Της Συμφωνίας μεταξύ της Κυβέρνησης της Ελληνι?κής Δημοκρατίας και της Κυβέρνησης της Δημοκρατίας του Λιβάνου για την οικονομική και τεχνολογική συνεργα?σία που υπογράφηκε στην Αθήνα στις 24 Ιουλίου 1997 και κυρώθηκε με το 2635/1998 νόμο που δημοσιεύθηκε στο 160 Φύλλο Εφημερίδας της Κυβερνήσεως τεύχος Α΄ της 10 Ιουλίου 1998 και η οποία τέθηκε σε ισχύ στις 26.12.1998 (βλ. Ανακοίνωση στο ΦΕΚ5/Α/27.1.1999).

Του δεύτερου άρθρου του 2635/1998 κυρωτικού Νό?μου βάσει του οποίου τα Πρωτόκολλα - Πρακτικά που κα?ταρτίζονται από τη Μικτή Επιτροπή του άρθρου 5 της ως άνω Συμφωνίας εγκρίνονται με κοινή πράξη των αρμο?δίων κατά περίπτωση Υπουργών.

Του περιεχομένου των υπό έγκριση Πρακτικών εκ της εφαρμογής των οποίων ουδεμία πρόσθετη δαπάνη προ?καλείται επιβαρύνουσα τον Κρατικό Προϋπολογισμό, αποφασίζουμε: Εγκρίνουμε ως έχουν τα Πρακτικά της 1ης Συνόδου της Μικτής Επιτροπής Ελλάδος - Λιβάνου για την οικονομική και τεχνολογική συνεργασία που υπογράφηκε στη Βηρυ?τό στις 24 Φεβρουαρίου 2003, των οποίων το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: Minutes of the Meeting of the First Session of the Greek?Lebanese Joint Commission for Economic and Techno?logical Cooperation Inspired by Article V of the Agreement on Economic and Technological Cooperation, signed in Athens on July 24th 1997, between the Government of the Hellenic Republic and the Government of the Republic of Lebanon, the First meeting of the Greek-Lebanese Joint Commission was held in Beirut on February 24th, 2003. The Greek delegation was headed by Mr. Andreas Lover?dos, Deputy Minister for Foreign Affairs responsible for for?eign economic relations and the Lebanese delegation was headed by Dr. Basil Fuieihan, Minister of Economy and Trade. In their respective opening remarks of this first session of the Joint Commission, the heads of both delegations exchanged information on recent economic and social de?velopments in both Greece and Lebanon, examined re?lations between the two countries and discussed prospec?ts for further developing bilateral cooperation. After reviewing the cooperation potentials between both countries, the Commission agreed to the following:

Economic and Commercial Cooperation 1.1. Both Parties agreed to strengthen bilateral econom?ic cooperation through the search for new practical and ef?ficient ways and means that would enhance exchange of goods and/or services between both countries and facili?tate bilateral trade. 1.2. In the framework of strengthening economic re?lations, both parties invited private sector representatives in Greece and Lebanon to increase contacts between the business communities, to organize trade and economic missions and to participate in fairs, exhibitions, workshops and seminars organized in each country. 1.3. Both Parties welcomed the signing of the Agreement on the establishment of the Greek-Lebanese Business Council. 4903 taking advantage of fairs, businessmen’s encounters, workshops, specialised events or other related activities. 2.2. Both Parties agreed to hoid a Joint investment Fo?rum, alternately in Greece and Lebanon, to exchange in?formation on investment opportunities in each country and follow closely any changes in national legislation having di?rect effect on the business environment in both countries. The Forum would also aim at studying investment op?portunities in each country in sectors that are of mutual benefit. 2.3. The Lebanese Party invited private sector represen?tatives in Greece to explore investment opportunities in Lebanon and to consider developing joint ventures with their Lebanese counterparts, thus using Lebanon as a plat?form to enter regional markets, and benefiting from the in?vestment incentives that the New Lebanese In vestment Law provides. 2.4. In the framework of promoting investments, both Parties agreed to initiate negotiations on the Convention for the Avoidance of Double Taxation and the Prevention of Fiscal Evasion with respect to Taxes on Income and Cap?ital. In this regard, the Lebanese Party presented to the Greek counterpart a draft text of the above-mentioned con?vention and invited the Greek Party to hold the first round of negotiations on an expert level in Lebanon.

Transport Both Parties agreed lo extend efforts to initiate the ne?gotiations of the Agreement on cooperation in maritime transport and the Agreement on cooperation in road trans?port.

Tourism Both Parties welcomed the initialling of the Agreement on cooperation in the tourism sector. They also expressed willingness to hold a joint Tourism Forum, alternately in Greece and Lebanon, to promote tourism activities in each country and with a view to developing joint activities.

Agriculture In the framework of developing cooperation in the agri?cultural sector, both parties examined the prospects of concluding a Protocol on cooperation in the field of agri?culture and invited the concerned institution in both coun?tries to consider finalizing such a protocol. In this regard, the Greek Party submitted to the Lebanese counterpart a draft Protocol for Economic, Scientific and Technical Co?operation in the field of Agriculture. The Lebanese side expressed its interest for technologi?cal assistance in the sector of olive oil and especially for im?proving olive oil quality. To this aim, the Hellenic side un?dertook the organization of a training course for 20 experts of the agricultural sector of Lebanon, regarding the en?suring of olive oil quality. The training course will be real?ized in the Mediterranean Agronomic Institute at Chania (MAlCH-Crete) within the.second semester of 2003.

Environment In the framework of developing cooperation in the en?vironment sector, both parties examined the prospects of concluding α Protocol on cooperation in the field of en?vironment, and the Greek Party submitted to the Lebanese counterpart a draft Agreement on Cooperation in the Field of Environmental Protection. In this regard, the Lebanese Party presented to the Greek counterpart a «Collaborative Initiative» prepared by the Directorate General of the Min?istry of Environment for future cooperation in the field of en?vironment.

Health Both parties agreed to encourage cooperation in the field of health care and medical science on the basics of re?ciprocity and mutual interest, in accordance with the national legislation of each country, and in the following priority areas: a- Medical services delivered to the population. b- Public health and prophylactics. c- Drug policy d- Medical science and treatment of medical personnel e- Quality of medical services. Cooperation could be realized through: a- Exchange of medical and scientific information. b- Exchange of experience on priority problems. c- Parlicipation of scientists in scientific medical activities organizes in each couniry. d- Short -term and long-term exchange of medical per?sonnel. e- Joint projects on the themes of mutual interest.

Industry The Lebanese Parly expressed its interest to benefit from the experience of Greece in the development of textile in?dustry and agro-food industries (mainly wine, olives and olive oil). The Greek Party expressed its willingness to help Lebanon benefit from the technology and know-how it has developed in the above mentioned sectors.

World Trade Organization The Lebanese Party informed the Greek Party about re?cent developments in the context of Lebanon’s accession to the World Trade Organization (WTO), and expressed appreciation for the support of the European Union to Lebanon’s accession.

Privatization The Lebanese Parly informed the Greek Party about re?cent developments on the privatization front, namely in the telecommunications and electricity sectors and invited the private sector in Greece to participate in the privatization process in Lebanon.

Small and Medium Enterprices The Lebanese Party expressed its interest to benefit from the experiece of Greece in developing Small and Medium Enterprises (SMEs) and invited Greek SMEs to develop Joint ventures with their Lebanese counterpart thereby transferring Greek know - how and technology to Lebanese SMEs. The Greek Party wellcomed the suggestion and ex?pressed ils willngness to help Lebanon benefit from the experience of Greece in SMEs development.

Technicai Assistance the Lebanese Party expressed its interest to develop co?operation avenues in the fiels of consumer protection and competition and to benefit from the Greek experience in this regard. The Greek Party welcomed the Lebanese suggestion and expressed its willingness to offer specialised technical assistnace to the concerned institutions in Lebanon in the fields of consumer protection and competition, and to or?ganize specialized workshops and seminars in Greece or 4904 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) intention to continue and to expand developmental aid to Lebanon through the financing of non-governmental orga?nizations (NGOs). The Lebanese Party welcomed this ini?tiative and expressed its appreciation for such assistance.

Others Both Parties agreed to hold the second meeting of the Joint Commission in Athens, on a date that will be agreed upon through diplomatic channels. ΟΙΚΟΝΟΜΙΚΗΣ & ΤΕΧΝΟΛΟΓΙΚΗΣ ΣΥΝΕΡΓΑΣΙΑΣ ΕΛΛΑΔΑΣ - ΛΙΒΑΝΟΥ Η Πρώτη Σύνοδος της Μ.Δ.Ε. Ελλάδας - Λιβάνου διεξήχθη στη Βηρυτό, την 24η Φεβρουαρίου 2003, επί τη βάσει του ΄Αρθρου V της Συμφωνίας Οικονομικής και Τεχνολο?γικής Συνεργασίας, που υπογράφηκε στην Αθήνα, την 24η Ιουλίου 1997, μεταξύ της Κυβέρνησης της Ελληνικής Δημοκρατίας και της Κυβέρνησης της Δημοκρατίας του Λιβάνου. Ο ΑΝΔΡΕΑΣ ΛΟΒΕΡΔΟΣ, Υφυπουργός Εξωτερικών, αρμόδιος εξωτερικών οικονομικών σχέσεων, ηγήθηκε της Ελληνικής αντιπροσωπείας, και ο DR. BASIL FULEI?HAN, Υπουργός Οικονομίας και Εμπορίου, ηγήθηκε της Λιβανικής αντιπροσωπείας. Στις εναρκτήριες παρατηρήσεις τους, σε αυτή την πρώ?τη σύνοδο της Μ.Δ.Ε., οι επικεφαλής αμφοτέρων των αντιπροσωπειών αντάλλαξαν πληροφορίες για τις πρό?σφατες οικονομικές και κοινωνικές εξελίξεις τόσο στην Ελλάδα όσο και στον Λίβανο, εξέτασαν τις σχέσεις μετα?ξύ των δύο χωρών, και συζήτησαν τις προοπτικές για πε?ραιτέρω ανάπτυξη της διμερούς συνεργασίας. Αφού εξέτασε τις δυνατότητες συνεργασίας μεταξύ των δύο χωρών, η Επιτροπή συμφώνησε τα εξής:

ΟΙΚΟΝΟΜΙΚΗ ΚΑΙ ΕΜΠΟΡΙΚΗ ΣΥΝΕΡΓΑΣΙΑ 1.1 Αμφότερες οι πλευρές συμφώνησαν να ενισχύσουν τη διμερή οικονομική συνεργασία μέσω της αναζήτησης νέων πρακτικών και αποτελεσματικών τρόπων και μέσων που θα μπορούσαν να αυξήσουν την ανταλλαγή προϊό?ντων ή/και υπηρεσιών μεταξύ των δύο χωρών, και να δι?ευκολύνουν το διμερές εμπόριο. ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) 4905 1.3 Αμφότερες οι πλευρές επικρότησαν την υπογραφή της Συμφωνίας ΄Ιδρυσης Ελληνο-λιβανικού Επιχειρηματι?κού Συνδέσμου.

ΕΠΕΝΔΥΣΕΙΣ 2.1 Αμφότερες οι πλευρές συμφώνησαν να ανταλλά?ξουν επισκέψεις επιχειρηματικών αντιπροσωπειών, ειδι?κότερα εκείνων που κινούνται στην κατεύθυνση των επεν?δύσεων, με την ευκαιρία εμπορικών εκθέσεων, συναντή?σεων επιχειρηματιών, εργαστηρίων, ειδικών εκδηλώσεων ή άλλων σχετικών δραστηριοτήτων. 2.2 Αμφότερες οι πλευρές συμφώνησαν να διεξάγουν από κοινού, εκ περιτροπής στην Ελλάδα και στο Λίβανο, ένα Επενδυτικό Φόρουμ προς ανταλλαγή πληροφοριών για τις επενδυτικές ευκαιρίες σε κάθε χώρα και προς στε?νή παρακολούθηση οποιωνδήποτε αλλαγών στην εθνική νομοθεσία με άμεση επίδραση στο επιχειρηματικό περι?βάλλον αμφοτέρων των χωρών. Το Φόρουμ θα αποσκοπεί επίσης στη μελέτη των επενδυτικών ευκαιριών σε κάθε χώρα, σε τομείς αμοιβαίου όφελους. 2.3 Η Λιβανική πλευρά κάλεσε τους εκπροσώπους του ιδιωτικού τομέα στην Ελλάδα να διερευνήσουν τις επεν?δυτικές ευκαιρίες στο Λίβανο και να εξετάσουν το ενδεχόμενο ανάπτυξης κοινοπραξιών με τους Λιβανούς ομο?λόγους τους, χρησιμοποιώντας έτσι το Λίβανο ως πλατ?φόρμα για την είσοδο στις περιφερειακές αγορές και επωφελούμενοι από τα επενδυτικά κίνητρα που προβλέ?πει ο νέος Νόμος περί Επενδύσεων του Λιβάνου. 2.4 Στο πλαίσιο της προώθησης των επενδύσεων, αμ?φότερες οι πλευρές συμφώνησαν να αρχίσουν διαπραγ?ματεύσεις για τη Σύμβαση Αποφυγής της Διπλής Φορο?λογίας και Πρόληψης της Φοροδιαφυγής σε σχέση με τους Φόρους Εισοδήματος και Κεφαλαίου. Προς τούτο, η Λιβανική πλευρά παρουσίασε στον ΄Ελληνα ομόλογο ένα σχέδιο της ανωτέρω αναφερόμενης σύμβασης και κάλε?σε την Ελληνική πλευρά να διεξαγάγει τον πρώτο γύρο διαπραγματεύσεων σε επίπεδο εμπειρογνωμόνων στο Λί?βανο.

ΜΕΤΑΦΟΡΕΣ Αμφότερες οι πλευρές συμφώνησαν να εντείνουν τις προσπάθειες προκειμένου να περατωθούν οι διαπραγμα?τεύσεις για τη Συμφωνία Συνεργασίας στις Ναυτιλιακές Μεταφορές και τη Συμφωνία Συνεργασίας στις Οδικές Μεταφορές.

ΤΟΥΡΙΣΜΟΣ Αμφότερες οι πλευρές επικρότησαν την υπογραφή της Συμφωνίας Συνεργασίας στον Τομέα του Τουρισμού. Επί?σης εξέφρασαν την επιθυμία τους να διεξάγουν από κοι?νού ένα Φόρουμ για τον Τουρισμό, εκ περιτροπής στην Ελλάδα και στο Λίβανο, προς προώθηση των τουριστικών δραστηριοτήτων σε κάθε χώρα και αποβλέποντας στην ανάπτυξη κοινών δραστηριοτήτων.
