Φ.0544/4/ΑΣ 721/Μ. 5036 Έγκριση προγράμματος μορφωτικών ανταλλαγών μετα?ξύ των Κυβερνήσεων της Ελληνικής Δημοκρατίας και της Λαϊκής Δημοκρατίας της Κίνας για την περίοδο 1999-2002 (Πεκίνο, 9.9.1999). ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ, ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ, ΠΟΛΙΤΙΣΜΟΥ ΚΑΙ ΤΥΠΟΥ ΚΑΙ ΜΕΣΩΝ ΜΑΖΙΚΗΣ ΕΝΗΜΕΡΩΣΗΣ Έχοντας υπόψη:

1.

Τις διατάξεις της Συμφωνίας Μορφωτικής συνεργα?σίας μεταξύ των Κυβερνήσεων της Ελληνικής Δημοκρα?τίας και της Λαϊκής Δημοκρατίας της Κίνας η οποία υπο?γράφηκε στην Αθήνα στις 22 Σεπτεμβρίου 1978 και κυρώ?θηκε με τον υπ’ αριθ. 931/1979 Νόμο που δημοσιεύθηκε στο υπ’ αριθ. 148 Φύλλο της Εφημερίδος της Κυβερνήσε?ως τεύχος Α~ της 5 Ιουλίου 1979.

Το περιεχόμενο του υπό έγκριση Προγράμματος, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Πρόγραμμα μορφωτικών ανταλλαγών μεταξύ των Κυβερνήσεων της Ελληνικής Δημοκρατίας και της Λαϊκής Δημοκρατίας της Κίνας που υπογράφηκε στο Πεκίνο στις 9 Σεπτεμβρίου 1999, του οποίου το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: Αθήνα, 24 Ιανουαρίου 2000 ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ Γ. ΠΑΠΑΝΔΡΕΟΥ Γ. ΑΡΣΕΝΗΣ ΠΟΛΙΤΙΣΜΟΥ ΤΥΠΟΥ ΚΑΙ Μ.Μ.Ε. Ε. ΠΑΠΑΖΩΗ Δ. ΡΕΠΠΑΣ PROGRAMME OF CULTURAL EXCHANGES BETWEEN THE GOVERNMENT OF THE HELLENIC REPUBLIC - AND THE GOVERNMENT OF THE PEOPLE’S REPUBLIC OF CHINA FOR THE PERIOD 1999 - 2002 The Government of the Hellenic Republic and the Gov?ernment of the People’s Republic of China, desiring to further develop the friendly relations between the two countries in the fields of culture, education and other re?lated fields and in conformity with the Agreement on Cultur?al Cooperation concluded between the two Governments on September 22, 1978, have agreed on the following Pro?gramme of Cultural Exchanges for the period from 1999 to 2002. I. EDUCATION

1.

Each side will offer the other side, annually, up to five (5) new scholarships (man-year scholarships). Scholar?ship holders who study or make research in institutions of higher education can be undergraduate students, post graduate students, visiting scholars as well as researchers.

2.

During the validity of this programme, both sides will exchange three (3) experts in the fields of primary or sec?ondary education or of administration of education for a pe?riod of up to two weeks each, in order to be informed on the educational system of the other country.

3.

During the validity of this programme, both sides will exchange two (2) members of their university teaching staff or researchers of their Academies for a period of up to two (2) weeks each, for the purpose of participating in aca?demic activities.

4.

Both sides will encourage the exchanges as well as the direct co-operation between institutions of higher ed?ucation and scientific research institutes of the two coun?tries; encourage professors or scholars to attend inter?national symposia, conferences or seminars to be held in the other country. They will also encourage the exchange of publications in the fields of science and research.

5.

The Chinese side will give support to the teaching of the Chinese language in Greek universities and is willing to provide assistance such as qualified teachers.

6.

The Greek side will support the other side to extend the teaching of the Greek language in Chinese schools and is willing to provide assistance in this field.

7.

The Greek side will offer the Chinese side, annually, up to two (2) scholarships of one month each, for the atten?dance to a summer course on Greek language and culture.

In the frame work of the Development Assistance Co?operation Programme, the Greek side will offer the Chinese side: a) two (2) scholarships of one month each, for stu?dents to attend summer courses of Greek language and culture and b) two (2) scholarships of two months each, to 243

Both sides will encourage the participation of artistic groups in cultural manifestations in the other country. During the validity of this programme, both sides will en?courage the Greek National Theatre and a Chinese per?forming arts group to visit the other country. Technical and financial details will be discussed through diplomatic channel.

10.

Both sides will encourage direct co-operation be?tween writer organizations of the two countries. To this end and during the validity of this programme, two to three peo?ple (writers or translators) will be exchanged for a period of 15 days each.

11.

During the validity of this programme, both sides will exchange four to five (4-5) personalities in the fields of fine arts, dance, drama, music or archaeology for a period of up to 15 days each.

12.

During the validity of this programme, both sides will exchange one exhibition. Details will be agreed upon through diplomatic channels.

13.

Both sides will encourage the co-operation between their competent authorities in the field of cinema, especial?ly the holding of film days in the other country. Technical and financial details will be arranged directly by the rel?evant authorities of the two countries. III. ARCHIVES AND LIBRARIES

14.

During the validity of this programme, the two sides will encourage the exchange of information and material concerning archives and libraries, according to the legis?lation of each country. They will also encourage the exchange of archivists and librarians for a period of up to two weeks. Details will be arranged directly by the relevant organizations of the two countries. IV. SPORTS

15.

Both sides acknowledge the importance of sports as a mean of consolidating worldpeace and promoting broth?erhood and ftiendship among people and human beings. They also acknowledge the significant educational, social and recreational mission of sports, as well as its particular contribution to public health. For these reasons, they will seek to encourage broader cooperation in the field of sports and physical education, in order that there may be direct contact between state sport organizations in both countries. The content and the details of this collaboration, which will include the possibility of cooperation between sports organizations in the two countries, will be deter?mined by the aforementioned state organizations. V. YOUTH EXCHANGES

16.

Both sides will facilitate and support the exchange of personnel and information between the youth organi?zations of the two countries. To this end, both sides will en?courage the exchange of visit of youth experts, youth poli?cy experts and youth organization leaders. Details will be arranged through the youth organizations of the two coun?tries. During the celebration of the New Millennium, which will take place in Athens with the participation of young people from all over the world, the Greek side invites the Chinese government to support and encourage Chinese youth or?ganizations to participate in this international meeting in Acropolis. Concerning Olympic Games 2004, the Greek side pro?poses to the Chinese side to support the idea of Olympic Truce Revival through the participation of Chinese youth organizations and to co-operate in sending a Chinese youth delegation to participate in the cultural events, in the ftame of the Olympic Games 2004. VI. MASS MEDIA

Both sides will encourage direct co-operation be?tween the public radio and television organizations of the two countries, as well as between the official press agen?cies. VII. GENERAL PROVISIONS

18.

The provisions of the present Programme shall not preclude the two Parties from agreeing, through diplomat?ic channels, on other arrangements which they may deem desirable.

19.

The attached Annex concerning the general and fi?nancial provisions of the present programme constitutes an integral part of this programme.

20.

This programme will enter into force on the day of its signing and will remain valid until the signing of a new pro?gramme, that will take place in Athens in the first semester of the year 2003.

Done and signed in Beijing on September 9, 1999, in two original copies in the English language. FOR THE GOVERNMENT FOR THE GOVERNMENT OF THE HELLENIC REPUBLIC OF THE PEOPLE’S REPUBLIC OF CHINA (υπογραφή) (υπογραφή) ANNEX I. General Provisions in the Field of Education A. Exchange of Individuals (1) The sending side shall nominate their candidates to be exchanged within the provision of this programme and will notify the receiving side of their nomination two months before the date of the visit. (2) The sending side shall present to the receiving side the candidates’ personal information concerning the can?didates’ specialization, professional qualifications, aca?demic titles, working languages (English, French or the language of the host country), schedule of the visit and the duration of stay as well as any other useful information. (3) The receiving side will notify the sending side of their consent at least one month prior to the date of the visit. Up?on receipt of the consent of the receiving side, the sending side shall inform the other side of the exact date of arrival at least three weeks in advance. B. Scholarships (1) The side granting the scholarship will send its offers annually not later than January 31. The sending side shall forward the receiving side the candidates’files not later than April 1. (2) The candidate’s files shall contain: Application forms Curriculum vitae Copies of diplomas or degrees (certified) Research or study proposals Health certificate (3) The receiving side shall notify the sending side on the acceptance of candidates not later than June 30. (4) As far as Chinese post-graduate candidates are con?244 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) French as their working language if it is accepted by the host universities. The Chinese and the Greek holders of a scholarship for research, shall speak the language of the host country or English or French and have been accepted by a university professor of the other country. The Chinese and the Greek undergraduate scholarship holders should have already basic knowledge of the lan?guage of the host country. The Chinese undergraduate scholarship holders will follow courses of the Greek lan?guage at a Greek university for one academic year before starting their studies. The Greek undergraduate scholar?ship holders will follow courses of the Chinese language at a Chinese university for one academic year, before starting their studies. (5) The duration of each scholarship according to the Ar?ticle 1 of the present Programme will be: a) for undergrad?uate studies, for the duration of the studies, according to the schedule ofstudies of the university, adding one aca?demic year for learning the language of the host country. Each scholarship for undergraduate studies, will be granted for 12 months per year, b) for postgraduate studies, for one (1) year, with the possibility of renewing it for one (1) more year. Each scholarship for postgraduate studies will be granted for 10 months per year, c) for re?search, for a period of three (3) to six (6) months. C. Summer Courses The sending party shall forward to the receiving party the candidates’ files not later than March 1st. The receiving party will announce its final decision not later than May 31. II. Financial Provisions in the Field of Education A. Exchange of Individuals (1) The sending side shall cover the cost of travel expens?es for professors., specialists, etc, sent under this pro?gramme to the host country and back. (2) The Greek side shall provide:

000 Drs. daily for hotel accommodation and al?lowance Travel expenses within the Greek territory according to the working programme Free medical care, in case of emergency Cost for a 1 or 2 days visit to archaeological or histori?cal sites (3) The Chinese side shall provide: Food, accommodation, travel expenses within the coun?try and medical care in case of emergency. B. Scholarships (1) The scholarship holders shall bear themselves the cost of round- trip travelling from country to country. (2) The Greek side shall provide: A monthly allowance of 140. 000 Drs for post-graduate students or researchers or 130. 000 Drs for under-graduate students. A lump sum of 20, 000 Drs. for those setting in Athens or 30,000 Drs. for those setting in a province. Students whose scholarship has been renewed are not entitled to this lump sum. Travel expenses within the Greek territory according to the programme of post-graduate studies or research, up to the sum of 30, 000 Drs. Exemption from tuition fees Free medical care in case of emergency (3) The Chinese side shall provide: Settlement allowance (paying off in one lump sum) and transportation fees from the capital to the cities where the universities are located only for enrollment and graduation Exemption from tuition fees Free medical care according to relevant regulations of the Chinese side Free accommodation on campus A monthly allowance of 550 RMB for undergraduates, 650 RMB for ordinary researchers and graduates, 750 RMB for senior researchers and PH.D students. (4) Both sides express their wish to raise the standard of living expenses in line with the increase of price index. The details will be discussed through diplomatic chan?nels. C. Summer Courses

1.

The scholars themselves shall provide round trip trans?portation between the two countries.
