Αθήνα, 22 Ιουνίου 2001 ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ ΠΟΛΙΤΙΣΜΟΥ - ΤΥΠΟΥ ΚΑΙ ΜΕΣΩΝ ΜΑΖΙΚΗΣ ΕΝΗΜΕΡΩΣΗΣ Έχοντες υπ’ όψει τις διατάξεις :
- της Συμφωνίας εκπαιδευτικής και μορφωτικής συ?νεργασίας Ελλάδος -Μεξικού που υπεγράφη στο Μεξικό στις 29.7.1982 και κυρώθηκε με τον υπ’ αριθ. 1492/1984 Νό?μο που δημοσιεύθηκε στο υπ’ αριθ 177 Φύλλο της Εφημε?ρίδος της Κυβερνήσεως τεύχος Α΄ της 14 Νοεμβρίου 1984.
- του υπό έγκριση τελικού Πρακτικού της Μικτής Επι?τροπής εκπαιδευτικής και πολιτιστικής συνεργασίας Ελ?λάδος «Μεξικού εκ της εφαρμογής των διατάξεων του ο?ποίου ουδεμία προκαλείται πρόσθετος δαπάνη επιβαρύ?νουσα τον Κρατικό Προϋπολογισμό.
- τις διατάξεις του Νόμου 1492/1984 βάσει του οποί?ου τα Πρωτόκολλα -Πρακτικά που καταρτίζονται από τη Μικτή Επιτροπή εγκρίνονται με κοινή Πράξη των καθ’ ύλη αρμοδίων Υπουργών, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολο το τελικό Πρακτικό της Τετάρτης Συνόδου της Μικτής Επιτροπής εκπαιδευτι?κής και πολιτιστικής συνεργασίας μεταξύ της Ελληνικής Δημοκρατίας και των Ηνωμένων Πολιτειών του Μεξικού που υπογράφηκε στην Αθήνα στις 22 Ιουνίου 2001 της ο?ποίας το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: Αθήνα, 18 Δεκεμβρίου 2001 ΟΙ ΥΠΟΥΡΓΟΙ ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΕΞΩΤΕΡΙΚΩΝ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ ΠΟΛΙΤΙΣΜΟΥ Γ. ΠΑΠΑΝΔΡΕΟΥ Π. ΕΥΘΥΜΙΟΥ Ε. ΒΕΝΙΖΕΛΟΣ ΤΥΠΟΥ ΚΑΙ Μ.Μ.Ε. ΧΡ. ΠΡΩΤΟΠΑΠΑΣ FINAL MINUTE OF THE FOURTH SESSION OF THE JOINT COMMITTEE ON EDUCATIONAL AND CULTURAL COOPERATION BETWEEN THE HELLENIC REPUBLIC AND THE UNITED MEXICAN STATES According to the provisions of Article VII of the Agree?ment between the Government of the Hellenic Republic and the Government of the United Mexican States on Co?operation in the Fields of Education and Culture, which was signed in the City of Mexico on July 29, 1982, the 4th Ses?sion of the Joint Committee on Educational and Cultural Cooperation between the two countries was held in Athens from June 21 to 22, 2001. The Mexican Delegation was headed by Ambassador Augusto Cesar Leal Angulo, Ambassador of Mexico to the Hellenic Republic. The Greek Delegation was headed by Ambassador Charalambos Rocanas, Director of Cultural Affairs of the Ministry of Foreign Affairs of Greece. The Parties made a general review of the educational and cultural relations developed between Greece and Mexico within the framework of the Bilateral Programme of Coop?eration in the said fields for the years 1998 - 2000, which had been signed in February 1998. Particular emphasis was laid on the efforts of Mexican and Greek agencies to strengthen their ties in the fields of education and culture. The Parties noted with satisfaction that this was a timely occasion for laying the foundations of their relations in the fields of education, culture and sport at the beginning of the new century and millennium and identifing the possibility of developing joint cooperation aiming at the development of their peoples. The Parties approved the Programme on Cooperation in the Fields of Education and Culture for the years 2001 - 2003, which does not preclude the undertaking of other future actions. The General Conditions & Financial Provi?sions for the implementation of the Programme are attached as ANNEX. Within the framework of this Programme, the Parties un?dertook to promote contacts between various sectors of both countries, to be translated into concrete actions for the development of closer relations, and to continue to favour, in the planning and development of cooperation in 4173 Committee on Educational and Cultural Cooperation in the year 2004 in Mexico, at a date to be fixed through diplo?matic channels. In the event that such meeting is not held, this Programme shall continue to be in force pending the approval of a new programme. Done and signed in Athens on the 22nd day of June 2001, in two originals in the Greek, Spanish and English languages. All texts are equally authentic. In case of diver?gence in interpretation the English text shall prevail. FOR THE GOVERNMENT FOR THE GOVERNMENT OF THE OF THE HELLENIC REPUBLIC UNITED MEXICAN STATES Ambassador Charalambos Rocanas Director of Cultural Affairs Ambassador Augusto Cesar Leal Angulo Ministry of Foreign Affairs Ambassador of Mexico to the Hellenic Repub - lic PROGRAMME ON COOPERATION IN THE FIELDS OF EDUCATION AND CULTURE BETWEEN THE HELLENIC REPUBLIC AND THE UNITED MEXICAN STATES FOR THE YEARS 2001 - 2003 The Parties, according to the provisions of Article VII of the Agreement between the Government of the Hellenic Republic and the Government of the United Mexican States on Cooperation in the Fields of Education and Culture, which was signed in the City of Mexico on July 29, 1982, and having regard to the wealth of their respective cultures, commit themselves to support and promote the contacts between the respective agencies of the two coun?tries that may materialise in concrete actions to further strengthen their ties and to open up cooperation at all lev?els in the fields of education, culture and sports and also to instances beyond institutional contacts. Consequently, the Parties agree on the following Programme on Cooper?ation in the Fields of Education and Culture, which includes activities for the years 2001 - 2003. To this end, the Parties agree, within the framework of this Programme, to support additional cooperation in ac?tivities or projects in the fields of cultural heritage, ed?ucation, the arts, culture and sports responding to social interests. Apart from public educational institutions and re?search centres, participants in these activities and projec?ts could also be new agents such as the private sector and civil society whose action could benefit the community. A. - COOPERATION IN EDUCATION The Parties shall promote exchanges between their ed?ucational institutions at all levels. I. - PRIMARY AND SECONDARY EDUCATION The Parties express their intention to continue, upon the request of either Party to the other, the exchange of infor?mation, documentation and material concerning pre?school education, compulsory education, youth and adults' education as well as educational integration proce?dures in both countries. «EXCHANGE OF INFORMATIVE, DOCUMENTATION AND BIBLIOGRAPHICAL MATERIAL». The Parties shall continue, upon the request of either Party, to exchange information, documentation and biblio?graphical material on the following education - related is?sues: - Pre-school education, primary education, teachers' training - Educational systems and educational integration pro?cedures - Civic education - Special education - Adults' education - Technological education (in the fields of technology and services) - Correspondence education - Computer applications in the field of education. Furthermore, the two Parties wish to develop cooper?ation on educational TV by exchanging and sharing pro?grammes, research works and experiences as well as by developing contacts and exchanges between TV produc?tion specialists in this field. II. - HIGHER EDUCATION «AGREEMENTS ON DIRECT COOPERATION BE?TWEEN HIGHER EDUCATION INSTITUTIONS». The Parties shall promote direct cooperation and con?tacts between Universities and Higher Education In?stitutions and Research Institutes of the two countries. Moreover, they shall support, among other activities, the implementation of joint research projects, the organisation of seminars and the exchange of scientific publications. Likewise, the Parties shall support the conclusion of di?rect cooperation agreements between higher education institutions of the two countries and shall continue to favour the actions provided for in the agreements already signed between educational institutions. In this connection, the Ministry of Foreign Affairs of Mexi?co (SER), through the Directorate - General for Education?al and Cultural Cooperation, has delivered a list of agree?ments that have already been signed between Mexican and Greek higher education institutions. The Greek Side has delivered to the Mexican Side a draft inter-university a?greement dealing with potential cooperation between the National University of Athens and one or more Universities of Mexico. «EXCHANGE OF EDUCATORS, UNIVERSITY PRO?FESSORS, PROFESSORS OF HIGHER EDUCATION IN?STITUTIONS AND RESEARCHERS». The Parties shall promote the exchange of Educators, University Professors and Professors of Higher Education Institutions, Experts and Researchers for short - term visits, for the delivery of lectures, implementation of research pro?jects or participation in seminars and conferences held in the other country. Exchanges shall be carried out on the basis of invitations from Universities and Higher Education Institutions trans?mitted through diplomatic channels. «VISITING PROFESSORS». The Parties shall promote the institution of Visiting Pro?fessors in accordance with the legislation of each country. In this respect, the Ministry of Foreign Affairs of Mexico, through the General Directorate for Cultural Affairs, indi?4174 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) During the term of this Programme, the Parties shall in?vite two (2) university professors of the other country. The duration of the visit shall be up to fifteen (15) days. The re?ceiving Party shall cover his / her stay expenses, as set out in detail in the Annex to the Educational Programme, while the sending Party shall cover the travel expenses to the oth?er country. «EXCHANGE OF INFORMATION AND PUBLICATIONS IN THE FIELD OF HIGHER EDUCATION». The Parties shall continue to exchange, upon the request of either Party to the other, informative, documentation and bibliographical material concerning higher education in their respective countries. To this end, the Ministry of Education of Mexico (SEP), though the Directorate - General for Professions, express?es its interest in exchanging information on professional practice and admission to professional associations, in particular with respect to professions related to the safety, freedom and property of those who receive such services, such as actuaries, agronomists, architects, accountants, lawyers, nurses, pharmacists, engineers, physicians, veterinaries and zootechnicians, dentists and psycholo?gists. In particular, the Ministry of Education of Mexico (SEP) wishes to exchange information on the following is?sues: - Legislation and Regulations of Professional Practice and Admission to Professional Associations: whether the law regulating the profession is general and / or local and whether it includes all the professions or there are special laws per profession. - If such is the case, whether the licence (to practise the profession) is issued on the basis of the citizenship of the person concerned or the professional qualification he / she has and whether it differs from profession to profession. - Terms and conditions of practising a profession appli?cable both to nationals and foreigners, whether the re?spective legislation prescribes the provision of social ser?vice, as well as issues of professional certification and re?certification. - Operation of the labour market and whether there are fixed quotas of foreigners that may enter it. - Identification of the bodies and/or associations of bod?ies regulating professional practice and whether reg?istration to them is compulsory. The Greek Side has delivered to the Mexican side all the available informative material requested on these issues. Furthermore, the Universidad Autonoma Metropolitana (UAM) proposes the exchange of study plans and pro?grammes for BA, specialization, MA and PhD-level cours?es in the fields of Basic Sciences and Engineering, Biolog?ical and Health Sciences, Social Sciences and Humanities and Sciences and Arts for Design. It would also be inter?ested in exchanging information with Greek universities on the subject of student mobility and environmental studies programmes. The Greek Party took note of this proposal, which will be transmitted to the appropriate Greek institutions by the Ministry of National Education. III. - PROMOTION AND TEACHING OF FOREIGN LAN?GUAGES «TEACHING OF THE SPANISH LANGUAGE IN GREECE AND THE GREEK LANGUAGE IN MEXICO». The Parties shall promote the teaching of their languages and cultures in the other country. The Greek Side informs the Mexican side that two De?partments of Spanish Language have been established in Greek Universities, i.e: a) Department of Spanish Language and Literature in the University of Athens ; and b) Department of Spanish Language and Culture in the Ionian University of Foreign Languages, Translation and Interpretation. Spanish studies leading to a degree are offered by the Hellenic Open University. Moreover, Spanish, as an op?tional course, is taught in all higher education institutions in general. Furthermore, Spanish language, literature and history are taught in the Club of the University of Athens. The course of Spanish - American culture is taught in these Departments, including Mexican culture. The Greek Side, on the basis of the principle of reciproc?ity, desires the commencement of operation of Depart?ments of Modern Greek Language and Culture in Mexican Universities. To this end, the Greek Side shall consider sending a pro?fessor for teaching Greek. In its turn, the National Autonomous University of Mexico (UNAM), through its Centre of Foreign Languages (CELE), expresses its interest in receiving a Greek professor for an academic year in order to collaborate in the modern Greek courses. IV. - SCHOLARSHIPS, ARTISTIC EDUCATION
The Greek Party shall offer: a) forty (40) months of scholarship for postgraduate studies or research per annum. The duration of each schol?arship may be from five (5) to ten (10) months, and b) two (2) scholarships for attending a summer seminar in language and culture, of a thirty (30) - day duration. Scholarships may not be granted for specialisation in medical and paramedical studies. In the case of postgraduate studies, where the scholar?ship is granted for a period longer than one year, renewal shall be subject to the prescribed number of scholarship months per annum and shall be granted following a pro?posal from the country concerned.
