University /Industry Links in UK. TERMS The programmes are essentially for research and technological development, limited in time and with clear objectives, established between research groups from each country. Each research group should nominate a Project Leader who will be responsible for all correspondence in relation to the application and subsequent to it. FIELDS OF COOPERATION - SELECTION Within the framework of Bilateral R & D Cooperation between Greece and U Κ. a call for proposals was launched in May 2000 concerning the following fields’ - Forestry and Silviculture - Applications of Space Technologies Applications submitted, following this public announcement, have been assessed by a joint committee appointed by the General Secretariat for Research and Technology and the British Council. The committee nominated academic referees, from both sides, who have assisted in the assessment of the proposed projects. The joint committee, which met in Athens in February 2001, has finally approved ten (10) joint research projects in the above mentioned fields. DURATION Each project should normally last two years, starting in March 2001. Projects can exceptionally be extended for up to one more year. Such extensions will be granted in competition with the other applications. Projects which have received support for three years are not eligible for any further awards. FINANCE The programmes provide grants for travel, subsistence and operational costs. There is no element in the grants to cover bench fees, or cost of equipment, therefore, each partner must already have made provision for such costs associated with the project. The General Secretariat for Research and Technology covers the cost of travel for the Greek researchers, a per diem for accommodation and meals to their British partners and also supports running costs, consumables and occasionally awards financial support for young researchers participating in the joint projects. The British Council, Greece covers the cost of travel for the British scientists, a per diem for accommodation and meals to their Greek partners and running costs for the British research teams. Each project leader will be required to submit a statement of expenditure and produce an up-to-date report at the end of each year, as well as a final statement of expenditure and a final report at the end of the support period.In 1999 the level of funding will be as follows: Allowances of a. 20.000 Drs per diem for visits up to two weeks b. 350.000 Drs per month for visits of longer duration B. Τα δύο μέρη συναντήθηκαν σήμερα και συμφώνησαν επί της υλοποίησης των κοινών ερευνητικών προγραμμά?των μεταξύ Ηνωμένου Βασιλείου και Ελλάδας σύμφωνα με το Άρθρο ΙΙ της ως άνω Συμφωνίας.

Αφού επανεξέτασαν τις προτάσεις που εγκρίθηκαν το 2000, τα δύο μέρη αποφάσισαν να συνεχίσουν την υπο?στήριξη και χρηματοδότηση των έργων που δίνονται στο Παράρτημα Α, που εγκρίθηκαν κατά την προηγούμενη σύνοδο, γιά το δεύτερο και τελευταίο έτος.

Αφού εξέτασαν τις προτάσεις που υποβλήθηκαν τον Ιού?λιο 2000 από ενδιαφερόμενους φορείς συμφωνήθηκε η υπο?στήριξη των νέων έργων που δίνονται στο Παράρτημα Β.

Οι αρμοδιότητες, οι τομείς συνεργασίας και οι οικο?νομικές ρυθμίσεις γιά την υλοποίηση αυτών των έργων δί?νονται στο Παράρτημα Γ.

Τα δύο μέρη εξέφρασαν την πρόθεσή τους να διατη?ρήσουν την συνεργασία τους στα νέα έργα γιά χρονικό διάστημα δύο (2) ετών, κάνοντας συγχρόνως πρόβλεψη γιά την ανακοίνωση νέων προγραμμάτων σε άλλους το?μείς έρευνας και τεχνολογίας.

Περαιτέρω, και σημειώνοντας την εμπειρία της γόνι?μης συνεργασίας στα πλαίσια των προηγούμενων από κοινού διοργανωθεισών εκδηλώσεων (και πιό συγκεκρι?μένα το εργαστήριο που διεξήχθη τον Φεβρουάριο 2001 πάνω σε εργαλεία και μηχανισμούς μεταφοράς τεχνολο?γίας), τα δύο μέρη εξέφρασαν το ενδιαφέρον τους γιά εξακολούθηση της προσπάθειας αυτής προκειμένου να προαχθεί περαιτέρω η επιστημονική και τεχνολογική συ?νεργασία μεταξύ Ελλάδας και Ηνωμένου Βασιλείου. Ειδικότερα, προτίθενται να διοργανώσουν μία σύνο?δο/εργαστήριο το έτος 2002 πάνω σε θέμα επιστημονικής πολιτικής ή/και δημόσια εκδήλωση πάνω σε θέμα που προ?άγει την κατανόηση της επιστήμης από το ευρύτερο κοινό. Επιπλέον, το Βρετανικό Συμβούλιο δήλωσε την προθυ?μία του να στηρίξει οικονομικώς και διοικητικώς την εκπαί?δευση επιλεγμένων Αξιωματούχων - Συνδέσμων Βιομηχα?νίας που θα διαθέτουν τα απαραίτητα προσόντα, σε επαγ?γελματικά προγράμματα που θα διοργανωθούν από την Ενωση Συνδέσμων Πανεπιστημίων/Βιομηχανίας (Associ?ation of University/ Industry Links) στο Ηνωμένο Βασίλειο. ΟΡΟΙ Τα προγράμματα είναι ουσιαστικώς γιά έρευνα και τεχνολογική ανάπτυξη, περιορισμένα σε χρόνο και με σα?φείς στόχους, μεταξύ ερευνητικών ομάδων από κάθε χώ?ρα. Κάθε ερευνητική ομάδα πρέπει να ορίσει έναν Επικε?φαλής Έργου ο οποίος θα είναι υπεύθυνος γιά κάθε αλληλογραφία σε σχέση με την αίτηση και κατόπιν αυτής. ΤΟΜΕΙΣ ΣΥΝΕΡΓΑΣΙΑΣ - ΕΠΙΛΟΓΗ Στα πλαίσια της Διμερούς Συνεργασίας σε Έρευνα & Ανάπτυξη μεταξύ Ελλάδας και Ηνωμένου Βασιλείου, δη?μοσιεύθηκε πρόσκληση υποβολής προτάσεων τον Μάιο 2000 σχετικά με τους ακόλουθους τομείς: - Δασοκομία και Δασοπονία - Εφαρμογές Τεχνολογιών Διαστήματος Οι αιτήσεις, που υποβλήθηκαν σε συνέχεια αυτής της δημόσιας ανακοίνωσης, αξιολογήθηκαν από κοινή επι?τροπή που ορίσθηκε από την Γενική Γραμματεία Έρευνας και Τεχνολογίας και το Βρετανικό Συμβούλιο. Η επιτροπή διόρισε ακαδημαϊκούς διαιτητές, από αμφό?τερες τις πλευρές, οι οποίοι βοήθησαν στην αξιολόγηση των προτεινόμενων έργων. Η κοινή επιτροπή, που συνήλ?θε στην Αθήνα τον Φεβρουάριο 2001, τελικώς ενέκρινε δέ?κα (10) κοινά ερευνητικά έργα στους ανωτέρω τομείς. ΔΙΑΡΚΕΙΑ Κάθε έργο πρέπει κανονικά να διαρκέσει δύο χρόνια, ξε?κινώντας τον Μάρτιο 2001. Δύναται εξαιρετικώς να παρα?ταθούν έργα γιά μέχρι ακόμη ένα έτος. Οι εν λόγω παρα?τάσεις θα χορηγούνται σε συναγωνισμό με τις άλλες αι?τήσεις. Τα έργα που έχουν λάβει υποστήριξη γιά τρία χρόνια δεν είναι επιλέξιμα γιά περαιτέρω επιχορηγήσεις. ΟΙΚΟΝΟΜΙΚΑ ΘΕΜΑΤΑ Τα προγράμματα παρέχουν επιχορήγηση γιά έξοδα τα?ξιδίου, διαβίωσης και λειτουργικά έξοδα. Δεν υπάρχει στοιχείο στις επιχορηγήσεις που να καλύπτει έξοδα ερ?γαστηρίου (bench fees) ή κόστος εξοπλισμού, συνεπώς κάθε συνεργάτης πρέπει ήδη να έχει κάνει προβλέψεις γιά τα εν λόγω έξοδα τα σχετιζόμενα με το έργο. Η Γενική Γραμματεία Έρευνας και Τεχνολογίας καλύ?πτει το κόστος ταξιδίου γιά τους Έλληνες ερευνητές, ημερήσιο επίδομα γιά διαμονή και γεύματα προς τους Βρετανούς συνεργάτες τους και επίσης παρέχει υποστή?ριξη στα τρέχοντα έξοδα, αναλώσιμα και περιστασιακώς χορηγεί οικονομική υποστήριξη γιά νέους ερευνητές που συμμετέχουν στα κοινά προγράμματα. Το Βρετανικό Συμβούλιο, Ελλάδα καλύπτει το κόστος ταξιδίου γιά τους Βρετανούς επιστήμονες, ημερήσιο επί?δομα γιά διαμονή και γεύματα προς τους Έλληνες συ?νεργάτες τους και λειτουργικά έξοδα γιά τις Βρετανικές ερευνητικές ομάδες. Κάθε επικεφαλής έργου θα πρέπει να υποβάλλει ανα?λυτική κατάσταση δαπανών και να συντάσσει ενημερω?μένη αναφορά στο τέλος κάθε έτους, καθώς και τελική κατάσταση δαπανών και τελική αναφορά στο τέλος της περιόδου υποστήριξης. Το 1999 το επίπεδο χρηματοδό?τησης θα είναι ως εξής: Επιδόματα ύψους: α. 200.000 Δραχμών ημερησίως γιά επισκέψεις διάρκει?ας μέχρι δύο εβδομάδων β. 350.000 Δραχμών μηνιαίως γιά επισκέψεις μεγαλύτε?ρης διάρκειας Β.
