Αθήνα, 8 Μαρτίου 2001. ΟΙ ΥΠΟΥΡΓΟΙ ΕΣΩΤΕΡΙΚΩΝ, ΔΗΜ. ΔΙΟΙΚΗΣΗΣ ΚΑΙ ΑΠΟΚΕΝΤΡΩΣΗΣ - ΕΞΩΤΕΡΙΚΩΝ - ΕΘΝΙΚΗΣ ΟΙΚΟΝΟΜΙΑΣ ΚΑΙ ΟΙΚΟΝΟΜΙΚΩΝ - ΑΝΑΠΤΥΞΗΣ - ΠΕΡΙΒΑΛΛΟΝΤΟΣ, ΧΩΡΟΤΑΞΙΑΣ ΚΑΙ ΔΗΜ. ΕΡΓΩΝ - ΠΟΛΙΤΙΣΜΟΥ - ΜΕΤΑΦΟΡΩΝ ΚΑΙ ΕΠΙΚΟΙΝΩΝΙΩΝ Έχοντας υπόψη τις διατάξεις:

1.

Του Μνημονίου κατανοήσεως σχετικά με την τριμερή συνεργασία μεταξύ της Ελλάδος του Ιράν και της Αρμε?νίας που υπογράφηκε στην Αθήνα στις 22.12.1997 και το οποίο κυρώθηκε με τον υπ’ αριθ. 2700/1999 Νόμο που δη?μοσιεύθηκε στο υπ’ αριθ. 68 Φύλλο της Εφημερίδος της Κυβερνήσεως τεύχος Α~ της 7 Απριλίου 1999.

To άρθρο δεύτερο του υπ’ αριθ. 2700/1999 Νόμου με το οποίο παρέχεται η δυνατότητα εγκρίσεως των Πρωτο?κόλλων - Πρακτικών που υπογράφονται από τη Διευθύ?νουσα επιτροπή με κοινή Πράξη των αρμοδίων κατά περί?πτωση Υπουργών.

Το περιεχόμενο του υπό έγκριση Μνημονίου.

Του άρθρου 29Α του Ν. 1552/85 που προστέθηκε με το άρθρο 27 του Ν. 2081/92 και τροποποιήθηκε με το άρ?θρο 1 παρ. 2η του Ν. 2469/97.

Το γεγονός ότι από τις διατάξεις της παρούσης δεν προκαλείται δαπάνη του Κρατικού Προϋπολογισμού, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Μνημόνιο Κα?τανοήσεως της Τετάρτης Υπουργικής Συνόδου της Τριμε?ρούς συνεργασίας μεταξύ της Ελληνικής Δημοκρατίας, της Ισλαμικής Δημοκρατίας του Ιράν και της Δημοκρατίας της Αρμενίας που υπογράφηκε στην Αθήνα στις 8 Μαρτίου 2001 του οποίου το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: Αθήνα, 29 Σεπτεμβρίου 2001 ΟΙ ΥΠΟΥΡΓΟΙ ΕΣΩΤΕΡΙΚΩΝ, ΔΗΜ. ΒΕΡΕΛΗΣ MEMORANDUM OF UNDERSTANDING OF THE FOURTH MINISTERIAL MEETING OF THE TRILATERAL COOPERATION AMONG THE HELLENIC REPUBLIC, THE REPUBLIC OF ARMENIA AND THE ISLAMIC REPUBLIC OF IRAN ATHENS, MARCH 8, 2001 Following the agreements reached during the third Min?isterial Meeting of the Trilateral Cooperation among the Hellenic Republic, the Republic of Armenia and the Is?lamic Republic of Iran held in Yerevan on September 8, 1999, the Ministers for Foreign Affairs of the Hellenic Re?3355 ΠΕΡΙΕΧΟΜΕΝΑ ΑΠΟΦΑΣΕΙΣ The Hellenic Republic was represented by H.E. George A. Papandreou Minister for Foreign Affairs, the Republic of Armenia by H.E. Vartan Oskanian, Minister for Foreign Af?fairs and the Islamic Republic of Iran by H.E. Dr. Kamal Kharrazi, Minister for Foreign Affairs. The Ministers for Foreign Affairs of the Republic of Arme?nia and the Islamic Republic of Iran were received by H.E. Mr. Constantinos Stephanopoulos, President of the Hel?lenic Republic. The Ministers had the opportunity to exchange views on regional and international issues such as Southeastern Eu?rope, Caucasus and Central Asia and agreed on the use?fulness of holding such talks. The Ministers reviewed the activities of the Steering Com?mittee, as well as of the various technical Committees, ex?pressed their satisfaction with the overall state of the Trilat?eral Cooperation and emphasized the need to further deepening it. They were of the opinion that the focus should be on the implementation of the provisions stipulated in the MOUs which have been already concluded by each Committee and emphasized that any new proposal should be viable and based on realistic assumptions. They also noted as a positive step towards better coordi?nation the assignment of an officer as contact point in each Foreign Ministry with the view to follow issues related to the Trilateral Cooperation and to be in direct contact when re?quired. The Ministers expressed their satisfaction with the con?struction of the design of the Trilateral’s general Internet website, prepared by the Islamic Republic of Iran and agreed that it will include all databases of the Trilateral Co?operation. They called on the national coordinators in the respective Foreign Ministries to feed it with the relevant data so that it be operational in the immediate future. The Armenian and Iranian sides expressed their gratitude to the Hellenic side for the completion of the pre-feasibility study on the Armenian -Iranian Natural Gas pipeline pro?ject. The Hellenic side reiterated its interest in the project. The Ministers stressed their satisfaction with the con?struction of the Database on Energy and expect it to be ful?ly operational the soonest possible. They reiterated their vivid interest in the fields of Re?newable Energy Sources, Rational Use of Energy and Ener?gy Saving, and agreed on the development of a fruitful co?operation in those fields and especially in the sectors of re?search, technical support and dissemination of information. They also espoused the Hellenic proposal on designing programs for consumer’s information on issues related to the aforementioned fields for the education and training of experts and technicians, as well as on setting up and op?erating pilot and demonstration projects. The Parties welcomed the first meeting of the working group on Coal and Renewable Energy Sources held in Tehran in October 2000. They asked the group to reflect upon the tabled proposals during its next meeting. They also noted the successful completion of the pro?gram of visits of experts to study energy infrastructures of the three countries. The Parties took note of the Iranian proposal that the next meeting of the Energy Committee take place in Tehran in May 2001. The Parties emphasized the importance of cooperation in the domains of Industry, Technology and Economy, un?derlined the vital role the private sector may play in this re?gard and called upon the Committee to explore ways to promote trade and investment among the three countries. They equally welcomed the appointment of national co?ordinators in the above mentioned fields. With the view to stimulate the involvement of the private sector, the Iranian side proposed to convene a Trilateral Business Forum. The Parties instructed the Committee on Industry, Tech?nology and Economy to consult with representatives of the Chambers of Commerce and other relevant Authorities of the three countries in order to examine possible ways of cooperation. The Parties agreed to provide each other with information concerning their tenders for public procurements. In this con?text, they instructed the Committee on Industry, Technology and Economy at its next meeting to study and recommend ways for timely exchange of the relevant information. The Armenian and Iranian parties welcomed the propos?al of the Hellenic side to organize a seminar on standard?ization and packaging for executives of export companies from the food and beverage industry as well as from in?dustries involved in the agricultural sector. The Armenian and Iranian Parties expressed their satis?faction with the completion of the first cycle of training sem?inars on combined transport organized by the Hellenic side. The second cycle will start in May 2001. The Parties agreed that the Armenian draft Agreement on International Combined Transport will be considered during the next meeting of the respective Committee to be held in Tehran in the first half of 2001. The Parties underlined the importance of cooperation in the domains of Telecommunications and Postal Services and agreed to facilitate entities from the other Parties with the view to provide and enhance Postal and Telecom?munications services. The three sides expressed their interest to examine pos?sibilities and perspectives in order to proceed to the estab?lishment of joint - venture companies, with the purpose to pursue the undertaking of Telecommunication projects, while respecting existing contractual obligations. The Armenian and Iranian sides welcomed the proposal of the Hellenic side to organize a seminar in the field of telecommunications in 2001. The Armenian and Iranian Parties took note with satis?faction of the efforts of the Hellenic side to organize train?ing seminars in the field of civil aviation, based on the agreements to be reached with the Parties involved. The Parties expressed their keen interest in the field of tourism and acknowledged with satisfaction the willing?ness of the Hellenic side to continue organizing seminars and training courses for Armenian and Iranian experts. Within this framework, the Parties welcomed the sched?3356 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) the Tourism Committee, will be held in Athens in June 2001. - The two - week seminar on tourism policy, legislation and other relevant subjects for 10 Armenians and 10 Irani?ans, foreseen by the second meeting of the Tourism Com?mittee, will be held in Greece during 2001. Within the context of cooperation in the field of Tourism and the cooperation of tourist and travel agencies, it was proposed by the Iranian side that the respective parties may look into the possibility of organizing «civilization tours» among the three countries. The Parties noted that the first meeting of the Committee on Reduction and Prevention of Natural and Technological Disasters, Environment and Health, which did not take place up to now, due to technical reasons, will be held in Tehran in the year 2001. The Parties noted that the Committee on Regional Plan?ning and Construction has not yet been convened and expect that the first meeting will take place in Yerevan in April 2001. The Parties agreed that the next meeting of the Steering Committee will be held in Yerevan in the second half of 2001, during which a review will take place on future activ?ities of the Trilateral Cooperation . The Parties agreed that the Fifth Ministerial Meeting will be convened in Tehran in the first quarter of 2002.The exact date of the Meeting will be communicated through diplo?matic channels. The Armenian and Iranian delegations expressed their sincere gratitude for the hospitality extended to them by the Hellenic side during their stay in the Hellenic Republic.
