Commission Implementing Regulation (EU) 2024/1769 of 26 June 2024 amending Implementing Regulation (EU) 2015/2174 as regards updating the indicative compendium of environmental goods and services and of economic activities

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EU) No 691/2011 of the European Parliament and of the Council of 6 July 2011 on European environmental economic accounts ¹, and in particular Article 3(5) thereof,

Whereas:

• (1) The European environmental economic accounts established in Regulation (EU) No 691/2011 have a modular structure. The module for environmental goods and services sector accounts is set out in Annex V to that Regulation.

• (2) Commission Implementing Regulation (EU) 2015/2174 ² establishes an indicative compendium of environmental goods and services and of the economic activities to be covered by Annex V to Regulation (EU) No 691/2011. The list of environmental activities and products and of economic activities set out in that indicative compendium has evolved since 2015 and thus needs an update to represent the environmental goods and services and environmental economic activities to be covered by the environmental goods and services accounts set out in Regulation (EU) No 691/2011.

• (3) Implementing Regulation (EU) 2015/2174 should therefore be amended accordingly.

• (4) The measures provided for in this Regulation are in accordance with the opinion of the committee established by Article 7(1) of Regulation (EC) No 223/2009 of the European Parliament and of the Council ³.

HAS ADOPTED THIS REGULATION:

Article 1

The Annex to Implementing Regulation (EU) 2015/2174 is replaced by the text in the Annex to this Regulation.

Article 2

This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.

ANNEX

In order to facilitate a uniform application of Annex V to Regulation (EU) No 691/2011, this Annex sets out an indicative compendium of environmental goods and services and of economic activities.

The goods, services and economic activities should be nationally relevant. The following factors may be used to assess national relevance:

• (a) the production of the goods and services and the economic activities in the country are statistically significant;

• (b) data sources to estimate the goods, services and economic activities exist.

The indicative compendium is not exhaustive and does not exclude the existence of other nationally relevant environmental goods, services, and economic activities.

Environmental goods and services

• — Organic agricultural, that is to say, plant and livestock and organic aquaculture products and supporting services;

• — Fuel wood, including pellets, wood gas and other wood production when complying with sustainability measures;

• — Silvicultural services and supporting services for forestry;

• — Rehabilitation of mining sites services;

• — Drainage water capturing services to prevent groundwater contamination;

• — Machinery for silviculture;

• — Electric and more resource-efficient transport equipment; and exhaust pipes and their parts including particles filters;

• — Infrastructure for the operation of electric vehicles, such as charging stations;

• — Electric vehicles components;

• — Instruments, machinery and apparatus for analysis, filtering, or purification of solid, liquid and gaseous pollutants;

• — Lime products for the purpose of environmental protection;

• — Septic tanks, perforated buckets and similar articles used to filter water at the entrance to drains; pumps for use in wastewater treatment; vehicles for wastewater collection and sewer cleaning; and other specific equipment for wastewater treatment;

• — Activated carbon for purifying liquids and gases;

• — Tubes and pipes for wastewater treatment plants as well as for water management;

• — Cooling towers and instruments, machinery and apparatus for the treatment of cooling water;

• — Sacks and bags for replacing plastic bags;

• — Bio-plastic products;

• — Bins, boxes, sacks and bags for storing and transporting waste;

• — Equipment and machinery for waste collection, treatment and disposal: incinerators, trucks and vehicles for waste collection; and machinery in waste treatment plants, that is to say, separators, classifiers, presses and sieves;

• — Containers for waste management, protection against particle radiation, water management and protection of climate and ambient air;

• — Maintenance and repair services for reducing water losses;

• — Specific equipment and installation services for the production of energy from renewable sources, except energy storage systems such as high-efficient wood-fired boilers and other appliances; solar panels and photovoltaic cells, hydraulic turbines and water wheels and wind turbines;

• — Energy storage technologies and equipment and installation: specific equipment associated with renewable energy, such as compressed air storage power stations, sensitive heat storage systems, latent heat storage systems, hydrogen storage and power-to-gas, such as storage of wind power in the form of hydrogen or methane, and other equipment for energy storage;

• — Biofuels;

• — Cleaner chemical products: lubricants, paints and varnishes, soil conditioners, detergents and soaps, fertilisers and insecticides, glues and other adhesives free of solvents; and cosmetics;

• — Goods for thermal and noise insulation mainly in buildings (such as cork products, doors and windows with the highest insulation power, insulation materials for facades and roofs, and other elements of buildings such as materials made of glass fibre, rock wool, cellulose, polymers and polyurethane and other products such as autoclave cellular concrete);

• — Specific equipment for energy management, such as thermostats for heating and cooling regulation, thermostatic valves, heat pumps, condensing boilers and solar water heaters;

• — Instruments and apparatus for measuring or detecting ionising radiation;

• — Discharge lamps, such as low-pressure lamps, compact fluorescent lamps, LED lighting bulbs and the most efficient domestic appliances;

• — Equipment for materials recovery;

• — Maintenance, repair and installation activities for environmental goods; installation of heat pumps;

• — Electricity, gas and heat from renewable sources, excluding pumped-storage hydropower (PSHP) generation and combined heat plants generation from non-biodegradable waste: wind, solar, hydropower except PSHP, ocean energy and ocean biomass;

• — Electricity by PSHP plants, including equipment and installation;

• — Equipment for (and installation of) combined heat plants;

• — Desalinated water and collected rainwater; and maintenance of water mains for reducing water losses;

• — Sewerage services, such as collecting, transporting and treating wastewater; and operation, maintenance and cleaning of sewer systems;

• — Collection, treatment and disposal of waste, both non-hazardous and hazardous without recovery;

• — Energy recovery from waste incineration;

• — Nuclear waste treatment and disposal services;

• — Materials recovery services and production of secondary raw materials;

• — Remediation and clean-up services for soil, groundwater and surface water;

• — Remediation and clean-up services for air;

• — Other remediation and specialised pollution control services;

• — New energy-efficient buildings, including passive houses and low-energy refurbishment of existing buildings;

• — Bicycles roads and lanes;

• — Repair of water networks;

• — Wastewater and waste treatment plants; and sewage systems;

• — Materials recovery plants and technical installations;

• — Renewable energy power plants;

• — Systems for noise abatement, such as sound barriers and other infrastructure in motorways and railways; and specific products incorporated in those systems, such as sound insulation screens and other products contributing to noise abatement, such as less noisy asphalt, low-noise tyres, etc.;

• — Installation of catchment for pollutant run-offs and leaks;

• — Anti-erosion walls;

• — Dissemination and information services for the purpose of environmental protection and resource management: organisation of congresses, seminars, other similar events, etc.;

• — Software specifically developed for environmental protection or resource management;

• — Engineering and architectural services for low energy consumption and passive buildings and low-energy refurbishment of existing buildings;

• — Engineering and architectural services for renewable energy projects;

• — Engineering and architectural services for water, wastewater and waste management projects;

• — Engineering services for remediation activities;

• — Engineering and architectural services for materials recovery projects;

• — Technical inspection services for monitoring and prevention of pollution in all its forms: analysis of gases emitted by domestic boilers, inspection of vehicles’ air emissions, monitoring of air quality, etc.;

• — R&D services for environmental protection;

• — R&D services for resource management;

• — Environmental consulting services;

• — Public litter and collection of rubbish from the street;

• — Administration services for environmental protection and resource management purposes;

• — Training services in environmental protection and resource management;

• — Environmental services furnished by membership organisations;

• — Nature reserve services, including wildlife preservation.

Environmental economic activities

• — Organic agricultural, that is to say, plant and livestock and organic aquaculture activities and supporting services;

• — Activities related to fuel wood, including pellets, wood gas and other wood production when complying with sustainability measures;

• — Silvicultural services and supporting services for forestry;

• — Rehabilitation of mining sites;

• — Capturing drainage water to prevent groundwater contamination;

• — Manufacture of machinery for silviculture;

• — Manufacture of electric and more resource-efficient transport equipment; and of exhaust pipes and their parts, including particles filters;

• — Activities related to infrastructure for the operation of electric vehicles such as manufacture of charging stations;

• — Manufacture of electric vehicles components;

• — Manufacture of instruments, machinery and apparatus for analysis, filtering or purification of solid, liquid, or gaseous pollutants;

• — Manufacture of lime products for the purpose of environmental protection;

• — Manufacture of septic tanks, perforated buckets and similar articles used to filter water at the entrance to drains; pumps for use in wastewater treatment; vehicles for wastewater collection and sewer cleaning; and other specific equipment for wastewater treatment;

• — Production of electricity, gas and heat from renewable sources excluding pumped-storage hydropower (PSHP) generation and combined heat plants generation from non-biodegradable waste: wind, solar, hydropower, ocean energy and ocean biomass;

• — Electricity generation by PSHP, including installation and manufacturing of equipment;

• — Manufacture and installation of equipment for combined heat plants;

• — Desalination of water and collection of rainwater; and maintenance of water mains for reducing water losses;

• — Sewerage services, such as collecting, transporting and treating wastewater; and operation, maintenance and cleaning of sewer systems;
