Member States shall specify the sectors (residential; services; industry; transport; other(s)) taken into account.

Member States shall complete this field if expected new annual end-use energy savings are stable. If the new annual end-use energy savings are expected to change over time MS shall complete the fields per year.

Member States shall explain the model used to calculate the savings, if short-term and/or long-term elasticities are taken into account and why, the variables taken into account in the model and how they were selected.

Member States shall explain the method for analysing the effects on energy consumption with and without the taxation measure (counterfactual); How the counterfactual is defined, and how it is ensured that at least the minimum EU levels of taxation are taken into account.

Member States shall include all policies and measures constituting energy subsidies, in particular subsidies for fossil fuels, irrespective of the form through which the support is provided. For this purpose, the table is pre-loaded using data collected in the scope of Article 35(2) point (n), of Regulation (EU) 2018/1999 to facilitate reporting. Member States shall confirm or amend the pre-loaded data and provide an explanation for changes. Such changes may include a short description of an alternative approach to identify energy subsidies, including fossil fuel subsidies.

The description shall include an explanation of the measure, its recipients, and its purpose, with a specific focus on whether it addressed objectives related to energy poverty, economic competitiveness of sectors, decarbonisation, or energy security. Where such measure is temporary, the description shall also indicate whether it supports aforementioned objectives in exceptional situations or crisis.

In addition to target indicators and other energy poverty indicators, Member States may report on other indicators that are complementary to the assessment of energy poverty. These may include income of households, the affordability of energy services, housing situation s and equipment and complementary/indirect indicators useful to deepen the analysis of potential drivers of energy poverty. Indicators may be drawn from the Building Stock Observatory database.
