1.

τις διατάξεις του άρθρου 4 της Συμφωνίας επιστημο?νικής και τεχνολογικής συνεργασίας μεταξύ των Κυβερ?νήσεων της Ελληνικής Δημοκρατίας και της Ιταλικής Δη?μοκρατίας που υπογράφηκε στην Αθήνα στις 13.10.1983 και κυρώθηκε με τον υπ’ αριθ. 1501/1984 Νόμο που δημο?σιεύθηκε στο υπ’ αριθ. 190 Φύλλο της Εφημερίδος της Κυ?βερνήσεως τεύχος Α~ της 28.11.1984, με το οποίο συνι?στάται Μικτή Επιτροπή η οποία θα συνέρχεται για να εξε?τάζει τις προτάσεις συνεργασίας, να διαμορφώνει τα προγράμματα διετούς συνεργασίας και να προσδιορίζει τη διαδικασία εφαρμογής ως και τους όρους και τους τρό?πους χρηματοδότησης,

τη διάταξη του δευτέρου άρθρου του Νόμου 1501/1984, με την οποία τα Πρωτόκολλα-Πρακτικά που καταρτίζονται από τη Μικτή Επιτροπή εγκρίνονται με κοι?νή πράξη των αρμοδίων κατά περίπτωση Υπουργών,

το περιεχόμενο του υπό έγκριση Πρωτοκόλλου συ?νεργασίας,

την υπ’ αριθ. Δ17α/10/30/Φ221/23.5.2000 κοινή από?φαση του Πρωθυπουργού και του Υπουργού Περιβάλλο?ντος, Χωροταξίας και Δημοσίων Έργων «Ανάθεση αρμο?διοτήτων στους Υπουργούς Περιβάλλοντος, Χωροταξίας και Δημοσίων Έργων» (Β~ 664), αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Πρωτόκολλο της 6ης Συνόδου της Μικτής Ελληνο-Ιταλικής Επιτροπής για την επιστημονική και τεχνολογική συνεργασία που υπογράφηκε στην Αθήνα στις 22 Ιουλίου 1999 του οποίου το κείμενο σε πρωτότυπο στην Αγγλική γλώσσα και σε με?τάφραση στην Ελληνική έχει ως εξής: Αθήνα, 10 Σεπτεμβρίου 2001 ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ ΕΘΝΙΚΗΣ ΟΙΚΟΝΟΜΙΑΣ Γ. ΒΕΡΕΛΗΣ - GREEK-ITALIAN COMMITTEE FOR THE SCIENTIFIC AND TECHNOLOGICAL COOPERATION Athens, July 22nd 1999 In accordance with the Agreement on the Scientific and Technological Cooperation between the Government of the Italian Republic and the Government of the Hellenic Re?public, signed in Athens on October 13th 1983 and ratified on May 6th 1985, took place the sixth Session of the joint Greek-Italian Committee in Athens on July 22nd 1999, in order to establish the Programme of Scientific and Tech?nological Cooperation for 1999-2001. The Greek Delegation was headed by Prof. Athanasios S. Tsaftaris, Secretary General for Research and Technol?ogy. The Italian Delegation was headed by H.E. Amb. Agosti?no Mathis, Ambassador of Italy in Athens. The composition of both Delegations is indicated in An?nex I of this Protocol. The deliberations of the joint Committee were carried out according to the following agenda:

Evaluation of the overall situation and the perspectives of the scientific and technological cooperation in different areas as well as of the priorities for its development. 3035

Evaluation of the situation and the perspectives of the scientific and technological cooperation in different areas as well as of the priorities of its development in the years 1999-2001 Both Sides were mutually informed of the main priorities about the development of the scientific research in both countries, in order to establish a closer link between basic and applied research, to formulate the criteria to better in?tegrate research, technological innovation and industrial applications and incite universities and scientific in?stitutions to participate in the process of economic and so?cial development. The similarities of the priorities in both countries derive from their collocation in the Mediterranean region which is of great importance to their foreign policy in the framework of the euromediterranean partnership but also from their membership in the European Union as well, where scien?tific and technological cooperation is assuming an in?creasing importance. The two Sides expressed their satisfaction about the progress of the ongoing collaboration between the two Countries and underlined the positive results obtained in all sectors of their collaboration and in the establishment of direct relations between relevant institutes. A more de?tailed report of the ongoing collaboration and perspectives in some sectors is included in Annex II. The two Sides pointed out that the bilateral scientific and technological cooperation, concentrated in the past on exchanging researchers, usually for short-term stays, has been, through the last Protocol diversified to include joint projects and long-term stays, support the organisation of conferences, seminars and scientific exhibitions and is in?tended to become the preparatory phase for the elabo?ration of more advanced common research projects with a possibility to be included in European Union Pro?grammes. The two Sides stressed the opportunity of a close part?neship between the Protocol on Scientific and Technolog?ical Cooperation and the Protocol on Cultural Cooperation in order to synchronize scientific and cultural initiatives in areas like archaeology and organisation of exhibitions and symposia so that the interactions between the relevant ap?proaches can make them more well known and lead to positive results. The two Sides expressed their willingness for a further continuation, enlargement and development of their col?laboration in the following priority areas, in which the above mentioned objectives of integration between basic and ap?plied research and creation of the proper links between sci?entific institutions and industries can be successfully com?pleted: 1.1 Agriculture 1.2 Earth Sciences 1.3 Biology, Biotechnolgy 1.4 Information Technologies and Telecommunications 1.5 Space Science 1.6 Marine Science and Technology 1.7 Environment 1.8 Cultural Heritage The Italian Side will support the organisation in Greece of meetings, seminars, workshops and exhibitions in which scientific institutes and industries can participate in order to facilitate the integration between science and industry and the transfer of technogical innovation. The Greek Side will give its administrative assistance to these events.

New Projects The Two Sides have examined and approved 42 new projects of cooperation listed in Annex III . Furthermore, 3 proposals have been included in a Reserve List, (Annex IV), to be eventually approved in the next intermediate meeting, planned to take place in summer 2000. They agreed that in order to allocate their funds to the joint projects the following criteria have been taken into ac?count:

The priorities of the development of Science and Tech?nology in each country.

Potential good perspectives for technological in?novation concerning industrial processes. 3.The perspectives of bilateral cooperation in order to participate in European Programmes, MEDA, 5th Framework Programme, INCO-COPERNICUS, COST, EU?REKA, CERN and ESA included.

Organisational and Financial Issues The Two Parties agreed that the scientific and techno?logical cooperation directly funded by them on the basis of available resources will be carried out in accordance with national rules and international obligations respected by both Sides. The above mentioned cooperation will be carried out in the following way: - Joint R+D Projects including long and short-term stays in both countries - exchange of publications, documentation and infor?mation - translations and publications of articles - symposia, round tables, workshops and scientific exhi?bitions. Organisational and financial issues concerning the exchanges of the researchers participating in the ap?proved joint projects are included in Annex V.

Date and Place of the VIIth Session of the Joint Com?mittee The Parties have agreed that the VIIth Session of the joint Committeee will take place in Italy in the first semester of 2001. In the meantime, an intermediate meeting will take place in Greece, in order to evaluate the progress of the collabo?ration and to make the final decision on the Reserve List proposals. The definitive dates, of the VIIth Session as well as that of the intermediate meeting in Greece, will be agreed through diplomatic channels. Carabateas Head of the International S+T Cooperation Directorate Dr Agnes Spilioti Head of Bilateral Cooperation Division Ms Afroditi Patroni Responsible for the Greek?Italian S+T Cooperation ANNEX II EVALUATION OF THE SITUATION AND THE PERSPECTIVES OF THE SCIENTIFIC AND TECHNOLOGICAL CO-OPERATION IN VARIOUS AREAS AND OF THE PRIORITIES OF ITS DEVELOPMENT IN THE YEARS 1999-2001 1.1 Applied Sciences The Italian Side solicits the participation of Greek re?searchers in the International Centre for Genetic Engineer?ing and Biotechnology (ICGEB) of Trieste, thus allowing them to benefit from the various activities, carried out by the Centre, either in training or in research, in the context of a larger framework of regional scientific cooperation. A greater participation of Greek researchers in the activities of ICTP and ICS will be encouraged as well. The two Sides will encourage a deeper collaboration be?tween the Italian National Institute for Nuclear Physics and the corresponding Greek Institutes for joint research in the Laboratories of Gran Sasso. The Greek Side solicits the support of Italy and the par?ticipation of Italian researchers in the Neutrino-NESTOR experiment carried out in Pylos. 1.2 Geology, Geophysics, Earth Science and Environ?ment The two Sides declare their satisfaction for the fruitful co?operation between the Italian National Institute of Geo?physics, the University of Thessaloniki and the National Observatory of Athens in the exchange of geophysical data to study seismology. A final report of this study is expected. In the context of this collaborations geophysical measures regarding the ionospheric radio-propagation and seismic activities have been jointly carried out in vari?ous poults over the Mediterranean Area. 1.3 Telecommunications and high technology The two Sides express their satisfaction for the numerous collaborations between institutes depending on the Italian National Research Council (CNR) and various Greek re?search Institutes. The Greek Institutes, mainly involved are: The Foundation of Research and Technology (FORTH), the Aristotelian University of Thessaloniki, the National Technical University of Athens, the University of Athens, the University of Patras and other Universities and In?stitutes, including the National Centre for Scientific Re?search «DEMOKRITOS». The most interesting areas are: information technologies and development of telematic systems, industrial and material technologies, environment and climate, marine science and technology, agricultural and agroindustrial re?search including fisheries and aquaculture, energy, biolo?gy and biotechnology. 1.4 Space The two Sides underline the good relations existing in the field of space activity between Italian and Greek centres, universities, laboratories and enterprises. The Parties agree to cooperate in space research, tech?nologies and training with specific reference to telecom?munications and earth observation (e.g. COSMO?SKYMED). The Parties will promote, according to their economic and financial capacity, multilateral collaboration in space programmes (ESA, EU and other European initiatives), aiming at the same time at strengthening bilateral cooper?ation. The two Parties, in order to implement the above guide?lines, agree to commit to ASI and GSRT the task to definine detailed plans for such cooperation. 1.5 Marine Science and Technology The Greek Side has informed the Italian Side that is pro?moting, together with the United Nations Industrial Devel?opment Organisation, (UNIDO), the establishment of a business development Centre, located in Greece aiming at stimulating advancement in the marine industries sector in the Mediterranean Region, with particular emphasis on north-south cooperation. The Italian Side expressed its interest for the project and its support to the establishment of the Centre in Greece. In the meantime the Greek Side is encouraged to inform Italian R&D Institutions and Finns about the project. ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) 3037 and per project, of up to 14 days each for the projects lis?ted in Annex III.

Each Side will also provide to young scientists, (grad?uated or postgraduated), participating in the projects one long-term stay (up to three months) per project. For the Greek Side the number of the allowances will depend on the available budget, according to the grading of the ap?proved projects.

3.

The remuneration for the long-term stays (from one to three months) will be: • for Italians DRS 300.000 per month, everything includ?ed • for Greeks ITL 2.000.000 per month, everything in?cluded

4.

The daily allowances for short-term stays (up to 14 days) visits will be: • for Italians DRS 20.000, everything included; • for Greeks ITL 180.000, everything included.

5.

The travel expenses between the two capitals will be borne by the sending Party, while the receiving Party will in?cur the travel expenses in the interior of its country.

6.

The total amounts for short and long stays will be paid to Greek researchers at the time of their arrival to the Italian scientific institutions and to Italian researchers at the Greek receiving institutes.

7.

The Greek Side may also provide to the Greek teams additional funding for small equipment, consumables and publication costs according to the grading of the approved projects.

The Parties agree that accident and sickness insur?ance coverage, with the exception of existing and chronic diseases and dental protheses, for the researchers trav?elling in the framework of the joint projects will be provided by the sending Party.

9.

The requests for short and long-term missions will be transmitted through diplomatic channels at least two mon?ths before the estimated date of arrival.

10.

The joint research proposals will be processed by the scientific institutes of the two countries and will then be submitted both to the General Secretariat for Research and Technology, Directorate of Bilateral Scientific Cooper?ation, for the Greek Side and to the Ministry of Foreign Af?fairs, General Directorate for Cultural Relations, for the Italian Side, according to their respective procedures.

For the Italian Side the requests for research visits should be accompanied by the following supporting doc?uments in duplicate: - a request containing: municipal record and profes?sional particulars of the applicant, topics of the research, date and duration of the visit, list of the institutes to be visited; - curriculum vitae et studiorum containing: name, ad?dress, place and date of birth, qualifications, languages, organization to which the researcher belongs, occupation, assigned duties; - letter of acceptance; - statement concerning the refund of the advance pay?ment in case the research is interrupted; - list of publications, if any. The Italian Side will inform through diplomatic channels at least one month before the estimated arrival date of the researcher whether the application is accepted or re?jected.

At the end of the research, the project leaders should forward to the competent authorities a short final report on it. ΠΡΩΤΟΚΟΛΛΟ ΤΗΣ ΕΚΤΗΣ ΣΥΝΕΔΡΙΑΣΗΣ - ΤΗΣ ΚΟΙΝΗΣ ΕΛΛΗΝΟ-ΙΤΑΛΙΚΗΣ ΕΠΙΤΡΟΠΗΣ ΓΙΑ ΤΗΝ ΕΠΙΣΤΗΜΟΝΙΚΗ ΚΑΙ ΤΕΧΝΟΛΟΓΙΚΗ ΣΥΝΕΡΓΑΣΙΑ Αθήνα, 22 Ιουλίου του 1999 Σύμφωνα με τη Συμφωνία για την Επιστημονική και Τεχνολογική Συνεργασία μεταξύ της Κυβέρνησης της Ιταλι?κής Δημοκρατίας και της Κυβέρνησης της Ελληνικής Δη?μοκρατίας, που υπογράφθηκε στην Αθήνα την 13 Οκτω?βρίου του 1983 και επικυρώθηκε την 6 Μαΐου του 1985, η έκτη Συνεδρίαση της κοινής Ελληνο-Ιταλικής Επιτροπής πραγματοποιήθηκε στην Αθήνα την 22 Ιουλίου του 1999, προκειμένου να δημιουργήσει το Πρόγραμμα της Επι?στημονικής και Τεχνολογικής Συνεργασίας για το 19992001. Η Ελληνική Αποστολή είχε ως επικεφαλή τον Καθ. Αθα?νάσιο Σ. Τσαφτάρη, Γενικό Γραμματέα Έρευνας και Τεχνολογίας. Η Ιταλική Αποστολή είχε ως επικεφαλή την Α.Ε. Πρέσ. Αγκοστίνο Μαθίς, Πρέσβη της Ιταλίας στην Αθήνα. Η σύνθεση και των δύο αποστολών ενδείκνυται στο Πα?ράρτημα Ι του παρόντος Πρωτοκόλλου. Οι διαβουλεύσεις της κοινής Επιτροπής πραγματοποι?ήθηκαν σύμφωνα με την ακόλουθη ημερήσια διάταξη:
