THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021 laying down common provisions on the European Regional Development Fund, the European Social Fund Plus, the Cohesion Fund, the Just Transition Fund and the European Maritime, Fisheries and Aquaculture Fund and financial rules for those and for the Asylum, Migration and Integration Fund, the Internal Security Fund and the Instrument for Financial Support for Border Management and Visa Policy (1), and in particular Article 113 thereof,

More specifically, the new specific objectives provide the possibility for supporting investments enhancing EU dual use and defence capabilities to address geopolitical challenges as well as investments in energy interconnectors and protection of critical energy infrastructure, aimed at increasing the EU resilience and preparedness for any potential adverse climate- and non-climate-related events.
(5) Due to the addition of the new specific objectives and to enable the Member States to submit to the Commission consistent information on the programmed use of the Funds under these new specific objectives, the existing list of types of interventions is to be complemented with a limited number of additional relevant intervention fields.
