Τις διατάξεις: α. Του άρθρου 24 παρ. 4 εδ. δεύτερο του Ν. 1558/1985 « Κυβέρνηση και Κυβερνητικά Όργανα « (ΦΕΚ Α΄ 137). β. Των άρθρων 8 παρ. 3 και 19 του Ν. 2026/1992 « Ρύθ?μιση θεμάτων οργάνωσης και προσωπικού της δημόσιας διοίκησης και άλλες διατάξεις» (ΦΕΚ Α΄ 43). γ. Του Π.Δ/τος 199/1992 «Οργάνωση και λειτουργία του ιδρύματος με την επωνυμία « Ίδρυμα Ελληνικού Πολιτι?σμού « (ΦΕΚ Α΄ 93). δ. Του Π.Δ/τος 290/1993 « Τροποποίηση και συμπλήρω?ση άρθρων Π.Δ/τος υπ’ αριθμ. 199/1992 (ΦΕΚ Α΄ 93/ 5.8.1992) «Περί Οργανώσεως και λειτουργίας του ιδρύ?ματος με επωνυμία «ίδρυμα Ελληνικού Πολιτισμού» (ΦΕΚ Α΄ 130). ε. Του Ν. 2524/1997» Ρυθμίσεις για το Ελληνικό Ίδρυμα Πολιτισμού» (ΦΕΚ Α΄183). στ. Του Π.Δ.373/1995 «Συγχώνευση των Υπουργείων Προεδρίας της Κυβέρνησης και Εσωτερικών στο Υπουρ?γείο Εσωτερικών, Δημόσιας Διοίκησης και Αποκέντρω?σης και καθορισμός των αρμοδιοτήτων του (ΦΕΚ Α΄ 201).

Το γεγονός ότι από τις ρυθμίσεις του Δ/τος αυτού δεν προκαλείται δαπάνη σε βάρος του Κρατικού Προϋπολο?γισμού.

Την αριθμ. ΔΙΔΚ/Φ1/2/22875/31.10.2001 απόφαση του Πρωθυπουργού και του Υπουργού Εσωτερικών, Δη?μόσιας Διοίκησης και Αποκέντρωσης «Ανάθεση αρμοδιο?τήτων Υπουργού Εσωτερικών, Δημόσιας Διοίκησης και Αποκέντρωσης» (ΦΕΚ Β΄ 1480).

Την αριθμ. 20/ 24.1.2002 γνωμοδότηση του Συμβου?λίου της Επικρατείας, με πρόταση των Υπουργών Εξωτε?ρικών, Πολιτισμού και του Υφυπουργού Εσωτερικών, Δη?μόσιας Διοίκησης και Αποκέντρωσης, αποφασίζουμε:

της Συμφωνίας Επιστημονικής και Τεχνολογικής συ?νεργασίας μεταξύ της Ελληνικής Δημοκρατίας και της Σοσιαλιστικής Δημοκρατίας της Τσεχοσλοβακίας που υπογράφηκε στην Πράγα στις 4 Ιουλίου 1984 και κυρώ?θηκε με τον υπ’ αριθ. 1661/1986 Νόμο που δημοσιεύθηκε στο υπ’ αριθ. 186 Φύλλο της Εφημερίδος της Κυβερνήσε?ως τεύχος Α΄ της 28.11.1986.

της από 13.6.1995 Υπουργικής Ανακοίνωσης που δη?μοσιεύθηκε στο υπ’ αριθ. 138 Φύλλο της Εφημερίδας της Κυβερνήσεως τεύχος Α΄ της 29.6.1995 με την οποία επι?βεβαίωνεται το μεταξύ της χώρας μας και της Σλοβακίας συμβατικό καθεστώς, ως τούτο συνεφωνήθη στη Μπρα?τισλάβα στις 2.6.1995.

το άρθρο 29Α του Ν. 1558 «Κυβέρνηση και κυβερνη?τικά όργανα» (ΦΕΚ Α΄ 137), όπως προστέθηκε με το άρ?θρο 1 παρ. 27 του Ν. 2081/1992 (ΦΕΚ Α΄ 154) και αντικα?ταστάθηκε με το άρθρο 1 παρ. 2α του Ν. 2469/1997 «Πε?ριορισμός και βελτίωση της αποτελεσματικότητας των κρατικών δαπανών» (ΦΕΚ Α΄ 38) και το γεγονός ότι από την παρούσα απόφαση δεν προκαλείται δαπάνη σε βά?ρος του κρατικού προϋπολογισμού.

του υπ’ αριθ. 1558/1985 Νόμο «Κυβέρνηση και Κυ?βερνητικά Όργανα» (ΦΕΚ 137/Α/1985), αποφασίζουμε: Εγκρίνουμε ως έχει το Πρωτόκολλο της 7ης Συνόδου της Μικτής Ελληνο-σλοβακικής Επιτροπής για την επιστήμη και την τεχνολογία που υπογράφηκε στην Αθήνα στις 6.7.2001 του οποίου το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: Aθήνα, 12 Φεβρουαρίου 2002 ΟΙ ΥΠΟΥΡΓΟΙ ΕΘΝΙΚΗΣ ΟΙΚΟΝΟΜΙΑΣ &ΟΙΚΟΝΟΜΙΚΩΝ ΕΞΩΤΕΡΙΚΩΝ Ν. ΧΡΙΣΤΟΔΟΥΛΑΚΗΣ Γ. ΠΑΠΑΝΔΡΕΟΥ ΑΝΑΠΤΥΞΗΣ Α. ΤΣΟΧΑΤΖΟΠΟΥΛΟΣ -P r o t o c o l of the 7h Session of the Greek - Slovak Joint Committee for Science and Technology Athens, July 5 and 6, 2001 On July 5th and 6th, 2001 the delegations of the Hellenic Republic and the Slovak Republic held their 7th Meeting in Athens in order to establish the Bilateral Cooperation Working Programme on Science and Technology for the years 2001 - 2003. The delegation of the Hellenic Republic was headed by Dr. Dimitris Deniozos, Secretary General for Research and Technology of the Ministry of Development. The dele?gation of the Slovak Republic was headed by Mr. Dusan Valachovic, Director of the Department of International S&T Cooperation of the Division of Science and Technolo?gy, Ministry of Education of the Slovak Republic. The mem?bers of the two delegations are listed in Annex I, the agen?da of the meeting is attached as Annex II of this Protocol. The head of the Greek delegation welcomed the Slovak delegation and expressed his satisfaction with the progress made in Greek-Slovak Cooperation. He presen?ted the brief overview of the Greek S&T (R&D) system and informed about the new operational programme 20012006. He also emphasised the importance of cooperation between scientists and researchers of different countries. The head of the Slovak delegation expressed his grati?tude to the Greek side for the warm reception and excellent organization of the Joint Committee Meeting. He presented an overview of the Slovak S & T system and the structure of the Division of Science and Technology at the Ministry of Education of the Slovak Republic. He ex?pressed his satisfaction on the present Scientific and Tech?nological Cooperation from both the bilateral and multilat?eral points of view. Both Parties placed particular emphasis on the role of in?ternational cooperation for further development of the sci?ence and technology system in both countries. They ex?pressed their confidence that the implementation of the next Greek - Slovak Bilateral Programme will further con?tribute to the development of beneficial links between sci?entific institutions and scientists of both countries. They also agreed to pay serious attention to extending the cooperation in International and European multilateral research and development programmes, and more specif?ically the 5th Framework Programme, the next Framework Programme, COST, EUREKA, etc. The members of the Slovak as well as of the Greek dele?gation gave a brief presentation of the Research and De?velopment System under their responsibility and its modal?ities in both countries. The two Parties agreed that the bilateral cooperation should support and encourage further scientific and tech?nological cooperation within the R&D possibilities offered by the European Union. Both sides also agreed to regular?ly exchange information on R&D subjects relevant to the bi?lateral and international cooperation in general. II. Review of the Working Programme adopted in the 6th Meeting of the Joint Committee (in Bratislava, October 12, 1998) The Joint Committee noted that between October 1998 and July 2001 the scientific and technological cooperation between the two countries has become broader and more intensive. During the last Joint Committee meeting 15 joint projects were adopted and included in the previous Proto?col in the framework of which groups of Slovak and Greek scientists visited the partner country. Both partners reviewed the implementation of the 15 pro?jects of the previous Protocol and noted that the majority of the projects have successfully reached most of their aims. 300 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) 2001 - 2003 Both sides issued a call for proposals in Summer 2000. A total number of 38 eligible proposals were submitted to both sides, showing a significant increase in comparison with the previous call. The proposals have been evaluated according to the procedures of each side. The Joint Committee discussed the list of jointly sub?mitted proposals together with the output of the evaluation and approved the Working Programme for the years 2001 - 2003 in the following areas: Environment, Information Technologies, Health Sci?ences, Biology, Cultural Heritage, Energy, Agricultural Sci?ences and Food Technology, Industrial Technologies and New Materials. The list of 15 approved projects is presented in Annex III. Both Parties decided to support projects coming from Universities, Research Centres, Academies and private or public companies, as well as, to encourage and facilitate bilateral agreements between institutions in both coun?tries. The two Parties realised that up to now still very few private enterprises participated in the bilateral cooper?ation. Both Parties therefore agreed to make efforts to en?courage the participation of private enterprises and espe?cially SME/s in future. The Parties agreed that this programme should be used in order to promote and facilitate further scientific cooper?ation within the research and development possibilities of?fered by the European Union and other international or?ganisations. IV. Financial Conditions of the Cooperation The following rules and regulations apply with regard to the expenses for short-term and long-term scientific visits. - the sending Party covers the cost of international travel, - the receiving party covers the accommodation, daily subsistence allowance and local travel costs. The host institution in Greece pays the visiting scientists: - for short-term stays (up to 15 days) a daily allowance of 74 Euro - for long term visits (up to three months) a monthly al?lowance of 910 Euro. The host institution in the Slovak Republic pays the visi?ting scientists: - for short-term stays (up to 15 days) a per diem al?lowance of 695 SKr (cca 16,54 Euro) plus accommodation. - for long-term visits (up to three mοnth) a monthly al?lowance for scientists is set to 6 000 SKr (cca 143 Euro) plus accommodation. Both Parties agreed that the sending party is responsible for the emergency health insurance of its scientists, in?cluding medical care. The Greek as well as the Slovak side stated that the ad?ministration of bilateral projects adopted under the Proto?col as well as the procedures involved in their implemen?tation will be entrusted respectively to the Greek and Slovak organisations which are involved in these bilateral projects. In case of difficulties with this procedure both sides reserve the right to conduct this process or part thereof directly by the services of the General Secretariat of Research & Technology or the Division of Science and Technology, Ministry of Education. Upon conclusion of a project, a final report on the results achieved should be submitted. These reports will be evaluated and taken into consideration during the next operational meeting. The evaluation will be made on the basis of how well the aims set forth by the project proposals have been achieved. V. Miscellaneous Cooperation in the field of Space sciences and Astro?physics Both parties agreed that Space sciences and Astro?physics is a topic of mutual interest which involves tech?nology development and scientific cooperation at the fore?front of science. The topic builds on existing ties between the scientific communities of the two countries. These ties could be strengthened through a closer collaboration at the ARISTARCHOS 2.3 metre optical telescope. The modal?ities of this collaboration will be mutually agreed between the relevant Greek and Slovak institutions and will be in?cluded in a specific Memorandum of Understanding. VI. Future Activities The two Parties have agreed to hold the 8th Committee Meeting in Bratislava during the last quarter of 2003. The exact date of the Meeting will be mutually agreed by the Parties. In case the two Parties wish to review the status of the implementation of the Working Programme, a session of an interim meeting might be proposed and agreed. The Working Programme will enter into force on the date of signature of the present Protocol. Done in Athens, on July 6, 2001 in English and in dupli?cate, both copies being equally authentic. Dr. D.
