(Αθήνα, 11 Ιουνίου 2014) ΟΙ ΥΠΟΥΡΓΟΙ Ο ΑΝΤΙΠΡΟΕΔΡΟΣ ΤΗΣ ΚΥΒΕΡΝΗΣΗΣ ΚΑΙ ΥΠΟΥΡΓΟΣ ΕΞΩΤΕΡΙΚΩΝ − ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ − ΠΟΛΙΤΙΣΜΟΥ ΚΑΙ ΑΘΛΗΤΙΣΜΟΥ – ΤΟΥΡΙΣΜΟΥ − ΥΦΥΠΟΥΡΓΟΣ ΣΤΟΝ ΠΡΩΘΥΠΟΥΡΓΟ Έχοντας υπόψη:

1.

Τις διατάξεις της Συμφωνίας μεταξύ των κυβερνήσεων της Ελληνικής Δημοκρατίας και του Χασεμιτικού Βασιλείου της Ιορδανίας για την οικονομική, μορφωτική και τεχνική συνεργασία, που υπογράφηκε στην Αθήνα, στις 17 Μαΐου 1976 και κυρώθηκε από τη χώρα μας με τον 883/1979, που δημοσιεύθηκε στο υπ’ αριθμ. 61 Φύλλο Εφημερίδος της Κυβερνήσεως, Τεύχος Α΄, της 24ης Μαρτίου 1979.

Το άρθρο δεύτερο του ως άνω κυρωτικού νόμου σύμφωνα με το οποίο τα Πρωτόκολλα − Πρακτικά που καταρτίζονται από τη Μικτή Επιτροπή του άρθρου 8 της Συμφωνίας εγκρίνονται με κοινή Απόφαση των αρμο δίων κατά περίπτωση Υπουργών.

Τη διάταξη του άρθρου 90 της Κωδικοποίησης της νομοθεσίας για την Κυβέρνηση και τα Κυβερνητικά όργανα (π.δ. 63 − ΦΕΚ 98/Α΄/22.4.2005).

Την υπ’ αριθμ. Υ 462 Απόφαση για τον καθορισμό αρμοδιοτήτων της Υφυπουργού στον Πρωθυπουργό, Σοφίας Βούλτεψη (ΦΕΚ 1634 Β΄ 20.6.2014).

Το γεγονός ότι εκ της εφαρμογής των διατάξεων του υπό έγκριση Εκτελεστικού Προγράμματος δεν προκαλείται πρόσθετη δαπάνη πλέον αυτής που προκύπτει από τις βασικές διατάξεις της Συμφωνίας και που είχε εκτιμηθεί στην Έκθεση του Γενικού Λογιστηρίου του Κράτους.

Το περιεχόμενο του υπό έγκριση Εκτελεστικού Προγράμματος, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Εκτελεστικό Πρόγραμμα για την πολιτιστική, εκπαιδευτική και επιστημονική συνεργασία μεταξύ της Κυβέρνησης της Ελληνικής Δημοκρατίας και του Χασεμιτικού Βασιλείου της Ιορδανίας για τα έτη 2014 − 2015 − 2016, που υπογράφηκε στην Αθήνα, στις 11 Ιουνίου 2014, το κείμενο του οποίου σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική, έχει ως εξής: 6719 Cultural, Educational and Scientific Cooperation Between The Government of the Hellenic Republic And The Government of the Hashemite Kingdom of Jordan For the Years 2014-2015-2016 ________ Abiding by the Cultural Agreement concluded between the Government of the Hellenic Republic, and the Government of the Hashemite Kingdom of Jordan signed in Athens on the 17th of May 1976. The Government of the Hellenic Republic and the Government of the Hashemite Kingdom of Jordan motivated by a mutual desire to further strengthen their friendly ties in the field of education, science, culture and aiming to develop better understanding and closer relationships between the people of their countries, have agreed upon the following programme for the years 2014-2015-2016. 1- Higher Education Article 1 The Parties shall encourage direct cooperation between their research and higher education institutions. The Parties shall exchange annually two (2) persons, either from their Science Academies and/or their Higher Education Institutions teaching staff, for the purpose of exchanging experience, scientific publications, organizing joint research project and delivering lectures in the other country for a period of up to twelve (12) days each. Article 2 The Hellenic Party shall grant annually to the Jordanian Party two(2) scholarships for undergraduate studies in the field of Medicine of twelve (12) months duration each. This number includes both new scholarships and renewals with the latter having priority over the former. the Hellenic Party. 1- The Jordanian Party shall grant annually to the Hellenic Party: a) Six (6) scholarships either for undergraduate or postgraduate studies or research. This number includes new scholarships and scholarship renewals. The scholarships for undergraduate studies shall be of twelve months (12) duration each .The scholarships for postgraduate studies or research shall be of ten (10) months duration each. Two (2) of the above mentioned scholarships shall be offered to students either from the Hellenic Republic or from the Hellenic community in Jordan in order to study the Arabic Language in the Department of Foreign Language in the University of Jordan. Article 3 Moreover, the Hellenic Party shall grant annually: a) One (1) scholarship of twelve (12) months for undergraduate studies in fields other than Medicine. This number refers to either a new scholarship or a renewal with the latter having priority over the former. b) One (1) scholarship of ten (10) months for postgraduate studies or research in fields other than Medicine. This number refers to either a new scholarship or a renewal with the latter having priority over the former. c) One (1) scholarship for undergraduate (12 months) or postgraduate (10 months) studies in the field of Hellenic literature. This number refers to either a new scholarship or a renewal with the latter having priority over the former. d) One (1) scholarship for undergraduate (12 months) or postgraduate (10 months) studies for Jordanian citizens with Hellenic family links or members of the Jordanian Christian community. The Ambassador of the Hellenic Republic in the Hashemite Kingdom of Jordan or his representative will participate in the process of selection of the abovementioned candidates. This number refers to either a new scholarship or a renewal with the latter having priority over the former. e) One (1) postgraduate scholarship of ten (10) months for teachers advanced training in the field of new technologies and methods of teaching methodology. This number refers to either a new scholarship or a renewal with the latter having priority over the former. Article 4 The Parties shall encourage the exchange of projects and ideas for joint educational or research programs at the universities in both countries. students of archaeology. These visits will aim at bringing the students into contact with the archaeological sites of the two countries. Article 6 The Parties express their satisfaction for the establishment of an Hellenic section at the Department of Modern Languages of the University of Jordan and shall contribute to its functioning. To that end, the Hellenic Party shall examine the possibility of granting scholarships for training in the Hellenic language, books and teaching material. The Parties express their satisfaction for the teaching of the Arabic language at the Department of Mediterranean Studies at the University of the Aegean (Rhodes). Article 7 The Hellenic Party expresses its wish that the Jordanian Party examines the possibility of establishing Hellenic language, literature and culture chairs within Jordanian Universities. Details shall be agreed upon through diplomatic channels. Article 8 The Parties shall exchange experiences, information and documentation concerning the equivalence of diplomas, certificates and academic degrees in accordance with the legislation in force in each country. Article 9 The Hellenic Party will accept annually, according to the domestic Rules and Regulations up to fifteen (15) Jordanian citizens for studying and training at the higher schools of Merchant Marine.

Research, Science and Technology Article 10 Technical and scientific-technological cooperation between the Parties may take the forms deemed convenient by them, including the following: 1) Encouragement of joint projects on technical development linking universities and research centers with companies. 2) Personnel exchange and technical, scientific and technological exchange of information. 3) Provision of consulting services. 4) Preparing internship programs for professional training. 5) Organization of specialized workshops, seminars and conferences. the Higher Council of Science and Technology. 3- Primary and secondary Education Article 11 The Parties shall exchange experience about the development of their educational systems and shall also exchange information and documentation concerning plans, projects and developments programs. Article 12 The Parties shall encourage the exchange of brochures, as well as information about studies in different education fields particularly in environment, human rights, health, population and training especially those available in English language, upon request. Article 13 The Parties shall exchange experience concerning the use of information and communication technologies in the field of education. Article 14 The Parties shall encourage the exchange of invitations for experts to participate in seminars and scientific conferences held in the two countries. Article 15 The Parties shall encourage the cooperation between their primary and secondary schools in order to strengthen the ties of friendship between pupils of the two countries. Article 16 During the validity of this program, the Parties shall examine the possibility of exchanging two (2) educational officials or civil servants for a period of up to seven (7) days in order to get acquainted with their respective educational systems. Languages Article 17 The Parties will facilitate the procedure related to the work and residence of the teachers sent by one country to the other for the teaching of their respective languages. Education and Religious Affairs of the Hellenic Republic has established an examination system for the assessment and certification of Modern Hellenic Language competence. The examination leads to the acquisition of a State Certificate of competence in Modern Hellenic Language. The Ministry has officially assigned the Centre of Hellenic Language in Thessaloniki to conduct the exams for the State Certificate. The Hellenic Party wishes that the competent authorities of the Jordanian Party recognize, according to the Jordanian national law, this Certificate as a document that officially attests one’s level of Hellenic Language Competence. Article 19 Education and Religious Affairs of the Hellenic Republic has established an examination system for the assessment and certification of Modern Languages competence. The examination leads to the acquisition of a State Certificate of Language Proficiency. The aim is to relate the certification system of languages competence in the Hellenic Republic and the other countries. The Hellenic Party wishes that the Jordanian authorities recognize, according to the Jordanian national law, this Certificate as a document that officially attests to one’s level of a foreign language competence. National libraries and State Archives Article 20 The Parties shall encourage the exchange of books, printings and indexes between their National Libraries and State Archives in accordance with the national legislation of each country. Article 21 The Parties shall encourage the cooperation in the field of restoration, conservation and maintenance of documents through conducting training courses on relevant methods. The Parties shall encourage cooperation in the field of tourism training, take advantage of the Greek experience in the field of training and rehabilitation of the government and the private sector through conducting specialized courses in the areas of hotel management, classifications, and traditional crafts, within the framework of the Agreement on Cooperation in the field of Tourism signed between the two countries on 21/12/2005. Article 23 The Parties shall activate the role of the Joint Commission, in accordance with Article (10) of the said agreement.

Archaeology Article 24 The Parties shall encourage the exchange of publications in the field of archaeology through their respective institutions. Article 25 The Parties shall encourage the participation in conferences and seminars related to archaeology and museums through formal invitations for such activities. Article 26 The Parties shall encourage mobile exhibitions related to heritage and archaeology in the two countries. The Hellenic Party expresses its interest for an exhibition of inscriptions in Greek language, found in Jordan to be organized in Athens. Article 27 The Parties shall encourage direct cooperation between their competent authorities in the field of restoration and conversation of archaeological and historical monuments and organizing museums. architecture and restoration for a period of up to 8 days each, in order to be informed on matters of their specialty. Article 29 The Parties shall continue to encourage and facilitate joint excavation programs. The Hellenic Party particularly notices with satisfaction the successful archaeological cooperation that the two countries had in Jordan (such as :Ioannina University’s excavation in the site of Tel Kafrein, restoration of St Lot Monastery’s mosaics by the European Centre for Byzantine and Post Byzantine Monuments/Thessaloniki,etc.) . Article 30 The Parties shall encourage the fight against the theft of antiquities and illicit trafficking of archeological pieces.

Culture Article 31 The Parties shall encourage the conducting of folkloric exhibitions or art exhibitions, and shall exchange artists’ visits to get acquainted with the cultural performances in the two countries. Article 32 The Parties shall encourage the signing of cooperation agreements between cultural institutions in the countries, as well as the direct cooperation in the field of contemporary culture such as cinema, music, theatre etc. Article 33 The Parties shall encourage cooperation in the field of child culture such as child literature, child theatre, child books, and puppets shows. Article 34 The Parties will encourage the participation of personalities from various fields of culture in international competitions, festivals, book fairs, conferences and In this context the Parties shall exchange (3-4) persons from every field of culture (writers, musicians, ethnographers, theatre or cinema etc.) for period of (7) days each. Details will be arranged through direct contact. Article 35 The Parties shall encourage the participation in books exhibitions held in the countries. Article 36 The Parties shall encourage the cooperation between publishing companies in translating Arabic literature into Hellenic language and Hellenic literature into Arabic. Article 37 The Parties shall exchange cultural weeks in both countries. Article 38 The Parties shall encourage cooperation and exchanges in the field of cultural tourism and particularly on matters of cultural itineraries.

Sport Article 39 The Parties will encourage cooperation between the competent authorities of the two countries in the field of sports. They will also encourage participation in sports training courses organized in the two countries and exchange of information, brochures and magazines. The details of the abovementioned cooperation will be specified in a separate Protocol in the field of sports, between the Greek General Secretariat for Sports and the Jordan Olympic Committee.

Youth Article 40 The Parties shall encourage cooperation between their respective youth authorities promoting exchange of government experts and non-governmental members, dealing youth affairs to get acquainted with policies, youth development programmes and youth organizations of the other Party. The Parties shall encourage the cooperation between Public Radio and Television organizations of the two countries The Parties shall promote the exchange of radio and TV programs, so as each people get acquainted with the various aspects of life of the other, with a view to promote mutual understanding and expand human values. Article 42 The Parties shall encourage the co-operation between their National News Agencies. Article 43 The Parties shall provide the necessary press facilities for press information and press delegations visiting both countries on official business. Article 44 The Parties shall encourage the exchange of media information to get acquainted with the history and civilization of both countries, and development they have achieved in various fields. Article 45 The Parties shall encourage cooperation between their governments in the field of audiovisual through exchanging information between the audiovisual commission in Jordan and its counterpart in Greece. Article 46 The Parties shall exchange experiences between media institutions in both countries in the field of digital archiving. Article 47 The Parties shall exchange books, publications and documents that introduce the different aspects of life in both countries. media and journalism ethics that will regulate the work of media institutions.

Miscellaneous Article 49 Cultural or educational activities not included in the present Programme can be realized as long as they are agreed upon by the two Parties through diplomatic channels. Article 50 The attached annex dealing with general and financial provisions of exchange according to the present Programme is an integral part of this Programme. Article 51 The present Programme shall enter into force from the date of its signature and shall be valid until December 31st, 2016, whereupon it shall remain in force until the new executive Programme is signed. Article 52 Done in Athens on June 11th 2014 , in two original copies in the English Language. For For The Government of the The Government of the Hellenic Republic Hashemite Kingdom of Jordan I. Exchange of Persons The candidates to be exchanged within the provisions of this programme shall be nominated by the sending side which will notify the receiving side three months prior to the proposed date of the visit. The sending side shall present to the receiving side personal particulars informing about specialization, professional qualifications, and academic titles, languages spoken (English, or the language of the host country) and programme, and the duration of stay of those persons to be exchanged as well as other useful information. The receiving side will notify the sending side of its consent at least two months prior to the proposed date of the visit. Upon receipt of the consent of the receiving side the sending side shall communicate the exact date of departure at least 15 days in advance. II. Scholarships
