2004.

Σόφια 12.6.2002. ΟΙ ΥΠΟΥΡΓΟΙ ΟΙΚΟΝΟΜΙΑΣ ΚΑΙ ΟΙΚΟΝΟΜΙΚΩΝ - ΕΞΩΤΕΡΙΚΩΝ - ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ - ΠΟΛΙΤΙΣΜΟΥ - ΤΥΠΟΥ ΚΑΙ ΜΕΣΩΝ ΜΑΖΙΚΗΣ ΕΝΗΜΕΡΩΣΗΣ Έχοντας υπόψη τις διατάξεις:

Της Μορφωτικής Συμφωνίας μεταξύ της Ελλάδας και της Βουλγαρίας που υπογράφηκε στην Αθήνα στις 31.5.1973 και κυρώθηκε με το υπ’ αριθ. 474/1976 Νόμο, που δημοσιεύθηκε στο υπ’ αριθ. 306 Φύλλο της Εφημερί?δος της Κυβερνήσεως τεύχος Α΄ του έτους 1976.

Το περιεχόμενο του υπό έγκριση Προγράμματος, αποφασίζουμε:. Εγκρίνουμε ως έχει και στο σύνολό του το Πρόγραμμα Συ?νεργασίας στους τομείς της επιστήμης, της εκπαίδευσης και του πολιτισμού μεταξύ των Κυβερνήσεων της Ελληνικής Δη?μοκρατίας και της Δημοκρατίας της Βουλγαρίας για τα έτη 2002 - 2004, που υπογράφτηκε στη Σόφια στις 12.6.2002, του οποίου το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: PROGRAMME FOR COOPERATION IN THE FIELD OF SCIENCE, EDUCATION AND CULTURE BETWEEN THE GOVERNMENT OF THE HELLENIC REPUBLIC AND THE GOVERNMENT OF THE REPUBLIC OF BULGARIA FOR THE YEARS 2002 - 2004 The Government of the Hellenic Republic and the Gov?ernment of the Republic of Bulgaria, hereinafter referred to as «Both Sides», led by their desire to expand the cooper?ation in the fields of science, education, culture, mass me?dia, youth and sports, and in accordance with Article 13 of the Agreement on Cultural Cooperation, signed on 31st May, 1973 in Athens, have agreed on the following Pro?gramme for Cooperation in the fields of science, education and culture for the years 2002 - 2004. I. SCIENCE AND EDUCATION ARTICLE 1 Both Sides shall encourage cooperation between the Bulgarian Academy of Sciences and the Academy of Athens on the basis of signing a direct agreement and within the limits of the available financial resources of the two scientific institutions. ARTICLE 2 Both Sides shall encourage direct cooperation between the higher educational institutions of the two countries through exchange of documentation and experience in the field of education management, scientific and research ac?tivities, etc. ARTICLE 3 Both Sides shall exchange information on scientific even?ts - conferences, congresses and symposia, organised by them, and shall facilitate the participation of represen?tatives of the other side therein. ARTICLE 4

Both Sides shall grant each academic year on a mutual basis three (3) scholarships for a full course of study at their respective institutions of higher education.

Both Sides shall grant annually on a mutual basis five (5) scholarships of duration of ten (10) months each for post-graduate studies or scientific research.

Both Sides shall grant annually on a mutual basis six (6) scholarships for participation in summer courses on language, history and culture. ARTICLE 5 During the validity of this Programme both Sides shall exchange six (6) members of higher educational in?stitutions for a period of up to eight (8) days each with the purpose of giving lectures, exchanging experience in the field of higher education and facilitating scientific contacts. ARTICLE 6 During the validity of this Programme each Side shall in?vite three (3) researchers from the other side for a period of up to eight (8) days each, in order to participate in con?gresses and symposia, organised by them and establish contacts. 4953 and two (2) teachers from primary or secondary schools for a period of up to seven (7) days each in order to get ac?quainted with the educational system of the other Side. ARTICLE 8 Both Sides shall continue their cooperation aimed at providing objective presentation of the history, geography and culture of the other country in the textbooks of the var?ious educational institutions in accordance with the spirit and objectives of UNESCO and the Council of Europe. To this end, experts from both sides will meet, following an exchange of relevant textbooks. Details shall be agreed upon through diplomatic channels. ARTICLE 9 Both Sides shall encourage the exchange of information and documentation with a view to facilitating the recogni?tion and equivalence of diplomas, certificates and scientif?ic degrees by the competent authorities, in accordance with the relevant regulations in each country. ARTICLE 10 Both Sides shall exchange lecturers on Bulgarian and Greek language, literature and culture on reciprocal basis. ARTICLE 11 Students from both Sides could be enrolled, at their own expenses, for a full course of studies at the institutions of higher education of the other country, in accordance with the legislation in the receiving country. ARTICLE 12 The children of the members of the respective diplomat?ic missions are enrolled in the state and municipal primary and secondary schools with exemption from tuition fees for the duration of the mandate of their parents. Both Sides, according to their legislation, will examine the possibility to satisfy the requirements submitted by members of their respective diplomatic missions for en?rollment of their children in the institutions of higher ed?ucation with exemption from tuition fees, respectively. These students are not allowed the use of scholarship or accommodation in student's hostels. ARTICLE 13 Both Sides shall exchange, at request, curricula and in?formation materials about their educational systems. ARTICLE 14 Both Sides shall encourage participation of pupils in dif?ferent educational events - competitions on national or Balkan level in various school subjects as well as in cultur?al activities organised in each country. ARTICLE 15 The Greek Side, according to its available financial means, shall grant monthly scholarships for the atten?dance to the summer seminars of language and culture. ARTICLE 16 Both Sides shall encourage initiatives targeting the Inter?Balkan cooperation in the field of education. ARTICLE 17 Both Sides shall cooperate in the field of «life long learn?ing» according to the Memorandum of the European Com?mission. ARTICLE 18 Both Sides shall continue to encourage the dissemi?nation of their language and culture in the other country. ARTICLE 19 Both Sides express their satisfaction for the initiative tak?en by the Greek Side, to finance the publication of Balkan Anthology, a work of literature translated in every Balkan language. II. LIBRARIES AND ARCHIVES ARTICLE 20 Both Sides shall encourage the cooperation between their libraries through exchange of books, publications and periodicals, as well as microfilms and library materials in accordance with the legislation of each country. ARTICLE 21 Both Sides shall encourage the cooperation between their State Archives by exchanging copies of documents on reciprocal basis, working together on archive projects of mutual interest, etc., according to their legislation. III. ART EDUCATION ARTICLE 22 During the validity of this Programme both Sides shall en?courage the establishment of contacts between their re?spective art schools. This cooperation may include exchange of information on curricula and school literature, of pupils and students, as well as organising summer seminars, summer schools and master classes in the field of arts. IV. CULTURE AND ARTS ARTICLE 23 Both Sides shall exchange information about inter?national cultural events such as festivals, competitions etc., organised by them, and shall encourage the partici?pation of representatives from the other Side therein, in ac?cordance with the regulations of each event. ARTICLE 24 Both Sides shall encourage the cooperation in the field of theatre, music, folklore and dance and the participation of ensembles, performers and experts in cultural events up?on invitation from the organisers. ARTICLE 25 Both Sides shall encourage the cooperation in the field of fine arts and the participation of their representatives in the events organised in that field. For promoting the works of artists from the other country, both Sides shall encourage the exchange of exhibitions and visits at private galleries. exchange one (1) representative exhibition on reciprocal basis. The subject and the details will be communicated through diplomatic channels. 4954 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) in museum activities. ARTICLE 27 Both Sides shall encourage the cooperation between the state institutions responsible for the preservation of the cultural and historical heritage by providing the necessary conditions for examining, recording and promoting the cultural monuments of mutual interest, according to the legislation of the country concerned and the international documents in that sphere, adopted by both Sides. In case of mutual interest during the validity of the Pro?gramme these institutions shall encourage: - exchange of scientific information and experience in the preservation of cultural and historical heritage; - exchange of information and experience in the legis?lation in the field of preservation of cultural and historical heritage; - exchange of two (2) experts in conservation and resto?ration works from the competent state institutions for a pe?riod of up to ten (10) days each; - development of joint projects on international pro?grammes in the field of preservation of cultural and histori?cal heritage; - development of joint projects in the field of educating experts in preservation of cultural and historical heritage; - development of joint projects about particular sites - monuments of culture, in connection with their preservation, restoration and repair. ARTICLE 28 Both Sides shall encourage the initiatives of publishing houses to publish translations of modern literary works of the other country. To this end both Sides shall exchange during the validity of this Programme two (2) experts (pub?lishers or translators) for up to seven (7) days each. Both Sides shall encourage the establishing of direct contacts between the National Book Center in Bulgaria and the corresponding institution in Greece. ARTICLE 29 Both Sides shall encourage mutually the participation in book fairs and exhibitions organised in each country. ARTICLE 30 With the purpose of expanding the cooperation in the filed of film production during the validity of this Pro?gramme, both Sides shall encourage: a) participation of representatives and film productions of each country in international film festivals organised in the other country in accordance with the regulations of each event; b) organising of film days of each country on the territory of the other country. The terms shall be agreed upon be?tween the competent institutions; c) exchange of information and publications concerning film production. ARTICLE 31 Both Sides shall encourage the cooperation between their national film archives. ARTICLE 32 Both Sides shall encourage the exchange of soloists and artistic ensembles on impresario basis or through direct contacts. ARTICLE 33 Both Sides shall exchange, during the validity of this pro?gramme, experts from different fields of culture for totally thirty five (35) days, each visit not exceeding ten (10) days. ARTICLE 34 Both Sides shall encourage cooperation in the framework of the «Cultural Olympiad», organised on the occasion of the 2004 Olympic Games. V. CULTURAL TOURISM ARTICLE 35 Both Sides shall encourage contacts, exchange of infor?mation and experience in the field of cultural tourism between their relevant organisations through cooperation on inter?national projects of the Council of Europe and UNESCO. VI. INTERNATIONAL ORGANISATIONS IN THE FIELD OF CULTURE, SCIENCE AND EDUCATION. ARTICLE 36 Both Sides shall encourage cooperation in the field of culture, science and education within the framework of the Council of Europe, UNESCO, OSCE and other internation?al organisations and institutions. ARTICLE 37 Both Sides shall cooperate within the framework of the EU programmes, open for the EU associated member?states in the fields of science, culture, cultural heritage, ed?ucation, youth and mass media. VII. MASS MEDIA ARTICLE 38 Both sides shall render assistance in the implementation of the Agreement for cooperation between the Bulgarian Tele?graph Agency (BTA) and the Athens News Agency (APE). ARTICLE 39 Both sides shall render assistance in renewing the coop?eration Agreements between the Bulgarian National Radio and the Bulgarian National Television on the one hand and the Greek Radio and Television on the other. VIII. YOUTH AND SPORTS ARTICLE 40 Both Sides shall encourage direct cooperation and con?tacts between youth organisations and institutions of the two countries. They shall also exchange information and experience in every field related to youth, aiming to strengthen the relations between the young people and promoting peace. ARTICLE 41 Both Sides shall encourage cooperation in the field of sports and physical education through direct contacts be?tween their respective sports authorities. The content and the details of this cooperation will be decided upon direct?ly between the above mentioned authorities. ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) 4955 United Nations for the revival of Olympic Truce and its ob?servance during the Olympic Games and beyond. Within this context, both Sides welcome the initiative tak?en by Greece and by the International Olympic Committee for the establishment of an International Olympic Truce Center in Athens and reaffirm their will to support actively this initiative by diplomatic, educational, cultural and other appropriate means. IX. LOCAL AND TRANS-BORDER CO-OPERATION ARTICLE 43 Both Sides shall encourage and facilitate the partners' cooperation on regional and local level. ARTICLE 44 Both Sides shall encourage and facilitate the trans-bor?der cultural exchange. X. MISCELLANEOUS ARTICLE 45 This Programme does not exclude the realisation of oth?er events in the fields of science, education, culture and sports, negotiated through diplomatic channels. ARTICLE 46 The attached Annex, referring to the financial and gener?al provisions of the Programme, constitutes an integral part of this Programme. ARTICLE 47 This Programme is concluded for the period January 1st, 2002 - December 31st, 2004 and its action shall be extend?ed until the signing of a new Programme, but not for a pe?riod longer than six months. This Programme shall enter into force from the date of signing. Done and signed in Sofia on June 12, 2002 in two au?thentic copies in the English language. FOR THE GOVERNMENT ΟF FOR THE GOVERNMENT OF THE HELLENIC REPUBLIC THE REPUBLIC OF BULGARIA ANNEX A. GENERAL PROVISIONS FOR SCIENCE AND EDUCATION a) Exchange of Individuals The candidates to be exchanged within the provisions of this Programme, shall be nominated by the sending Side, which shall notify the receiving Side two (2) months before the candidates' proposed departure date. The sending Side shall present to the receiving Side in?formation about the professional qualifications, academic titles, languages spoken (English, French or the language of the host country), programme and duration of stay of the persons to be exchanged, as well as other useful infor?mation. The receiving Side shall notify the sending Side of its con?sent at least one (1) month prior to the proposed date of visit. Upon receipt of the consent of the receiving Side, the sending Side shall communicate the exact date of de?parture at least 15 days in advance. b) Exchange of Scholarships

The Side granting scholarships announces them not later than January 31.

2.

The sending Side shall forward to the receiving Side the candidates' files not later than April 30.

3.

The candidates' files must contain: - curriculum vitae; - certified copies of diplomas ; - programme of planned research or studies; - health certificate.

The receiving Side shall announce the definite accep?tance of the scholarship holders not later than June 30.

5.

The candidates receiving scholarships must speak either the language of the receiving country or English or French. The working language for conducting research will be agreed by the supervising professor and the candidate. In particular, candidates for post-graduate studies must have a fair com?mand of the language of the receiving country and must have been accepted in a post-graduate programme of studies. c) Summer Courses The sending Side shall forward to the receiving Side the candidates' files not later than April 30. The receiving Side shall announce its final acceptance of the candidates not later than June 30. B. FINANCIAL PROVISIONS IN THE FIELD OF SCIENCE AND EDUCATION a) Exchange of Individuals

The sending Side or the candidates sent under this Programme shall cover the travelling costs to the capital of the receiving country and back.

2.

The Bulgarian Side shall provide: - daily allowance and accommodation in accordance with the financial provisions applicable at the time of visit; - travelling expenses on its territory if they result from the programme of stay. The Greek Side shall provide: - 75 euro daily for hotel accommodation and allowance; - travel expenses within the Greek territory, if they result from the programme of stay; - costs for a one or two-day (1-2) visit to archaeological or historical sites. b) Exchange of Scholarships

The candidates shall cover the travelling costs to the capital of the receiving country and back.

2.

The Bulgarian Side shall provide: - a monthly scholarship in accordance with the applica?ble financial provisions; - accommodation at a student's hostel and meals at a student's canteen against payment; - exemption from tuition fees. - travelling costs on its territory, according to the ap?proved programme of studies. The Greek Side shall provide: - a monthly allowance of 381,5 euro for under-graduate schol?ars and 440 euro for post-graduate scholars or researchers; - a lump sum of 59 euro, for accommodation fees for those settling in Athens and of 88 euro for those settling in the provinces. Students whose scholarship has been re?newed are not entitled to this sum; - exemption from tuition fees; 4956 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) c) Summer Courses
