ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ - ΑΝΑΠΤΥΞΗΣ - ΠΕΡΙΒΑΛΛΟΝΤΟΣ, ΧΩΡΟΤΑΞΙΑΣ ΚΑΙ ΔΗΜΟΣΙΩΝ ΕΡΓΩΝ - ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ ΥΓΕΙΑΣ ΚΑΙ ΚΟΙΝΩΝΙΚΗΣ ΑΛΛΗΛΕΓΓΥΗΣ - ΑΓΡΟΤΙΚΗΣ ΑΝΑΠΤΥΞΗΣ ΚΑΙ ΤΡΟΦΙΜΩΝ - ΠΟΛΙΤΙΣΜΟΥ Έχοντας υπόψιν:

Τις διατάξεις του άρθρου 5 της Συμφωνίας Επιστη?μονικής και Τεχνολογικής Συνεργασίας μεταξύ της Κυ?βέρνησης της Ελληνικής Δημοκρατίας και της Κυβέρνη?σης της Δημοκρατίας της Αλβανίας που υπογράφηκε στα Τίρανα την 4η Δεκεμβρίου 1984 και κυρώθηκε με τον υπ’ αριθμ. 1616/1986 Νόμο που δημοσιεύθηκε στο υπ’ αριθμ. 112 Φύλλο της Εφημερίδας της Κυβέρνησης Τεύχος Α΄ της 18 Ιουλίου 1986, βάσει της οποίας συνιστάται Μεικτή Ελληνοαλβανική Επιτροπή.

Του δεύτερου άρθρου του υπ’ αριθμ. 1616/1986 Νό?μου βάσει του οποίου τα Πρωτόκολλα που καταρτίζονται από την Μεικτή Επιτροπή του άρθρου 5 εγκρίνονται με Κοινή Πράξη των αρμόδιων κατά περίπτωση Υπουργών.

Το γεγονός ότι εκ της εφαρμογής των διατάξεων του υπό έγκριση Πρωτοκόλλου δεν προκαλείται πρόσθετη δαπάνη πλέον αυτής η οποία προκύπτει από τις βασικές διατάξεις της Συμφωνίας και που έχει εκτιμηθεί στην Έκ?θεση του Γενικού Λογιστηρίου του Κράτους.

Το περιεχόμενο του υπό έγκριση Πρωτοκόλλου, απο?φασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Πρωτόκολλο της 6ης Μεικτής Ελληνο - αλβανικής Επιτροπής Επιστημο?νικής και Τεχνολογικής Συνεργασίας που υπογράφηκε στην Αθήνα την 12η Μαρτίου 2003 κατά την 6η Σύνοδο της Μεικτής Ελληνο - αλβανικής Επιτροπής Επιστημονικής και Τεχνολογικής Συνεργασίας του οποίου το κείμενο σε πρωτότυπο στην αγγλική και σε μετάφραση στην ελληνι?κή γλώσσα έχει ως εξής: PROTOCOL of the 6th Joint Greek - Albanian Committee for the Scientific and Technological Cooperation Athens, March 11-12, 2003 On the basis of the Agreement on Scientific and Techno?logical Cooperation signed in Tirana on the 4th December 1984 between the Government of the Hellenic Republic and the Government of the Republic of Albania, the Joint Greek - Albanian Committee realized its 6th meeting in Athens, on March 11-12, 2003. The delegation of the Hellenic Republic was headed by Dimitrios Deniozos, Secretary General for Research and Technology of the Ministry of Development (GSRT). The delegation of the Republic of Albania was headed by Agim Minxhozi, Secretary General of the Ministry of Ed?ucation and Science (MES). The composition of the two delegations is included in An?nex I The Joint Committee held its meeting according to the following agenda: I. Information on the actual situation of the national R&D system by both Sides II. Approval of the Working Programme for the Scientific and Technological Cooperation for the period 2002 - 2005 III. New joint activities IV. Implementation of the Working Programme V. Date and place of the 7th Meeting of the Joint Com?mittee I. Information on the actual situation of the national R&D system by both Sides The Heads of both delegations exchanged information on the current trends of the R&D policies in Greece and Al?bania. The Greek delegation expressed its gratitude for the suc?cessful evaluation meeting held in Tirana on November 2002 by the initiative of the Albanian side. In this meeting the Albanians and Greeks coordinators of the projects pre?sented together, to the scientific community, the results of their research projects. 6225 Both Sides have expressed the intention to concentrate on the project oriented cooperation aiming at concrete results with a potential for utilization in technology devel?opment and production. In the framework of the present Working Programme, the cooperation covers the following areas: Cultural Heritage, Energy, Environment, Health Sciences, Seismology-Geol?ogy-Geophysics, Agriculture-Veterinary-Food Technolo?gy, Transport-Networks-Telecommunication. Both Sides issued a call for proposals by the end of 2002. With reference to the joint call for proposals criteria, only 69 joint proposals were submitted for the evaluation process to both Sides and were peer - reviewed in both countries. Based on their scientific merits and the national priorities the Joint Committee selected and approved for implemen?tation 22 projects, listed in Annex II.

Administrative aspects of the cooperation Researchers of both Sides are required to present annu?ally to GSRT in Greece and to the MES in Albania, respec?tively, hereinafter referred as Executing Agencies, a joint comprehensive report dealing with the joint work per?formed within each project during the given year. Upon ter?mination of the project, a joint final report of the results achieved will be submitted to the Executive Agencies. The two reports (annual and final) should be presented in two languages (English and the language of the respective country) and signed by both coordinators. Regarding the publication of the achievements of the joint scientific work and on the possible registration of the intellectual property rights (patents, utilizable models, in?dustrial designs, etc), decisions shall be made in confor?mity to the law and rules in effect in both countries, on the basis of mutual agreements reached, in due time, by the participating teams.

Financial conditions of the cooperation For the approved projects, financial support will be granted under the Working Programme to cover travelling expenses and daily allowances. Additionally, the Greek Side (GSRT) intends to support consumables, publication expenses and small equipment. The Albanian Side (MES) also intends to support the pro?jects with some consumables and small equipment. Ac?cording to their evaluation, in highly rated projects, long term visit expenses (up to 3 months) can be covered for Greek or Albanian young scientists working in the frame of the project. International travel costs between the locations of the co?operative institutions will be covered by the Sending Side. The Receiving Side shall cover the costs of internal travels necessary for the implementation of the approved cooper?ation project. The Receiving Side will provide: in case of short - term visits (up to 10 days) in Greece: 90 6 (Euros/day) in Albania: 10 000 Lek/day in case of long - term visits (up to 3 months) in Greece: 910 6 (Euros/month) in Albania: 120 000 Lek/month The allowances mentioned above include lodging costs, as well. For each project a maximum of 48 person-days visit for each side and two travel tickets per year for each side will be provided. Both sides agree that the Sending Side takes care of the emergency health insurance for their researchers, includ?ing medical care. III. New joint activities The Joint Commission recommends to organize in Greece, before the next session, an evaluation meeting. The aim of this meeting is to invite the project leaders of both sides to present the results of their common research. The Albanian side will assure the international travel expenses for Albanian participants. The Greek side will cover the accommodation expenses. Both Sides will pay serious attention to extending the co?operation in the framework of European and Regional R&D programms. Both Sides agreed to exchange information on the re?spective R& D systems. IV. The exact date will be agreed upon by the two Exec?utive Agencies. The present Protocol was prepared and signed in Athens on the March 12, 2003 in two copies, both in English lan?guage.
