ΑΠΟΦΑΣΕΙΣ Αριθμ. Φ. 0544/Μ.6998/ΑΣ 10789 Έγκριση του Τελικού Πρακτικού της Πέμπτης Συνόδου της Μικτής Επιτροπής Εκπαιδευτικής και Πολιτιστικής Συνεργασίας μεταξύ της Ελληνικής Δημοκρατίας και των Ηνωμένων Πολιτειών του Μεξικού και του συνημμένου Προγράμματος Εκπαιδευτικής και Πολιτιστικής Συνεργασίας μεταξύ της Ελληνικής Κυβέρνησης και των Ηνωμένων Πολιτειών του Μεξικού για τα έτη 2017-2019. ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ - ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ - ΠΟΛΙΤΙΣΜΟΥ ΚΑΙ ΑΘΛΗΤΙΣΜΟΥ ΚΑΙ Ο ΥΦΥΠΟΥΡΓΟΣ ΣΤΟΝ ΠΡΩΘΥΠΟΥΡΓΟ Έχοντας υπόψη:

1.

Τις διατάξεις της Συμφωνίας Εκπαιδευτικής και Μορφωτικής Συνεργασίας μεταξύ της Κυβερνήσεως της Ελληνικής Δημοκρατίας και της Κυβερνήσεως των Ηνωμένων Πολιτειών του Μεξικού, η οποία υπεγράφη στην Πόλη του Μεξικού στις 29 Ιουλίου 1982 και κυρώθηκε με τον ν. 1492/1984 που δημοσιεύθηκε στο υπ’ αρ. 177 Φύλλο της Εφημερίδος της Κυβερνήσεως, τεύχος Α΄, της 14ης Νοεμβρίου 1984.

Το άρθρο δεύτερο του ως άνω κυρωτικού νόμου σύμφωνα με το οποίο τα Πρωτόκολλα - Πρακτικά που καταρτίζονται από τη Μικτή Επιτροπή σε εκτέλεση της Συμφωνίας βάσει του άρθρου VII αυτής, εγκρίνονται με κοινή πράξη των αρμοδίων κατά περίπτωση Υπουργών.

Το άρθρο 90 του Κώδικα για την «Κωδικοποίηση της νομοθεσίας για την Κυβέρνηση και τα κυβερνητικά όργανα» που κυρώθηκε με το άρθρο πρώτο του π.δ. 63/2005, που δημοσιεύθηκε στο υπ’ αρ. 98 Φύλλο της Εφημερίδος της Κυβερνήσεως τεύχος Α΄, της 22.4.2005.

Την υπ’ αρ. 6631/Υ1/20.7.2019 απόφαση του Πρωθυπουργού και του Υπουργού Παιδείας και Θρησκευμάτων «Ανάθεση Αρμοδιοτήτων στην Υφυπουργό Παιδείας και Θρησκευμάτων, Σοφία Ζαχαράκη» (Β΄ 3009).

Την υπ’ αρ. 6632/Υ1/20.7.2019 απόφαση του Πρωθυπουργού και του Υπουργού Παιδείας και Θρησκευμάτων «Ανάθεση Αρμοδιοτήτων στον Υφυπουργό Παιδείας και Θρησκευμάτων, Βασίλειο Διγαλάκη» (Β΄ 3009).

Την υπ’ αρ. ΥΠΠΟΑ/ΓΡΥΠ/410721/8291/29.7.2019 απόφαση του Πρωθυπουργού και της Υπουργού Πολιτισμού και Αθλητισμού «Ανάθεση Αρμοδιοτήτων στον Υφυπουργό Πολιτισμού και Αθλητισμού, Ελευθέριο Αυγενάκη» (Β΄ 3099).

Την υπ’ αρ. Υ18/20.7.2019 απόφαση του Πρωθυπουργού «Ανάθεση Αρμοδιοτήτων στον Υφυπουργό στον Πρωθυπουργό, Στυλιανό Πέτσα» (Β΄ 3008).

Το γεγονός ότι εκ της εφαρμογής των διατάξεων του υπό έγκριση Πρακτικού ουδεμία δαπάνη προκαλείται σε βάρος του κρατικού προϋπολογισμού.

Το περιεχόμενο του υπό έγκριση Πρακτικού, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Τελικό Πρακτικό της Πέμπτης Συνόδου της Μικτής Επιτροπής Εκπαιδευτικής και Πολιτιστικής Συνεργασίας μεταξύ της Ελληνικής Δημοκρατίας και των Ηνωμένων Πολιτειών του Μεξικού και του συνημμένου Προγράμματος Εκπαιδευτικής και Πολιτιστικής Συνεργασίας μεταξύ της Ελληνικής Κυβέρνησης και των Ηνωμένων Πολιτειών του Μεξικού για τα έτη 2017-2019 που υπογράφηκε στην Αθήνα, στις 7 Απριλίου 2017, το κείμενο των οποίων σε πρωτότυπο στην ελληνική και αγγλική γλώσσα, έχει ως εξής: ON EDUCATIONAL AND CULTURAL COOPERATION BETWEEN THE HELLENIC REPUBLIC AND THE UNITED MEXICAN STATES According to the provisions of Article VII of the Agreement between the Government of the Hellenic Republic and the Government of the on United Mexican States Cooperation in the Fields of Education and Culture, which was signed in the City of Mexico on July 29, 1982, the 5th Session of the Joint Committee on Educational and Cultural Cooperation between the two countries was held in Athens on April 7th 2017. The Greek Delegation was headed by Ambassador Michail-Efstratios C. Daratzikis, Director of Cultural Affairs of the Hellenic Ministry of Foreign Affairs. The Mexican Delegation was headed by Fernando Sandoval Flores, Chargé d' Affaires a.i. of the Embassy of Mexico in Greece. In the light of discussions held on December 5, 2016, between Delegations under Ambassadors Michail Daratzikis and Tarcisio Navarrete Montes de Oca, respectively, the Parties proceeded to a general review of the educational and cultural relations developed between Greece and Mexico. Particular emphasis was laid on the efforts of Mexican and Greek cooperation agencies to strengthen their ties in the fields of education and culture. culture, and sport at the and identifing the possibility of developing joint cooperation aiming at the promotion of intercultural dialogue. The Parties approved the Programme on Cooperation in the Fields of Education and Culture for the years 2017-2019, which does not preclude the undertaking of other future actions. The General and Financial Provisions for the implementation of the Programme are attached as ANNEX. Within the framework of this Programme, the Parties undertook to promote contacts between various sectors of both countries, to be translated into concrete actions for the development of closer relations, and to continue to favour, in the planning and development of cooperation in the fields of education, culture and sport, the active participation of both state and private agencies as well as social organisations. The Parties agreed to hold the 6th Session of the Joint Committee on Educational and Cultural Cooperation in the year 2020 in Mexico, at a date to be fixed through diplomatic channels. In the event that such meeting is not held, this Programme shall continue to be in force pending the approval of a new Programme. REPUBLIC FOR THE GOVERNMENT OF THE UNITED MEXICAN STATES Michail-Efstratios C. Daratzikis Ambassador Fernardo Sandoval Flores Chargé d’ Affairs a.i. COOPERATION BETWEEN THE HELLENIC REPUBLIC AND THE UNITED MEXICAN STATES FOR THE YEARS 2017-2019 The Government of the Hellenic Republic and the Government of the United Mexican States, hereinafter referred to as the "Greek Party" and "The Mexican Party", respectively, in accordance with the provisions of the Article VII of the Agreement on Cooperation in the fields of Education and Culture, signed in Mexico city on 29 July 1982 between the two Parties, Taking into consideration the richness of their respective cultures, Wishing to further strengthen their ties and enhance their cooperation at all levels in the field of education and culture, Held the Fifth Session of the Joint Committee on Educational and Cultural Cooperation and Agreed upon the following Programme of Education and Cultural Cooperation for the years 2017-2019. The Parties shall exchange annually two (2) members from their Universities and Higher Education Institutions' teaching staff for the purpose of exchanging experience, scientific publications, organizing joint research projects and delivering lectures in the other country, for a period of up to ten (10) days each. Exchanges shall be carried out on the basis of invitations from Universities and Higher Education Institutions through diplomatic channels.

The Ministry of Foreign Affairs of Mexico, through the Mexican Agency of International Cooperation for Development (AMEXCID), indicates that Greek professors may visit Mexico within the framework of its Programme of Specialised Chairs mentioned in the Call for Mexican Government Excellence Scholarships for Foreigners, as long as they fulfil the requirements set by the aforesaid Call for Scholarships. Exchange of Experience on Educational Systems

The Parties shall continue to exchange experiences on the educational systems of the two countries, including the use of computers and services offered by the new information technologies, applied in various fields of education.

Furthermore, the Parties shall work towards the establishment of common criteria for the mutual recognition of studies certificates, diplomas and academic ranking. exchange of educational programs to be aired by the educational television of the Parties. The type of the programs and the fields will be specified through diplomatic channels.

The Hellenic Ministry of Education, Research and Religious Affairs and the Ministry of Education of Mexico (SEP), through the National Institute for Adults' Education (INEA), are interested in exchanging experiences, information and materials related to the education system for adults and work training, as well as the use of information technologies and applied communications in this field. Human Resources Training Scholarships granted by the Mexican Party:

The Mexican Party, through the AMEXCID of the Ministry of Foreign Affairs (SRE) offers to the Greek Party up to two (2) scholarships per annum, for Greek nationals to pursue post-graduate studies (master's degree, PhD, specialization courses or research) at the Mexican Higher Education Institutions mentioned in the Annual Call for Mexican Government Excellence Scholarships for Foreigners. These scholarships can also be used for courses of Mexican language and culture for a period of twelve months, with the possibility of extensions for post-graduate studies.

The Greek Party grants annually to the Mexican Party the following scholarships: a) Two (2) scholarships for postgraduate studies or research, up to ten (10) months each one. This figure includes both extensions and new scholarships, with priority given to extensions. b) Two (2) scholarships for attending summer seminar in the Greek language and culture, for up to one (1) month. No scholarships are offered for specialties in medicine or for paramedical professions. In response to the interest expressed by the National Commission for Physical Culture and Sports (CONADE) of Mexico, the Greek Party shall examine the possibility of granting one of the scholarships offered (undergraduate/graduate studies or seminar), to a Mexican Athlete who meets the requirements established by its legislation. Parties shall continue to encourage and promote the teaching of their respective languages and cultures at schools and universities, particularly by establishing chairs and organizing university courses for teaching foreign languages.

The Parties shall promote the exchange of lecturers, at university level, aiming at enhancing knowledge of the respective language, civilization and culture in the other country.

The Greek Party informs the Mexican Party that the Spanish language is taught in the following Greek Universities: a) Faculty of Spanish Language and Literature, School of Philosophy, National and Capodistrian University of Athens. b) Specialization in Spanish Language and Culture, Department of Foreign Languages, Translation and Interpretation, Ionian University. c) Hispanic Language and Civilization Studies, School of Humanities, Hellenic Open University. Spanish Language is also taught at the Center of Foreign Languages of the National and Capodistrian University of Athens. 15.Based on the principle of reciprocity, the Greek Party expresses its interest in the creation of Departments of Greek language and culture in Mexican universities, in addition to those existing in the National Autonomous University of Mexico (UNAM). In addition, it expresses the wish that the teaching of Greek language be included in the educational system of Mexico, particularly in institutions and centres of foreign languages. evaluation and certification of knowledge of Modern Greek. The Greek Ministry has officially assigned the Centre of Greek Language in Thessaloniki to carry out the tests for the State Certificate.

The Greek Party wishes that the Mexican authorities recognize, in accordance with its national legislation, such Certificate as a document that officially attests to one's level of competence in Greek language.

The Greek Party informs the Mexican Party that the Greek Ministry of Education and Religious Affairs has set up a standardized examination system for the evaluation and certification of proficiency in modern foreign languages, which leads to the acquisition of a State Certificate of Language Proficiency. The system aims at a unified certification of foreign language proficiency both in the Hellenic Republic and other countries.

The UNAM proposes: • The Center for Foreign Languages (CELE) at the UNAM expresses its interest in establishing communication links with the newly created Department of Spanish Language and Culture of the Ionian University of Foreign Languages, in order to exchange methodological tools on the teaching of translation, in addition to promoting academic exchange and bibliography in translation. • Encourage academic mobility through the implementation of semestrial stays with a Greek University. • The Institute of Philological Research proposes to strengthen the teaching of Modern Greek, by exchange or donation of materials and bibliography related to post-Classical and post- Hellenistic Greece. interest in developing diplomatic-academic exchange activities in the field of diplomatic training with the Diplomatic Academy of the Ministry of Foreign Affairs of the Hellenic Republic.

22.

IMR cordially invites the Hellenic Government to nominate a Greek official to the following courses: Spanish Language for Diplomats and Politics of Mexico for Foreign Diplomats.

23.

The Diplomatic Academy of the Ministry of Foreign Affairs of the Hellenic Republic expresses its interest in the exchange of visits of the Directors of its institutions, as well as the exchange of experts and students. Archives and Libraries

24.

The Parties shall continue supporting the cooperation between their national Archives and Libraries, through the exchange of information, printed material, and publications according to the applicable legislation of each country.

25.

The Parties shall encourage the exchange of visits of archive and library specialists for short-term visits which may not be longer than ten (10) days, and their participation in international meetings in this field. Cooperation between Libraries

26.

The Parties shall encourage networking and exchange of information and experts in conservation, restoration and preservation of documents, management, promotion and funding of libraries and librarian services. In addition, they shall exchange specialized publications on library issues.

27.

The Ministry of Culture (SECULT) of Mexico, through the General Directorate of Libraries, extends an invitation to Greek librarians interested in participating in the National Congress of Public Libraries, which takes place every year in October. Cooperation between Archives and Specialized Libraries in Diplomatic History and International Relations

The Mexican Party, through the Historical Diplomatic Collection (AHD) of the SRE, expresses interest in establishing cooperation between archives and libraries specialized in diplomatic history and international relations through the exchange of information and publications.

29.

The AHD is also in the best position to participate in professional stays, to exchange experiences with professionals in management control and file processing, valuation and document transfers, description of historical funds, attention to users and improving file loan services, as well as in bookbinding and restoration of historical documents. 30.

The Parties stress the increasing importance of cultural industries and cultural diversity. They agree to strengthen cultural cooperation, in order to achieve better mutual understanding and wider dissemination of their cultural and artistic heritage.
