ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ - ΑΝΑΠΤΥΞΗΣ - ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ - ΠΟΛΙΤΙΣΜΟΥ - ΤΥΠΟΥ ΚΑΙ ΜΕΣΩΝ ΜΑΖΙΚΗΣ ΕΠΙΚΟΙΝΩΝΙΑΣ Έχοντες υπ’ όψει:
Τη Συμφωνία μεταξύ των Κυβερνήσεων της Ελληνικής Δημοκρατίας και της Δημοκρατίας της Γεωργίας για συ?νεργασία στους τομείς της εκπαίδευσης, της επιστήμης και του πολιτισμού που υπογράφηκε στην Αθήνα στις 8 Νοεμ?βρίου 1994 και κυρώθηκε με τον υπ’ αριθ. 2501/ 1997 Νόμο που δημοσιεύθηκε στο υπ’ αριθ. 102 Φύλλο της Εφημερίδος της Κυβερνήσεως τεύχος Α’ της 28 Μαΐου 1997.
Το περιεχόμενο του υπό έγκριση Προγράμματος, απο?φασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Πρόγραμμα πο?λιτιστικής, επιστημονικής και εκπαιδευτικής συνεργασίας μεταξύ των Κυβερνήσεων της Ελληνικής Δημοκρατίας και της Γεωργίας για τα έτη 1999-2002 που υπογράφηκε στην Τιφλίδα στις 24 Σεπτεμβρίου 1999 του οποίου το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: Αθήνα, 27 Ιουνίου 2000 ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ ΑΝΑΠΤΥΞΗΣ Γ. ΠΑΠΑΝΔΡΕΟΥ Ν. ΧΡΙΣΤΟΔΟΥΛΑΚΗΣ ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ ΠΟΛΙΤΙΣΜΟΥ Π. ΕΥΘΥΜΙΟΥ Θ. ΠΑΓΚΑΛΟΣ ΤΥΠΟΥ ΚΑΙ ΜΕΣΩΝ ΜΑΖΙΚΗΣ ΕΠΙΚΟΙΝΩΝΙΑΣ Φ Δ. ΡΕΠΠΑΣ PROGRAMME ON CULTURAL, SCIENTIFIC AND EDUCATIONAL COOPERATION BETWEEN THE GOVERNMENT OF THE HELLENIC REPUBLIC AND THE GOVERNMENT OF GEORGIA FOR THE YEARS 1999-2002 The Government of the Hellenic Republic and the Govern?ment of Georgia, desiring to develop their cultural, scientific and educational relations on the basis of the Article 12 of the bilateral Cultural Agreement, concluded on November 8, 1994, in Athens, have agreed upon the Programme of the Cultural, Scientific and Educational Exchanges for the years 1999, 2000, 2001 and 2002 as follows: A. EDUCATION AND SCIENCE, LIBRARIES AND ARCHIVES ARTICLE 1 ^ The two Parties shall encourage the direct co-operation be?tween the institutions of higher education of the two coun?tries. ARTICLE 2 Each Party shall facilitate participation of scientists in sem?inars, symposiums and other scientific events organized in the other country, as well as participation in joint scientific programmes and projects. ARTICLE 3 During the validity of this Programme, the two Parties shall exchange . two (2) members of the scientific board of their in?stitutions of higher education, for a period of up to seven (7) days, to exchange views, conduct researches and give lec?tures. ARTICLE 4 The two Parties shall grant, annually, each other two (2) scholarships for post-graduate studies or research, for a pe?riod of up to ten (10) months each. ARTICLE 5 The two Parties shall exchange information and documen?tation in order to get acquainted with the educational system of the other country. ARTICLE 6 To get familiar with each other’s educational system, the two Parties shall exchange two (2) lecturers of technical and vocational institutions and two (2) teachers from the primary or the secondary education, for a period of up to ten (10) days each. 2705 exchange one (1) librarian and one (1) archivist, for a period of up to fifteen (15) days each, to exchange views and trans?fer experience on the issues of their competence. ARTICLE 8 Each Party shall encourage the teaching of the other coun?try’s language, literature and culture in their institutions. The teaching of the language can be realised on the basis of the talks and co-operation between the authorities of the univer?sities of the two countries. ARTICLE 9 The two Parties shall encourage the exchange of infor?mation and documentation with regard to facilitate their com?petent authorities in the recognition of the equivalence of the degrees conferred by the universities and institutions of high?er education of the two countries, in accordance with the leg?islation and regulations in force in each country. ARTICLE 10 The two Parties shall exchange textbooks of history and geography aiming at the objective presentation of history, geography and culture of the other country, as well as infor?mation, documentation and films on matters related to the primary and secondary education or the special education. The two Parties shall also cooperate in these directions in the framework of international and european programmes. ARTICLE 11 The Greek Party shall grant, annually, four (4) scholarships to ^ students, for the attendance of a summer course of the Greek language and culture^ for a period of one (1) month. ARTICLE 12 The Greek Party shall grant, annually, three (3) scholar?ships to professors of higher education who teach the an?cient and modem Greek language, for a period of two mon?ths. Details will be arranged through diplomatic channels. ARTICLE 13 The Greek Party shall grant, during the validity of this Pro?gramme, ten (10) scholarships for technical and profession?al training in the secondary education, for a period of up to three (3) years. Details will be arranged through diplomatic channels. Β. CULTURE Article 14 The two Parties shall exchange two or three (2-3) person?alities from various cultural and artistic fields ( literature, painting, sculpture, theatre, music, dance etc.), for a period of up to ten (10) days each, to exchange experience in the fields related to their specialisation. ARTICLE 15 The two Parties shall exchange two or three (2-3) archae?ologists or museologists, for a period of up to fifteen (15) days each, in order to exchange views and transfer experi?ence in the concerned fields. ARTICLE 16 The two Parties shall exchange one (1) expert in the field of restoration and conservation of art and historical works, for a period of up to ten (10) days, in order to exchange infor?mation and transfer experience concerning issues of mutual interest. ARTICLE 17 The two Parties shall exchange one (1) exhibition, the sub?ject of which shall be specified through diplomatic channels. ARTICLE 18 The two Parties shall encourage the initiatives of the two countries’ publishing houses for translation and publication of Hellenic and Georgian literature works in either country. To this end, the two parties shall exchange one (1) specialist ( publisher or translator) for up to ten (10) days. ARTICLE 19 The two Parties shall encourage the publication of a spe?cial issue of a literary magazine dedicated to the literature of each country. ARTICLE 20 The two Parties shall exchange archaeological publi?cations, magazines and books between the competent au?thorities of the two countries. ARTICLE 21 Each Party shall encourage participation of art groups in the cultural events held in their countries. ARTICLE 22 Each Party shall encourage the other party’s participation in the international film festivals held in their countries. ARTICLE 23 Jhe two Parties shall encourage the organization of a film week respectively. The technical and other details shall be regulated through direct co-operation between the compe?tent authorities of the two countries. ARTICLE 24 The Greek Party shall grant, annually, one or two (1-2) scholarships to students for the attendance of a summer course of the Greek language and culture, for a period of one (1) month. C. MASS-MEDIA ARTICLE 25 The two Parties shall encourage the exchange of radio and T.V. programmes so as each people get acquainted with the various aspects of life of the other, with a view to promote mutual understanding and expand human values. The two Parties shall examine tile possibility of co-oper?ation in the field ofpress( exchange of publications). D. YOUTH AND SPORTS ARTICLE 26 The two Parties shall encourage direct co-operation and contacts between youth organizations of the two countries. The two Parties shall exchange information and experi?ence concerning youth issues with a view to strengthen their 2706 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) The two Parties shall encourage co-operation in the fields of sports and physical education and they shall endeavour to establish direct contacts and a closer co-operation between their respective sports authorities, the ^ details of which shall be determined by the said authorities directly, with a view to sign a memorandum of understanding. D. MISCELLANEOUS ARTICLE 28 The two Parties take note with satisfaction of the function?ing of the Institute of Classical Philology, Byzantinology and Modem Greek Studies of the Tbilisi State University and will continue to support its activities for the benefit of both coun?tries. ARTICLE 29 The provisions of the present Programme do not preclude the realisation of other exchanges in the fields of education, culture and science, provided that they are agreed upon through diplomatic channels. ARTICLE 30 The attached Annex, concerning general and financial pro?visions, constitutes an integral part of this Programme. ARTICLE 31 The present Programme shall enter into force on the day of its signing and it shall remain valid until December 31, 2002. The new Programme should be signed in Athens, within six months after the expiration of the present Programme. Done and signed in Tbilisi, on September, 24, 1999 in two originals in the English language. FOR THE GOVERNMENT FOR THE GOVERNMENT OF THE HELLENIC REPUBLIC OF GEORGIA Φ ANNEX A. GENERAL PROVISIONS FOR EDUCATION AND SCIENCE, LIBRARIES AND ARCHIVES a) Exchange of scientists The candidates to be exchanged, within the provisions of this Programme, shall be nominated by the sending Party which will notify the receiving Party two (2) months before the candidates’ proposed departure date. The sending Party shall present to the receiving Party per?sonal particulars informing about specializations, profes?sional qualifications, academic titles, languages spoken (En?glish, French or the language of the host country), pro?gramme of the duration of stay of those persons to be ^ exchanged, as well as other useful information. The receiving Party will notify the sending Party of its con?sent at least one (lymonth prior to the proposed date of visit. Upon receipt of the consent of the receiving Party, the sending Party shall communicate the exact date of de?parture, at least fifteen (15) days in advance. b) Exchange of scholarships
The Party granting the scholarship shall send its offers, annually, not later thaiT January 31.
The sending Party shall forward to the receiving Party the candidate’s file not later than March 31 of the same year.
The candidate’s file must contain: -curriculum vitae -certified copies of diplomas -programme of planned research or studies -health certificate.
The receiving Party shall announce the definite accep?tance of the scholarship holder not later than June 30.
The candidate receiving scholarship must speak either the language of the receiving country or English or French. In particular, Georgian candidates for post-graduate studies must have a fair command of the Greek language and must have been accepted in a postgraduate programme of studies. c) Summer courses The sending Party shall forward to the receiving Party the candidates’ files not later than March 31. The receiving Party will announce its final acceptance of the candidates not later than May 31. As far as summer courses’ candidates are concerned, ele?mentary knowledge of the language and culture of the re?ceiving country is indispensable. In the end of the seminar, scholars must deliver a written report concerning their stay. B. FINANCIAL PROVISIONS IN THE FIELDS OF EDUCATION AND SCIENCE, LIBRARIES AND ARCHIVES a) Exchange of scientists
The sending Party shall cover the cost of travelling for scientists sent under this Programme to the receiving coun?try’s capital and back.
The Greek Party shall provide: - 22.000 drachmas daily for hotel accommodation and al?lowance - travel expenses within Greek territory, if they result from the programme of stay - costs for a one or two-day (1-2) visit to archaeological or historical sites. - accommodation, local ‘travel expenses and allowance?15 lari,per day.
In case of emergency, medical assistance, in a public hospital, will be provided by the receiving Party, for persons arriving under the provisions of this Programme.
Both Parties will consider the possibility of reviewing the daily allowance, according to the increase of the cost of living. b) Exchange of Scholarships
Scholars of both Parties shall themselves provide round trip transportation between the two countries.
The Greek party shall provide: - a monthly allowance of 140.000 drachmas, for post-grad?uate scholars or researchers. - a lump sum of 20.000 drachmas, for accommodation fees for those settling in Athens and of 30.000 drachmas for those settling in the province. Students whose scholarship has been renewed are not entitled to the lump sum. - free medial care in case of emergency, in public hospitals. - exemption of tuition fees. - travel expenses within Greek territory, according to the approved programme of studies, up to the sum of 30.000 drachmas ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) 2707 c) Summer courses
The scholars themselves shall provide round trip trans?portation between the two countries.
All remaining expenses will be covered by the organizers of the summer courses/seminars in the receiving country. C. GENERAL PROVISIONS FOR CULTURE a) Exchange of Individuals, Persons to be exchanged within the provisions of this Pro?gramme will be nominated by the sending Party, which will notify the receiving Party of the nomination three(3) months prior to the proposed departure date. The sending Party will also supply the receiving Party with all necessary information on the academic and professional qualifications, as well as the proposed working programme, duration of stay and any other information that might be useful. The receiving Party will notify the sending Party of its deci?sion, at least thirty (30) days prior to the proposed departure date. Upon receiving the consent of the receiving Party, the sending Party will communicate the exact date of departure, at least fifteen (15) days in advance. Visitors exchanged within this Programme in the field of cultural cooperation will be required to have a good com?mand of the language of the host country or English or French. b) Exchange of Exhibitions The sending Party will inform the receiving Party at least twelve(12) months in advance about the dates and the theme of the exhibition under preparation. To make proper ar?rangements for the exhibition the sending Party will provide essential technical information on the intended exhibition as well as material indispensable for the printing of the cata?logue (preface, list of objects, photographs, etc.), at least three (3) months before the opening. Exhibits will reach the place of destination at least fifteen (15) days before the open?ing. c) Summer courses The sending Party shall forward to the receiving Party the candidates’ files not later than March 31. The receiving Party will announce its final acceptance of the candidates not later than May 31. As far as summer courses’ candidates are concerned, ele?mentary knowledge of the language and culture of the re?ceiving country is indispensable. In the end of the seminar, scholars must deliver a written report concerning their stay. D) FINANCIAL PROVISIONS FOR CULTURE a) Exchange of individuals Cost of travel and reception of persons arriving under this Programme will be covered as follows:
The sending Party will bear the cost^of international trav?el to and from the capital of the receiving Party.
The Greek Party shall provide: - 22.000 drachmas per day for hotel and living expenses - a lump sum of thirty thousand (30.000) drachmas, upon arrival , per visit to cover costs of travels within Greece. -accommodation, daily allowance-at least 15 lari,per day . -local transportation.
In case of emergency, medical assistance free of charge will be provided by the receiving Party, in public hospitals, for persons arriving under the provisions of this Programme. b) Exchange of exhibitions
The sending Party will bear costs of transportation of exhibitions to and from the capital of the receiving country ( nail to nail). The way of covering the costs of transportation of exhibitions within the territory of the receiving country, in case they will be organised in more than one town, will be regulated by a special agreement between the institutions concerned of the Contracting Parties.
The receiving Party will bear costs of the organization of the exhibition, including costs of renting halls, security, tech?nical assistance ( storage , facilities, installation arrange?ments, lighting, heating, dismantling and printing of publi?cations, such as posters, catalogues and invitations). The re?ceiving Party will also provide publicity to the exhibition. 3.The sending Party will bear costs of insurance of the exhibits during the transportation and holding of the exhibi?tion. In case of damage , the receiving Party will supply the sending Party free-of-charge with complete documentation referring to the cause of damage, in order to facilitate the sending Party to claim damages from the insurance Compa?ny. The receiving Party is not authorised to restore the dam?aged exhibits to their original state without the consent of the sending Party.
