2003.

(Αθήνα, 12.6.2001). ΟΙ ΥΠΟΥΡΓΟΙ ΕΘΝΙΚΗΣ ΟΙΚΟΝΟΜΙΑΣ ΚΑΙ ΟΙΚΟΝΟΜΙΚΩΝ - ΕΞΩΤΕΡΙΚΩΝ - ΑΝΑΠΤΥΞΗΣ Έχοντες υπόψη τις διατάξεις:

της Συμφωνίας περί ανταλλαγών επιστημόνων και ερευνητών μεταξύ της Ελληνικής Δημοκρατίας και της Σοσιαλιστικής Ομοσπονδιακής Δημοκρατίας της Γιου?γκοσλαβίας που υπογράφηκε στο Βελιγράδι στις 17 Απρι?λίου 1976 και κυρώθηκε με τον υπ' αριθ. 558/1977 Νόμο που δημοσιεύθηκε στο υπ' αριθ. 77 Φύλλο της Εφημερί?δος της Κυβερνήσεως της 12 Μαρτίου 1977 τεύχος Α΄.

του Νόμου 1558/1985 "Κυβέρνηση και Κυβερνητικά Όργανα" (ΦΕΚ 137/Α/1985).

το άρθρο 29Α του Ν. 1558 "Κυβέρνηση και κυβερνητι?κά όργανα" (ΦΕΚ Α΄ 137), όπως προστέθηκε με το άρθρο 1 παρ. 27 του Ν. 2081/1992 (ΦΕΚ Α΄ 154) και αντικαταστά?θηκε με το άρθρο 1 παρ. 2α του Ν. 2469/1997 "Περιορι?σμός και βελτίωση της αποτελεσματικότητας των κρατι?κών δαπανών" (ΦΕΚ Α΄ 38) και το γεγονός ότι από την πα?ρούσα απόφαση δεν προκαλείται δαπάνη σε βάρος του κρατικού προϋπολογισμού, αποφασίζουμε: εγκρίνουμε στο σύνολο του το Πρωτόκολλο της Συνό?δου της Μικτής Ελληνο-γιουγκοσλαβικής Επιτροπής επι?στημονικής και τεχνολογικής συνεργασίας για την περίο?δο 2001 - 2003 που υπογράφηκε στην Αθήνα στις 12 Ιου?νίου 2001 του οποίου το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: PROTOCOL OF THE SESSION OF THE JOINT GREEK -YUGOSLAV COMMISSION FOR SCIENTIFIC AND TECHNOLOGICAL COOPERATION FOR THE PERIOD 2001 - 2003 Athens, 12 June, 2001 A Joint Commission Scientific and Technological Coop?eration between the Federal Secretariat for Development and Science of the Federal Republic of Yugoslavia and the General Secretariat for Research Technology (GSRT) of the Greek Ministry for Development held a session in Athens, on June the 11th and 12th 2001. This Meeting was held on the basis of the Agreement on the Exchange of Scientists and Researchers between the Hellenic Republic and the Federal Republic of Yugoslavia which was signed in Belgrade on April 17th, 1976. The delegation of the Hellenic Republic was headed by Dr. Dimitris Deniozos, Secretary General for Research and Technology of the Ministry for Development. The dele?gation of the Federal Republic of Yugoslavia was headed by Prof. Dr. Vuko Domazetovic, Secretary General for De?velopment and Science. The members of the Joint Commission are listed in An?nex I. Both parties agreed on the following agenda:

Opening Session

2.

Exchange of information on the current situation and basic governmental policy on science and technology in the two countries

3.

Review of the progress of the projects included in the working programme for the period 1998- 2001.

4.

Consultations and exchange of information on the evaluation of the joint proposals submitted in the framework of the last call for proposals.

5.

Selection and approval of the new joint projects for the years 2001-2003

Closing Session recommendations for future activities place and date of the next meeting I. General Information on Science and Technology Poli?cies of Both Countries Both Parties expressed their satisfaction for the progress of the scientific and technological cooperation between the two countries. The head of the Greek delegation wel?comed the Yugoslav delegation and pointed out the inter?est of the scientific community of Greece for cooperation with the Yugoslav scientific community and praised this meeting as an important stage for the further development of the bilateral cooperation in science and technology, which will enable Greek and Yugoslav scientific institutions and researchers to use their scientific potential more effi?ciently and fruitfully in joint studies and projects. 279 The head of the Greek delegation presented and overview of the new Operational Programme for Competi?tiveness (2000-2006), focusing on its specific actions and subprogrammes for the promotion of research, technolo?gy and innovation. The head of the Yugoslav delegation presented the main elements and schemes of the Yugoslav policy for science and technology. Both Parties placed particular emphasis on the role of in?ternational cooperation for further development of the sci?ence and technology system in both countries. They ex?pressed their confidence that the implementation of the next Yugoslav - Greek Bilateral Programme will further con?tribute to the development of beneficial links between sci?entific institutions and scientists of both countries. They al?so agreed to pay serious attention to extending the coop?eration in International and European multilateral research and development programmes, and more specifically, IN?CO of the 5th Framework Programme, COST, EUREKA etc. The Yugoslav Party would appreciate if the Greek au?thorities consider the possibility of supporting Yugoslav re?search institutions using available national or European Union funds or through technical assistance. II. Approval of the Working Programme for the Scientific and Technological Cooperation between the Ministry of Development, Science and Environment and the GSRT for the period 2001 - 2003. Approved projects. In the framework of the last call for proposals, a total num?ber of 93 joint proposals were submitted to both sides. Three (3) more proposals were submitted to the Yu?goslavian side only. Both Parties approved for implementation a total number of twenty nine (29) projects, selected from the list of the 93 joint project proposals following an evaluation by experts from both countries on the basis of their scientific merits and the national priorities of the two Parties. The list of the approved projects is attached as Annex II. Furthermore, both parties agreed to consider three (3) proposals under a reserve list, presented in Annex III. Some of these projects could also be funded in accor?dance with the appropriate procedures and evaluation by the GSRT and the Federal Secretariat for Development and Science. The relevant documents and information be?tween the two parties will be exchanged through written procedure. Administrative conditions of the cooperation 2.1 The administration of the bilateral projects adopted under this document and all procedures in?volved in their implementation will be entrusted from the Greek and Yugoslav Parties to the Greek and Yugoslav scientific institutions, which participate in these projects respectively. The coordination of these projects is en?trusted to the GSRT for the Greek Party and to the Fed?eral Secretariat for Development and Science for the Yu?goslav Party. 2.2 The project leaders of the cooperating research teams should present annually to the competent authori?ties of the respective national Parties a comprehensive re?port dealing with the joint work performed under the pro?ject during the given year and a financial report concerning the use of the support received. Upon termination of the project a final report of the results achieved should be sub?mitted to the executive agencies responsible for the coor?dination of the implementation of the present Working Pro?gramme. 2.3 Decisions regarding the publication of the achieve?ments of the joint work and of the possible registration of the intellectual property rights (patents, utility models, in?dustrial designs, etc), shall be made in conformity with the laws and regulations valid in the two countries and on the basis of mutual agreements reached, in due time, by the participating institutions. 2.4 Any matter that may arise during the implementation of this Programme may be resolved by written procedure between the two Parties. Financial conditions of the cooperation The following rules and regulations apply with regard to the expenses for short-term and long-term scientific visits. - the sending Party covers the cost of international flights - the receiving party covers the accommodation, daily subsistence allowance and local travel costs : The host institution in Greece pays the visiting scientists: - for short-term stays (up to 15 days) , a daily allowance of 74 6 euro - for long term visits (up to three months), a monthly al?lowance of 910 6 (euro) The host institution in Yugoslavia pays the visiting scien?tists : - for short-term visits (up to 15 days), a daily allowance of 40 U.S. $ - for long-term visits (up to three months), a monthly al?lowance of 500 U.S. $ Implementation of the Working Programme The national executive agencies responsible for the co?ordination of the implementation of the Working Pro?gramme are: In Yugoslavia: The Federal Secretariat of Development and Science Department of International S&T Cooperation Palata federacije 11070 N. Future Activities - Date and place of the next Meeting of the Joint Commission on Scientific and Technological Cooperation. The Parties agreed that the next joint call for proposals will be launched during the second semester of 2002. The next Meeting of the Joint Commission on Scientific 280 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) dates as well as other important regulations included in the above mentioned joint call for proposals will be agreed upon by the Greek and Yugoslav executive agen?cies by written procedure or during an interim Meeting that could take place in Yugoslavia or Greece the first half of 2002. Η συνεδρίαση διεξήχθη βάσει της Συμφωνίας Ανταλλα?γής Επιστημών και Ερευνητών μεταξύ της Ελληνικής Δη?μοκρατίας και της Ομοσπονδιακής Δημοκρατίας της Γι?ουγκοσλαβίας η οποία υπεγράφη στο Βελιγράδι στις 17 Απριλίου 1976. Της αντιπροσωπείας της Ελληνικής Δημοκρατίας ηγεί?το ο Δρ. Δημήτρης Δενιόζος, Γενικός Γραμματέας Έρευ?νας και Τεχνολογίας του Υπουργείου Ανάπτυξης. Της αντιπροσωπείας της Ομοσπονδιακής Δημοκρατίας της Γιουγκοσλαβίας ηγείτο ο Καθηγητής Δρ. Βούκο Ντομα?ζέτοβιτς, Γενικός Γραμματέας Ανάπτυξης και Επιστήμης. Κατάλογος των μελών της Μικτής Επιτροπής παρατίθε?ται στο Παράρτημα Ι. Τα Μέρη συμφώνησαν την εξής ημερήσια διάταξη:

Εναρκτήρια συνεδρίαση

Ανταλλαγή πληροφοριών σχετικά με την τρέχουσα κατάσταση και τη βασική κυβερνητική πολιτική στον το?μέα της επιστήμης και της τεχνολογίας στις δύο χώρες.

3.

Επισκόπηση της προόδου των έργων που περιλαμ?βάνονταν στο πρόγραμμα εργασίας για την περίοδο 1998 - 2001.

4.

Διαβουλεύσεις και ανταλλαγή πληροφοριών για την αξιολόγηση των κοινών προτάσεων που υπεβλήθησαν στο πλαίσιο της τελευταίας πρόσκλησης υποβολής προ?τάσεων.

5.

Επιλογή και έγκριση των νέων κοινών προγραμμάτων για τα έτη 2001 - 2003.
