AGREEMENT DESCRIPTION AND CLASSIFICATION a. Scope: This agreement covers the exchange of research and development information in the field of Naval Command, Control, Communications, Computers, Information, Surveillance and Reconnaissance (C4ISR) Systems for air, surface, sub−surface and land platforms. Information exchange pursuant to this agreement will include matters of technology research and development, systems definition and development, systems architecture procurements and installation as well as computer related and data and message standards for exchange of tactical data (but not the data itself). Information within the following areas may be exchanged: (1) Theoretical concepts, studies, feasibility investigations, evaluations and supporting technology applications leading to the development of systems and equipment to satisfy operational requirements with respect to the automation, integration and interfacing of Naval C4ISR and related supporting systems, both ashore and afloat. This includes material design, development, testing and plans of equipment for C4ISR systems in naval vessels, naval aircraft, naval command centers, and interfacing units. (2) Specifically, with regard to automation (a) System/equipment information

Computer/computer system architectures and component technology.

Associated peripheral devices.

Intra and inter−system input/output physical and electrical interfaces.

Intra and inter−system data transfer, techniques and technology.

Display, analysis and control devices.

Internal/external communications.

General data on equipment (b) Software including:

Concepts and management for determining computer program design specifications.

Generai program acceptance test specifications design.

Concepts and organization for producing computer programs.

Concepts and organization for testing and evaluating computer programs.

Advanced languages, compilers and techniques for producing computer programs.

On−line maintenance capabilities inherent in computer programs. .

Casualty and damage recovery.

Extension of language and compiler using macro−generator.

Role and application of simulation in designing, testing and evaluating computer programs, systems and equipment. 10.Use of on−off line storage devices (e.g. magnetic tapes, disk files, mass memories). (c) Systems security: Protection of multi−level classified information from unauthorized access, both internal and external. (3) Use of digital control systems and data links for control of weapons systems. (4) Force or unit (multi−platform) coordination and control to optimize offensive/defensive reaction. (5) Shore or afloat command systems. (a) Organization and management. (b) General data on equipment and manning. (c) Internal and external interfaces and information flow. (d) General information on correlation and display. (e) Aids to decision making. (f) Internal/external communications, routing, message formatting, storage and retrieval. (g) General information, storage and retrieval, data formatting. (h) General information on command support systems. (i) General information on readiness reporting systems. (j) Technical aspects of fleet interfaces. (k) Technical aspects of C2 coordination with other naval authorities, commands and units, other services, national command authority and allied forces. (I) General information on future improvements. (6) Digital tactical data links in support of naval C2 and support systems. (a) Functional/multiple data links. (b) Data Rates (c) Message structuring (d) General tactical applications (e) Relay and buffer techniques (f) General data link security measures and techniques (g) Technical aspects of interfacing and information coordination with joint systems (h) Naval/joint data link buffer projects, trials and implementation (7) Afloat commander’s decision aid systems. (9) Spanish Navy Restrictions: There are no restrictions from the Spanish Navy according to the information exchange objectives. b. Exchange of Personnel / Joint Development: (1)The information Exchange Meeting will take place regularly in spring once per year in Athens Greece (CACS premises) and in Rota Spain (CPT−CIA premises) alternately. The duration of these meetings will not exceed two days and the exact date of each will be. mutually agreed by CACS and CPT/CIA and scheduled accordingly during the prior meeting. (2) The find agenda of the Information Exchange Meetings will be mutually agreed at least two months prior to each meeting. Information exchange objectives for each party will be included in the agenda. (3) To each meeting Personnel from the HN and SPN will participate according to the items of the agenda relevant to their area of expertise. (4) In addition to the regular meetings Ad−hoc meetings may be scheduled at mutually agreed time and place. These Ad−hoc meetings will be scheduled only in case of absolute necessity. c. Highest Classification of Data to be Exchanged: CONFIDENTIAL. d. Production Information: Production information shall not be disclosed under this Agreement. Production information is defined as «designs, drawings, chemical and mathematical equations, specifications, models, manufacturing techniques, software source code and related information (excluding Applied Research arid Development Information) necessary to manufacture or substantially upgrade military material and munitions». In addition, production information includes all technical and manufacturing data packages that can be used directly in the manufacture of end items, components, or modifications, or that are directly applicable to the performance of a process.

ESTABLISHMENTS AND AUTHORITIES CONCERNED: The Establishments listed below are the potential sources or recipients of information exchanged under this Agreement The Establishments Commanding Officers are responsible for the management, coordination, and administration of the activities conducted under this Agreement, getting informed their Authorities listed below. CHANNELS OF CORRESPONDENCE. VISITS & REQUEST FOR INFORMATION: a. Correspondence and requests for information will be handled between the above Establishments. b. Besides Establishments, only those Authorities listed herein are authorized to initiate correspondence for transmittal. c. All request to visit Hellenic Navy establishments and Authorities will be submitted through the diplomatic via.

FINANCIAL RESPONSIBILITIES: This Agreement will not impose any financial obligation on either parties excepts to the extent that each party will be responsible for funding costs it incurs in its own interest related to the support of this project.

INFORMATION EXCHANGE OBJECTIVES: The parties recognize that information exchanges should take place on a reciprocal, balanced basis, so that the information exchanged is approximately equivalent in both quality and quantity. The parties further recognize, however, that the information exchanged may be in various forms and the exchanges may not coincide in time. The information to the «Agreement on Protection of Classified Information between the Kingdom of Spain and the Hellenic Republic» signed in January 25th of 1990.

DURATION, AMENDMENT AND TERMINATION OF THIS AGREEMENT a. This Agreement will become effective on the date of last signature and will automatically expire five years from the date of the last signature unless amended or extended by written agreement of the Parties. b.This agreement may be amended or jointly terminated by written agreement of the Parties. c. This Agreement will unilaterally terminate if either party informs the other of the intention to terminate and gives 30 days written notice to the other Party. d. Upon expiration or termination of this Agreement, information previously exchanged will remain subject to the security and intellectual property of each part. ΠΕΡΙΓΡΑΦΗ ΚΑΙ ΔΙΑΒΑΘΜΙΣΗ ΑΣΦΑΛΕΙΑΣ ΤΗΣ ΣΥΜΦΩΝΙΑΣ α Πλαίσιο συμφωνίας: Η παρούσα Συμφωνία κάλυπτει την ανταλλαγή πληροφοριών έρευνας και ανάπτυξης στον τομέα Ναυτικών Συστημάτων Διοίκησης Ελέγχου, Επικοινωνιών, Η/Υ, Πληροφοριών, Επιτήρησης και Αναγνώρισης (C4ISR) για αεροπορικούς, χερσαίους, υποβρυχίους φορείς. Η ανταλλαγή πληροφοριών, σε εκτέλεση της παρούσης Συμφωνίας, θα περιλαμβάνει θέματα έρευνας και ανάπτυξης τεχνολογίας, καθορισμός προδιαγραφών και ανάπτυξη συστημάτων, αρχιτεκτονική, πρόσκτηση και εφαρμογή συστημάτων, καθώς και με προδιαγραφές συσχετιζόμενες με Η/Υ, διαβίβαση δεδομένων και σημάτων για την ανταλλαγή τακτικών δεδομένων (χωρίς αυτό να περιλαμβάνει τα ίδια τα δεδομένα). Είναι δυνατή η ανταλλαγή πληροφοριών στους παρακάτω τομείς: (1) Έννοιες, μελέτες, έρευνες σκοπιμότητας, εκτιμήσεις και εφαρμογές υποστήριξης τεχνολογίας, οι οποίες οδηγούν στην ανάπτυξη συστημάτων και εξοπλισμού που πληρούν τις επιχειρησιακές απατήσεις αναφορικά με την αυτοματοποίηση, ενσωμάτωση κα διασύνδεση Ναυτικών συστημάτων C4ISR κα συσχετιζόμενων συστημάτων υποστήριξης, στη ξηρά και στην θάλασσα Αυτό περιλαμβάνει σχεδίαση υλικών, ανάπτυξη και έλεγχο και σχεδίαση συστημάτων C4ISR πλοίων, αεροσκαφών ναυτικής συνεργασίας, κέντρων Διοίκησης Ναυτικού και μεσολαβούντων μονάδων. (2) Εδικότερα αναφορικά με την αυτοματοποίηση: (a) Πληροφορίες συστημάτων / συσκευών.

Αρχιτεκτονική Η/Υ και συστημάτων Η/Υ, καθώς και τεχνολογία τμημάτων αυτών.

Συσχετιζόμενες περιφερειακές συσκευές.

Φυσικοί και ηλεκτρικοί μετατροπείς διασύνδεσης εισόδου − εξόδου εντός ενός και μεταξύ συστημάτων.

Τεχνικές και τεχνολογία διαβίβασης δεδομένων εντός ενός και μεταξύ συστημάτων.

Συσκευές απεικόνισης, ανάλυσης και ελέγχου.
