The exclusive right to run lotteries in Belarus belongs to the state. Belorusskiye Loterei is one of the two government bodies which have the right to run lotteries in Belarus. It runs 17 out of 25 existing lotteries in Belarus. Belbet is an online casino managed by Belorusskiye Loterei, which accounts for 99,8  % of its revenue. Under Belarusian laws, Belbet is classified as an online lottery, while de facto it operates as an online casino, which creates favourable conditions for its work. The online casino was developed and its operation is maintained by Ridotto LLC, a company born out of the reorganisation of Synesis LLC, designated by the Union on 17 December 2020 for benefitting from its association with and supporting the Lukashenka regime, co-owned by Alexander Shatrov, who has been designated by the Union since 21 June 2021 for benefitting from and supporting the Lukashenka regime. Belorusskiye Loterei is subordinate to the Belarus President Property Management Directorate which is controlled by Aliaksandr Lukashenka. It also benefits from the Lukashenka regime by operating under favourable conditions and supports it by generating revenue from gambling.
