ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ - ΕΘΝΙΚΗΣ ΟΙΚΟΝΟΜΙΑΣ ΚΑΙ ΟΙΚΟΝΟΜΙΚΩΝ - ΜΕΤΑΦΟΡΩΝ & ΕΠΙΚΟΙΝΩΝΙΩΝ Έχοντας υπόψη: 1) Τις διατάξεις του άρθρου 26 παρ. 2 της Συμφωνίας Οδικών Μεταφορών Ελλάδας - Τουρκίας που υπογράφη?κε στην Άγκυρα στις 4.4.1970 και κυρώθηκε με το υπ’ αριθ. 877/1971 Νομοθετικό Διάταγμα (ΦΕΚ Α~ 117/1971), με τις οποίες συνιστάται Μικτή Ελληνο-τουρκική Επιτρο?πή Οδικών Μεταφορών. 2) Το περιεχόμενο του υπό έγκριση Πρωτοκόλλου, απο?φασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Πρωτόκολλο της 9ης Συνόδου της Μικτής Ελληνο - τουρκικής Επιτρο?πής Οδικών Μεταφορών που υπογράφηκε στην Αθήνα στις 2.12.1999 το κείμενο του οποίου σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: Αθήνα, 11 Σεπτεμβρίου 2000 ΟΙ ΥΠΟΥΡΓΟΙ ΕΘΝΙΚΗΣ ΟΙΚΟΝΟΜΙΑΣ ΕΞΩΤΕΡΙΚΩΝ ΚΑΙ ΟΙΚΟΝΟΜΙΚΩΝ Γ. ΠΑΠΑΝΔΡΕΟΥ Γ. ΠΑΠΑΝΤΩΝΙΟΥ ΜΕΤΑΦΟΡΩΝ ΚΑΙ ΕΠΙΚΟΙΝΩΝΙΩΝ -Χ. ΒΕΡΕΛΗΣ PROTOCOL OF THE 9TH MEETING OF THE JOINT HELLENIC - TURKISH ENLARGED COMMITTEE ON TRANSPORT Athens, 1 -2 December 1999 The 9th Meeting of the Joint Hellenic - Turkish Committee on Transport, took place in Athens from 1 to 2 December 1999. The Hellenic Delegation was headed by Prof. Yiannis Ma?niatis, Secretary General of the Ministry of Transport and Communications of the Hellenic Republic. The Turkish Delegation was headed by Mr. Sureyya Yusel Ozden Un?dersecretary of the Ministry of Transport of the Turkish Re?public. The list of the Hellenic and Turkish Delegations is attached as Annex I and II to this Protocol. The Agenda of the Meeting is presented in Annex III of this Protocol. As a result of the bilateral negotiations, the two Dele?gations reached the following conclusion and decision: I. Road Transport Both Sides expressed their satisfaction concerning their constructive co-operation on the facilitation of internation?al road transport of goods, in the framework of SECI and stated their willingness to further enhance this co-oper?ation. They specially stressed the importance of the Mem?orandum of Understanding on the Facilitation of Road Transport of Goods in SECI region, signed in Athens, by the Ministers of Transport of the Countries of South - East Europe, in April 1999, which provides a consistent framework for further promoting and expanding regional co-operation in this field. They furthermore acknowledged the positive impact of the fruitful bilateral co-operation on this multilateral framework. Both sides exchanged information regarding the per?formed bilateral and transit transport of goods between and through the two Countries as well as the regular and occasional passengers' services and stated their desire to continue co-operation in this field. The two Sides reviewed the existing framework for reg?ular passenger' services operation. In this context, both Sides expressed their satisfaction about the existing reg?ular bus line between Turkey and Greece (Athens -Istanbul and vice -versa) and their willingness to increase the num?ber of daily journeys to two, as pursuant to the Protocol date 1.11.1996, under the conditions of the Agreement dated February 25th,1999 between the competent compa?nies. Both Sides also agreed to extent the validity of the existing permits on the above mentioned line until their re?newal. 3277 finalize all appropriate measures not later that February 2000 for approval, so that the operating companies could carry out preparatory works to commence the line within the first half of the year 2000. As far as occasional passengers' services are con?cerned, both Sides confirmed that these services are op?erated according to the provisions prevailed in the ASOR Agreement. As far as transport of goods is concerned, the Hellenic Side accepted the request of the Turkish Side for a supple?mentary number of 750 permits, for the year 1999 to be used both for bilateral and transit transport of goods. As for the year 2000 and pertaining to the SECI objectives, as empha?sized in Part I of this Protocol, which essentially aims at grad?ual liberalization of all such quotas and under the conditions described in SECI Memorandum of Understanding, the two sides further agreed to increase the quota valid for bilateral and transit goods transport to 12.500, of which 4.000 per?mits shall be exempted from all charges, except for tolls, in case they are used for transit transport operations. The Turkish Side, referring to the request of the Hellenic Side, concerning the abolition of certain formalities at Bor?der Crossings, as well as in Turkish territory, stated that, despite the fact that such formalities are of particular legal significance, they will make any possible effort to abolish them in due course. The Hellenic Side, based on the above statement, agreed to duly consider any Turkish request for additional permits, with a view to satisfying bilateral and transit needs for the Turkish hauliers. Both Sides stated their readiness to develop co-oper?ation in fields of Border Crossing Facilitation. In this context and as a first step, the two Sides stated their commitment to alleviate unilateral technical barriers, which inhibit the operation of international road transport. As a second step, the two Sides agreed to examine the possibilities of eliminating administrative and technical de?ficiencies, regarding border crossing procedures, with a view to facilitate international transport of goods. Both Sides confirmed that Border Crossing Stations at Kipi / Ipsala remain open on a 24-hour basis at both sides of the borders. II. Rail Transport The two Sides agreed to promote an advanced quality rail connection on the Axis of Thessaloniki - Alexan?droupolis- Istanbul. The experts of the two Railways Orga?nization will discuss very soon the implementation issues in the next meeting in Istanbul. The two Sides agreed to develop co-operation on the Fa?cilitation of Border Crossings for rail transport. For this pur?pose they will intervene to the appropriate authorities in or?der to find out an efficient solution. Both Sides stressed the need to undertake appropriate measures aiming at ensuring safety of rail stock. The two Sides exchanged views, regarding the perspec?tives of developing rail transport of goods between the two Countries. The two countries expressed their interest to promote combined transport through their territories, especially sea-rail mode. The also agreed to establish a permanent Committee of railway transport concerning all relevant issues. III. TRANSPORT INFRASTRUCTURE The two side agreed to upgrade the road connection from the Kipi / Ipsala border gate, to Istanbul joining Pan?European Corridor IV to Kinali. The two countries expressed common satisfaction for the development of the road connection of Egnatia Odos to the Turkish road network which will provide the possibil?ity of better and easier access, first between the two coun?tries and then to the adjacent countries. The Greek side expressed its readiness to support the re?alization of this idea through close co-operation in seeking financial assistance from the International Financial In?stitution. The two sides stated their willingness to support the de?velopment of the orher Pan-European Corridors in the re?gion, namely Corridors IV, VIII, IX and X. Both sides agreed to propose the establishment of a joint technical committee from the relevant authorities in order to further elaborate this idea. IV. Co-operation in multilateral framework Both Sides acknowledged the constructive co-operation developed at multilateral level in the framework of ECMT, SECI, BSEC and other fora. They expressed their commit?ment to further promote this co-operation. They attributed special importance to the multilateral co?operation on the facilitation of international transport and expressed their interest to further develop and expand this co-operation to include the Black Sea Region, in the framework of BSEC and Black Sea PETRA . The two sides expressed their willingness to co-operate in the preparation of a common Action Plan in the transport sector in Eastern Mediterranean Area, with a view to en?hancing communication and exchanges covering the countries in the area .Followingly, this Action Plan should be discussed in a meeting scheduled to take place in Crete in early 2000 and will be convened by the Greek side in due time. The next meeting of the Joint Transport Committee will be held in Turkey in 2000. Definite date and venue of the meeting will be communicated through diplomatic chan?nels. Both side noted with particular satisfaction the friendly at?mosphere and constructive dialogue that prevailed in the meeting.
