ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ – ΑΝΑΠΤΥΞΗΣ − ΠΕΡΙΒΑΛΛΟΝΤΟΣ, ΧΩΡΟΤΑΞΙΑΣ ΚΑΙ ΔΗΜΟΣΙΩΝ ΕΡΓΩΝ − ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ KAI ΘΡΗΣΚΕΥΜΑΤΩΝ − ΑΓΡΟΤΙΚΗΣ ΑΝΑΠΤΥΞΗΣ ΚΑΙ ΤΡΟΦΙΜΩΝ Έχοντας υπόψη:
τις διατάξεις της Συµφωνίας επιστηµονικής και τεχνολογικής συνεργασίας µεταξύ της Κυβέρνησης της Ελληνικής Δηµοκρατίας και της Κυβέρνησης της Αραβικής Δηµοκρατίας της Αιγύπτου, που υπογράφηκε στο Κάιρο στις 27 Νοεµβρίου 2004, και κυρώθηκε µε τον ν. 3392/2005 που δηµοσιεύθηκε στο υπ’ αριθµ. 241 Φύλλο της Εφηµερίδος της Κυβερνήσεως, Τεύχος Α΄, της 4ης Οκτωβρίου 2005.
το άρθρο δεύτερο του ως άνω κυρωτικού νόµου βάσει του οποίου τα Πρωτόκολλα−Πρακτικά που καταρτίζονται από τη Μικτή Επιτροπή του άρθρου 3 της Συµφωνίας, εγκρίνονται µε κοινή απόφαση των αρµοδίων κατά περίπτωση Υπουργών.
τις διατάξεις του άρθρου 90 της Κωδικοποίησης της νοµοθεσίας για την Κυβέρνηση και τα Κυβερνητικά όργανα (π.δ.63 ΦΕΚ 98/Α/22.4.2005).
το γεγονός ότι εκ της εφαρµογής των διατάξεων του υπό έγκριση Πρωτοκόλλου ουδεµία δαπάνη προκαλείται σε βάρος του κρατικού προϋπολογισµού πλέον αυτής που προκύπτει από τις βασικές διατάξεις της Συµφωνίας και που είχε εκτιµηθεί στην Έκθεση του Γενικού Λογιστηρίου του Κράτους
Το περιεχόµενο του υπό έγκριση Πρωτοκόλλου, αποφασίζουµε: Εγκρίνουµε ως έχει και στο σύνολο τους το Πρωτόκολλο της 1ης Συνόδου της Μικτής Ελληνο−Αιγυπτιακής Επιτροπής επιστηµονικής και τεχνολογικής συνεργασίας, που υπογράφηκε στην Αθήνα, στις 21 Δεκεµβρίου 2006, το κείµενο του οποίου σε πρωτότυπο στην αγγλική γλώσσα και σε µετάφραση στην ελληνική έχει ως εξής: 1229 OF THE JOINT GREEK−EGYPTIAN COMMITTEE FOR THE SCIENTIFIC AND TECHNOLOGICAL COOPERATION Covering the Period 2006 − 2008 Athens, 21 December, 2006 The First Joint Committee Meeting for the Scientific and Technological Cooperation between the Ministry of Development / General Secretariat for Research & Technology of the Hellenic Republic and the Ministry of Higher Education and State for Scientific Research of the Arab Republic of Egypt, was held in Athens the 21st and 22nd of December 2006, in order to determine the Co−operation Working Programme of 2006−2008. This Meeting is based on the Agreement on Scientific and Technological Cooperation between the Government of the Hellenic Republic and the Government of the Arab Republic of Egypt, signed in Cairo, November 15 2004, in the frame of the official visit of the Greek Prime Minister. The delegation of the Hellenic Republic was headed by H.E. Prof. Ioannis Tsoukalas, Secretary General for Research and Technology, Ministry of Development. The delegation of the Arab Republic of Egypt was headed by Prof. Dr. Mohsen Shoukri, President of the Academy of Scientific Research & Technology (ASRT). The members of the Joint Committee are listed in Annex I. The agenda of the meeting is listed in Annex II. Both parties agreed on the following agenda: Opening Session
Exchange of information on the current situation and governmental policy on Science, Research and Technology followed by the two countries.
Selection and approval of the joint projects for the years 2006−2008.
Closing Session: recommendations for relevant activities, place and date of the next meeting. I. General Information on Both Countries Policies on Science and Technology Both sides expressed their satisfaction for the progress of the scientific and technological cooperation between the two countries. The head of the Greek Delegation welcomed the Egyptian Delegation. The interest of the scientific community of Greece for cooperation with the Egyptian scientific community was pointed out. Both sides praised this meeting as an important stage for further development and enable Greek and Egyptian scientific institutions and researchers to use their scientific potential more efficiently and fruitfully in joint studies and projects. The head of the Egyptian Delegation thanked the head of the Greek Delegation for the warm welcome and stressed out the interest of the Egyptian scientific institutions and scientists for cooperation with the Greek ones. Greek and Egyptian Delegations presented a general aspect of their respective scientific and technological policy, focusing on specific actions, aiming to promote research, technology and other innovative efforts. Both sides gave particular emphasis on the role of international cooperation for further development of the science and technology system in both countries. They expressed their confidence that the implementation of the next Greek−Egyptian Bilateral Programme will further contribute to the development of beneficial links between the scientific institutions and scientists of both countries. They also agreed to pay serious attention extending the cooperation in International and European multilateral research and development programmes, focusing their interest in the forthcoming 7th Framework Programme. The two sides agreed to proceed to the adoption of a new joint call for proposals for the next period covering 2009 − 2010. II. Selection and approval of the joint projects for the years 2006−2008 Approved projects. In the framework of the joint call for proposals, a total number of 28 joint proposals were submitted. Taking into account the results of the evaluation procedures implemented in both Countries, the Committee selected 15 projects according to their scientific merits and national priorities. Also two Workshops will be conducted, one in Egypt and another one in Greece, on the “Management system for pharmaceutical applications/products in Biotechnology field”. The list of the approved projects is attached as Annex III. Administrative conditions of the cooperation 1.1 The administration of the bilateral projects adopted under this document and all procedures involved in their implementation will be entrusted from the Greek and Egyptian sides to the Greek and Egyptian scientific institutions, which participate in these projects respectively. The coordination of these projects is entrusted to the GSRT for the Greek side and to the Ministry of Higher Education and State for Scientific Research for the Egyptian side. 1.2 Upon termination of each project a final report of the results achieved should be submitted to the executive authorities responsible for the coordination of the implementation of the present Working Programme. The duration of the projects should not exceed 15 months 1.3 Decisions regarding the publication of the achievements of the joint work and of the possible registration of the intellectual property rights (patents, utility models, industrial designs, etc), shall be made in conformity with the laws and regulations valid in the two countries and on the basis of mutual agreements reached, in due time, by the participating institutions. 1.4 Any matter that may arise during the implementation of this Programme may be resolved by written procedure between the two sides. Future Activities − Date and place of the next Meeting of the Joint Commission on Scientific and Technological Cooperation. A Working meeting is planned, if necessary, in Cairo by the end of the second half of 2007, in order to consider the achieved results of the present Joint Programme. The next Meeting of the Joint Commission on Scientific and Technological Cooperation, is planned to be held in Cairo before the end of 2008. The priority fields, the precise launching and closing dates as well as other important regulations included in the above mentioned joint call for proposals will be agreed upon by the Greek and Egyptian executive authorities by written procedure. ΚΗΣ ΕΠΙΤΡΟΠΗΣ ΕΠΙΣΤΗΜΟΝΙΚΗΣ ΚΑΙ ΤΕΧΝΟΛΟΓΙΚΗΣ ΣΥΝΕΡΓΑΣΙΑΣ Για την περίοδο 2006−2008 Αθήνα, 21 Δεκεμβρίου 2006 Η Πρώτη Σύνοδος της Μικτής Επιτροπής Επιστημονικής και Τεχνολογικής Συνεργασίας μεταξύ της Γενικής Γραμματείας Έρευνας και Τεχνολογίας του Υπουργείου Ανάπτυξης της Ελληνικής Δημοκρατίας και του Υπουργείου Ανώτατης Εκπαίδευσης και Επιστημονικής Έρευνας της Αραβικής Δημοκρατίας της Αιγύπτου διεξήχθη στην Αθήνα στις 21 και 22 Δεκεμβρίου 2006 για να καθορίσει το Πρόγραμμα Συνεργασίας για την περίοδο 2006−2008. Η Σύνοδος αυτή βασίστηκε στη Συμφωνία Επιστημονικής και Τεχνολογικής Συνεργασίας μεταξύ της Κυβέρνησης της Ελληνικής Δημοκρατίας και της Κυβέρνησης της Αραβικής Δημοκρατίας της Αιγύπτου, η οποία υπεγράφη στο Κάιρο στις 15 Νοεμβρίου 2004 στο πλαίσιο της επίσημης επίσκεψης του Έλληνα Πρωθυπουργού. Της αντιπροσωπείας της Ελληνικής Δημοκρατίας ηγείτο ο Εξοχότατος Καθηγητής Ιωάννης Τσουκαλάς, Γενικός Γραμματέας Έρευνας και Τεχνολογίας του Υπουργείου Ανάπτυξης. Της αντιπροσωπείας της Αραβικής Δημοκρατίας της Αιγύπτου ηγείτο ο Καθηγητής Δρ Μοχσέν Σούκρι, Πρόεδρος της Ακαδημίας Επιστημονικής Έρευνας και Τεχνολογίας. Κατάλογος των μελών της Μικτής Επιτροπής υπάρχει στο Παράρτημα Ι. Η ημερήσια διάταξη της συνόδου περιέχεται στο Παράρτημα ΙΙ. Επιλογή και έγκριση των κοινών προγραμμάτων για τα έτη 2006−2008.
