• τις διατάξεις του άρθρου 4 της Συμφωνίας επιστη?μονικής και τεχνολογικής συνεργασίας μεταξύ των Κυβε?ρνήσεων της Ελληνικής Δημοκρατίας και της Ιταλικής Δημοκρατίας που υπογράφηκε στην Αθήνα στις 13 Οκω?βρίου 1983 και κυρώθηκε από την Χώρα μας με τον υπ' αριθμ. 1501/1984 νόμο που δημοσιεύθηκε στο υπ' αριθμ. 190 Φύλλο της Εφημημερίδας της Κυβερνήσεως τεύχος Α΄ της 28.11.1984, με το οποίο συνιστάται Μικτή Επιτρο?πή η οποία θα συνέρχεται για να εξετάζει τις προτάσεις συνεργασίας, να διαμορφώνει τα προγράμματα διετούς συνεργασίας και να προσδιορίζει τη διαδικασία εφαρμο?γής ως και τους όρους και τους τρόπους χρηματοδότη?σης,

• τη διάταξη του δεύτερου άρθρου του Νόμου 1501/1984, με την οποία τα Πρωτόκολλα - Πρακτικά που καταρτίζονται από την Μικτή Επιτροπή εγκρίνονται με κοι?νή πράξη των αρμοδίων κατά περίπτωση Υπουργών, 3.- το περιεχόμενο του υπό έγκριση Πρωτοκόλλου συ?νεργασίας αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του, το Πρόγραμμα της 7ης Συνόδου της Μικτής ΄Ελληνο-ιταλικής Επιτροπής για την επιστημονική και τεχνολογική συνεργασία για τα έτη 2002- 2005 που υπογράφηκε στην Αθήνα στις 15 Μαΐου 2002 του οποίου το κείμενο σε πρωτότυπο στην αγ?γλική γλώσσα και σε μετάφραση στην ελληνική γλώσσα έχει ως εξής: PROGRAM OF THE SEVENTH SESSION OF THE JOINT GREEK-ITALIAN COMMITTEE FOR THE SCIENTIFIC AND TECHNOLOGICAL CO-OPERATION 2002-2005 Athens, May 15th, 2002 In accordance with the Agreement on the Scientific and Technological Cooperation between the Italian Republic and the Hellenic Republic, signed in Athens on October 13th 1983, the seventh session of the Joint Greek-Italian Committee took place in Athens on May 15th, 2002, in or?der to establish the Program of the Scientific and Techno?logical Cooperation for the years 2002-2005. The Greek Delegation was headed by Dr. Demetrios De?niozos, Secretary General for Research and Technology, Ministry for Development. The Italian Delegation was head?ed by H.E. Agostino Mathis, Italian Ambassador in Athens. The composition of both Delegations is indicated in An?nex I of this Program. The deliberations of the joint Com?mittee were carried out according to the following agenda:

Evaluation of the overall situation and the perspectives of the scientific and technological cooperation in different areas as well as of the priorities for its development.

Activities.

Administrative and financial provisions.

Place and date of the VIII session 1.EVALUATION OF THE OVERALL SITUATION. PER?SPECTIVES OF THE SCIENTIFIC AND TECHNOLOGICAL COOPERATION IN DIFFERENT AREAS AND THE PRIO?RITIES FOR ITS DEVELOPMENT. Both Sides were mutually informed of the priorities about the development of the scientific research in both Coun?tries, in order to establish a closer and more efficient link between basic and applied research in view of the adop?tion of the 7th Program for Scientific and Technological Co?operation. They also agreed to better integrate research in?to technological innovation and industrial applications. A number of joint initiatives were undertaken in order to en?courage universities and research institutions to partici?pate in the process of economic and social development aiming at fighting unemployment and creating new jobs. The two Countries have similar priorities in the scientific 4879 their economic and social development. In the framework of this effort, an EU-Mediterranean meeting took place in Capri, on September 30th 2000. The Greek side underlines the fact that on January 17th 2001, Greece and ESA signed an Agreement of Co-oper?ation, considered by both parties as the first step towards Greece's full membership to the Agency. Through this Agreement, Greece can participate in some of the so-called «Optional» ESA programs. Greece considers its full mem?bership to ESA as a first priority both for scientific and eco?nomic reasons. The two Sides expressed their satisfaction about the progress of their ongoing cooperation and un?derlined the positive results obtained in all relevant fields. The two Sides stressed the importance of a possible synchronization of the activities in the framework of this Program and the one on Cultural Heritage.

ACTIVITIES A number of 100 joint R+D proposals have been re?ceived in the frame of the last joint call for proposals, pub?lished early in January 2001. After an extensive evaluation of the proposals and taking into consideration their financial resources, the Parties have agreed on financing 21 projects as listed in Annex II. The exchange of researchers will be undertaken according to the dispositions listed in Annex III. The two sides decided to cooperate in the following pri?ority areas, included in the above-mentioned call:

Telemedicine

Internet and communication technologies. Appli?cations (IT).

Development of small and medium enterprises (SMEs).

Space science and technology.

Marine environment and Biology, fisheries. Aquac?ulture and associated technology.

Technologies of the protection and demonstration of the Culture Heritage. For the implementation of the Program, the Parties agreed modalities of cooperation: • Carrying out Joint R+D projects; • Promoting the exchange of information and documen?ts on respective national research and development systems; • Strengthening the cooperation between universities, research centers and the private sector; • Setting up a partnership in order to allow institutions of the two Countries to jointly take part in multilateral research programs, particularly within the Framework Program of the European Union; • Organizing scientific exhibitions, seminars and work?shops open to the participation of scientific institutions and industries, in order to facilitate scientific relations and the transfer of technologies; • Exchanging technical research teams for cooperation in research areas of common interest.

ADMINISTRATIVE AND FINANCIAL PROVISIONS The administrative and financial provisions are indicated in Annex III. 3.1 Validity and review This Program of Cooperation including the revised finan?cial terms, shall enter into force from the date of signature. The text of this Program of Cooperation and the Annexes have the same validity. The activities foreseen in this Program will be financed according to the regulations existing in each country and within the limits of the respective budgets. Place and date of the VIII Session The Parties have agreed that the VIII Session of the Joint Committee will take place in Rome in a date to be agreed through diplomatic channels. Agreed and signed in Athens on May 15th, 2002 in two copies written in the English language. Mauro Massoni Commercial Counsellor Embassy of Italy in Athens Dr. Bruno Scorsonelli Commercial Attache΄ Embassy of Italy in Athens 4880 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) mutually designated resources, will be carried out in ac?cordance with the national rules of the Parties and their in?ternational obligations. The Joint Committee has examined and approved the proposals of both Parties related to the exchange of scien?tists participating in joint projects and concerning organi?zational and financial issues related to their travels and stays in the place of their mission.

Each side will provide two short-term stays per year and per project up to 10 days each for the projects listed in Annex. II.

Each side may also provide for the young scientists (graduated or post-graduated) participating in the projec?ts one long-term stay (up to one month) per project.

The remuneration of the long-term stays (from one to three months) will amount to 1300 euros for the Italian side, everything included, and 910 euros for the Greek side, ev?erything included,

The daily allowances for short-term visits (up to 10 days) will amount to 95 euros for Italian side, everything in?cluded, and 75 for the Greek side, everything included.

The travel expenses to the city of final destination will be borne by the sending party.

The total amounts for short and long stays will be paid to the Greek researchers at their arrival at their destination in Italy (Institute, University, etc) and to the Italian re?searchers at their arrival at their destination in Greece.

The Greek side may also provide to Greek teams ad?ditional funding for small equipment, consumables and publication costs.

The Parties agree that accident and sickness insur?ance coverage (with the exception of existing and chronic diseases and dental protheses) for the researchers trav?elling in the framework of the joint projects, will be provid?ed by the hosting Party.

For the Italian side the requests for research visits should be accompanied by the following supporting doc?uments in two copies: 9a. a request including: municipal record and profes?sional particulars of the applicant, field of research, date and duration of the visit, list of the Institutes to be visited 9b. a curriculum vitae et studiorum including: name, address, place and date of birth, qualification, languages, organi?zation to which the researchers belongs, occupation, as?signed studies; 9c. letter of acceptance; 9d. statement concerning the refund of the advance pay?ment in case the research is interrupted; 9e. list of publications, if any. The application for both long term and short term re?search stays shall be made through diplomatic channels, not less than two months prior to the estimated date of de?parture.

At the end of the research project, the project leaders must forward to the competent Authorities a final report. ΠΡΟΓΡΑΜΜΑ ΤΗΣ ΕΒΔΟΜΗΣ ΣΥΝΟΔΟΥ ΤΗΣ ΜΙΚΤΗΣ ΕΛΛΗΝΟ-ΙΤΑΛΙΚΗΣ ΕΠΙΤΡΟΠΗΣ ΓΙΑ ΤΗΝ ΕΠΙΣΤΗΜΟΝΙ?ΚΗ ΚΑΙ ΤΕΧΝΟΛΟΓΙΚΗ ΣΥΝΕΡΓΑΣΙΑ για τα έτη 2002-2005 Αθήνα, 15 Μαΐου 2002 Βάσει της Συμφωνίας περί Επιστημονικής και Τεχνολο?γικής Συνεργασίας μεταξύ της Ιταλικής Δημοκρατίας και της Ελληνικής Δημοκρατίας, που υπεγράφη στην Αθήνα την 13η Οκτωβρίου 1983, η έβδομη σύνοδος της Μικτής Ελληνο-Ιταλικής Επιτροπής έλαβε χώρα στην Αθήνα την 15η Μαΐου 2002, προκειμένου να καθοριστεί το Πρό?γραμμα Επιστημονικής και Τεχνολογικής Συνεργασίας για τα έτη 2002-2005. Επικεφαλής της Ελληνικής Αντιπροσωπείας ήταν ο Δρ. Δημήτριος Δενιόζος, Γενικός Γραμματέας Έρευνας και Τεχνολογίας, Υπουργείο Ανάπτυξης. Επικεφαλής της Ιταλικής Αντιπροσωπείας ήταν ο Εξοχότατος Agostino Mathis, Πρέσβης της Ιταλικής Δημο?κρατίας στην Αθήνα. Η σύνθεση αμφοτέρων των Αντι?προσωπειών δίνεται στο Παράρτημα Ι του παρόντος Προ?γράμματος. Οι εργασίες της μικτής Επιτροπής διεξήχθησαν σύμ?φωνα με την ακόλουθη ημερήσια διάταξη:

ΑΞΙΟΛΟΓΗΣΗ ΤΗΣ ΣΥΝΟΛΙΚΗΣ ΚΑΤΑΣΤΑΣΗΣ. ΠΡΟ?ΟΠΤΙΚΕΣ ΕΠΙΣΤΗΜΟΝΙΚΗΣ ΚΑΙ ΤΕΧΝΟΛΟΙΚΗΣ ΣΥΝΕΡ?ΓΑΣΙΑΣ ΣΕ ΔΙΑΦΟΡΕΤΙΚΟΥΣ ΤΟΜΕΙΣ ΚΑΙ ΠΡΟΤΕΡΑΙΟ?ΤΗΤΕΣ ΓΙΑ ΤΗΝ ΑΝΑΠΤΥΞΗ ΤΗΣ. Οι δύο Πλευρές αμοιβαίως ενημερώθηκαν για τις προ?τεραιότητες σχετικά με την ανάπτυξη της επιστημονικής έρευνας στις δύο Χώρες, προκειμένου να εγκαθιδρυθεί ένας στενότερος και αποτελεσματικότερος σύνδεσμος μεταξύ βασικής και εφαρμοσμένης έρευνας εν όψει της υιοθέτησης του 7ου Προγράμματος για Επιστημονική και Τεχνολογική Συνεργασία. Συμφώνησαν επίσης σε καλύ?τερη ενσωμάτωση της έρευνας στην τεχνολογική καινο?τομία και σε βιομηχανικές εφαρμογές. Ανελήφθησαν κοι?νές πρωτοβουλίες προκειμένου να ενθαρρυνθούν τα πα?νεπιστήμια και ερευνητικά ιδρύματα να συμμετέχουν στην διαδικασία οικονομικής και κοινωνικής ανάπτυξης με σκοπό την καταπολέμηση της ανεργίας και την δημι?ουργία νέων θέσεων εργασίας. Οι δύο Χώρες έχουν παρόμοιες προτεραιότητες στον επιστημονικό και τεχνολογικό τομέα, συνεπεία της συ?νεργασίας τους στα πλαίσια της Ευρωπαϊκής Ένωσης και του Ευρωμεσογειακού συνεταιρισμού. Τα δύο Μέρη πι?στεύουν ακράδαντα ότι πρέπει να εντείνουν τις προσπά?θειές τους για ενίσχυση των συνδέσμων τους στην Λεκά?νη της Μεσογείου και προς τον Ευρωπαϊκό Ερευνητικό Χώρο, συμβάλλοντας έτσι στην οικονομική και κοινωνική τους ανάπτυξη. Στα πλαίσια της προσπάθειας αυτής, έλα?βε χώρα μία συνάντηση Ευρωπαϊκής Ένωσης-Μεσογείου στο Κάπρι, την 30ή Σεπτεμβρίου 2000. Η Ελληνική πλευρά υπογραμμίζει το γεγονός ότι την 17η Ιανουαρίου 2001, η Ελλάδα και ο Ευρωπαϊκός Οργα?νισμός Διαστήματος (European Space Agency -ESA) υπέ?γραψαν Συμφωνία Συνεργασίας, που θεωρείται από τα 4884 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) Οι δύο Πλευρές τόνισαν την σημασία πιθανού συγχρο?νισμού των δραστηριοτήτων στα πλαίσια του παρόντος Προγράμματος και εκείνου για την Πολιτιστική Κληρονο?μιά.

ΔΡΑΣΤΗΡΙΟΤΗΤΕΣ Ελήφθησαν 100 κοινές προτάσεις Έρευνας και Ανά?πτυξης στα πλαίσια της τελευταίας κοινής προκήρυξης, που δημοσιεύθηκε στις αρχές Ιανουαρίου 2001. Μετά από εκτενή αξιολόγηση των προτάσεων και λαμ?βάνοντας υπόψη τους οικονομικούς τους πόρους, οι Συμ?βαλλόμενοι συμφώνησαν για την χρηματοδότηση 21 έρ?γων όπως δίνονται στο Παράρτημα II. Η ανταλλαγή ερευ?νητών θα γίνει σύμφωνα με τις διατάξεις που ορίζονται στο Παράρτημα III. Οι δύο πλευρές αποφάσισαν να συνεργαστούν στους ακόλουθους τομείς προτεραιότητας, που περιλαμβάνο?νταν στην ως άνω προκήρυξη:

Τηλεϊατρική.

Διαδίκτυο και τεχνολογίες επικοινωνίας. Εφαρμογές (Τεχνολογία Πληροφοριών).

Ανάπτυξη μικρομεσαίων επιχειρήσεων.

Διαστημική επιστήμη και τεχνολογία

Θαλάσσιο περιβάλλον και Βιολογία, αλιεία, Υδροκαλ?λιέργεια και σχετική τεχνολογία.

Τεχνολογίες της προστασίας και επίδειξης της Πολι?τιστικής Κληρονομίας. Για την υλοποίηση του Προγράμματος, οι Συμβαλλόμε?νοι συμφώνησαν επί των ακόλουθων τρόπων συνεργα?σίας: • Διεξαγωγή Κοινών έργων Έρευνας και Ανάπτυξης, • Προαγωγή της ανταλλαγής πληροφοριών και εγγρά?φων σε αντίστοιχα εθνικά συστήματα έρευνας και ανά?πτυξης, • Ενδυνάμωση της συνεργασίας μεταξύ πανεπιστη?μίων, ερευνητικών κέντρων και του ιδιωτικού τομέα, • Εγκαθίδρυση συνεταιρισμού προκειμένου ιδρύματα των δύο Χωρών να συμμετέχουν από κοινού σε πολυμερή ερευνητικά προγράμματα, ειδικότερα εντός του Προ?γράμματος-Πλαίσιο της Ευρωπαϊκής Ένωσης, • Διοργάνωση επιστημονικών εκθέσεων, σεμιναρίων και εργαστηρίων ανοικτών στην συμμετοχή επιστημονι?κών ιδρυμάτων και βιομηχανιών, προκειμένου να διευκο?λυνθούν οι επιστημονικές σχέσεις και η μεταφορά τεχνο?λογιών, • Ανταλλαγή τεχνικών ερευνητικών ομάδων για συνερ?γασία σε ερευνητικούς τομείς κοινού ενδιαφέροντος.
