τις διατάξεις της Συμφωνίας για την οικονομική και τεχνολογική συνεργασία μεταξύ των Κυβερνήσεων της Ελληνι?κής Δημοκρατίας και της Δημοκρατίας της Λετονίας, η οποία υπογράφηκε στην Αθήνα την 17η Μαρτίου 1999 και κυρώθη?κε με τον υπ’ αριθμ. 2793/2000 Νόμο που δημοσιεύθηκε στο υπ’ αριθμ. 33 Φύλλο της Εφημερίδας της Κυβερνήσεως τεύχος Α, της 25 Φεβρουαρίου 2000,
τις διατάξεις του υπ’ αριθμ. 2793/2000 Νόμου, βάσει του οποίου τα Πρωτόκολλα - Πρακτικά που καταρτίζονται από τη Μικτή Επιτροπή εγκρίνονται με Κοινή Απόφαση των καθ’ ύλη αρμόδιων υπουργών,
τις διατάξεις του άρθρου 29Α του Ν. 1558/1985 (ΦΕΚ Α~ 137), όπως αυτό προστέθηκε με το άρθρο 27 του Ν. 2081/ 1992 (ΦΕΚ Α~ 154) και τροποποιήθηκε με το άρθρο 1 παρ.2α του Ν. 2469/1997 (ΦΕΚ Α~ 38),
το γεγονός ότι εκ της εφαρμογής των διατάξεων του υπό έγκριση Πρωτοκόλλου δεν προκαλείται πρόσθετη δαπάνη πλέον αυτής η οποία προκύπτει από τις βασικές διατάξεις της Συμφωνίας και που έχει εκτιμηθεί στην Έκθεση του Γενικού Λογιστηρίου του Κράτους,
το περιεχόμενο του υπό έγκριση Πρωτοκόλλου,
Την υπουργική απόφαση 33/2004/Β~ 527 περί ανάθεσης αρμοδιοτήτων στην Αναπληρωτή Υπουργό Πολιτισμού και στους Υφυπουργούς, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Πρωτόκολλο της 1ης συνόδου της Μικτής Οικονομικής και Τεχνολογικής Επι?τροπής Ελλάδος - Λετονίας που υπογράφηκε στην Αθήνα την 29η Μαρτίου 2001, το κείμενο του οποίου σε πρωτότυπο στην Αγγλική και σε μετάφραση στην Ελληνική έχει ως εξής: PROTOCOL OF THE FIRST SESSION OF THE JOINT ECONOMIC AND TECHNOLOGICAL COMMITTEE BETWEEN THE HELLENIC REPUBLIC AND THE REPUBLIC OF LATVIA Athens, 29 March 2001 The First Session of the Joint Economic and Technological Committee between the Hellenic Republic and the Republic of Latvia was held in Athens, on March 29th, 2001, according to the provisions of the Agreement between the Government of the Hellenic Republic and the Government of the Republic of Latvia on Economic and Technological Cooperation. The Greek Delegation was headed by the Deputy Minister of National Economy, Mr. Yiannis Zafeiropoulos. The Latvian delegation was headed by the Minister of Econ?omy, Mr. Aigars Kalvitis. The lists of members of respective delegations appear in the Annexes I and II hereunder. The talks highlighted the interest of both countries to enhance and develop the mutual eco?nomic relations and confirmed the importance, which they attach to it. The following Agenda was adopted:
Review of the economic developments in the two countries.
Review of Bilateral Economic Relations and prospects for development.
Relations with the European Union.
Miscellaneous. The two sides exchanged information on the current eco?nomic situation prevailing in the two countries and their eco?nomic performance, the legal and institutional framework, as well as, the economic policy measures in the two countries, which can facilitate and stimulate the development of the bi?lateral trade relations and economic cooperation. The two sides agreed on the importance of fostering mutual contacts and reciprocal visits between representatives of private and public sectors in the two respective countries, as well as the need of broadening cooperation at all levels. With regard to the state of their bilateral economic relations, both sides agreed that the volume of trade between the two countries does not represent the real potential of the economies of the two countries and despite the closer coop?eration between their business communities achieved in re?cent years, there is ample room to further expand and strengthen the economic ties between them. The two sides agreed that the recently signed Agreement on Economic and Technological Cooperation will promote the development of economic cooperation and strengthen the ties between them. They also agreed to accelerate and facili?tate the procedures for the simultaneous signing of the Agree?ments on Avoidance of Double Taxation’’ and on Both sides agreed to develop furthermore their cooperation between two countries at the housing and construction sector through the well-established cooperation of their competent authorities. Industry, including the field of small and medium sized en?terprises Both sides while stressing on enhancement of industrial co?operation, agreed on establishing cooperation in the following fields: 6189 • Cooperation between industrial Unions • Cooperation between small and medium sized enterprises of the two countries and exchange of information on EU policies • Transfer of technology and know-how Agriculture Both sides agreed on: • The exchange of experience, know-how and new tech?nologies in the agricultural sector • Personnel training and exchange of specialists and con?sultants • organizing seminars of mutual interests Transport Considering that there still have not been held Joint Com?mittee meeting mentioned in the Article 14 of the Agreement between the Government of the Republic of Latvia and the Government of the Hellenic Republic on International Road Transport of Passengers and Goods signed on June 23, 1997, for further development of international road transport, Parties agreed to organize the first Latvian-Greek Joint Committee meeting in the year 2001. Latvian side proposed to organize the meeting during June 27-29 in Riga and asked for the information concerning the best suitable time and place for the Greek side. Relations with the European Union The Latvian side informed on the implementation of the Eu?ropean Agreement between Latvia and the European Union and on the adjustment procedure of the Latvian economy to the European Union requirements. Both sides expressed their satisfaction on the progress made towards the accession of Latvia to the European Union. The Greek side re-iterated the support of the Greek govern?ment for Latvia’s accession to the European Union and its readiness to provide information on its experience acquired from the country’s accession period and its participation in the European Union. Bilateral Technical assistance Both sides will support activities in their countries aimed at vocational management trainining in order to achieve the above-mentioned target.Maritime Transport’’ so that the necessary legal framework for their economic cooperation is completed. Both sides consider that efforts should be made for the further development of their bilateral economic relations, be?yond the existing traditional forms of cooperation. To this end, basic market practices should be fully exploited in order to contribute to the promotion of bilateral trade. The Greek side announced its intention to grant to Latvia a revolving credit facility amounting to 10 ml. $, which in its view will enhance the economic cooperation between the two Par?ties, by way of export of products, services and development projects in Latvia. The details of this revolving credit facility will be discussed between the two Parties in the near future. The two sides exchanged views regarding the development of relations between enterprises, new forms of cooperation such as joint ventures, capital investments, and provision of services. They also exchanged information on the establish?ment of partnerships and the implementation of specific Pro?grammes of cooperation. Both sides assessed that there are considerable possibili?ties for cooperation in various sectors and they agreed to make all the necessary efforts for the expansion of their coop?eration in the following sectors: Informatics Education and Science Tourism Housing and construction Industry, including the field of small and medium sized en?terprises Agriculture Transport Telecommunication Real Estate Banking and Insurance Food industry In particular: Education and Science Both Parties will cooperate at the sector of Education and Science, also in the frame of the European Community Pro?grammes. For this purpose the Parties will accelerate the pro?cedures for the signing of the executive Education Pro?gramme based on the Education Agreement, which was signed in Athens on March 17, 1999. Tourism and tourism related infrastructure Both sides stressed their readiness to develop furthermore their collaboration between two countries at the tourism sec?tor with intention to conclude a bilateral agreement between Latvia and Greece on cooperation in the field of tourism in the nearest future. Housing and construction Both sides agreed to encourage their companies to jointly co?operate and to exchange information on international tenders. The Greek side requested wider participation of Greek com?panies in the implementation of the Phare Programme in Latvia. It has been agreed that the next session will be held in Riga, the exact date will be fixed through the diplomatic channels. Done in Athens on March 29th 2001, in the English language in two copies. ΚΑΙ ΤΗΣ ΔΗΜΟΚΡΑΤΙΑΣ ΤΗΣ ΛΕΤΟΝΙΑΣ Αθήνα, 29 Μαρτίου 2001 Η Πρώτη Σύνοδος της Μικτής Οικονομικής και Τεχνολογι?κής Επιτροπής της Ελληνικής Δημοκρατίας και της Δημο?κρατίας της Λετονίας διεξήχθη στην Αθήνα, στις 29 Μαρτίου 2001, σύμφωνα με τις διατάξεις της Συμφωνίας Οικονομικής και Τεχνολογικής Συνεργασίας μεταξύ της Ελληνικής Δημο?κρατίας και της Δημοκρατίας της Λετονίας. Της Ελληνικής Αντιπροσωπείας ηγείτο ο Υφυπουργός Εθνικής Οικονομίας κ. Γιάννης Ζαφειρόπουλος. Της Λετονικής Αντιπροσωπείας ηγείτο ο Υπουργός Οικο?νομίας κ. Αϊγκάρς Κάλβιτις. Οι κατάλογοι των μελών των δύο αντιπροσωπειών παρατί?θενται στα Παραρτήματα Ι και ΙΙ του παρόντος. Οι συνομιλίες ανέδειξαν το ενδιαφέρον των δύο χωρών για την ενίσχυση και την ανάπτυξη των αμοιβαίων οικονομικών σχέσεών τους και επιβεβαίωσαν τη σημασία που της προσδίδουν. Υιοθετήθηκε η εξής ημερήσια διάταξη:
Επισκόπηση των οικονομικών εξελίξεων στις δύο χώρες.
Επισκόπηση των διμερών οικονομικών σχέσεων και των προοπτικών ανάπτυξής τους.
Σχέσεις με την Ευρωπαϊκή Ένωση.
