Commission Implementing Regulation (EU) 2025/2194 of 28 October 2025 establishing a single template to be used by project promoters for the application for recognition of a critical raw material project as a Strategic Project in accordance with Regulation (EU) 2024/1252 of the European Parliament and of the Council
THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) 2024/1252 of the European Parliament and of the Council of 11 April 2024 establishing a framework for ensuring a secure and sustainable supply of critical raw materials and amending Regulations (EU) No 168/2013, (EU) No 2018/858, (EU) 2018/1724 and (EU) 2019/1020 (1), and in particular Article 7(2) thereof,
After consulting the Committee established by Article 39(1) of Regulation (EU) 2024/1252,
Whereas:
(1) Regulation (EU) 2024/1252, and in particular Articles 6 and 7 thereof, lay out criteria for the recognition and the application for recognition of a critical raw material project as a Strategic Project.
(2) In accordance with Article 7(2) of Regulation (EU) 2024/1252, a single template is to be used by project promoters for the application for recognition of a critical raw material project as a Strategic Project.
(3) The single template should require project promoters to provide the Commission with all information necessary to assess an application for the recognition of a critical raw material project as a Strategic Project on the basis of the criteria laid down in Article 7(1) of Regulation (EU) 2024/1252.
(4) In order to harmonise the application process, the template set out in Annex I to this Regulation is a visual representation of the information to be provided by the project promoters and specifies the level of detail of that information. The information is to be submitted in electronic form.
HAS ADOPTED THIS REGULATION:
Article 1
For the application for recognition of a critical raw material project as a Strategic Project referred to in Article 7 of Regulation (EU) 2024/1252, the project promoters shall use the single template set out in the Annex to this Regulation.
Article 2
This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.
It shall apply from 18 November 2025.
This Regulation shall be binding in its entirety and directly applicable in all Member States.
