ΑΠΟΦΑΣΕΙΣ Αριθμ. Φ.4980/ΑΣ 35533 Απόφαση 2356(2017) του Συμβουλίου Ασφαλείας Ο.Η.Ε. σχετικά με τη Λ.Δ. Κορέας. Ο ΥΠΟΥΡΓΟΣ ΕΞΩΤΕΡΙΚΩΝ Έχοντας υπόψη: Τη διάταξη του άρθρου 1 του α.ν. 92 της 3/10.8.1967 «Περί εφαρμογής αποφάσεων του Συμβουλίου Ασφαλείας των Ηνωμένων Εθνών και περί εγκρίσεως και εφαρμογής συστάσεων του Συμβουλίου Ασφαλείας και της Γενικής Συνελεύσεως». Προβαίνουμε στη δημοσίευση της απόφασης 2356 (2017) του Συμβουλίου Ασφαλείας των Ηνωμένων Εθνών η οποία είναι, δυνάμει του άρθρου 25 του Χάρτη των Ηνωμένων Εθνών που κυρώθηκε με τον α.ν. 585/1945, υποχρεωτική για τα κράτη μέλη του Οργανισμού και παραγγέλλουμε την αυστηρή τήρηση και συμμόρφωση προς τις διατάξεις της απόφασης αυτής. Κατωτέρω παρατίθεται το κείμενο της απόφασης στην αγγλική γλώσσα και σε ελληνική μετάφραση. 2 June 2017 The Security Council, Recalling its previous relevant resolutions, including resolution 825 (1993), resolution 1540 (2004), resolution 1695 (2006), resolution 1718 (2006), resolution 1874 (2009), resolution 1887 (2009), resolution 2087 (2013), resolution 2094 (2013), resolution 2270 (2016), and resolution 2321 (2016), as well as the statements of its President of 6 October 2006 (S/PRST/2006/41), 13 April 2009 (S/PRST/2009/7) and 16 April 2012 (S/PRST/2012/13), Reaffirming that proliferation of nuclear, chemical and biological weapons, as well as their means of delivery, constitutes a threat to international peace and security, Expressing serious concern that the DPRK has continued to violate relevant Security Council resolutions through repeated launches and attempted launches of ballistic missiles, and noting that all such ballistic missile activities contribute to the DPRK’s development of nuclear weapons delivery systems and increase tension in the region and beyond, Expressing great concern that the DPRK’s prohibited arms sales have generated revenues that are diverted to the pursuit of nuclear weapons and ballistic missiles while DPRK citizens have unmet needs, Expressing its gravest concern that the DPRK’s ongoing nuclear- and ballistic missile-related activities have further generated increased tension in the region and beyond, and determining that there continues to exist a clear threat to international peace and security, Acting under Chapter VII of the Charter of the United Nations, and taking measures under its Article 41,
Condemns in the strongest terms the nuclear weapons and ballistic missile development activities in violation and flagrant disregard of the Security Council’s resolutions;
Reaffirms its decisions that the DPRK shall abandon all nuclear weapons and existing nuclear programmes in a complete, verifiable and irreversible manner, and immediately cease all related activities; shall not conduct any further launches that use ballistic missile technology, nuclear tests, or any other provocation; shall suspend all activities related to its ballistic missile programme and in this context re-establish its pre-existing commitments to a moratorium on missile launches; and shall abandon any other existing weapons of mass destruction and ballistic missile programmes in a complete, verifiable and irreversible manner;
Recalls the measures imposed by paragraph 8 of resolution 1718 (2006), as modified by subsequent resolutions, and decides that the measures specified in paragraph 8 (d) of resolution 1718 (2006) shall apply to the individuals and entities listed in Annex I and II of this resolution and to any individuals or entities acting on their behalf or at their direction, and to entities owned or controlled by them, including through illicit means, and that the measures specified in paragraph 8 (e) of resolution 1718 (2006) shall apply to the individuals listed in Annex I of this resolution and to individuals acting on their behalf or at their direction;
Reiterates the importance of maintaining peace and stability on the Korean Peninsula and in north-east Asia at large, expresses its commitment to a peaceful, diplomatic, and political solution to the situation, and welcomes efforts by Council members as well as other States to facilitate a peaceful and comprehensive solution through dialogue and stresses the importance of working to reduce tensions in the Korean Peninsula and beyond;
Decides to remain seized of the matter.

Επαναβεβαιώνοντας ότι η διάδοση των πυρηνικών, χημικών και βιολογικών όπλων, καθώς επίσης και των μέσων μεταφοράς τους αποτελεί απειλή για τη διεθνή ειρήνη και ασφάλεια. Εκφράζοντας σοβαρές ανησυχίες ότι η Λαϊκή Δημοκρατία της Κορέας συνεχίζει να παραβιάζει τις σχετικές αποφάσεις του Συμβουλίου Ασφαλείας μέσω επανειλημμένων εκτοξεύσεων και αποπειρών εκτόξευσης βαλλιστικών πυραύλων και σημειώνοντας ότι όλες οι εν λόγω δραστηριότητες που σχετίζονται με βαλλιστικούς πυραύλους συμβάλλουν στην ανάπτυξη συστημάτων μεταφοράς πυρηνικών όπλων εκ μέρους της Λαϊκής Δημοκρατίας της Κορέας και αυξάνουν την ένταση στην περιοχή και πέραν αυτής. Εκφράζοντας μεγάλη ανησυχία ότι οι πωλήσεις όπλων εκ μέρους της Λαϊκής Δημοκρατίας της Κορέας, οι οποίες απαγορεύονται, έχουν δημιουργήσει έσοδα που εκτρέπονται στην αναζήτηση πυρηνικών όπλων και βαλλιστικών πυραύλων ενώ οι ανάγκες των πολιτών της Λαϊκής Δημοκρατίας της Κορέας δεν ικανοποιούνται. Εκφράζοντας τη σοβαρότατη ανησυχία του ότι οι συνεχιζόμενες δραστηριότητες της Λαϊκής Δημοκρατίας της Κορέας που σχετίζονται με πυρηνικά και βαλλιστικούς πυραύλους έχουν περαιτέρω δημιουργήσει αυξημένη ένταση στην περιοχή και πέραν αυτής και κρίνοντας ότι συνεχίζει να υφίσταται σαφής απειλή για τη διεθνή ειρήνη και ασφάλεια, Ενεργώντας σύμφωνα με το Κεφάλαιο VII του Χάρτη των Ηνωμένων Εθνών και λαμβάνοντας μέτρα σύμφωνα με το άρθρο 41 αυτού:
Καταδικάζει με τον πιο κατηγορηματικό τρόπο τις δραστηριότητες ανάπτυξης πυρηνικών όπλων και βαλλιστικών πυραύλων, συμπεριλαμβανομένης μίας σειράς εκτοξεύσεων βαλλιστικών πυραύλων και άλλων δραστηριοτήτων που πραγματοποίησε η Λαϊκή Δημοκρατία της Κορέας από τις 9 Σεπτεμβρίου 2016 κατά παράβαση και κατάφωρη περιφρόνηση των αποφάσεων του Συμβουλίου Ασφαλείας.
Επαναβεβαιώνει τις αποφάσεις του ότι η Λαϊκή Δημοκρατία της Κορέας θα εγκαταλείψει όλα τα πυρηνικά όπλα και τα υφιστάμενα πυρηνικά προγράμματα με πλήρη, επαληθεύσιμο και μη αναστρέψιμο τρόπο και θα σταματήσει άμεσα όλες τις σχετικές δραστηριότητες· δεν θα πραγματοποιήσει καμία περαιτέρω εκτόξευση που να χρησιμοποιεί τεχνολογία βαλλιστικών πυραύλων, πυρηνικές δοκιμές, ή οποιαδήποτε άλλη πρόκληση• θα αναστείλει όλες τις δραστηριότητες που αφορούν στο πρόγραμμα βαλλιστικών πυραύλων της και στο πλαίσιο αυτό θα αποκαταστήσει τις προϋπάρχουσες δεσμεύσεις της για αναστολή των εκτοξεύσεων πυραύλων και θα εγκαταλείψει όλα τα υπόλοιπα υφιστάμενα όπλα μαζικής καταστροφής και προγράμματα βαλλιστικών πυραύλων με πλήρη, επαληθεύσιμο και μη αναστρέψιμο τρόπο.
Υπενθυμίζει τα μέτρα που επιβλήθηκαν με την παράγραφο 8 της απόφασης 1718 (2006), όπως τροποποιήθηκαν από μεταγενέστερες αποφάσεις και αποφασίζει ότι τα μέτρα που παρατίθενται στην παράγραφο 8 (δ) της απόφασης 1718 (2006) θα ισχύουν για τα άτομα και τους φορείς που απαριθμούνται στα Παραρτήματα Ι και II της παρούσας απόφασης και σε κάθε άτομο ή φορέα που ενεργεί εκ μέρους τους ή σύμφωνα με οδηγίες τους και σε φορείς που ανήκουν ή ελέγχονται από αυτούς, μεταξύ άλλων μέσω παράνομων μέσων και αποφασίζει ότι τα μέτρα που παρατίθενται στην παράγραφο 8 (ε) της απόφασης 1718 (2006) θα ισχύουν για τα άτομα που απαριθμούνται στο Παράρτημα Ι της παρούσας απόφασης και για τα άτομα που ενεργούν εκ μέρους τους ή σύμφωνα με οδηγίες τους.
Επαναλαμβάνει τη σημασία της διατήρησης της ειρήνης και της σταθερότητας στην Κορεατική Χερσόνησο και στη νοτιο-ανατολική Ασία γενικά, εκφράζει τη δέσμευση του για μία ειρηνική, διπλωματική και πολιτική λύση της κατάστασης και καλωσορίζει τις προσπάθειες των μελών του Συμβουλίου καθώς επίσης και άλλων Κρατών για τη διευκόλυνση μίας ειρηνικής και συνολικής λύσης μέσω του διαλόγου και τονίζει τη σημασία των προσπαθειών για τη μείωση των εντάσεων στην Κορεατική Χερσόνησο και πέραν αυτής.
