Φ.0544/4/ΑΣ 854/Μ. 5309 Έγκριση Προγράμματος Εκπαιδευτικής και Μορφωτικής Συνεργασίας μεταξύ της Κυβέρνησης της Ελληνικής Δημοκρατίας και της Κυβέρνησης της Τσέχικης Δημο?κρατίας για τα έτη 2001 - 2003. Πράγα, 12.9.2001. ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ - ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ - ΠΟΛΙΤΙΣΜΟΥ Έχοντες υπ’ όψει τις διατάξεις:

1.

Της Συμφωνίας Μορφωτικής Συνεργασίας μεταξύ των Κυβερνήσεων της Ελλήνικης Δημοκρατίας και της Τσεχοσλοβακικής Σοσιαλιστικής Δημοκρατίας η οποία υ?πεγράφη στην Πράγα στις 10 Φεβρουαρίου 1976 και κυ?ρώθηκε με τον υπ’ αριθ. 557/1977 Νόμο που δημοσιεύθη?κε στο υπ’ αριθ. 76 Φύλλο της Εφημερίδος της Κυβερνή?σεως της 12.3.1977 τεύχος Α΄.

Της Συμφωνίας για τη διαδοχική της Τσεχίας στις Συμβάσεις που είχε υπογραφεί η Τσεχοσλοβακία μετά της Ελλάδος μεταξύ των οποίων περιλαμβάνεται και η Συμφωνία Μορφωτικής Συνεργασίας που υπογράφηκε στην Πράγα στις 10.2.1976 και η οποία Συμφωνία διαδοχής που υπογράφηκε στην Πράγα στις 30.8.1994 «εγκρί?θηκε με την από 24.1.1995 Υπουργική Ανακοίνωση που δημοσιεύθηκε στο υπ’ αριθ. 23 Φύλλο της Εφημερίδος της Κυβερνήσεως τεύχος Α΄ στις 7.2.1995.

Τις διατάξεις του Νόμου 1558/1985 Κυβέρνηση και Κυβερνητικά Όργανα (ΦΕΚ 137/Α/1985).

Το περιεχόμενο του υπό έγκριση Προγράμματος, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Πρόγραμμα εκπαιδευτικής και μορφωτικής συνεργασίας μεταξύ της Κυβέρνησης της Ελληνικής Δημοκρατίας και της Κυβέρ?νησης της Τσεχικής Δημοκρατίας για τα έτη 2001 - 2003 που υπογράφηκε στην Πράγα στις 12.9.2001 του οποίου το κείμενο σε πρωτότυπο στην αγγλική και σε μετάφραση στην ελληνική έχει ως εξής. Αθήνα, 29 Ιανουαρίου 2002 ΟΙ ΥΠΟΥΡΓΟΙ ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΕΞΩΤΕΡΙΚΩΝ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ Γ. ΠΑΠΑΝΔΡΕΟΥ Π. ΕΥΘΥΜΙΟΥ ΠΟΛΙΤΙΣΜΟΥ Ε. ΒΕΝΙΖΕΛΟΣ Programme on Educational and Cultural Co-operation between the Government of the Hellenic Republic and Government of the Czech Republic for the years 2001 - 2003 The Government of the Hellenic Republic and the Gov?ernment of the Czech Republic ( hereinafter referred to as the «Contracting Parties» ), in accordance with Article 5 of the Agreement on Cultural Co-operation between the Gov?ernment of the Hellenic Republic and the Government of the Czechoslovak Socialist Republic of 10th February 1976 and in the endeavour to further promote friendly relations and close co-operation in the fields of education, science, culture, youth and sport, have agreed as follows: I. Education and Science Article 1 The Contracting Parties will encourage the direct co-op?eration between the Institutions of Higher Education and A?cademies of Science in the Hellenic Republic and the Czech Republic. Article 2 The Contracting Parties will annually exchange: a) 6 (six) members of university teaching staff or re?searchers of Academies of Sciences to conduct research or study visits. The length of each stay will not exceed 7 (seven) days. b) 3 (three) members of the teaching staff of technical and technological educational institutions in the field of ter?tiary education for a period of up to 7 (seven) days. Article 3 The Contracting Parties will also facilitate the partici?pation of their scientists in congresses, conferences and symposia held in either state. Article 4 The Contracting Parties will grant each other annually 15 (fifteen) months of scholarships for study stay or research. The duration of each scholarship can be from 5 to 10 (five to ten) months. Article 5 The Contracting Parties will encourage the teaching of the language of the other country. 211 Article 7 The Contracting Parties will encourage co-operation be?tween schools by means of exchange visits of students and teachers. Article 8 The respective organs of the Contracting Parties will exchange, upon request, samples of curricula and ed?ucational material concerning all levels of education. Article 9 During the validity of the present programme the Con?tracting Parties will exchange 3 (three) experts in the field of primary, secondary, secondary professional education as well as from the field of school administration for the pur?pose of being informed on the educational system of the other country for a period of 7 (seven) days. Article 10 The Contracting Parties will co-operate within the Euro?pean Union’s educational and research programmes as well as in the framework of other international organisations. II. Sport Article 11 The Contracting Parties will encourage the co-operation in the fields of Sport and Physical Education and pursue di?rect contacts and closer co-operation between their sport organisations. The contents and details of this co-oper?ation will be decided upon directly by the above mentioned organisations. III. Youth Article 12 The Contracting Parties will encourage contacts be?tween the competent authorities and youth organisations and will promote direct co-operation between their re?spective youth organisations, especially through the Euro?pean Union programme «Youth». IV. Culture Article 13 The Contracting Parties will exchange publications and information concerning the preservation of monuments, archaeology and protection of movable cultural heritage through their respective competent authorities. Article 14 The Contracting Parties will exchange, during the valid?ity of this Programme, at least 4 (four) specialists in various cultural fields such as preservation of monuments, ar?chaeology, protection of movable cultural heritage etc. for a period of up to 10 (ten) days for each person. Article 15 The respective organs of the Contracting Parties will exchange available information on art festivals held in the other country and will encourage the participation of art en?sembles in these events. Article 16 The Contracting Parties will encourage direct co-oper?ation between the associations and other professional or?ganisations of performing artists, authors of artistic works, architects and others interested in cultural activities. Article 17 The Contracting Parties will encourage the initiatives of the publishing houses to promote translation and publi?cation of contemporary literary works in the other country. To this effect they will exchange, during the validity of this Programme, one or two experts in this field for 7 (seven) days each. Article 18 The Contracting Parties will encourage co-operation be?tween professional institutions and associations in the field of cinematography and mutual participation in internation?al film festivals, performances and film cultural activities or?ganised in both countries. Article 19 The Contracting Parties will encourage direct co-oper?ation of the cultural institutions as well as co-operation in the framework of international organisations in the field of culture. Article 20 During the validity of this Programme, the respective in?stitutions of both Parties will exchange one art exhibition, the subject of which will be communicated to the other Party through diplomatic channels. V. Archives and Libraries Article 21 The Contracting Parties will encourage the co-operation between their archives and libraries in accordance with le?gal rules and regulations of the two countries. Article 22 The respective organs of the Contracting Parties will exchange the information materials concerning their re?spective archives and libraries. VI. Mass Media Article 23 The Contracting Parties will promote the exchange of in?formation and experience on the preparation of new legal regulations in the field of mass media and audio-vision. VII. General Provisions Article 24 This Programme shall not preclude the Contracting Par?ties from agreeing, through diplomatic channels, on other arrangements, which they deem desirable. Article 25 The attached Annex containing general and financial conditions of exchanges in accordance with the present Programme is an integral part of this Programme. Article 26 This Programme will enter into force on the day of its sig?nature and will remain in force until 31 December 2003, 212 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) two original copies, in the English language. For the Government of For the Government of the Hellenic Republic the Czech Republic -ANNEX A. General Provisions for Education and Science a) Exchange of Individuals, according to Articles 2 and 9 of this Programme

1.

The candidates to be exchanged within the provisions of this Programme shall be nominated by the sending Con?tracting Party, which will notify the receiving Contracting Party at least three months before the candidate?s pro?posed arrival date.

2.

The sending Contracting Party will present to the re?ceiving Contracting Party the personal particulars inform?ing about specialisations, professional qualifications, aca?demic titles, languages spoken (English, French or the language of the host country), and programme and duration of stay of those persons to be exchanged, as well as other useful information.

3.

The receiving Contracting Party will notify the sending Contracting Party of its consent at least one month prior to the proposed date of visit. Upon receipt of the consent of the receiving Contracting Party, the sending Contracting Party shall communicate the exact date of arrival at least 15 (fifteen) days in advance. b) Exchange of Scholarships, according to Article 4

1.

The Contracting Party granting scholarship will send its offers annually, not later than 31 January.

2.

The sending Contracting Party will forward to the re?ceiving Contracting Party the candidates files not later than March 31.

3.

The nomination of the applicants will be submitted on the forms in the language of the state of the receiving Con?tracting Party, or in English or French, including the re?quested documents. The candidates? nomination files must contain: - Curriculum vitae - Certified copies of study diplomas - Programme of planned research or study - Health certificate

4.

The receiving Contracting Party will announce the def?inite acceptance of the scholarship holders not later than June 30.

5.

Scholarship holders must speak either the language of the receiving Country or English or French.

6.

Czech candidates for post-graduate scholarships, in particular, must have a fair command of the Greek lan?guage and must have been accepted in a post-graduate programme of studies. The choice of the language for re?search is to be agreed by the supervising professor and the candidate. c) Summer courses, according to Article 6 of this Pro?gramme.

1.

The sending Contracting Party will forward to the re?ceiving Contracting Party the candidates files not later than March 31.

2.

The receiving Contracting Party will announce its final acceptance of the candidates not later than May 31. B. Financial provisions in the fields of education and sci?ence a) Exchange of Individuals, according to Articles 2 and 9 of this Programme.

1.

The sending Contracting Party will cover the cost of travelling fare to the capital of the receiving country and back.

2.

The Greek Party will provide: - 22 000 drachmas daily for hotel accommodation and al?lowance, - travel expenses within the Greek territory provided they are related to the agreed programme of stay, - costs of a one or two-day visit to archaeological or historical sites.

3.

The Czech Party will provide Greek participants with daily allowance for food and pocket money according to the valid financial regulations and will cover the accommo?dation in a hotel or similar accommodation and will pay for travelling expenses within the territory of the Czech Re?public, provided they are related to the agreed programme of stay. b) Exchange of scholarships, according to Article 4 of this Programme

1.

Greek scholarship holders will cover themselves the expenses of the round trip transportation from the Hellenic Republic to the place of their study and back.

2.

The Greek Party will provide - a monthly allowance of 150 000 drachmas for post?graduate students or researchers, beginning with his/her arrival in Greece and covering the duration of the scholarship, - a lump sum of 20 000 drachmas, upon arrival, for ac?commodation fees for those accommodated in Athens and of 30 000 drachmas for those in the province. Studen?ts whose scholarship has been renewed are not entitled to this sum. - exemption from tuition fees - travel expenses within the Greek territory, according to the agreed programme of studies of a post-graduate student not exceeding 30 000 drachmas.

The Czech Party will provide the Greek participants with a monthly scholarship at the rate according to the cur?rent scholarship programme, will offer the possibility of ac?commodation in students halls of residence and meals in student canteens and will cover the travelling expenses within the territory of the Czech Republic, provided they are related to the agreed programme of stay. c) Summer courses, according to Article 6 of this Pro?gramme.

Concerning the Greek Party all remaining expenses, a?part from expenses for the round trip transportation, will be covered by the organisers of the summer courses/seminars.

2.

The Czech Party will provide the Greek participants of summer courses with tuition, accommodation, excursions within the programme of the summer course and pocket money.

3.

The Greek participants of the summer courses in the Czech Republic will cover themselves the expenses of the round trip transportation from the Hellenic Republic to the place of the course and back. ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) 213 C. GENERAL PROVISIONS IN THE FIELD OF CULTURE a) Exchange of Individuals

1.

The persons to be exchanged under the provisions of this Programme will be nominated by the sending Contrac?ting Party, which will notify the receiving Contracting Party of their nomination 3 months prior to the proposed de?parture date. The sending Contracting Party will also sup?ply the receiving Contracting Party with all necessary infor?mation on the academic and professional qualifications, as well as the proposed working programme, duration of stay and any other information that might be useful.

2.

The receiving Contracting Party will notify the sending Contracting Party of its decision at least 30 days prior to the proposed departure date. Upon receipt of the consent of the receiving Contracting Party, the sending Party will communicate the exact date of departure at least 15 days in advance.

3.

Visitors exchanged under this Programme in the field of cultural co-operation will be required to have a good command of the language of the host country or English or French. b) Exchange of Exhibitions The sending Contracting Party will inform the receiving Party at least 12 months in advance about the dates and the theme of the exhibition under preparation. To make proper arrangements for the exhibition, the sending Con?tracting Party will provide essential technical information on the intended exhibition, as well as material indispens?able for the printing of the catalogue (preface, list of objec?ts, photos, etc), at least 3 (three) months before the open?ing. Exhibits will reach the place of destination at least 15 (fifteen) days before the opening. D. FINANCIAL PROVISIONS IN THE FIELD OF CULTURE a) Exchange of Individuals

1.

The sending Contracting Party will cover the costs of international travel to and from the capital of the State of the receiving Contracting Party.

2.

The Greek Party will provide: - 22 000 drachmas per day for hotel and living expenses; - a lump sum of thirty thousand (30 000) drachmas, upon arrival, per visit to cover costs of travel within Greece.

3.

The Czech Party will provide Greek participants with daily allowance for food and pocket money according to the valid financial regulations and will cover the accommo?dation in a hotel or similar accommodation and will pay for travelling expenses within the territory of the Czech Re?public provided they are related to the agreed programme of stay.

4.

In case of emergency medical care expenses in public hospitals will be covered by the receiving Party for persons arriving under the provisions of this Programme. b) Exchange of exhibitions

1.

The sending Contracting Party will cover the costs of transportation of the exhibition to and from the capital of the receiving Contracting Party. The way of covering the costs of transportation of exhibitions within the territory of the receiving Contracting Party, in case they will be organ?ised in more than one place, will be regulated by a special agreement between the concerned institutions of the Con?tracting Parties.
