Commission Implementing Regulation (EU) 2026/525 of 11 March 2026 amending Implementing Regulation (EU) 2023/2834 as regards fixing representative prices in the poultrymeat and egg sectors and for egg albumin

THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EU) No 1308/2013 of the European Parliament and of the Council of 17 December 2013 establishing a common organisation of the markets in agricultural products and repealing Council Regulations (EEC) No 922/72, (EEC) No 234/79, (EC) No 1037/2001 and (EC) No 1234/2007 (1), and in particular Article 183, first paragraph, point (b), thereof,

Having regard to Regulation (EU) No 510/2014 of the European Parliament and of the Council of 16 April 2014 laying down the trade arrangements applicable to certain goods resulting from the processing of agricultural products and repealing Council Regulations (EC) No 1216/2009 and (EC) No 614/2009 (2), and in particular Article 5(6), point (a), thereof,

Whereas:

(1) Commission Regulation (EC) No 1484/95 (3) lays down detailed rules for implementing the system of additional import duties in the poultrymeat and egg sectors and for egg albumin, and establishes the method for fixing representative prices.

(2) Regulation (EC) No 1484/95 requires that the representative prices are reported in Annex I to that Regulation that is published in the Official Journal of the European Union. Given that these prices are amended frequently, this requirement results in a significant number of amending Regulations, which constitutes a notable administrative burden.

(3) To ensure faster dissemination of the representative prices, increase transparency for economic operators and national authorities, and reduce the administrative burden on the Union institutions, the method of publication of those representative prices should be modernized.

(4) The power to calculate representative prices in accordance with the established methodology and frequency should remain with the Commission to ensure market stability. However, the publication of these prices should be carried out through electronic means via the Integrated Tariff of the European Union database (TARIC). This method of publication ensures immediate and clear access for all interested parties in line with the simplification objectives of the Commission.

(5) In the interest of improving the coherence, transparency and accessibility of Union law, the provisions regarding representative prices in the poultrymeat and egg sectors and for egg albumin have been integrated into Commission Implementing Regulation (EU) 2023/2834 (4) by Commission Implementing Regulation (EU) 2026/524 (5).

(6) To ensure increased transparency for economic operators and national authorities, the methodology of fixing of those representative prices should also be included into Implementing Regulation (EU) 2023/2834.

(7) Implementing Regulation (EU) 2023/2834 should therefore be amended accordingly,

HAS ADOPTED THIS REGULATION:

Article 1

Amendment to Implementing Regulation (EU) 2023/2834

In Chapter 4a of Implementing Regulation (EU) 2023/2834, the following Article is inserted:

‘Article -43b

Fixing representative prices
1.

The representative prices referred to in Article 182(3) of Regulation (EU) No 1308/2013 and in Article 5(3) of Regulation (EU) No 510/2014 shall be determined at regular intervals on the basis of data collected under the surveillance system referred to in Article 55 of Implementing Regulation (EU) 2015/2447.

The representative price, per product (by CN code line) and per origin, is the average import price of the latest month with a minimum volume of 20 tonnes of imports, provided that:

(a) there was a sequence of at least three consecutive months with a minimum volume of imports of 20 tonnes in the past six months; and

(b) there was no sequence of more than two consecutive months under this minimum volume of imports of 20 tonnes since the sequence referred to in point (a).

If necessary, the Commission may, at the request of a Member State or on its own initiative, adjust the representative prices for poultrymeat and eggs and egg albumin.

However, the Commission may adjust these representative prices only if these prices are at least 5 % different from the determined prices.

The representative prices referred to paragraph 1 shall be published by the Commission via the Integrated Tariff of the European Union database(*1) (TARIC) and on the dedicated page of the Commission website.

Article 2

Entry into force

This Regulation shall enter into force on the twentieth day following that of its publication in the Official Journal of the European Union.

This Regulation shall be binding in its entirety and directly applicable in all Member States.
