Commission Regulation (EU) 2024/3171 of 18 December 2024 amending Regulation (EC) No 1445/2007 of the European Parliament and of the Council as regards the list of basic headings used for Purchasing Power Parities

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EC) No 1445/2007 of the European Parliament and of the Council of 11 December 2007 establishing common rules for the provision of basic information on Purchasing Power Parities and for their calculation and dissemination (1), and in particular Article 12(3), point (b) thereof,

Whereas:

(1) Article 3, point (e) of Regulation (EC) No 1445/2007 defines ‘Basic heading’ as the lowest level of aggregation of items in the GDP breakdown for which Purchasing Power Parities are calculated.

(2) Annex II to Regulation (EC) No 1445/2007 defines the current list of basic headings.

(3) For individual consumption expenditure by households, the basic heading classification is a further breakdown of the classification of individual consumption by purpose (COICOP) as defined in Chapter 23 of Annex A to Regulation (EU) No 549/2013 of the European Parliament and of the Council (2).

(4) The 49th session of the United Nations Statistical Commission considered and endorsed a revised version of COICOP (‘COICOP 2018’) as the internationally accepted standard.

(5) Regulation (EU) 2023/734 of the European Parliament and of the Council (3) amended Regulation (EU) No 549/2013 to introduce COICOP 2018 and to align it with the new international standard.

(6) Annex II to Regulation (EC) No 1445/2007 should therefore be amended.

(7) The measures provided for in this Regulation are in accordance with the opinion of the European Statistical System Committee, established by Article 7 of Regulation (EC) No 223/2009 of the European Parliament and of the Council (4),

HAS ADOPTED THIS REGULATION:

Article 1

Annex II to Regulation (EC) No 1445/2007 is replaced by the Annex to this Regulation.

Article 2

This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.

This Regulation shall apply from 1 September 2025.

This Regulation shall be binding in its entirety and directly applicable in all Member States.
