Φ.0544/3/ΑΣ 658/Μ. 5300 Έγκριση προγράμματος για την πολιτιστική εκπαιδευτική και επιστημονική συνεργασία μεταξύ των Κυβερνήσεων της Ελληνικής Δημοκρατίας και του Χασεμιτικού Βασι?λείου της Ιορδανίας για τα έτη 2001 - 2004 (Αμμάν, 4.7.2001). ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ - ΑΝΑΠΤΥΞΗΣ - ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ - ΥΓΕΙΑΣ ΚΑΙ ΠΡΟΝΟΙΑΣ - ΠΟΛΙΤΙΣΜΟΥ - ΤΥΠΟΥ ΚΑΙ ΜΕΣΩΝ ΜΑΖΙΚΗΣ ΕΝΗΜΕΡΩΣΗΣ Έχοντας υπόψη:
Τον υπ’ αριθ. 883/1979 Νόμο που δημοσιεύθηκε στο υπ’ αριθ. 61 Φύλλο της Εφημερίδος της Κυβερνήσεως τεύχος Α΄ της 24.3.79 με το οποίο κυρώθηκε η συμφωνία μεταξύ των Κυβερνήσεων της Ελληνικής Δημοκρατίας και του Χασεμιτι?κού Βασιλείου της Ιορδανίας για την οικονομική, μορφωτική και τεχνική συνεργασία που υπογράφηκε στην Αθήνα στις 17 Μαΐου 1976 και ιδιαίτερα τη διάταξη του άρθρου 10 της συμ?φωνίας με την οποία συνιστάται Μικτή Επιτροπή.
Τη διάταξη του άρθρου 2 του υπ’ αριθ. 883/1979 Νόμου με την οποία τα Πρωτόκολλα - Πρακτικά που καταρτίζονται από τη Μικτή Επιτροπή του άρθρου 10 της Συμφωνίας εγκρίνονται δια κοινής αποφάσεως των αρμοδίων Υπουρ?γών.
Το περιεχόμενο του υπό έγκριση Μορφωτικού Προ?γράμματος, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Μορφωτικό Πρόγραμμα μεταξύ των Κυβερνήσεων της Ελληνικής Δημο?κρατίας και του Χασεμιτικού Βασιλείου της Ιορδανίας για τα έτη 2001-2004 που υπογράφηκε στο Αμμάν στις 4.7.2001 του οποίου το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: Αθήνα, 20 Φεβρουαρίου 2002 ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ ΑΝΑΠΤΥΞΗΣ Γ. ΠΑΠΑΝΔΡΕΟΥ Α. ΤΣΟΧΑΤΖΟΠΟΥΛΟΣ ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ ΥΓΕΙΑΣ ΚΑΙ ΠΡΟΝΟΙΑΣ Π. ΕΥΘΥΜΙΟΥ Α. ΠΑΠΑΔΟΠΟΥΛΟΣ ΤΥΠΟΥ ΚΑΙ ΠΟΛΙΤΙΣΜΟΥ ΜΕΣΩΝ ΜΑΖΙΚΗΣ ΕΝΗΜΕΡΩΣΗΣ Ε. ΒΕΝΙΖΕΛΟΣ Χ. ΠΡΩΤΟΠΑΠΑΣ Exchange Programme For Cultural, Educational And Scientific Cooperation Between The Government of The Hellenic Republic And The Government of the Hashemite Kingdom of Jordan For The Years 2001-2002-2003-2004 Abiding by the Cultural Agreement concluded between the Government of the Hellenic Republic and the Government of the Hashemite kingdom of Jordan signed in Athens on the 17th of May 1976. The Hellenic Republic and the Hashemite Kingdom of Jor?dan motivated by a mutual desire further strengthen their friendly ties in the fields of education, science, culture and aiming to develop better understanding and closer relation?ships between the people of their countries, have agreed up?on the following programme for the years 2001-2002-20032004. 1- Higher Education Article 1 The two parties will exchange annually two (2) members of the academic staff of their institutions of higher education for a period not exceeding twelve (12) days to give lectures and / or exchange scientific information. Article 2 The two parties will facilitate the participation of scientists in symposia, conferences etc… taking place in the other coun?try. Article 3 1- The Greek party will grant annually to the Jordanian party: - Α- Twelve (12) scholarships to Jordanian students for un?dergraduate studies each of a duration of twelve (12) months. The above mentioned scholarships concern beginning of studies as well as renewal. Β- Four (4) scholarships for postgraduate studies of ten (10) months each, two of them in the field of humanities. c- During the validity of this promramme the Greek party will grant 3 postgraduate scholarships of 10 months each for teachers advanced training in new technologies and meth?ods of teaching methodology. 2- A- The Jordanian party will offer annually to the Greek party three (3) scholarships for undergraduate and post grad?uate studies or research. The scholarships for undergraduate 429 for a period of ten (10) months each for studies or research in the field of the Arabic language. Article 4 The two parties will encourage and facilitate researchers and post - graduate students to conduct their research and their studies in the universities of the two countries in accor?dance with the rules and regulations prevailing in each coun?try. Article 5 The two parties will encourage the exchange of education?al plans for higher education programmes in the universities of the two countries. Article 6 The University of Jordan accepts a number of Greek stu?dents to study Arabic language / literature in the under-grad?uate or post - graduate level. Article 7 The two parties will encourage in every possible way, the exchange of visits of students of Archaeology. These visits will aim at bringing the students into contact with the archaeolog?ical sites of the two countries . Article 8 The two parties shall encourage the twinning between schools in order to get acquainted and create links of friend?ship between the pupils of the two countries. Article 9 The two parties notice with satisfaction the establishment of a Greek section in the Department of Modern Language of the University of Jordan and shall contribute in order to assist its functioning. To that aim, the Greek party will grant scholarships for train?ing in the Greek language, books and teaching material. Article 10 1- The contracting parties shall encourage and facilitate, on the basis of mutual benefit, exchange and cooperation in the fields of science and technology and provide appropriate op?portunities for contacts between scientific institutions and or?ganizations, research institutes, universities as well as other institutions of higher education, scholars, researchers, and specialists in the two countries and, they shall encourage joint activities in specialized areas and topics of common interest. 2- The Hellenic party expresses its wish that the Jordanian Party shall examine favorably the possibility of creating Greek Language, literature and civilization lectureships within Jor?danian Universities. Details shall be agreed upon through diplomatic channels. For this purpose, the Hellenic Party is ready to provide to the Jordanian party with specialists and with the necessary ed?ucational materials. 2- Research, Science and Technology Article 11 Implementing agency for this purpose on the Greek side is the General Secretariat for Research and Technology of the Ministry of Development, and on the side of Jordan it will be the Higher Council of Science and Technology. 3- Education Article 12 The two parties shall encourage the exchange of infor?mation, printings, scientific brochures, studies in different ed?ucational fields especially, environment, human rights, health and population education, training and education, especially those in English language, and according to the request of the other side. Article 13 The two parties shall encourage the exchange of infor?mation and documentation in order to facilitate their compe?tent authorities in the recognition and the equivalence of diplomas and academic degrees, according to the rules and regulations of each country. Article 14 The two parties shall encourage the exchange of invitations for specialists in the two countries to participate in education?al seminars, and conferences held in each country. Article 15 The Greek Party will accept, according to the Greek rules and regulations up to five (5) Jordanian citizens for studying and training at the higher schools of Merchant Marine. 4- Tourism Article 16 The two Parties will encourage the competent tourist au?thorities and their tourism professionals to continue and further strengthen their cooperation within the framework of the Bilateral Agreement on cooperation in the field of tourism, signed in Athens on June 2,1987. 5- Social Development Article 17 The two parties will encourage cooperation and exchanges by all available means in fields such as, local community de?velopment, family counseling, juvenile delinquency, elderly people and special education. In the field of special ed?ucation, the two parties will exchange-during the validity of the present programme-two (2) teachers of special education for a period of eight (8) days. 6- Youth and Sports Article 18 The two parties will encourage the exchange of sports and youth delegations to get acquainted with the experiment of the two countries in this field. Article 19 The two parties will encourage youth participation in youth camps and sports events organized in the two countries. Article 20 The two parties will encourage the exchange of visits of sports teams and representatives of sports federations. Article 21 The two parties will encourage the participation in youth and sports training courses organized in the two countries. Article 22 The two parties shall encourage the exchange of infor?mation, brochures, magazines related to the youth and sports movement between the two countries . Article 23 The two parties will encourage cooperation on issues re?lated to youth and sports through global and international conferences and meetings. 7- Culture During the validity of this programme:Article 24 The two parties shall exchange information and publi?cations in the field of culture. Article 25 The two parties will exchange one exhibition. Details will be agreed upon through diplomatic channels. The two parties will encourage the participation of artistic groups in cultural events and festivals organized in the other country. 430 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) mutual interest. Article 27 The two parties will encourage co-operation in the fields of child culture such as, child literature, child books, and puppet shows etc. Article 28 The two parties will encourage the participation of person?alities from various fields of culture in international competi?tions, festivals, book fairs, conferences and other cultural manifestations that take place in Greece and Jordan, respec?tively. Details will be arrange through direct contact. Article 29 The two parties will exchange three or four (3-4) experts in various fields of culture, for a period of up to seven (7) days each, in order to get acquainted with the cultural life in the two countries in different fields . 8- Archaeology Article 30 The two parties will encourage the exchange of publications in the field of archaeology through their respective in?stitutions. Article 31 The two parties will mutually organize lectures on subjects of Early Christian Art and Byzantine Archaeology. Article 32 The two parties will encourage cooperation in the field of archaeological excavations. The Greek party notices with satisfaction that in the year 2000, a team from the Depart?ment of Archaeology of the University of loannina, started an archaeological excavation in the site of An Naqa Ghor-es?Safi, in south Jordan, and expresses its wish that the Jorda?nian competent authorities will continue to facilitate such en?deavors. Article 33 The two parties will encourage cooperation between the concerned institutions in the fields of preservation and resto?ration of ancient monuments in the framework of archaeolog?ical projects in Jordan. In this respect the Greek party will assist the Jordanian party by providing the services of two (2) specialists in the field of maintenance and restoration of ancient monuments in Jor?dan. Details will be agreed upon, in advance, by the two parties, either through direct contacts between the respective De?partments of Archaeology or through diplomatic channels. Article 34 The two parties will encourage the exchange of (2) two ar?chitects specialized in the fields of preservation and resto?ration of ancient monuments for a period up to ten (10) days each, in order to be informed on matters of their specialty. Article 35 The two Parties will encourage cooperation in fields such as participation in educational seminars related to museum, restoration and excavation work, and conducting of mobile exhibitions in the two countries. 9- Information Article 36 The two parties will encourage cooperation between the News Agencies of the two countries and the exchange of the necessary facilities for the News Agencies, reporters, and press delegations of the two countries. Article 37 The two parties will encourage direct cooperation between the public radio and television organizations of the two coun?tries, aiming at the signing of a protocol for further cooperation. Article 38 The two parties will examine the possibility of exchanging visits of Journalists for the purpose of sharing of experiences. 10- Health Article 39 The two parties shall encourage the exchange of infor?mation and experiences in the field of health and especially in the fields of preventive and therapeutic medicine, prevention of infectious diseases … etc Article 40 The two parties shall encourage participation in seminars and medical conferences conducted in the two countries. Article 41 The two parties shall encourage exchange of information on health legislation. 11- Miscellaneous Article 42 Cultural activities not included in the present programme can be realized as long as they are agreed upon by the two parties through diplomatic channels. Article 43 The attached annex dealing with general and financial pro?visions of exchange according to the present programme is an integral part of this programme. Article 44 The present programme shall enter into force from the date of its signature and shall be valid until December 31st, 2004, whereupon it shall remain in force until the new executive pro?gramme is signed. Annex Α - General Provisions in the field of Science and Ed?ucation, I. Exchange of Persons The candidates to be exchanged within the provisions of this programme shall be nominated by the sending side ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) 431 qualifications, and academic titles, languages spoken (En?glish, or the language of the host country) and programme, and the duration of stay of those persons to be exchanged as well as other useful information. The receiving side will notify the sending side of its consent at least two months prior to the proposed date of the visit. Upon receipt of the consent of the receiving side the send?ing side shall communicate the exact date of departure at least 30 days in advance. II. Scholarships (according to article 3 of this programme) 1- The receiving side shall announce the offer of the schol?arships not later than January 31. 2- The sending side shall forward to the receiving side the candidates files not later than March 31. 3- The files of the candidates must contain :- Curriculum vitae - Copies of diplomas or degrees (certified) - Studies on research programme - Health certificate 4- The receiving side shall announce the definitive accep?tance of the scholarships holders not later than June 30. 5- Scholars must speak either the language of the receiving country or English. As far as post-graduate candidates are concerned, knowledge of the Greek language is indispens?able as well as their acceptance in a post -graduate pro?gramme. 6- The duration of scholarships for under-graduate studies covers the whole duration of studies, according to the curric?ula of the university department, plus one year for language courses. Β- Financial Provisions in the fields of Science and Ed?ucation. I. Exchange of Persons 1- The sending side shall pay the travel expenses to the re?ceiving country capital and back. 2- The Greek Party shall provide :- 22.000 drachmas daily for hotel accommodation and al?lowance-travel expenses within the Greek territory if they result from the programme of stay. - Cost for a one or two-day (1-2) visit to archaeological or historical sites. 3- The Jordanian Party shall provide :Appropriate meals, accommodation and transportation within the receiving country according to the programme of stay. 4- In case of emergency, medical assistance free of charge will be provided by the receiving Party, for persons arriving under the provisions of this Programme. ΙΙ. Exchange of Scholarships (according to the article 3 of the programme)
The Greek scholars shall provide themselves round trip transportation between the two countries.
The Greek party shall provide : a. Monthly allowance of 150.000 drachmas for post-gradu?ate students or researchers and 130.000 drs. for under-grad?uate students, beginning with the student's arrival in Greek and covering the duration of the scholarship. b. A lump sum of 20.000 drachmas upon arrival for accom?modation fees for those settling in Athens or of 30.000 drs for those in the provinces. Students whose scholarship has been renewed are not entitled to this sum. c. Exemption from tuition fees d. Travel expenses within the Greek territory, according to the approved programme of studies of post-graduate stu?dents or researches up to the sum of 30.000 drs. 3- The Jordanian party shall provide : a. Free accommodation in university dormitories for female students only. b. Monthly allowance of an amount of (90) JD for male and 75 JD for female students. c. (30) Thirty JD for books, (20) twenty JD for clothes, for males and females. d. Exemption from tuition fees. Both sides reserve the right to review the monthly al?lowances according to the increase of the cost of living. 4- In case of emergency medical assistance free of charge will be provided by the receiving Party, for persons arriving under the provisions of this Programme. C- General Provisions for Culture and Archeology
Exchange of Individuals Persons to be exchanged within the provisions of this Pro?gramme will be nominated by the sending Party, which will notify the receiving Party of this nomination three (3) months prior to the proposed departure date. The sending Party will also supply the receiving Party with all necessary information on the academic and professional qualifications as well as the proposed working programme, duration of stay and any oth?er information that might be useful. The receiving Party will notify the sending Party of its deci?sion at least 30 days prior to the proposed departure date. Up?on receiving the consent of the receiving Party, the sending Party will communicate the exact date of departure, at least 15 days in advance. Visitors exchanged within this Programme in the field of cultural co-operation will be required to have a good com?mand of the language of the host country or English or French.
Exchange of Exhibitions The sending party will inform the receiving Party at least 12 months in advance about the dates and the theme of the exhi?bition. The sending Party will provide essential technical in?formation on the intended exhibition, as well as material in?dispensable for the printing of the catalogue (preface, list of objects, photos, etc.) at least 3 months before the opening. Exhibits will reach the place of destination at least 15 days be?fore the opening. D- Financial Provisions in the Field of Culture and Archeology. I. Exchange of Individuals Cost of travel and reception of persons arriving under this programme will be covered as follows: -
