της Συμφωνίας για συνεργασία στον τομέα του του?ρισμού που υπογράφηκε στην Άγκυρα στις 20 Ιανουαρίου 2000 μεταξύ της Κυβέρνησης της Ελληνικής Δημοκρα?τίας και της Κυβέρνησης της Δημοκρατίας της Τουρκίας και κυρώθηκαν με τον 2897/2001 Νόμο, που δημοσιεύθη?κε στο 69 Φύλλο Ειρημερίδας της Κυβέρνησης τεύχος Α΄ της 6.4.2001

του δευτέρου άρθρου του ως άνω κυρωτικού Νόμου, βάσει του οποίου τα Πρωτόκολλα - Πρακτικά που συ?ντάσσονται από την Μικτή Επιτροπή του άρθρου 11 της Συμφωνίας εγκρίνονται με Κοινή Πράξη των καθ’ ύλην αρ?μοδίων Υπουργών.

του περιεχομένου του υπό έγκριση Προτοκόλλου, αποφασίζουμε: Εγκρίνουμε στο σύνολό του το Πρωτόκολλο της Πρώ?της Συνόδου της Μικτής Ελληνο-τουρκικής Επιτροπής Τουρισμού που υπογράφηκε στην Αθήνα στις 5 Φεβρου?αρίου 2003, του οποίου το κείμενο σε πρωτότυπο στην αγ?γλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: PROTOCOL OF THE FIRST SESSION OF THE GREEK - TURKISH JOINT TOURISM COMMITTEE In accordance with the provision of article 11 of the Agreement on cooperation in the field of Tourism signed in Ankara on January 20th, 2000 between the Government of the Hellenic Republic and the Government of the Republic of Turkey, the first Session of the Greek - Turkish Joint Tourism Committee was held in Athens on the 5th of Febru?ary 2003. The Greek Delegation was headed by the Minister of De?velopment Mr. Apostolos - Athanasios Tsochatzopoulos and the Turkish Delegation was headed by the Minister of Tourism Ms. Guldal Aksit. The members of the two Delegations are mentioned in the appendix A and Β of this Protocol. The two Parties agreed on the following agenda: I. Exchange of information on the development of tourism in the two countries. II. Review of the bilateral relations in the field of Tourism. III. Measures to be taken for the promotion of tourist co?operation between the two countries. IV. Other business V. Place and date of the 2nd Session of the Joint Tourism Committee. Item I The Heads of the two Delegations respectively exchanged brief information concerning the touristic de?velopment in Greece and Turkey and the measures taken to diversify and enrich their tourist offer and emphasized the necessity of supporting cooperation between the two countries in the field of Tourism. Item II Both Parties expressed their satisfaction for the progress achieved so far in their bilateral cooperation in the field of tourism, mentioning among others the meetings of the 4299 ΠΕΡΙΕΧΟΜΕΝΑ ΑΠΟΦΑΣΕΙΣ the private sector. They also mentioned the close cooper?ation that exists between the Associations of Travel Agen?ts the two countries, which has resulted in the launching of common programs covering both Greece and Turkey. The two Parties also stressed the importance of the signing of the Maritime Transportation Agreement between the two countries and the contribution of the Expert Group com?posed of representatives of the Ministries of Merchant Marines of both Sides to the implementation of this Agree?ment. The Parties, reiterated their appreciation for the success?ful implementation of the various vocational training activi?ties as an exemplary area of cooperation between the two countries in the field of tourism. Particular mention was made to various restoration pro?jects, which will enhance the tourism movement between the two countries. Item III Both Parties taking into consideration the importance of implementing the Agreement effectively and obtaining concrete results by way of introducing the necessary measures, have agreed as follows:

The two Parties will recommend to their appropriate Authorities to facilitate as much as possible the tourist movement between the two countries in accordance with their national legislation and without prejudice to their in?ternational obligations.

Upon the request of the Turkish Side the Greek Side will recommend to the appropriate Greek Authorities to examine the possibility of continuing the pilot program im?plemented during the summer seasons of 2000 and 2001 regarding daily visits of tourists from non E.U countries to several Greek islands of the Aegean without a visa, in ac?cordance with the E.U. and the Schengen legislation.

As regards the possibilities of investments in the field of tourism by Greek and Turkish entrepreneurs, the two Sides will exchange experience and information concern?ing their national legislation in this respect.

The two Parties will share their experience in tourism planning.

The Parties will promote their technical cooperation with particular emphasis on tourism infrastructure.

The Parties will cooperate for ensuring sustainable tourism development and promotion of eco-tourism.

The Parties will encourage the activities of their tourism private sectors, concerning the promotion of common products in the field of historical, natural and cultural her?itage to be presented as a combined tourist package for long-haul destinations, especially major overseas markets like Japan and the U.S.A..

The Parties will recommend to their appropriate Au?thorities to take the necessary measures to encourage the improvements in transportation facilities between the two countries. In view of intensifying the tourist movement be?tween both countries, the Parties proposed to establish a ferry line between Izmir. Greek islands, Piraeus, Volos and Thessaloniki. Furthermore, the Greek Part reiterated the proposal for the opening of a ferry line between Lemnos and Gokceada.

The two Parties will recommend to their appropriate Authorities as well as to their relevant professional Associ?ations to cooperate and share experience in the areas of yacht and cruise tourism as well as to consider taking new initiatives in capacity building and improving the relevant possibilities in the region.

The two Parties will encourage joint activities includ?ing cultural and sports events in order to develop mutual understanding between the peoples of Greece end Turkey.

The Parties will encourage and stimulate the Travel Agencies from both countries to develop the tourist traffic between Greece and Turkey by arranging tourist pro?grams.

The Parties will encourage the joint activities con?cerning regional cooperation of the travel agencies of both countries. In this context, the Greek side suggested to en?courage the cooperation of the Travel Agents as well as of the Local Authorities of the two countries in order to launch common package tours based on the «Argonauts» ex?pedition.

The Parties will exchange information on port reg?ulations in each country.

The Parties will keep the public informed about the cultural, natural and historical assets of their respective countries with a view to increasing the tourist traffic be?tween them.

The Parties will facilitate the reciprocal visits of the media members and opinion leaders of both countries. Within this context, the Ministry of Tourism of Turkey would like to host tourism journalists and writers, representatives of major tour operators and travel agencies for info-tours which will be organized in Turkey.

In view of intensifying tourism between their respec?tive countries, the Parties will encourage the mutual orga?nization of familiarization tours, congresses, seminars as well as fairs, festivals, exhibitions and cultural weeks be?tween both countries. The Parties will also consider partic?ipating in similar promotional activities organized by the other Party.

The Parties, in order to share information and experi?ences in the field of tourism training and management have considered the following proposals: a. The Turkish Side proposed the exchange of a group of tourism students from the tourism Educational Institutions of each country for on the job-training at the touristic es?tablishments of each respective country, in the months of June - September 2003. b. Furthermore, the Turkish Side renewed their expec?tation of the official invitation from the Greek Side re?garding a training program for a group composed of tourism officials, instructors and managers of the Tourism Training Centers (TUREM) of Turkey in the com?ing months. c. In addition, the Greek Side renewed their expectation of the official invitation from the Turkish Side regarding the organization of a seminar on cooking, during the forth?coming months and an educational trip for ten teachers from the Greek Schools of Tourism Education. d. Both Parties have agreed to evaluate the referred group visits and elaborate proposals regarding the possi?ble dates. 4300 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) May 2003 of a Ministerial European Conference on Tourism and Transport within the framework of the Greek Presidency of the E.U. and invited a Delegation from Turkey, to attend this Conference. Item V The Parties agreed that the 2nd Session of the Greek?Turkish Joint Tourism Committee will take place in Turkey at a date which will be mutually agreed upon by corre?spondence. The Turkish Delegation expressed its appreciation for the warm hospitality extended to them by the Greek Side as well as for the results achieved during the 1st Session of the Joint Committee. ΠΡΩΤΟΚΟΛΛΟ ΤΗΣ ΠΡΩΤΗΣ ΣΥΝΟΔΟΥ ΤΗΣ ΜΙΚΤΗΣ ΕΛΛΗΝΟ-ΤΟΥΡΚΙΚΗΣ ΕΠΙΤΡΟΠΗΣ ΤΟΥΡΙΣΜΟΥ Σύμφωνα με το άρθρο 11 της Συμφωνίας για συνεργα?σία στον τομέα, του Τουρισμού που υπεγράφη στην Άγκυ?ρα στις 20 Ιανουαρίου 2000 μεταξύ της Κυβέρνησης της Ελληνικής Δημοκρατίας και της Κυβέρνησης της Δημο?κρατίας της Τουρκίας, πραγματοποιήθηκε η πρώτη σύνο?δο της Μικτής Ελληνο-Τουρκικής Επιτροπής Τουρισμού, στις 5 Φεβρουαρίου 2003. Επικεφαλής της Ελληνικής Αντιπροσωπείας ήταν ο Υπουργός Τουρισμού Απόστολος - Αθανάσιος Τσοχατζό?πουλος και της Τουρκικής Αντιπροσωπείας η Υπουργός Τουρισμού Γκιουλντάλ Ακσίτ. Τα μέλη των δυο Αντιπροσωπειών αναφέρονται στο Πα?ράρτημα Α και Β του Πρωτοκόλλου. Τα δυο Μέρη συμφώνησαν στην ακόλουθη ημερήσια διάταξη: Ι. Ανταλλαγή Πληροφοριών όσων αφορά την ανάπτυξη του Τουρισμού στις δυο χώρες. ΙΙ. Ανασκόπηση των διμερών σχέσεων στον τομέα του Τουρισμού. ΙΙΙ. Μέτρα, που θα πρέπει να ληφθούν για την προώθηση των σχέσεων των δυο χωρών στον τομέα του τουρισμού. IV. Διάφορα V. Τόπος και ημερομηνία της 2ης Συνόδου της Μικτής Επιτροπής Τουρισμού. Θέμα Ι Οι Επικεφαλής των δυο αντιπροσωπειών προέβησαν σε μία σύντομη ανταλλαγή πληροφοριών αναφορικά με την ανάπτυξη του τουρισμού στην Ελλάδα και την Τουρκία και τα μέτρα, που έχουν λάβει, για τη διαφοροποίηση και τον εμπλουτισμό της τουριστικής προσφοράς τους και έδω?σαν έμφαση στην ανάγκη για υποστήριξη της συνεργα?σίας μεταξύ των δυο χωρών στον τομέα του Τουρισμού. Θέμα ΙΙ Και τα δυο Μέρη εξέφρασαν την ικανοποίηση τους για την πρόοδο, που έχει επιτευχθεί μέχρι σήμερα στην διμε?ρή τους συνεργασία στον τομέα του τουρισμού, αναφέ?ροντας μεταξύ άλλων την συνάντηση της Ομάδας Εργα?σίας, που συστήθηκε από κοινού από τα Υπουργεία Εξω?τερικών και Τουρισμού καθώς και τις διάφορες διοργανώσεις, που πραγματοποιήθηκαν στις δυο χώρες με την συμμετοχή εκπροσώπων του ιδιωτικού τομέα. Επίσης αναφέρθηκαν στην στενή συνεργασία, που υπάρχει μεταξύ των Ενώσεων των Τουριστικών Πρακτό?ρων των δυο χωρών, η οποία είχε ως αποτέλεσμα την υλο?ποίηση κοινών προγραμμάτων, που αφορούν την Ελλάδα και την Τουρκία. Τα δυο Μέρη υπογράμμισαν την σπου?δαιότητα της Συμφωνίας για τις Θαλάσσιες Μεταφορές, που υπεγράφη, μεταξύ των δυο χωρών και της συνεισφο?ράς της Ομάδας Εμπειρογνωμόνων, που απαρτίζεται από αντιπροσώπους των Υπουργείων Εμπορικής Ναυτιλίας των δυο πλευρών για την εφαρμογή της Συμφωνίας. Τα Μέρη επιβεβαίωσαν την ικανοποίηση τους για την επιτυχή υλοποίηση διαφόρων επιμορφωτικών προγραμ?μάτων, ως ένα υποδειγματικό τομέα συνεργασίας μεταξύ των δυο χωρών στον τομέα του τουρισμού. Ιδιαίτερη αναφορά έγινε σε διάφορα προγράμματα αναστήλωσης, τα οποία θα διευκολύνουν την τουριστική κίνηση μεταξύ των δυο χωρών. ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) 4301 και της εξασφάλισης συγκεκριμένων αποτελεσμάτων μέ?σω της προώθησης των αναγκαίων μέτρων, συμφώνησαν τα κάτωθι:

Τα δυο Μέρη θα προτείνουν στις αρμόδιες Αρχές τους να διευκολύνουν, όσο είναι δυνατόν, της τουριστική κίνηση μεταξύ των δυο χωρών σύμφωνα με την εθνική τους νομοθεσία και χωρίς να θίγονται οι διεθνείς τους υποχρεώσεις.

Κατόπιν αιτήματος της Τουρκικής πλευράς η Ελληνι?κή πλευρά θα προτείνει στις αρμόδιες Ελληνικές αρχές να εξετάσουν την δυνατότητα συνέχισης του πιλοτικού προγράμματος, που εφαρμόσθηκε την καλοκαιρινή πε?ρίοδο του 2000 και του 2001, αναφορικά με τις ημερήσιες επισκέψεις τουριστών από χώρες, που δεν ανήκουν στην Ευρωπαϊκή Ένωση, σε ορισμένα Ελληνικά νησιά του Αι?γαίου, χωρίς θεώρηση διαβατηρίου, σύμφωνα με την νο?μοθεσία της Ε.Ε. και της Σένγκεν.

Όσον αφορά τις δυνατότητες επενδύσεων στον το?μέα του τουρισμού από Έλληνες και Τούρκους επιχειρη?ματίες, οι δυο πλευρές θα ανταλλάξουν εμπειρίες και πληροφορίες αναφορικά με την εθνική τους σχετική νο?μοθεσία.

Τα δυο Μέρη θα ανταλλάξουν την εμπειρία τους σε θέματα τουριστικού προγραμματισμού.

Τα Μέρη θα προωθήσουν την συνεργασία τους σε τεχνικά θέματα με ιδιαίτερη έμφαση σε θέματα τουριστικής υποδομής.

Τα Μέρη θα συνεργασθούν προκειμένου να εξασφα?λίζουν αειφόρο τουριστική ανάπτυξη και προώθηση του οικοτουρισμού.

Τα Μέρη θα ενθαρρύνουν τις δραστηριότητες των ιδιωτικών τουριστικών φορέων τους, αναφορικά με την προβολή κοινών προϊόντων στον τομέα της ιστορικής, φυσικής και πολιτιστικής κληρονομιάς προκειμένου να εμφανισθούν ως συνδυασμένα τουριστικά πακέτα για μα?κρινούς προορισμούς, κυρίως από υπερπόντιες αγορές, όπως της Ιαπωνίας και των ΗΠΑ.

Τα Μέρη θα συστήσουν στις αρμόδιες Αρχές τους να λάβουν τα αναγκαία μέτρα προκειμένου να ενθαρρύνουν βελτιώσεις στο δίκτυο μεταφορών μεταξύ των δυο χωρών. Προκειμένου να προωθήσουν την τουριστική κίνηση μετα?ξύ των δυο χωρών, τα Μέρη πρότειναν την δημιουργία μιας πορθμειακής γραμμής μεταξύ Σμύρνης, Ελληνικών νη?σιών, Πειραιά, Βόλου και Θεσσαλονίκης. Επιπλέον η Ελλη?νική πλευρά επιβεβαίωσε την πρόταση της για δημιουργία μιας πορθμειακής γραμμής μεταξύ Λήμνου και Ίμβρου.

Τα δυο Μέρη θα προτείνουν στις αρμόδιες Αρχές τους καθώς και στις σχετικές επαγγελματικές Ενώσεις τους να συνεργασθούν και να μοιρασθούν την εμπειρία τους στο τομέα του τουρισμού με σκάφη αναψυχής και με κρουαζιερόπλοια καθώς και να εξετάσουν την λήψη νέων πρωτοβουλιών για αύξηση της χωρητικότητας και βελ?τίωση των σχετικών δυνατοτήτων στην περιοχή.
