Council Regulation (EU) 2025/2397 of 24 November 2025 amending Regulation (EU) 2016/1686 imposing additional restrictive measures directed against ISIL (Da’esh) and Al-Qaeda and natural and legal persons, entities or bodies associated with them
THE COUNCIL OF THE EUROPEAN UNION,
Having regard to the Treaty on the Functioning of the European Union, and in particular Article 215 thereof,
Having regard to Council Decision (CFSP) 2025/2398 of 24 November 2025 amending Decision (CFSP) 2016/1693 concerning restrictive measures against ISIL (Da’esh) and Al-Qaeda and persons, groups, undertakings and entities associated with them (1),
Having regard to the joint proposal from the High Representative of the Union for Foreign Affairs and Security Policy and the European Commission,
Whereas:
(1) Council Regulation (EU) 2016/1686 (2) gives effect to Council Decision (CFSP) 2016/1693 (3).
(2) In view of the continued threat posed by ISIL (Da’esh) and Al-Qaeda and persons, groups, undertakings and entities associated with them, on 24 November 2025 the Council adopted Decision (CFSP) 2025/2398 in order to add one entity to the list of persons, groups, undertakings and entities subject to restrictive measures.
(3) That entity is already subject to restrictive measures under Council Decision 2010/788/CFSP (4) and Council Regulation (EC) No 1183/2005 (5). In order to ensure uniform implementation of the asset freeze measures, Decision (CFSP) 2025/2398 suspends the relevant restrictive measures applicable to that entity under that Decision for as long as the measures provided for in Decision 2010/788/CFSP apply to it.
(4) These measures fall within the scope of the Treaty on the Functioning of the European Union and, therefore, in particular with a view to ensuring their uniform application in all Member States, regulatory action at the level of the Union is necessary.
(5) Regulation (EU) 2016/1686 should therefore be amended accordingly,
HAS ADOPTED THIS REGULATION:
Article 1
In Article 4 of Regulation (EU) 2016/1686, the following paragraph is added:
‘5. The measures referred to in Article 2(1) and (2), insofar as they apply to the “Allied Democratic Forces”, shall be suspended for as long as the measures laid down in Article 2(1) and (2) of Council Regulation (EC) No 1183/2005(*1) apply to that entity.

Article 2
This Regulation shall enter into force on the date of its publication in the Official Journal of the European Union.
This Regulation shall be binding in its entirety and directly applicable in all Member States.
