Commission Implementing Regulation (EU) 2025/912 of 19 May 2025 laying down rules for the application of Regulation (EU) 2024/1991 of the European Parliament and of the Council as regards a uniform format for the national restoration plan

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EU) 2024/1991 of the European Parliament and of the Council of 24 June 2024 on nature restoration and amending Regulation (EU) 2022/869 (1), and in particular Article 15(7) thereof,

Whereas:

(1) Regulation (EU) 2024/1991 requires each Member State to prepare and submit a draft national restoration plan by 1 September 2026 and to identify for that purpose the restoration measures necessary to meet the restoration targets and fulfil the obligations set out in Articles 4 to 13 of that Regulation. The Commission is to establish a uniform format for those national restoration plans with the assistance of the European Environment Agency.

(2) Article 15(1) of Regulation (EU) 2024/1991 provides that the national restoration plan is to cover the period up to 2050, with intermediate deadlines corresponding to the targets and obligations set out in Articles 4 to 13 of that Regulation. The uniform format should provide the necessary structure and fields for that content.

(3) Article 15(2) of Regulation (EU) 2024/1991 provides that with regard to the period from 1 July 2032, Member States can choose to limit the national restoration plans to a strategic overview of the elements referred to in Article 15(3) and the contents referred to in paragraphs 4 and 5 of that Article. The same applies to the revised national restoration plans resulting from the review to be carried out by 30 June 2032 in accordance with Article 19(1) of that Regulation, with regard to the period from 1 July 2042. The uniform format should include the necessary flexibility to allow for the possibility to limit the plans to a strategic overview.

(4) The uniform format should contain fields for all elements and contents listed in Article 15(3) to (6) of Regulation (EU) 2024/1991.

(5) To ensure complete, effective and structured planning of restoration measures, the uniform format should allow Member States to make full use of existing planning and reporting information gathered through the implementation of the Union acts and policies, referred to in Article 14(9) to (15) of Regulation (EU) 2024/1991. To ensure coherence and complementarity and avoid unnecessary administrative burden, the uniform format should be streamlined and precise on the information and data required in each field and should be filled-in and submitted digitally by Member States. To facilitate the reuse of the information and data submitted in national restoration plans, the Commission will take measures to ensure such information is directed to, and exchanged accordingly with, the relevant linked digital systems such as Reportnet of the European Environment Agency.

(6) The uniform format should be structured in such a way that the presentation of the information and data ensures the effectiveness of the assessment and the review provided for in Articles 17 and 19 of Regulation (EU) 2024/1991.

(7) The measures provided for in this Regulation are in accordance with the opinion of the Nature Restoration Regulation Committee,

HAS ADOPTED THIS REGULATION:

Article 1

The uniform format for the national restoration plan referred to in Article 15(7) of Regulation (EU) 2024/1991 is set out in the Annex to this Regulation.

Article 2

This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.
