της Συμφωνίας μεταξύ της Ελλάδας και του κράτους του Ισραήλ για μορφωτική, εκπαιδευτική και επιστημονι?κή συνεργασία που υπογράφηκε στα Ιεροσόλυμα, στις 18.5.1992 και κυρώθηκε με τον 2267/1994 Νόμο που δη?μοσιεύθηκε στο 227 Φύλλο της Εφημερίδος της Κυβερ?νήσεως τεύχος Α΄, της 22.12.1994

του υπό έγκριση Προγράμματος, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Πρόγραμμα εκπαιδευτικής επιστημονικής και μορφωτικής συνεργα?σίας μεταξύ των Κυβερνήσεων της Ελληνικής Δημοκρα?τίας και του Κράτους του Ισραήλ για τα έτη 2002-2003-2004 και 2005, που υπογράφηκε στην Ιερουσαλήμ στις 10 Ιουλί?ου 2002 του οποίου το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: PROGRAM FOR EDUCATIONAL, - SCIENTIFIC AND CULTURAL COOPERATION BETWEEN THE GOVERNMENT OF THE HELLENIC REPUBLIC AND THE GOVERNMENT OF THE STATE OF ISRAEL FOR THE YEARS 2002-2005 The Government of the Hellenic Republic and the Gov?ernment of the State of Israel, desiring to further develop their relations and cooperation in the fields of culture, ed?ucation and science in accordance with the Cultural Agree?ment between the Government of the Hellenic Republic and the Government of the State of Israel, signed on May 18, 1992, have agreed upon the following Program for Ed?ucational, Scientific and Cultural Cooperation, for the years 2002, 2003, 2004 and 2005.

EDUCATION AND SCIENCE 1.1. The two Parties will encourage direct co-operation between the Academy of Athens and the Israeli Academy of Sciences and Humanities. 1.2. Every Party will encourage the participation of scien?tists of the other country in international scientific confer?ences, taking place in its country. 1.3. The two Parties will encourage direct contacts be?tween the Institutions of Higher Educations of the two countries and the conclusion of co-operation agreements between such Institutions, in fields of common interest, ac?cording to the rules and regulations of each country. 1.4. Both Parties will encourage their Universities to co?operate in the field of archaeology according to direct agreements signed between them. 1.5. The two Parties will examine the possibility of intro?ducing the teaching of the language of the other country at their respective Institutions of Higher Education. Details will be agreed upon, through diplomatic channels, be?tween the Institutions. 1.6. The two Parties welcome the establishment of the Center of Modern Greek studies at the University of Haifa which conducts studies on Modern Greek language and Modern Greek history and culture. 1.7. During the validity of the present Program, the two Parties will exchange, for a period of up to five (5) days each, six (6) members of the teaching staff of their univer?sities or experts, in order to exchange experience or give lectures. 1.8. During the validity of the present Program, the two Parties will exchange, for a period of up to five (5) days each, three (3) experts in the fields of primary and sec?ondary education, or in the field of the administration of the education and one (1) member of the teaching staff of their Institutions of Technological Education in order to exchange experience and information concerning the ed?ucational system of the other country. 1.9. The two Parties will exchange films of cultural con?5093 of up to seven (7) days, one (1) expert on educational tele?vision. 1.10. The two Parties will exchange information and doc?umentation concerning the equivalence of diplomas and academic degrees, according to the rules and regulations of each country. 1.11. The two Parties will grant, annually, two (2) schol?arships for for a period of eight (8) months each, for lan?guage studies or post-graduate studies or research. 1.12. The two Parties will grant annually, one (1) scholar?ship for a summer language course. 1.13. The Israeli Party invites 1-2 Greek educators to par?ticipate in the yearly courses on the teaching of the Holo?caust and anti-Semitism, offered by Yad VaShem - Martyrs and the Heroes` Remembrance Authority - in Jerusalem. 1.14. The Israeli Party express its appreciation for the fact that in the course of the meeting of the Council of Europe Education Ministers, held in Krakow (15-17 October 2000) the Greek Party has adopted the Declaration of the Stock?holm International Forum on the Holocaust, (January 2000). The two Parties will do their utmost to implement. 1.15. Recognizing the importance of proper presentation of the other country in school textbooks, the parties will continue to encourage co-operation aimed at improving the content of history and geography textbooks, in order to avoid misrepresentations and misconceptions. 1.16. The Israeli Party notifies the Greek Party that Yad?Vashem is preparing a project about righteous among the nation’s in different countries, among them in Greece, and will welcome any help given to this endeavor by the Greek party. 1.17. The two Parties will encourage joint activities of teaching and study projects among schools through Infor?mation, Communication and Technology (ICT). 1.18. The two Parties will encourage the establishment of a joint committee on developing and planning cooperative programs to submit to the European Union for budgeting, regarding training, teaching and teachers training.

YOUTH EXCHANGE 2.1. The two Parties will encourage co-operation and contacts between the Israeli Youth Exchange Council and the Greek General Secretariat for Youth. The two Parties will exchange relevant information and experience, especially on development taking place in ev?ery sector concerning youth. 2.2. The two Parties express their satisfaction for the Greek local Authorities initiative (KEDKE) to host a number of Israeli youth in summer camps in Greece during summer 2002.

SPORTS 3.1. The two Parties welcome the intention to sign an agreement on sports between the Israeli Sports Authority and the Greek Sports Authority. 3.2. The Parties welcome the joint efforts of the Inter?national Olympic Committee and the General Assembly of the United Nations for the revival of Olympic Truce and its observance during the Olympic Games and beyond. Within this context, the Parties welcome the initiative tak?en by Greece and by the International Olympic Committee for the establishment of an International Olympic Truce Center in Athens and reaffirm their will to support actively this initiative by diplomatic, educational, cultural and other appropriate means.

ARCHIVES AND LIBRARIES 4.1. During the validity of the present Program, the two Parties will exchange one (1) archivist and one (1) librarian, for a period of up to five (5) days, in order to be informed on matters of their specialty. The two Parties, through their national libraries, will exchange books, publications and microfilms.

ARCHAEOLOGY 5.1. The two Parties will exchange, through their compe?tent authorities, publications and magazines of archaeo?logical content. 5.2. The two Parties will exchange two or three (2-3) experts in the fields of archaeology, conservation of works of art and restoration of monuments, for a period of up to seven (7) days each, in order to exchange information on matters of their specialty. 5.3. The Parties will encourage the hosting of the arche?ological exhibition glass from the holy land organized by the Israeli Antiquities Authority in the Benaki Museum in Athens.

CULTURE & ART 6.1. The two Parties will encourage cooperation in differ?ent fields of culture and direct contacts between artists, or?ganizations and institutions of culture. 6.2. The two Parties will encourage the exchange of an exhibition, the theme of which will be determined through diplomatic channels. 6.3. The two Parties will jointly participate in developing multilateral cultural cooperation and will encourage co?operation by their representatives in international cultur?al organizations and exchange information about artistic events of international significance to be held in their countries. 6.4. The two Parties note with satisfaction the activities of the cultural and friendship associations in Greece and Israel and agree to encourage their initiatives to increase cultural exchanges. 6.5. The two Parties will exchange annually two or three (2-3) personalities in the various fields of culture (fine arts, theatre, music, dance, folklore, etc.), for a period of up to seven (7) days each, in order to exchange information and experience on matters of their specialty. 6.6. The two Parties will encourage the exchange of per?forming artists such as musicians, conductors, choreogra?phers, stage directors and others from related fields on a commercial or non-commercial basis. 5094 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) - The Cameri Theatre Ashkava - June 2000. - Liat Dror and Nir Ben Gal in Kalamata Dance Festival July 2000. - Israeli participation in Mediatera 2000 and E-PHOS music festivals. - The Translation into Greek the books of the well known writers: The Love of Judith by Meir Shalev, Voyage to the end of the millennium by A.B Yehshua, The same sea and The story begins by Amos Oz. - The Greek participation in Suzanne Dallal Dance Eu?rope Festival with Edafos dance theatre May 2000. - Inbal Pinto in Kalamata Dance Festival - 1999. 6.8. The Israeli Party expresses its interest to participate in the Cultural Olympiad 2001-2004 and would like to support the participation of the internationally renowned Itim theatre Ensemble with their new play mythos which is based on Greek plays.

LITERATURE. 7.1. The two Parties express their satisfaction for the growing number of translations of literary works from He?brew to Greek and from Greek in to Hebrew. 7.2. The two Parties will encourage publishers in their country to translate and publish modern literary works of the other country. To this effect, they will exchange one (1) expert in this field (publisher or translator), for a period of seven (7) days. 7.3. The two Parties will exchange up to three (3) writers or experts in the field of modern literature, for a period of up to seven (7) days each, in order to exchange information and experience on matters of their specialty. 7.4. Each Party will encourage the publication of a spe?cial issue, dedicated to the modern literature of the other country. 7.5. The Israeli Party invites the Greek Party to participate in the Jerusalem International Book Fair that will take place in Jerusalem in 2003 and in 2005.

VISUAL ARTS 8.1. During the course of this program, the Parties will exchange one (1) museum curator or expert on the resto?ration of art, for a period of up to seven (7) days. The pur?pose of the visits will be to allow these experts to learn about developments taking place in the other country that are relevant to their specialty, and to exchange expertise. 8.2. The two Parties will endeavor to exchange infor?mation on contemporary artistic achievements in the field of visual arts, artistic crafts and photography.

CINEMA 9.1. The two Parties will encourage the holding of a film?week, during which they will exchange one or two (1-2) experts in cinema, for a period of up to five (5) days. Tech?nical and other details will be determined directly, between the competent authorities of the two countries. 9.2. Each Party will encourage the participation of the other in international film festivals organized in each ter?ritory. The Israeli Party notifies the Greek Party of the following film festivals that are held in Israel: • The Jerusalem Film Festival (July). • The Haifa Film Festival, which is dedicated to the theme of Neighbors in the Mediterranean (autumn). • The student film Festival at Tel-Aviv University (heold every two years in June). • The Doc - Aviv Documentary Film Festival (spring). The Parties will assist in sending the films via diplomatic channels.

MUSIC 10.1. The two Parties will encourage the development of cooperation between music institutions of both countries, exchange of musicians, also on a commercial or non-com?mercial basis. 10.2. The two Parties will strive to facilitate the partici?pation of their musicians as well as jurors and observers in major festivals, competitions and events organized in both countries. 10.3. Both Parties will encourage cooperation in the pro?duction of documentary films related to Israeli and Greek music and culture. 10.4. Both Parties will encourage the cooperation be?tween Schools for Jazz and the contemporary music. 10.5. The Israeli Party welcomes Greek participation in the Mediterranean musical dialogue, the Keshet Eilon Vi?olin masterworks for young violinists, the Tel Hai Piano Master classes and the Music in the Valley strings mas?ter classes in Kibbutz Mizra, all held every year.

DANCE 11.1. Both Parties will encourage the exchange of ballet, modern dance and folklore groups, as well as experts, choreographers, teachers and dancers and promote par?ticipation in each other’s festivals. 11.2. The Israeli Party invites the Greek Party to send dance presenters to the Curtain Up International Ex?posure event which is taking place annually, at the Suzanne Dallal Center, Tel-Aviv. 11.3. The Israeli Party invites the Greek Party to send artists and groups to the Carmiel Dance Festival held an?nually in July.

FESTIVALS AND CULTURAL EVENTS 12.1. The tTwo Parties will encourage the participation of artists and groups in cultural events and festivals in each other’s other country. 12.2. The two Parties will exchange one (1) expert in the fields of festivals, for a period of up to seven (7) days, in or?der to exchange information and promote the co-operation in this field. 12.3. The Israeli Party informs the Greek Party of the fol?lowing major festivals to take place in Israel: * The Israel Festival of Jerusalem, May, annually * The Red Sea Jazz Festival in Eilat, August, annually * The International Guitar Festival, Tel Aviv, July, annual?ly * The Kfar Blum Chamber Music Festival, SeptemberJu?ly, annually * The Carmiel Folk Dance Festival, July, annually * Zimriya-World Assembly of Choirs, August, 2003 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) 5095 * The Jerusalem International Puppet Theatre Festival, July, annually * The Liturgica in Jerusalem, December, annually.

MASS MEDIA 13.1. Both Parties will encourage direct co-operation be?tween the public radio and television organizations of the two countries, as well as between the official press agen?cies, in order to exchange radio and television programs and information concerning mass media.

MISCELLANEOUS 14.1. The two Parties will promote active co-operation within UNESCO, EU and other international organizations in the areas of culture, education and science. 14.2. All provisions and activities laid down in this Pro?gram will be carried out through diplomatic channels and in accordance with the rules and regulations of the host country. 14.3. The provisions of the present Program shall not pre?clude the two Parties from agreeing, through diplomatic channels, on other arrangements, which they may deem desirable. 14.4. The attached Annex containing general and finan?cial conditions of exchanges, in accordance with the pre?sent Program, constitutes an integral part of this Program. 14.5. The present Program will enter into force on the date of its signing and will remain in force until the 31st of December 2005, whereupon it will be automatically extended, if the Parties so agree, until the signing of the new Program takes place in Athens. Done and signed in Jerusalem on July, 10, 2002 in two original copies in the English language. For the Government For the Government of the Hellenic Republic of the State of Israel ANNEX A. GENERAL PROVISIONS FOR EDUCATION AND SCIENCE, LIBRARIES AND ARCHIVES. a) Exchange of Individuals The candidates to be exchanged within the provisions of this Program shall be nominated by the sending Party which will notify the receiving Party three (3) months before the candidates` proposed departure date. The sending Party shall present to the receiving Party personal particulars, information about specialty, profes?sional qualifications, academic titles, languages spoken (English or the language of the host country), program and duration of stay of those persons to be exchanged, as well as other useful information. The receiving Party will notify the sending Party of its con?sent at least one (1) month prior to the proposed date of visit. Upon receipt of the consent of the receiving Party, the sending Party shall communicate the exact date of de?parture at least 15 days in advance. b) Exchange of Scholarships

The sending Party shall forward to the receiving Party its offers not later than January 31.

The sending Party shall forward to the receiving Party the candidates files not later than March 31.

The candidates files must contain: • Complete application forms • Curriculum vitae • Copies of study diplomas (certified) • Program of planned studies • Health certificate All the above-mentioned documents should be trans?lated in the language of the receiving country or English.

The receiving Party shall announce the definite accep?tance of the scholarship holders not later than June 30.
