THE EUROPEAN COMMISSION,
Having regard to the Treaty on the Functioning of the European Union,
Having regard to Regulation (EU) 2016/1036 of the European Parliament and of the Council of 8 June 2016 on protection against dumped imports from countries not members of the European Union [^ntr1-L_202602064EN.000101-E0001], and in particular Article 14(1) thereof,
Having regard to Regulation (EU) No 952/2013 of the European Parliament and of the Council of 9 October 2013 laying down the Union Customs Code [^ntr2-L_202602064EN.000101-E0002], and in particular Article 56(5) thereof,
Whereas:
- (1) By Commission Implementing Regulation (EU) 2025/4 [^ntr3-L_202602064EN.000101-E0003], the European Commission imposed a definitive anti-dumping duty ranging from 0,25 to 0,74 EUR per kg on imports of titanium dioxide (‘TiO2’) originating in the People’s Republic of China (‘China’) and confirmed collection of the provisional duty previously imposed.
- (2) On 15 October 2025, Billions Europe Ltd, an indirectly wholly owned subsidiary of LB Group Co., Ltd, agreed to acquire the assets related to the TiO2 business formerly operated by Venator Materials UK Limited (in administration) at its plant in Greatham, United Kingdom (‘UK’) [^ntr4-L_202602064EN.000101-E0004].
- (3) The acquisition was cleared by the UK Competition and Markets Authority on 23 April 2026 [^ntr5-L_202602064EN.000101-E0005].
- (4) On 27 April 2026, LB Group Co., Ltd. announced the completion of its acquisition of the Greatham (UK) TiO2 pigment manufacturing site and associated TiO2 assets from Venator Materials UK Limited (in administration), with the intention to operate under the Tioxide brand [^ntr6-L_202602064EN.000101-E0006].
- (5) The acquisition was completed through LB Group’s subsidiary LB Titanium UK Ltd [^ntr7-L_202602064EN.000101-E0007] (company No 16846918), which was renamed Tioxide Materials Ltd with effect from 27 April 2026 [^ntr8-L_202602064EN.000101-E0008].
- (6) LB Group is a Chinese exporting producer active in the production and sale of TiO2. TiO2 exported by LB Group from China to the Union is subject to the anti-dumping measures imposed by Implementing Regulation (EU) 2025/4.
- (7) Venator Materials UK Limited was part of the global Venator group. Venator is one of the major TiO2 producers in Europe and North America.
- (8) As there are no anti-dumping duties on imports of TiO2 originating in the UK, in order to better monitor imports from the production assets owned by LB Group, the Commission considered it appropriate to amend Implementing Regulation (EU) 2025/4 by adding new additional TARIC code for Tioxide Materials Ltd.
- (9) To ensure more accurate monitoring of imports of TiO2 from the UK and to improve data granularity, the Commission considers it necessary to introduce additional TARIC codes for the following:
- — Tioxide Materials Ltd
- — Tronox Pigments UK Limited, a related company of Tronox Pigments Holland B.V. one of the sampled Union producers in Implementing Regulation (EU) 2025/4, which is one of the TiO2 producers in UK,
- — all other UK producers.
- (10) These new additional TARIC codes will enable the Commission to monitor adequately the development of imports of TiO2 into the Union, in particular the import flows of TiO2 from the UK, which are not subject to anti-dumping measures, in comparison with imports of the product concerned subject to anti-dumping measures. To ensure the availability of the data, imports of TiO2 will be subject to surveillance.
- (11) In case the companies based in the UK significantly increase their exports of TiO2 into the Union and at the same time their imports into UK under the TARIC codes 2823 00 00 10, 2823 00 00 30, 3206 11 00 10, and 3206 11 00 30, or any corresponding future codes, the Commission may examine if such increase is linked to a possible circumvention within the meaning of Article 13 of Regulation (EU) 2016/1036 and initiate an investigation under Article 13(3) of that Regulation.
- (12) The measures provided for in this Regulation are in accordance with the opinion of the Committee established by Article 15(1) of Regulation (EU) 2016/1036 and of the Customs Code Committee established by Article 285 of Regulation (EU) No 952/2013,
HAS ADOPTED THIS REGULATION:

Article 2
Imports under the TARIC codes mentioned in Article 1, or any corresponding future codes, originating in the United Kingdom shall be subject to surveillance in accordance with Article 56(5) of Regulation (EU) No 952/2013 to allow the Commission to follow the statistical trends of imports of titanium dioxide, with the aim to ensure that the anti-dumping measures imposed by Implementing Regulation (EU) 2025/4 are not being circumvented.
