2004.

Αθήνα, 20 Φεβρουαρίου 2002 ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ - ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ - ΠΟΛΙΤΙΣΜΟΥ - ΤΥΠΟΥ ΚΑΙ ΜΕΣΩΝ ΜΑΖΙΚΗΣ ΕΝΗΜΕΡΩΣΗΣ Έχοντας υπόψη τις διατάξεις:

1.

Της Συμφωνίας Μορφωτικής Συνεργασίας Ελλάδος - Γιουγκοσλαβίας που υπογράφηκε στην Αθήνα στις 18.6.1959 και κυρώθηκε με τον 4003/1959 Νόμου, που δη?μοσιεύθηκε στο 235 Φύλλο της Εφημερίδας της Κυβερ?νήσεως, τεύχος Α~ του έτους 1959.

Του περιεχομένου του υπό έγκριση Προγράμματος συνεργασίας, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Πρόγραμμα συνεργασίας στον τομέα της παιδείας και του πολιτισμού μεταξύ της Κυβερνήσεως της Ελληνικής Δημοκρατίας και της Ομοσπονδιακής Κυβερνήσεως της Ομοσπονδιακής Δημοκρατίας της Γιουγκοσλαβίας για τα έτη 2002, 2003 και 2004 που υπογράφηκε στην Αθήνα στις 20 Φεβρουα?ρίου 2002, του οποίου το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: PROGRAM OF COOPERATION IN THE FIELD OF EDUCATION AND CULTURE BETWEEN - THE GOVERNMENT OF THE HELLENIC REPUBLIC AND THE FEDERAL GOVERNMENT OF THE FEDERAL REPUBLIC OF YUGOSLAVIA FOR 2002, 2003 AND 2004 The Government of the Hellenic Republic and the Feder?al Government of the Federal Republic of Yugoslavia, here?inafter referred to as the two Parties, wishing to further de?velop and promote cooperation between the two countries in the field of education and culture, in accordance with Ar?ticle 6 of the Agreement on cooperation in the field of sci?ence and culture between the Kingdom of Greece and the Federative People's Republic of Yugoslavia, signed in Athens on 18 June 1959, have agreed to conclude the fol?lowing Program of Cooperation in the Field of Education and Culture for 2002, 2003 and 2004. 1- SCIENCE AND EDUCATION ARTICLE 1 The two Parties shall encourage direct cooperation be?tween the Serbian Academy of Science and Art and the Montenegrin Academy of Science and Art, and the Acade?my of Athens. ARTICLE 2 The two Parties shall encourage cooperation between educational institutions at all levels with a view to exchang?ing experience and education materials. Other forms of co?operation shall be agreed upon by the interested in?stitutions. Direct contacts between Institutions of Higher Education will be encouraged by both Parties. ARTICLE 3 The two Parties shall provide participation of scientists at symposia, seminars, conferences and other meetings held in the two countries. ARTICLE 4 During the validity of this Program, the two Parties shall invite up to four (4) members of the teaching staff of the Universities, for the period of up to seven (7) days each, in order to cooperate with scientists of the other country on subjects of mutual interest, which will have been agreed upon between them, ahead of time. ARTICLE 5 The two Parties shall encourage the introduction of the teaching of the language of the other country in their re?spective Institutions of Higher Education. Details will be agreed upon between the Institutions, through diplomatic channels. The Parties note that the Serbian language is taught in the Department of Balkan Studies of the Aristoteleion University of Thessaloniki and the existence of the Depart?ment of Neo-Hellenic Studies at the University of Belgrade. 4413 a) twenty (20) months of scholarships for post-graduate studies or research. The duration of each scholarship will be from five (5) to ten (10) months. b) five (5) scholarships for seminar courses on language and culture. ARTICLE 7 The two Parties shall encourage the exchange of infor?mation and documentation with a view to facilitating the recognition and equivalence of diplomas, certificates and scientific degrees by the competent authorities, in accor?dance with the relevant regulations in both countries. ARTICLE 8 The two Parties shall encourage cooperation in the field of art education. ARTICLE 9 During the validity of this Program, the two Parties shall exchange three (3) experts in the field of education (from institutions of primary and secondary schools and techni?cal schools), as well as in the field of administration of ed?ucation for a period of eight (8) days each, in order to exchange information on the educational system of the other country. ARTICLE 10 The two Parties shall, through their competent authori?ties, mutually award scholarships to students and teachers for participation in seminars on language, literature and culture. The International Center for Slavic studies and the Min?istry of Education and Sports of the Republic of Serbia shall invite at least four (4) Greek teachers or students from Greek Universities' Departments offering Slavic Studies to the International Meeting of Slavic scholars, held in Bel?grade every year. The Greek Party shall award up to four (4) scholarships every year to Yugoslav students and teachers for partici?pation in summer courses on the Greek language, liter?ature, history and culture. ARTICLE 11 The two Parties shall allow the enrollment of employees and family members of their respective diplomatic Mis?sions at State primary and secondary schools free from tui?tion charges. This also applies for up to eight (8) university students, studying at State Universities, without a right to scholarship and use of students' homes. There will be no exception for University language train?ing tuition fees. ARTICLE 12 The two Parties shall cooperate towards the objective presentation of the history and geography of the other country in textbooks of the primary and secondary schools in accordance with the spirit and objectives of UNESCO and the Council of Europe. 2 - LIBRARIES AND ARCHIVES ARTICLE 13 The two Parties shall encourage the cooperation be?tween their State Archives and Libraries in accordance with the rules and regulations of each country. During the validity of this Program the two Parties will exchange two (2) archivists and two (2) librarians for a pe?riod of up to ten (10) days each for the purpose of being in?formed on matters of their competence. They shall also exchange information material concern?ing their respective Archives and Libraries. ARTICLE 14 The two Parties shall encourage direct cooperation be?tween the Yugoslav Institute for Bibliography and Infor?mation and the National Library of Greece with a view to exchanging bibliographies, experts and professional experience. 3 - CULTURE ARTICLE 15 The two Parties shall, through their competent authori?ties, encourage further development of cooperation in the field of culture and art. To this end, the two Parties shall encourage the exchange of individuals, ensembles and exhibitions as well as the cooperation between organizations in the field of culture and art. ARTICLE 16 The two Parties shall exchange three to four (3-4) experts from various cultural fields (archaeology, architecture, conservation of art works, literature, folk-dance, fine arts, etc.) for a period of seven (7) days each, in order to exchange experience on matters of their specialty. ARTICLE 17 The two Parties shall, through their competent authori?ties, encourage the exchange of publications in the field of culture. ARTICLE 18 During the validity of this Program, the two Parties shall organize one photographic or ethnographic exhibition. The relevant details shall be agreed upon through diplo?matic channels. ARTICLE 19 The two Parties shall, through their competent authori?ties, encourage cooperation between interested muse?ums in both countries. ARTICLE 20 The two Parties shall, through their competent authori?ties, encourage participation of artists and their works in in?ternational art exhibitions as well as participation of artists in art colonies in both countries. ARTICLE 21 The two Parties shall encourage direct cooperation be?tween their publishing houses with a view to promoting 4414 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) To this end, one (1) publisher's or translator's visit shall be exchanged for a period of seven (7) days. ARTICLE 22 The two Parties shall, through their competent authori?ties, support cooperation in the field of literature and to this end encourage writers and literary translators to partici?pate in international literary and translators' meetings.

Organizers of literary events in Yugoslavia shall invite Greek writers and translators to the following events: - International meeting of writers in Belgrade - Translators' meetings in Belgrade - Ratkovic's evenings of poetry (one poet for a period of 3 to 5 days, during the validity of this Program) - Zmaj children's plays in Novi Sad - Autumn of Poets in Smederevo

The Greek Party shall invite two (2) writers or literary translators from Yugoslavia to participate in similar meetings or study tours of up to seven (7) days, during the validity of this Program. ARTICLE 23 The two Parties shall encourage the publication of a spe?cial issue in a literary magazine concerning the literature of the other country. ARTICLE 24 The two Parties shall support cultural events honoring well-known personalities in the field of literature and art of the other country. ARTICLE 25 The two Parties shall, through their competent authori?ties, encourage the establishment of cooperation in the field of protection of copy rights. ARTICLE 26 The two Parties shall, through their competent authori?ties, encourage the participation of publishers in inter?national book fairs held in both countries. ARTICLE 27 The two Parties shall exchange information related to im?portant festivals or cultural events held in each country. ARTICLE 28 During the validity of this Program, the two Parties shall encourage the direct cooperation between their compe?tent authorities aiming at the participation of theater, music and folk-dance ensembles as well as experts in inter?national festivals, concerts and other international events held in both countries. ARTICLE 29 The two Parties shall encourage direct cooperation be?tween their Associations of Fine Arts. ARTICLE 30 The two Parties shall encourage direct cooperation be?tween organizations of young music enthusiasts to enable young artists to participate in music contests in both coun?tries. ARTICLE 31 During the validity of this Program, the two Parties shall encourage cooperation between the competent authori?ties in the field of conservation, maintenance and protec?tion of their cultural heritage. This cooperation shall be pursued through the Ministry of Culture of Greece and the Ministry of Culture of the Republic of Serbia. In this framework the two Parties shall cooperate towards the conservation and the protection of treasures located in the Chilandar Monastery, on Mount Athos and the Me?dieval Monasteries in Kosovo. ARTICLE 32 The two Parties shall, through their competent authori?ties, encourage cooperation in the area of cinematogra?phy. ARTICLE 33 The two Parties shall, through their competent authori?ties, examine the possibility to organize film days in their re?spective countries. During these film days, the two Parties shall exchange a delegation of one or two (1-2) members for a period of five (5) days. Technical and financial details shall be agreed upon through direct contact between the competent authorities of both countries. ARTICLE 34 The two Parties shall encourage organizers to extend in?vitations for participation in the international film mani?festations held in both countries. ARTICLE 35 The two Parties shall encourage cooperation between the Film Archives in Belgrade and the Greek Film Archives with a view to exchanging information, publications and films. ARTICLE 36 The two Parties shall encourage the initiatives related to the promotion of cooperation among the Balkan countries in all fields of culture. 4- MEDIA ARTICLE 37 The two Parties shall encourage direct co-operation be?tween their public radio and television organizations with a view to exchanging radio and television programs and experts. ARTICLE 38 The two Parties shall promote co-operation in order to exchange, mutually, educational television programs con?cerning culture, art and ecology. 5-SPORTS ARTICLE 39 The Parties recognise the importance and significance of Sport as a means of consolidation of World Peace and pro?ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) 4415 its special contribution to public health. For the above mentioned reasons, they shall pursue the encouragement of deeper co-operation in the area of Sport and Physical Education to establish direct contacts be?tween the state sport agencies of both countries. The content and details of this co-operation, including the possibility of co-operation between the sport Agencies or Associations of both Parties, will be determined by pro?tocols between the above mentioned state agencies with specific expiry dates. ARTICLE 40 The Parties welcome the joint efforts of the International Olympic Committee and the General Assembly of the United Nations for the revival of Olympic Truce and its ob?servance during the Olympic Games and beyond. Within this context, the Parties welcome the initiative tak?en by Greece and by the International Olympic Committee for the establishment of an International Olympic Truce Center in Athens and reaffirm their will to support actively this initiative by diplomatic, educational, cultural and other appropriate means. 6-YOUTH ARTICLE 41 The two Parties shall encourage cooperation between their youth organizations and institutions. The two Parties shall exchange relevant information and experience, especially on developments taking place in every sector concerning youth, in order to exchange experts in these fields and aiming at the strengthening of relations between the two countries. 7-FINAL PROVISIONS ARTICLE 42 All provisions and activities laid down in this Program shall be carried out through diplomatic channels, and in accordance with the rules and regulations of the host country. ARTICLE 43 The provisions of the present Program shall not preclude the Parties from agreeing, through diplomatic channels, on other cultural or educational activities, which they may deem desirable. ARTICLE 44 The attached Annex containing general and financial conditions of exchanges in accordance with the present Program is an integral part of this Program. ARTICLE 45 The present Program will enter into force on the day of its signature and will remain in force until December 31, 2004, whereupon, it will be automatically extended until the sign?ing of the new Executive Program, unless either Party serves a six (6) months' notice to the other of its intention not to renew it. The negotiations and the signing of the new Executive Program will take place in Belgrade in the first semester of the year 2005. Done and signed in Athens on February 20, 2002, in two original copies, in the English language. FOR THE GOVERNMENT FOR THE FEDERAL OF THE HELLENIC GOVERNMENT OF THE REPUBLIC FEDERAL REPUBLIC -OF YUGOSLAVIA A N N E X A. GENERAL PROVISIONS FOR THE FIELD OF SCI?ENCE AND EDUCATION a) Exchange of Persons The candidates to be exchanged within the provisions of this Program will be nominated by the sending Party which will notify the receiving Party two (2) months before the candidates' proposed departure date. The sending Party will present to the receiving Party per?sonal particulars informing about specialization, profes?sional qualifications, academic titles, languages spoken (English, French or the language of the host country), pro?gram and the duration of stay of those persons to be exchanged, as well as other useful information. The receiving Party will notify the sending Party of its con?sent at least one (1) month prior to the proposed date of visit. Upon receipt of the consent of the receiving Party, the sending Party will communicate the exact date of de?parture at least fifteen to thirty (15 to 30) days in advance. b) Exchange of Scholarships

The sending Party will forward to the receiving Party the candidates' files not later than March 31.

The candidates' files must contain: - curriculum vitae - copies of study diplomas (certified) - program of planned research or studies - health certificate

The receiving Party will announce the definite accep?tance of the scholarship holders not later than June 30.

The candidates receiving scholarships must speak ei?ther the language of the receiving country or English or French. Candidates to be exchanged for post-graduate studies should have a good command of the language of the host country and have already been accepted in a post?graduate program.

Research Studies can be conducted in other lan?guages. c. Summer Courses The sending Party will forward to the receiving Party the candidates' files not later than March 31. The receiving Party will announce its final acceptance of the candidates not later than May 31. B. FINANCIAL PROVISIONS IN THE FIELDS OF ED?UCATION AND SCIENCE The sending Party shall cover the cost of travelling fare for scientists, delegations etc., sent under this Program to the receiving country's capital and back. a) Exchange of Persons

The Greek Party shall provide: - 75 euro for hotel accommodation and allowance 4416 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ)

The Yugoslav Party shall provide: - expenses related to accommodation and domestic travel under the Program, including medical expenses, in state hospitals, in case of emergency . The Yugoslav Party shall reserve the right to adjust per diems with the living expenses. b) Exchange of Scholarships

Scholars themselves shall provide round trip trans?portation between the two countries.
