Της Ελληνο-Βρεταννικής Συμφωνίας επιστημονικής και τεχνολογικής συνεργασίας η οποία υπογράφηκε στην Αθήνα στις 8 Φεβρουαρίου 1985 και κυρώθηκε με τον υπ’ αριθ. 1621/1986 Νόμο που δημοσιεύθηκε στο υπ’ αριθ. 114 Φύλλο της Εφημερίδας της Κυβερνήσεως τεύχος Α΄ της 18ης Ιουλίου 1986.

Το περιεχόμενο του υπό έγκριση Πρακτικού.

Την υπ’ αριθ. Δ17α/10/30/Φ221/23.5.2000 κοινή από?φαση του Πρωθυπουργού και του Υπουργού Περιβάλλο?ντος, Χωροταξίας και Δημ. Έργων «Ανάθεση αρμοδιοτή?των στους Υφυπουργούς Περιβάλλοντος, Χωροταξίας και Δημ. Έργων» (Β΄ 664), αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Πρακτικό της 9ης Συνόδου μεταξύ της Γενικής Γραμματείας Έρευνας και Τεχνολογίας (Γ.Γ.Ε.Τ.) και του Βρεταννικού Συμβουλί?ου (B.C.) για την εκτέλεση της Συμφωνίας επιστημονικής και τεχνολογικής συνεργασίας μεταξύ της Ελλάδος και του Ηνωμένου Βασιλείου της 8.2.1985 που υπογράφηκε στην Αθήνα στις 16.12.1999 του οποίου το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: Αθήνα, 18 Σεπτεμβρίου 2000 ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ ΑΝΑΠΤΥΞΗΣ Γ. ΠΑΓΚΑΛΟΣ NINTH MEETING BETWEEN THE GENERAL SECRETARIAT FOR RESEARCH AND TECHNOLOGY (GSRT) AND THE BRITISH COUNCIL (B.C) IN THE FRAMEWORK OF THE AGREEMENT ON APPLIED SCIENTIFIC AND TECHNOLOGICAL COOPERATION BETWEEN GREECE AND THE UNITED KINGDOM, OF 8.2.85 Greek Side U.K. Side Prof. Athanassios Tsaftaris Mr P. The two parties met on this day and agreed on the implementation of the joint research programmes between U.K. and Greece in accordance with Article II of the above Agreement.

Having re-examined the proposals approved in 1999, the two parties have decided to continue to support and fund the projects listed in Annex A approved in the previous meeting, for the second and final year. Furthermore the parties agreed to grant a six month extension in the project of Dr B. Howlin and Dr A. Provata included in the 1998 Pro?tocol.

Having examined the proposals submitted in October 1999 by interested bodies it was agreed to support the new projects listed in AnnexB.

The terms of reference, the fields of co-operation and the financial arrangements for the implementation of these projects are given in Annex C.

The two parties expressed their intention to maintain their collaboration in the new projects for a (2) two year pe?riod, while concurrently making provision for the an?nouncement of new programmes in other areas of re?search and technology.

Furthermore and having noted the experience of fruit?ful cooperation within the previous jointly organised even?ts (and more specifically the scientific meeting held in Jan?uary 1999 on the use of gene technology in food and/or the release of GMOs into the environment and the participation of a member of GSRT in the British Council’s Science Poli?cy seminar), the two parties expressed their interest in con?tinuing this effort in order to further promote S & Τ co-oper?ation between Greece and the United Kingdom. In partic?ular, they intend to organise a workshop in Athens in the 3273 seminar on science policy /technology transfer to enable an appropriate GSRT member of staff to participate in the year 2000. CHENERY SECRETARY GENERAL FOR DIRECTOR RESEARCH & TECHNOLOGY THE BRIHSH COUNCIL GREECE -ANNEX C JOINT RESEARCH PROGRAMMES AIM To promote the development of scientific cooperation between research institutes and tertiary education in?stitutes of the two countries. TERMS The programmes are essentially for research and tech?nological development, limited in time and with clear ob?jectives, established between research groups from each country. Each research group should nominate a Project Leader who will be responsible for all correspondence in relation to the application and subsequent to it. FIELDS OF COOPERATION - SELECTION Within the framework of Bilateral R & D Cooperation be?tween Greece and U.K. a call for proposals was launched in July 1999 concerning the following fields: • Structural Materials (ceramic, inorganic, metallic, poly?meric and composite) in Civil Engineering • Detection of Infectious and Toxic Agents throughout the Food Chain Applications submitted, following this public announce?ment, have been assessed by a joint committee appointed by the General Secretariat for Research and Technology and the British Council. The committee nominated academic referees, from both sides, who have assisted in the assessment of the pro?posed projects. The joint committee, which met in Athens in 16 December 1999, has finally approved eight (8) joint research projects in the above mentioned fields. DURATION Each project should normally last two years, starting in December 1999. Projects can exceptionally be extended for up to one more year. Such extensions will be granted in competition with the other applications. Projects which have received support for three years are not eligible for any further awards. FINANCE The programmes provide grants for travel, subsistence and operational costs. There is no element in the grants to cover bench fees, or cost of equipment, therefore, each partner must already have made provision for such costs associated with the project. The General Secretariat for Research and Technology covers the cost of travel for the Greek researchers, a per diem for accommodation and meals to their British partn?ers and also supports running costs, consumables and oc?casioonally awards financial support for young re?searchers participating in the joint projects. The British Council, Greece covers the cost of travel for the British scientists, a per diem for accommodation and meals to their Greek partners and running costs for the British research team. Each project leader will be required to submit a state?ment of exppenditure and produce an up-to-date report at the end of each year, as well as a final statement of expen?diture and a final report at the end of the support period. In 1999 the level of funding will be as follows: A. Visits to Greece Provision of a return air ticket from the point of departure in Britain to the nearest point of arrival in Greece. Allowances of a. 18.000 Drs per diem for visits up to three weeks b. 330.000 Drs per month for visits of longer duration B. Τα δύο μέρη συναντήθηκαν σήμερα και συμφώνησαν την εφαρμογή των κοινών ερευνητικών προγραμμάτων Ηνωμένου Βασιλείου και Ελλάδας σύμφωνα με το άρθρο ΙΙ της ανωτέρω συμφωνίας.

Αφού επανεξέτασαν τις προτάσεις που εγκρίθηκαν το 1999, τα δύο μέρη αποφάσισαν να εξακολουθήσουν να υποστηρίζουν και να χρηματοδοτούν για το δεύτερο και τελευταίο έτος τα προγράμματα που απαριθμούνται στο Παράρτημα Α και εγκρίθηκαν κατά την προηγούμενη συ?νάντηση. Επιπλέον, τα μέρη συμφώνησαν να παράσχουν εξάμηνη παράταση στο πρόγραμμα του Δρος Μπ. Χάου?λιν και της Δρος Α. Προβατά που περιλαμβάνεται στο Πρωτόκολλο του 1998.

Κατόπιν εξέτασης των προτάσεων που υποβλήθηκαν τον Οκτώβριο του 1999 από ενδιαφερόμενους φορείς, αποφασίσθηκε να υποστηριχθούν τα νέα προγράμματα που απαριθμούνται στο Παράρτημα Β.

Οι όροι αναφοράς, οι τομείς συνεργασίας και οι οικο?νομικές ρυθμίσεις για την εφαρμογή αυτών των προ?γραμμάτων εκτίθενται στο Παράρτημα Γ.

Τα δύο μέρη εξέφρασαν την πρόθεσή τους να διατηρή?σουν τη συνεργασία τους στα νέα προγράμματα για διετή περίοδο, προβλέποντας ταυτόχρονα την ανακοίνωση νέων προγραμμάτων σε άλλους τομείς έρευνας και τεχνολογίας. 3274 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) τροποποιημένων οργανισμών στο περιβάλλον, και της συμμετοχής μέλους της ΓΓΕΤ στο σεμινάριο Επιστημονι?κής Πολιτικής του Βρετανικού Συμβουλίου), τα δύο μέρη εξέφρασαν το ενδιαφέρον τους για τη συνέχιση της προ?σπάθειας αυτής με σκοπό την περαιτέρω προαγωγή της επιστημονικής και τεχνολογικής συνεργασίας μεταξύ Ελ?λάδας και Ηνωμένου Βασιλείου. Ειδικότερα, σκοπεύουν να διοργανώσουν ημερίδα στην Αθήνα το έτος 2000 με αντικείμενο τις νεότερες μεθόδους και τάσεις στον τομέα της Μεταφοράς Τεχνολογίας. Επιπλέον, το Βρετανικό Συμβούλιο έχει ζητήσει τη διάθεση μίας επιπλέον θέσης σε μελλοντικό διεθνές σεμινάριο για την επιστημονική πο?λιτική/μεταφορά τεχνολογίας, προκειμένου να δοθεί η δυνατότητα σε κατάλληλο μέλος του προσωπικού της ΓΓΕΤ να συμμετάσχει το έτος 2000.
