Commission Implementing Regulation (EU) 2025/1344 of 9 July 2025 amending Implementing Regulations (EU) 2020/761 and (EU) 2020/1988 and Regulation (EC) No 218/2007 as regards tariff measures for certain agricultural goods originating in or exported directly or indirectly from Belarus and Russia

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EU) No 1308/2013 of the European Parliament and of the Council of 17 December 2013 establishing a common organisation of the markets in agricultural products and repealing Council Regulations (EEC) No 922/72, (EEC) No 234/79, (EC) No 1037/2001 and (EC) No 1234/2007 (1), and in particular Article 187 thereof,

Whereas:

(1) Commission Implementing Regulation (EU) 2020/761 (2) lays down the rules for the management of import and export tariff rate quotas for agricultural products managed by a system of import and export licences and provides for specific rules for that management.

(2) Commission Implementing Regulation (EU) 2020/1988 (3) lays down the rules for the administration of import tariff rate quotas designed to be used following the chronological order of dates of acceptance of customs declarations (‘first come, first served’ principle).

(3) Commission Regulation (EC) No 218/2007 (4) opens and provides for the administration of tariff rate quotas for wine.

(4) The continued importation from Russia of the goods listed in Annex I to Regulation (EU) 2025/1227 of the European Parliament and of the Council (5) under current conditions could make the Union vulnerable to coercive actions by Russia. In particular, a potential increase in the importation from Russia of the goods listed in that Annex could disrupt the Union’s market and negatively impact the Union’s producers. Therefore, in accordance with that Regulation, tariff measures have been introduced in order to address the Union’s current and potential economic dependency on imports of the concerned goods from Russia.

(5) Regulation (EU) 2025/1227 has also introduced tariff measures in respect of the importation from Belarus of goods listed in Annex I to that Regulation.

(6) It is appropriate to reflect those tariff measures in Implementing Regulations (EU) 2020/761 and (EU) 2020/1988 and Regulation (EC) No 218/2007.

(7) For the sake of clarity, it is appropriate to harmonise the rules concerning the filling out of Sections 8 ‘Country of origin’ and 24 ‘Special conditions’ of application forms for import licences and of forms for licences, with regard to the indication of the country of origin of goods. Therefore, the relevant boxes of tariff quotas in Annex II to Implementing Regulation (EU) 2020/761 should be amended.

(8) Implementing Regulations (EU) 2020/761 and (EU) 2020/1988 and Regulation (EC) No 218/2007 should therefore be amended accordingly.

(9) Regulation (EU) 2025/1227 entered into force on 21 June 2025 and applies from 20 July 2025 in respect of the goods listed in Annex I to that Regulation. In order to ensure the effective management and timely application of the tariff measures for the agricultural products concerned, this Regulation should enter into force on the day following that of its publication and should apply from 20 July 2025.

(10) The measures provided for in this Regulation are in accordance with the opinion of the Committee for the Common Organisation of the Agricultural Markets,

HAS ADOPTED THIS REGULATION:

Article 1

Amendments to Implementing Regulation (EU) 2020/761

Annexes II, III, IV, VI, VII, VIII, IX, X, XI and XII to Implementing Regulation (EU) 2020/761 are amended as follows:

Amendments to Implementing Regulation (EU) 2020/1988

Annex I to Implementing Regulation (EU) 2020/1988 is amended as follows:

Article 3

Amendments to Regulation (EC) No 218/2007

Article 1 of Regulation (EC) No 218/2007 is amended as follows:

(1) in point (a), the words ‘(all third countries except the United Kingdom)’ are replaced by the words ‘(all third countries except Belarus, Russia and the United Kingdom)’;

(2) in point (b), the words ‘(all third countries except the United Kingdom)’ are replaced by the words ‘(all third countries except Belarus, Russia and the United Kingdom)’.

Article 4

Entry into force and application

This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union.

It shall apply from 20 July 2025.

This Regulation shall be binding in its entirety and directly applicable in all Member States.
