THE EUROPEAN COMMISSION,

Having regard to the Treaty on the Functioning of the European Union,

Having regard to Regulation (EU) 2016/1036 of the European Parliament and of the Council of 8 June 2016 on protection against dumped imports from countries not members of the European Union (1), and in particular Article 11(3) and Article 14(1) thereof,

Having regard to Regulation (EU) 2016/1037 of the European Parliament and of the Council of 8 June 2016 on protection against subsidised imports from countries not members of the European Union (2), and in particular Article 19 and Article 24(1) thereof,

After consulting the Member States,

Whereas:

(1) By Commission Implementing Regulation (EU) 2025/2337 (3), the Commission amended Commission Implementing Regulation (EU) 2023/1452 (4) imposing a definitive anti-dumping duty on imports of certain continuous filament glass fibre products originating in the People’s Republic of China following a full interim review (‘full interim review’).

(2) By Commission Implementing Regulation (EU) 2025/2328 (5), the Commission amended Commission Implementing Regulation (EU) 2021/328 (6) imposing a definitive countervailing duty on imports of certain continuous filament glass fibre products originating in the People’s Republic of China following a partial interim review limited to injury (jointly referred to as ‘the amending Regulations’).

(3) Following the amending Regulations, the combined anti-dumping and countervailing duty on imports of certain continuous filament glass fibre products originating in the People’s Republic of China ranged between 23 % and 33,2 %.

(4) When implementing the amending Regulations, national customs authorities observed that the names of companies for the TARIC additional code B990 differed in the two amended Regulations. This should be corrected by replacing the reference to CNBM group in recital 155 and Article 1 of Implementing Regulation (EU) 2025/2328 with the names of the companies composing the group as set out in Implementing Regulation (EU) 2025/2337.

(5) National customs authorities also observed that Article 1 of Implementing Regulation (EU) 2025/2328 makes reference to ‘Other cooperating companies listed in Annex I of [Commission] Implementing Regulation (EU) No 1379/2014 [ (7)]’ without naming them. For the sake of clarity, it seems appropriate to explicitly name the companies and their additional TARIC additional codes given that the composition of Annex I changed as two companies were found to be related in the full interim review of anti-dumping measures. Similarly, Article 1 of Implementing Regulation (EU) 2025/2337 should indicate that the anti-dumping duty applicable to all other imports of glass fibre products originating in the People’s Republic of China also applies to the companies previously listed in the Annex I of Implementing Regulation (EU) No 1379/2014, after they failed to cooperate in the full interim review.

(6) Furthermore, both amending Regulations included a clerical error in the countervailing duty rate for ‘all other imports originating in the PRC’ which should read 10,3 % instead of 10,2 %. As a consequence, the level of anti-dumping duty imposed on all other imports originating in the PRC should also be corrected and should read 22,9 % instead of 23 %. There is, however, no financial impact of this correction as the combined anti-dumping and countervailing duty remains the same.

(7) In the light of the above, the Commission has decided to correct recital 335 and Article 1 of Implementing Regulation (EU) 2025/2337 and recital 155 and Article 1 of Implementing Regulation (EU) 2025/2328.

(8) The corrections should take effect from the entry into force of Implementing Regulations (EU) 2025/2337 and (EU) 2025/2328 namely 26 November 2025.

(9) The measures provided for in this Regulation are in accordance with the opinion of the Committee established by Article 15(1) of Regulation (EU) 2016/1036,

HAS ADOPTED THIS REGULATION:

Article 2

This Regulation shall enter into force on the day following that of its publication in the Official Journal of the European Union.

It shall apply from 26 November 2025.

This Regulation shall be binding in its entirety and directly applicable in all Member States.
