Φ.0544/4/ΑΣ 421/Μ.5389 "Έγκριση του Προγράμματος για την πολιτιστική, εκπαι?δευτική και επιστημονική συνεργασία μεταξύ των Κυ?βερνήσεων . της Ελληνικής Δημοκρατίας και της Δη?μοκρατίας της Φινλανδίας κατά τα έτη 2002-2005" (Αθήνα, 10.4.2002) ΟΙ ΥΠΟΥΡΓΟΙ ΟΙΚΟΝΟΜΙΑΣ ΚΑΙ ΟΙΚΟΝΟΜΙΚΩΝ - ΕΞΩΤΕΡΙΚΩΝ - ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ - ΠΟΛΙΤΙΣΜΟΥ - ΤΥΠΟΥ ΚΑΙ MΕΣΩΝ ΜΑΖΙΚΗΣ ΕΝΗΜΕΡΩΣΗΣ Έχοντας υπόψη τις διατάξεις 1 - της Μορφωτικής Συμφωνίας μεταξύ των Κυβερνήσε?ων της Ελληνικής Δημοκρατίας και της Δημοκρατίας της Φινλανδίας που υπογράφηκε στην Αθήνα στις 9 Φεβρου?αρίου 1983 και κυρώθηκε με το υπ' αριθμ. 1494/1984 Νό?μο που δημοσιεύθηκε στο υπ' αριθμ. 177 Φύλλο της Εφη?μερίδας της Κυβέρνησης τεύχος Α' της 14 Νοεμβρίου 1984 2 - του περιεχομένου του υπό έγκριση Προγράμματος που αφορά τα έτη 2002 - 2005, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολο του το Μορφωτικό Πρόγραμμα για την πολιτιστική, εκπαιδευτική και επιστη?μονική συνεργασία μεταξύ των Κυβερνήσεων της Ελληνι?κής Δημοκρατίας και της Δημοκρατίας της Φινλανδίας για τα έτη 2002-2005 που υπογράφηκε στην Αθήνα στις 10 Απριλίου 2002, του οποίου το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην Ελληνική και έχει ως εξής : Αθήνα, 4 Σεπτεμβρίου 2002 ΟΙ ΥΠΟΥΡΓΟΙ ΟΙΚΟΝΟΜΙΑΣ ΚΑΙ ΟΙΚΟΝΟΜΙΚΩΝ ΕΞΩΤΕΡΙΚΩΝ Ν. ΧΡΙΣΤΟΔΟΥΛΑΚΗΣ Γ. Α. ΠΑΠΑΝΔΡΕΟΥ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ ΠΟΛΙΤΙΣΜΟΥ Π. ΕΥΘΥΜΙΟΥ Ε. ΒΕΝΙΖΕΛΟΣ ΤΥΠΟΥ ΚΑΙ ΜΕΣΩΝ ΜΑΖΙΚΗΣ ΕΝΗΜΕΡΩΣΗΣ Χ. ΠΡΩΤΟΠΑΠΑΣ PROGRAMME FOR CULTURAL, EDUCATIONAL AND SCIENTIFIC CO-OPERATION BETWEEN THE GOVERNMENT OF THE HELLENIC REPUBLIC AND THE GOVERNMENT OF THE REPUBLIC OF FINLAND FOR THE YEARS 2002 - 2005 In accordance with Article 8 of the Cultural Agreement between the Government of the Hellenic Republic and the Government of the Republic of Finland signed in Athens on February 9, 1983, representatives of the two parties met in Athens in April 9-11, 2002 and agreed on the following Pro?gramme for the years 2002, 2003, 2004 and 2005. The Greek delegation was led by Mr. Miltiadis Hiskakis, Alternate Director of Cultural Affairs, Ministry of Foreign Af?fairs. The Finnish delegation was led by Mr. Kristian Slotte, Di?rector General for International Relations, Ministry of Ed?ucation and Culture. A list of the members of both delegations is attached (An?nex 1) to this report of proceedings.
EDUCATION AND RESEARCH 1.1 The parties will encourage co-operation in the fields of education and research in the framework of different EU programmes. 1.2. Higher Education and Research The parties will encourage contacts and co-operation be?tween universities and other institutions of higher ed?ucation and research in their countries. The scope, form and content of the co-operation will be decided directly be?tween the institutions concerned. Both Parties will offer each year four (4) short visits of up to ten ( 10) days for the exchange of university professors, researchers and members of the teaching staff of universi?ties to give lectures or participate in seminars in the other country. An invitation sent by the institution receiving the person is indispensable before the realization of the visit. The parties will encourage co-operation in the fields of education and research in the framework of different EU programmes. The parties will encourage the participation of re?searchers in international conferences, seminars, con?gresses and other scientific activities taking place in Fin?land and in Greece. 4279 Scientific Literature maintains contacts with 13 Greek sci?entific organizations. 1.3. Primary, Secondary, Special and Adult Education Both parties wilLencourage co-operation between their competent institutions in the Celds of primary, secondary, special and adult education. On request, both parties will exchange information and publications concerning education, educational systems, networking of the schools, adult education and teaching material and information services for schools. During the validity of the present programme, both par?ties will exchange three (3) experts representing primary, secondary or vocational education or the administration of education, with the aim to exchange information on the ed?ucational systems of their countries and to exchange expe?rience in matters of their speciality. The duration of each visit shall not exceed seven (7) days. For the Greek Party, the Directorate of International Ed?ucational Relations of the Ministry of Education is in charge of the visits. For the Finnish Party, the Ministry of Education, Inter?national Relations, will be the contact point. In the field of adult education both parties will encourage the direct co-operation between e.g. the Association of Finnish Adult Education Organizations (Vapaan sivistystyon yhteisjarjesto VSY ry) and the General Sec?retariat for Adult Education and note with satisfaction that their representatives may also co-operate within the framework of the European Association for Education of Adults (EAEA). 1.4. Language teaching 1.4.1 Both parties will continue promoting the teaching of the language and culture of the other party. Both parties noted with satisfaction that the Finnish lan?guage and culture have been taught at the University of Athens since 1995. The Finnish party expressed its interest to discuss the possibilities to develop the Finnish Studies at the University of Athens. Both parties noted with satisfaction that modem Greek can be studied at the Universities of Helsinki, Joensuu, Turku and the Swedish speaking Abo Akademi University. The Greek party expressed the wish that the teaching of modem Greek could be increased at the University of Helsinki. To that aim, the Greek party will examine the pos?sibility of granting scholarships for the attendance of sum?mer courses of the Greek language to qualified students of modem Greek at the university of Helsinki. The Finnish party noted with satisfaction that at the University of Helsinki modern Greek language and culture are taught by a Greek lecturer. The Finnish party ex?pressed the wish that this arrangement could be contin?ued. Modem Greek can also be studied at language centres of different universities, at Finnish summer universities and at different civic organizations of adult education. The Finnish party informed the Greek party that classical Greek can be studied at the Universities of Helsinki, Joen?suu, Jyvaskyla and Turku and at the Abo Akademi univer?sity. Classical Greek can also be studied at the Faculties of Theology in Helsinki, Joensuu .and Turku. 1.4.2 The parties will continue to encourage the teaching of Finnish to children of Finnish origin in Greece and the teaching of modem Greek to children of Greek origin in Fin?land and express the wish that the relevant authorities con?tinue to provide schoolrooms for these classes. The Greek party noted with satisfaction the support of the Finnish party to classes of modem Greek for children of Greek origin and expressed the wish that, if possible, a per?manent space will be provided for the lessons of Greek lan?guage in Helsinki. The Greek party expressed its wish that the Greek lan?guage be among the courses that the pupils attending Greek language lessons of secondary education could pass before graduation. The Finnish party noted with satisfaction the support of the Greek party to classes of Finnish to children of Finnish origin in Greece (Athens, Piraeus, Rhodos, Thessaloniki, Hania, Iraklion, Rethimnon and Kos). 1.5. Scholarships 1.5.1 The Finnish party will annually offer to the Greek party eighteen (18) months of scholarships for post-graduate studies or research. Each scholarship should be of a duration from three (3) to nine (9) months. For the Finnish party, the Centre for International Mobil?ity CIMO is in charge of the administration of the scholar?ships and exchanges, and it will annually forward to the Greek party more detailed information about the scholar?ships. 1.5.2 The Greek party will annually offer to the Finnish party eighteen (18) months of scholarships for post-graduate studies or research. Each scholarship should be of a duration from three (3) to nine (9) months. For the Greek party, the Ministry of National Education, Directorate of Studies and Students Welfare is in charge of the administration and exchanges of the scholarships. 1.5.3 Summer courses 1.5.3.1 The Finnish party will annually offer to the students of Finnish language two (2) scholarships to participate in the international summer course of one (1) month on Finnish language and culture, organized by the Centre for Inter?national Mobility CIMO/Council for Finnish Studies at Universities abroad UKAN in Finland. The statement of the teacher of the Finnish language should be taken into account, when the candidates are nominated. Information will be provided annually about the dead-line and the financial provisions for these scholarships also through diplomatic channels. 1.5.3.2 The Greek party, through the Ministry of National Ed?ucation, will annually grant to Finnish students two (2) scholarships of one (1) month each, for the attendance of a summer course on Greek language and culture. The Greek party informed the Finnish party that, through the Ministry of Culture, it will annually grant to Finnish stu?4280 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) Both parties will encourage co-operation between their Archives and National Libraries and other public libraries. To this effect, they will exchange during the validity of the present programme, one (1) archivist and one (1) librarian for seven (7) days each. For, the Greek party, the Directorate of International Ed?ucational Relations of the Ministry of Education is in charge of the visits. For the Finnish party, the Centre for International Mobil?ity CIMO is in charge of the visits. The Finnish party informed the Greek party about the Finnish Library Policy Programme 2001-2004, which iden?tifies the challenges arising in the civil information society and seeks concrete solutions to them. The parties take also note of the co-operation in the in?ternational library organizations, such as the International Federation of Library Association IFLA and European Bu?reau of Library, Information and Documentation Associ?ations EBLIDA and in the framework of the CHILIAS pro?gramme of the European Union. The Finnish party informed the Greek party about the plans of the Finnish Library Association to organize an in?ternational seminar on the theme "Public Libraries for In?formation and Media Literacy" to be held in Autumn 2002. The Association would welcome two (2) representatives from Greece to take part in this seminar.
THE FINNISH ARCHAEOLOGICAL INSTITUTE AT ATHENS Both parties noted with satisfaction the activities of the Finnish Archaeological Institute at Athens, which will cele?brate its 20th anniversary in 2004, and its contribution to re?search and cultural co-operation between the two coun?tries and encouraged the Institute and Greek authorities to continue the direct co-operation both concerning archae?ological excavations, such as the project in Northern Greece since 1999, and other scientific projects. Both parties also noted with satisfaction the activities of the Nordic Library, a joint venture of the four Nordic In?stitutes and located ideally next to the Finnish Institute and encouraged it to continue direct co-operation with relevant Greek institutions. The Finnish Party informed the Greek party about the hostel for the researchers and students of the Institute as well as Finnish artists and writers visiting Athens.
CULTURE The Greek party informed the Finnish party about the or?ganization of the Cultural Olympiad in Greece in 2000 - 2004, in view of the assignment of the year's 2004 Olympic games to the city of Athens. The Finnish party informed the Greek party about a new information society strategy in the field of culture and cultural policy for 2002-2006, which will be launched in the spring of 2002. Both parties will encourage direct contacts between their respective institutions, in the fields of arts and culture. Both parties will continue to exchange information and documentation concerning literature, museums, archives, film, theatre, folklore, music, fine arts and cultural co-oper?ation in general. Both parties will exchange publications of archaeologi?cal content. To this end the Greek party will send publi?cations of the Archaeological Receipts Fund. Both parties will encourage the participation of artistic groups (professional and amateur) in cultural events orga?nized in the other country. Both parties will exchange information on important fes?tivals organized in their countries and will encourage the participation of the other party. During the validity of this programme both parties will exchange six (6) experts, e.g. in the fields of archaeology, conservation, folklore, art, restoration of historical build?ings, protection of historical centres and protected settle?ments etc, for a period of up to ten (10) days each, in order to exchange information and experiences in their fields of competence. 4.1. Literature and Translations Both parties will encourage the direct co-operation be?tween their literary associations and other relevant organi?zations in this field as well as in the framework of the Euro?pean Writers' Congress with the aim to set up and imple?ment common projects of co-operation, such as exchange of writers, common translations etc. During the validity of this programme, both parties will exchange one or two (1-2) writers or experts in the field of literature (children's literature included), for a visit of up to seven (7) days each, in order to exchange experiences concerning their field of competence. Each party will encourage a publication, dedicated in the lit?erature of the other country, in one of its literary magazines. Both parties encourage their Associations of Translators to have direct co-operation and take note of their co-oper?ation in the framework of international organizations, such as the FIT, Federation Internationale des Traducteurs. 4.2. Music Both parties will encourage the strengthening of musical relations between their countries, promote presentation of musical works by composers of the other country and en?courage co-operation between associations in this field. Both parties expressed the wish that a week dedicated to their music could be organised in the other country during the validity of this Programme. 4.3. Theatre, cinema and dance Both parties will continue to co-operate in the field of theatre, cinema and dance. To this end, they will promote the exchange of information and documentation which might lead to an exchange of experts or guest perfor?mances between the two countries. Both parties will encourage co-operation between their national Film Archives and/or Foundations in the field of cinema. Both parties expressed their interest in encouraging the showing of their films in their respective international film festivals to promote the circulation of European audio?visual works between lesser spoken language areas. During the validity of this programme, the relevant bod?ies of both countries will organize a film week. Details will be agreed upon directly between the competent bodies of the two countries. Both parties will encourage direct co-operation between dance festivals in their countries. 4.4. Exhibitions Both parties expressed the wish to exchange an exhibi?ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) 4281 have direct co-operation with relevant Greek partners.
MASS MEDIA Both parties agreed to encourage the further direct con?tacts between their respective radio and television organi?zations and news agencies bilaterally as well as to strengthen their co-operation in the framework of the Eu?ropean Broadcasting Union EBU.
YOUTH AND SPORTS 6.1. Youth Both parties will encourage co-operation and direct con?tacts between their youth-organizations and institutions concerned and they will also encourage exchange of visits of youth as well as exchange of information. 6.2. Sports Both parties will encourage direct co-operation between sports organizations, research and training centres and other institutions as well as co-operation as a part of Euro?pean Union and Council of Europe initiatives in the field of sport and physical education. Both parties welcome the joint efforts of the International Olympic Committee and the General Assembly of the united Nations for the revival of Olympic Truce and its ob?servance during the Olympic Games and beyond. Within this context, both parties welcome the initiative taken by Greece and by the International Olympic Com?mittee for the establishment of an International Olympic Truce Centre in Athens.
FRIENDSHIP SOCIETIES Both parties noted with appreciation the activities of the cultural and friendship societies in Finland and in Greece and that the Finnish Society 'Suomi-Kreikka yhdistysten liitto ry' will celebrate its 25th anniversary in 2005. The parties will continue to encourage the initiatives of these societies.
