τις διατάξεις του άρθρου 29 Α του Νόμου 1558/1985 (ΦΕΚ Α΄ 137), όπως αυτό συμπληρώθηκε με το άρθρο 27 του Νόμου 2081/1992 (ΦΕΚ Α' 154) και τροποποιήθη?κε με το άρθρο 1 παρ. 2α του Νόμου 2469/1997 (ΦΕΚ Α' 38)

το γεγονός ότι εκ της εφαρμογής των διατάξεων του υπό έγκριση Πρωτοκόλλου δεν προκαλείται πρόσθετη δαπάνη πλέον αυτής που προκύπτει από τις βασικές δια?τάξεις της Συμφωνίας και που είχε εκτιμηθεί στην Έκθεση του Γενικού Λογιστηρίου του Κράτους

την υπ' αριθμ. 133/24.3.2004 απόφαση του Πρω?θυπουργού και Υπουργού Πολιτισμού με την οποία ανα?τέθηκε η άσκηση αρμοδιοτήτων στην Αναπληρωτή Υπουργό Πολιτισμού Φάνη Πάλλη-Πετραλιά και στους Υφυπουργούς Γιώργο Ορφανό και Πέτρο Τατούλη (ΦΕΚ 527/24.3.2004, τεύχος Β' και 558/2.4.2004, τεύχος Β')

το περιεχόυενο του υπό έγκριση Πρωτοκόλλου, απο?φασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Πρωτόκολλο της δεκάτης πέμπτης Συνόδου της Μεικτής Ελληνο-Γερ?μανικής Επιτροπής Επιστημονικής και Τεχνολογικής συ?νεργασίας που υπογράφηκε στην Αθήνα στις 27 Οκτω?βρίου 2004 το κείμενο του οποίου σε πρωτότυπο στην αγ?γλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής : 829 ΠΕΡΙΕΧΟΜΕΝΑ AΠΟΦΑΣΕΙΣ Scientific and Technological Cooperation Athens, October 27th, 2004 On October 27th, 2004 the Joint German-Greek Com?mittee for Scientific-Technological Cooperation met in Athens for its 15th meeting on the basis of the Agreement on Cooperation in the Areas of Research and Technologi?cal Development between the Government of the Hellenic Republic and the Government of the Federal Republic of Germany signed on November 30, 1978. Head of the Greek delegation was Dr. Agnes Spilioti, Di?rector of International R&T Cooperation Directorate, Gen?eral Secretariat for Research and Technology, Ministry of Development Head of the German delegation was Dr O. Diehl, As?sistant Head of Division for Co-operation with Western Eu?ropean Countries, the Mediterranean Region and Africa at the Federal Ministry of Education and Research. The list of participants is added as attachment 1. The agenda of the meeting is added as attachment 2.

Developments in Priorities of Science and Technology Policy in each Country The head of the Greek delegation has welcomed the Ger?man delegation and stressed the importance of the long?lasting Greek-German cooperation in the field of Science and Technology. Following meetings with several GSRT directors, an overview of the Greek RTD System was also presented to the German side. Information is provided in attachments 3 and 4. The German side gave an overview of its RTD System and corresponding institutions. In this context, the recent Innovation Initiative of the Federal Government was high?lighted, which is aimed to promote an open climate for pub?lic and private efforts towards an innovative economy. Among other issues, attention was drawn to the High?Tech-Masterplan of the Federal Government, which is de?voted to stimulate innovation and the development of future oriented technologies in SMEs.

Status and Perspectives of the Bilateral Co-operation in Science and Technology a. The scientific merit of the S+T co-operation of the past During the years 2003-2004, based on the Minutes of the Joint German-Greek committee of November 5th, 2002, in Muelheim, as well as on the Minutes of he German-Greek interim working meeting of October 21-24, 2003, in Munich, the main activities of Greek-German interest were: - The visit of a German delegation to Pylos, on May 15-18, 2003 with the objective to extend the existing cooperation in the programme "Neutrino Extended Submarine Tele?scope with Oceanographic Research/NESTOR" and to discuss options of a more intensive bilateral or multilateral co-operation in neutrino science. Based on the output of the visit a design study was worked out and a joint EU pro?posal for FP6 was submitted. - The bilateral workshop, on "Technology Liaison Offices in research and higher education institutions", on October, 21-24, 2003, in Munich. - In the framework of the Greek-British cooperation, the Goethe Institut of Athens was contributing in the imple?mentation of a Greek-British-German-French workshop, on January 23, 2004, in Athens, on "Stem-cells: Scientific Use and Ethical Impact?" with the participation of Prof. Dr. Jens Reich, University Professor of Bioinformatics at Med?ical Faculty (Charite) of Humboldt University, Berlin. - The Greek side has funded and the German side has fa?cilitated the visit of a Greek delegation in Germany, on March 1-2, 2004 on "ESA issues". Both sides highlighted the substantial scientific value of the bilateral R&D-projects, which were supported by GSRT and BMBF within the scope of the bilateral co-operation. In many cases they prepared the ground for a more intense co-operation based on institutional partnerships and national or European programs. At the end of 2004 the last 22 bilateral projects will be finished. Both sides underlined the importance of the project-ori?ented co-operation scheme of IKY and DAAD (IKYDA), which will provide an appropriate umbrella for joint projec?ts. Here, at the moment 19 projects are supported for a funding period of 01.01.2003 to 31.12.2005 . b. Discussion of the future bilateral Greek-German S+T co-operation Following the discussion of the last Committee Meeting both sides share the view that the future bilateral co-oper?ation will be based on the following principles: - The collaboration should be built on the interest and ini?tiatives of scientific institutions and industries in Greece and Germany. - According to strategic interests of GSRT and BMBF, joint initiatives can be undertaken, contributing to German and Greek national programmes or EU- programmes. - There will be a regular information exchange and dia?logue between GSRT and BMBF. If appropriate, work?shops or visits of delegations will be foreseen. Both sides agreed on the following next steps: - Project development grants (PDGs) - experience and outlook Both sides already agreed to modernize the instruments of the Greek-German cooperation. For this purpose the PDGs have been introduced and the two sides approved 20 proposals (attachment 5). The German side informed about the unilateral approval of additional 7 proposals (attachment 6), which are aimed to prepare joint appli?cation to the EU-Framework Programme. 830 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) side, and pass a joint evaluation, GSRT will provide addi?tional grants for the Greek partners. If necessary, an evalu?ation-meeting will be held. Both sides agreed to assess the instrument in spring 2005 based on the output of the first phase. - Event on "Materials" The German side is offering to organize, in Germany, on the first semester of 2005, an event on a specific topic of the "Materials" area reflecting the mutual interest of both sides. The aim is to promote R&D-co-operation between German and Greek partners. As a first step the Greek side will sub?mit an overview on the Greek activities in the field of "New Materials Research and Nanotechnology". Based on this information the BMBF will verify the interest of German in?stitutions and companies in order to prepare a joint deci?sion concerning the event. - Visit of a Greek delegation to centers of competence in "Plant Biotechnology" in Germany The Greek side is pleased to accept the invitation of BMBF for 2005.

European Research Area (ERA) and 7th F.P. - Connection of the bilateral co-operation to ERA and FP6/7 Following the principle of Open Coordination, both sides share the view, that the ERA should be built on bilateral and multilateral initiatives of the Member States based on national and European programmes/activities. Both sides agreed that their joint activities should either complement or facilitate the European co-operation. Both sides exchanged their position on the implemen?tation of FP6 and the planning of FP7 (Attachment 7). They share the opinion that a future dialogue between BMBF and GSRT will have to focus on the development of bilater?al cooperation as a measure of implementing ERA. As a first step within this new dialogue scheme, an expert meeting is agreed upon preferably after the European Commission has issued the first draft of FP7 (expected for Spring 2005).

Co-operation with South-East European Countries: In?formation on the "EU - Balkan countries Action Plan in Sci?ence and Technology" Information on recent bilateral and regional initiatives with the Balkan Countries were exchanged. The German side acknowledges and supports the Greek initiative for the Action Plan, adopted during the Inter-Min?isterial Conference of Thessaloniki, on June 2003. Both countries participate actively in it/s implementation They share the view, that a new impulse is necessary to revitalise the implementation of the Action Plan. With this regard, the most-recently established SEE-ERA-NET is highly wel?come. In addition both countries expressed the view that a meeting of High Level officials will be necessary in order to maintain the momentum for the implementation of the Ac?tion Plan and for the investigation of new initiatives. Con?tacts at national level and with the EU-Commission should be undertaken towards this objective.

Next Joint Committee meeting It was envisaged that the next meeting of the Joint Com?mittee will be held in the second half of 2006. The exact date and the place of the meeting will be agreed upon through correspondence. Any other matter that may arise before the next meeting will be resolved by written procedure or through a mutual?ly agreed bilateral interim meeting. Εξελίξεις στις προτεραιότητες της επιστημονικής και τεχνολογικής πολιτικής της κάθε χώρας Η επικεφαλής της Ελληνικής Αντιπροσωπείας καλωσό?ρισε τη Γερμανική Αντιπροσωπεία και υπογράμμισε τη σημασία της μακρόχρονης ελληνογερμανικής συνεργα?σίας στον τομέα της επιστήμης και της τεχνολογίας. Με?τά από συναντήσεις με διαφόρους διευθυντές της Γενι?κής Γραμματείας Έρευνας και Τεχνολογίας, έγινε πα?ρουσίαση του ελληνικού συστήματος έρευνας και τεχνολογικής ανάπτυξης στη γερμανική πλευρά. Πληρο?φορίες περιέχονται στα Συνημμένα 3 και 4. Η γερμανική πλευρά έκανε παρουσίαση του γερμανι?κού συστήματος έρευνας και τεχνολογικής ανάπτυξης και των οικείων ιδρυμάτων. Στο πλαίσιο αυτό, επισημάν?θηκε η πρόσφατη Πρωτοβουλία της Ομοσπονδιακής Κυ?βέρνησης για την Καινοτομία, η οποία έχει ως σκοπό την προαγωγή ενός ανοικτού κλίματος για τις προσπάθειες του ιδιωτικού και του δημόσιου τομέα για τις καινοτομίες στην οικονομία. Μεταξύ άλλων, έμφαση δόθηκε στο Στρατηγικό Πρόγραμμα (Master Plan) Υψηλής Τεχνολο?γίας της Ομοσπονδιακής Κυβέρνησης, το οποίο αποσκο?πεί στην ενθάρρυνση των καινοτομιών και την ανάπτυξη τεχνολογιών μελλοντικού προσανατολισμού στις μικρο?μεσαίες επιχειρήσεις.
