Φ.0544/3/ΑΣ 58/Μ.5349 Έγκριση του Μορφωτικού Προγράμματος μεταξύ της Κυ?βέρνησης της Ελληνικής Δημοκρατίας και της Κυβέρ?νησης της Δημοκρατίας της Κορέας για τα έτη 2002 - 2004, Αθήνα, 18.12.2002. ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ - ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ - ΠΟΛΙΤΙΣΜΟΥ - ΤΥΠΟΥ ΚΑΙ ΜΕΣΩΝ ΜΑΖΙΚΗΣ ΕΝΗΜΕΡΩΣΗΣ Έχοντας υπόψη τις διατάξεις:

1.

Της Μορφωτικής Συμφωνίας μεταξύ της Κυβέρνησης της Ελληνικής Δημοκρατίας και της Κυβέρνησης της Δη?μοκρατίας της Κορέας που υπογράφηκε στην Σεούλ στις 28 Φεβρουαρίου 1967 και κυρώθηκε με το υπ’ αριθ. 502/1970 Νομοθετικό Διάταγμα που δημοσιεύθηκε στο ΦΕΚ 96/τ.Α΄/22.4.1970.

2.

Του Νόμου 1558/1985 «Κυβέρνηση και Κυβερνητικά όργανα» (ΦΕΚ 137/τ.Α΄/1985).

Του περιεχομένου του υπό έγκριση Μορφωτικού Προγράμματος εκ της εφαρμογής των διατάξεων του οποίου ουδεμία πρόσθετη δαπάνη προκαλείται στον Κρα?τικό Προϋπολογισμό, αποφασίζουμε: Εγκρίνουμε ως έχει και στο σύνολό του το Μορφωτικό Πρόγραμμα μεταξύ της Κυβέρνησης της Ελληνικής Δη?μοκρατίας και της Κυβέρνησης της Δημοκρατίας της Κο?ρέας για τα έτη 2002 - 2004 που υπογράφηκε στην Αθήνα στις 18.12.2001 του οποίου το κείμενο σε πρωτότυπο στην αγγλική γλώσσα και σε μετάφραση στην ελληνική έχει ως εξής: Αθήνα, 23 Απριλίου 2002 ΟΙ ΥΠΟΥΡΓΟΙ ΕΞΩΤΕΡΙΚΩΝ ΕΘΝΙΚΗΣ ΠΑΙΔΕΙΑΣ ΚΑΙ ΘΡΗΣΚΕΥΜΑΤΩΝ Γ. ΠΑΠΑΝΔΡΕΟΥ Π. ΕΥΘΥΜΙΟΥ ΠΟΛΙΤΙΣΜΟΥ ΤΥΠΟΥ ΚΑΙ ΜΕΣΩΝ ΜΑΖΙΚΗΣ ΕΝΗΜΕΡΩΣΗΣ THE GOVERNMENT OF THE HELLENIC REPUBLIC AND CULTURAL EXCHANGE PROGRAMME BETWEEN Ε. ΒΕΝΙΖΕΛΟΣ Χ. ΠΡΩΤΟΠΑΠΑΣ - THE GOVERNMENT OF THE REPUBLIC OF KOREA FOR THE YEARS 2002-2004 I. Education Article 1 The Government of the Hellenic Republic and the Gov?ernment of the Republic of Korea (hereinafter referred to as "both Sides") may exchange up to two official delegates of the Ministry of Education of each Side for a period of up to ten days each year, during the validity of this Programme, with a view to fostering co-operation and information exchange in the field of education. All exchanges under ar?ticle 3 and article 4 will be included under this article. Details shall be decided between the authorities con?cerned of both countries through diplomatic channels. Article 2 Both Sides will exchange, annually, one (1) scholarship for the course of a master or doctor degree, for a period of at least two academic years, each, on a reciprocal basis. The respective criteria for selecting candidates for award of the scholarships for post-graduate studies shall include the candidate's well-qualified competence in the language of the receiving country or English and in their planned sub?jects and fields. Article 3 Each Side will encourage students to study in the other side's country at their own expenses and facilitate their study and research. Article 4 Both Sides will exchange information and documen?tation in order to facilitate their competent authorities for the recognition and equivalence of certificates, at?testations, diplomas, degrees and academic titles, ac?cording to each country's legislation. Article 5

1.

Both Sides will encourage direct contacts and aca?demic co-operation in the fields of mutual interest between universities and other institutions of higher education in their respective countries, in accordance, where appropri?ate, with direct agreements concluded between and among the above universities and institutions.

2.

Both Sides will promote exchange of teaching and re?search staff of universities and other institutions of higher ed?ucation and encourage them to undertake joint academic and research projects or deliver lectures in the other country.

3.

Both Sides will exchange information on their current trends in higher education, and encourage the exchange of books and other publications concerning education. Article 6

Both Sides will encourage the teaching of each other's language, literature, culture and history. II. Libraries Article 7

1.

Both Sides will encourage the co-operation between the Korean National Library and the Greek National Li?brary, and exchange information, books, various publi?cations and research materials, in accordance with the in?terest of each library.

2.

During the validity of the present Programme, both Sides will examine the possibility to exchange up to two li?brarians from the Korean National Library and the Greek National Library, in order to be informed on matters of their competence. III. Culture and Art During the validity of the present Programme, Article 8

1.

Both Sides will encourage the co-operation of the rel?evant institutes and personnel in the fields of the fine arts, music, play, film, traditional dance, cultural properties, lit?erature, photography and other cultural areas. For this pur?pose both Sides may exchange up to three official dele?gates nominated by each side in various fields of culture (literature, fine arts, music, folklore etc) for a period of up to ten days, in order to exchange information and experience on matters of their speciality. With the exception of that of exhibition under the para?graph 3 of this article, all other exchanges in the field of culture under chapter III will be included under this para?graph.

Both Sides will inform each other about the inter?national cultural events and festivals and will encourage the participation of their professional and amateur artistic groups.

3.

Both Sides will encourage exhibitions of contempo?rary plastic art, folklore, paintings, handicrafts, books and photographs in each country for a period of up to two weeks. Each exhibition may be attended by one expert in this field including artists, curators and writers from the sending Side. The overall period of the expert's stay at the receiving country shall concur with the duration of exhibi?tion. Article 9 Both Sides will exchange bulletins and publications in the field of archaeology through the competent authorities of the two countries. Also they will exchange up to three archeologists or experts on conservation and restoration of monuments, for a period of up to ten (10) days each. Article 10

1.

Both Sides will encourage direct co-operation be?tween the publishers and booksellers of the two countries, and encourage each other to participate in international book fairs to be held in both countries.

2.

Both Sides will encourage the translation and publi?cation of contemporary works of literature and exchanges of literature magazines as well as exchanges of information on literary activities.

3.

Both Sides will encourage direct co-operation be?tween their writers associations. IV. Sports and Youth Article 11

1.

Both Sides as the host countries of Olympic Games will promote their co-operation in this field, exchanging all nec?essary information related to the Olympic Movement.

2.

The Korean Side will positively co-operate with the Greek Side, the host country of the 2004 Athens Olympic Games, for the Greek Side to share the experience of the successful 1988 Seoul Olympic Games.

3.

The Korean Side will share with the Greek Side its expe?rience from co-hosting the 2002 World Cup with Japan. Article 12

1.

Both Sides welcome the joint efforts of the Internation?al Olympic Committee and the General Assembly of the United Nations for the revival of Olympic Truce and its ob?servance during the Olympic Games and beyond.

2.

Within this context, they welcome the initiative of the In?ternational Olympic Committee and Greece for the estab?lishment of an International Olympic Truce Centre in Athens and reaffirm their will to support actively this ini?tiative by diplomatic, educational, cultural and other ap?propriate means. Article 13

1.

Both Sides will encourage direct cooperation between their governmental sports authorities.

2.

Both Sides will mutually encourage co-operation be?tween sporting personnel and their sports teams respec?tively. To this end, the two Sides will mutually encourage the invitation of experts to exchange experiences and to participate in sporting conferences.

3.

Each Side will invite the other Side to international youth sports events to be held in its own country. The de?tails shall be agreed upon by the authorities concerned. Article 14

1.

The Sides recognise the importance and significance of Sport as a means of consolidation of World Peace and promotion of brotherhood and friendship among peoples and individuals.

2.

Moreover, they recognise the important educational, social, cultural and psychological mission of Sport as well as its special contribution to public health.

3.

For the above mentioned reasons, they will pursue the encouragement of deeper co-operation in the area of Sport and Physical Education to establish direct contacts be?tween the state sport agencies of both countries.

4.

The content and details of this co-operation, including the possibility of co-operation between the sport agencies of both Sides, will be determined by protocols between the above mentioned state agencies with specific expiry dates. Article 15

1.

Both Sides will encourage the exchange of govern?ment officials in charge of youth policies, with a view to exchanging information, as well as exploring the potential areas of co-operation in activities for the youth.

2.

Both Sides share the opinion that the youth exchange is essential in order to promote the mutual understanding of the respective cultures and societies, and shall endeav?or to encourage the exchange of youth delegations.

Both Sides will encourage the exchange of information 1476 ΕΦΗΜΕΡΙΣ ΤΗΣ ΚΥΒΕΡΝΗΣΕΩΣ (ΤΕΥΧΟΣ ΠΡΩΤΟ) Article 16

1.

Both Sides will encourage direct co-operation be?tween the public radio and television organizations of the two countries, as well as between the official press agen?cies, in order to exchange radio and television pro?grammes and information concerning mass media.

2.

Both Sides will encourage the exchange of news be?tween their national news agencies.

3.

Both Sides will encourage exchanges of periodicals, books and other publications in the field of journalism. VI. General and Financial Provisions A. Education and Libraries Article 17 Exchange of Individuals The candidates to be exchanged within the provisions of this Program shall be nominated by the sending Side which will notify the receiving Side (3) months before the candidates' proposed departure date. The sending Side shall present to the receiving Side per?sonal particulars informing about specialization, profes?sional qualifications, academic titles, languages spoken (English, or the language of the host country), proposed programme and duration of stay of those persons to be exchanged, as well as other useful information. The receiving Side will notify the sending Side of its con?sent at least one (1) month prior to the proposed date of visit. Upon receipt of the consent of the receiving Side, the sending Side shall communicate the exact date of de?parture at least 15 days in advance. Article 18 Exchange of Scholarships

1.

Both Sides shall inform each other of their proposals con?cerning granting of scholarships not later than January 31. The sending Side shall forward to the receiving Side the candidates' files not later than March 31.

2.

The candidates' files must contain: -curriculum vitae -copies of study diplomas (certified) -programme of planned studies -health certificate All the above-mentioned documents should be trans?lated in the language of thereceiving country or English.

3.

The receiving Side shall announce the acceptance of the scholarship holder not later than June 30.

4.

Post-graduate candidates must speak the language of the receiving country or English. Their acceptance in a post-graduate programme is indispensable. Article 19 a) Exchange of Individuals

1.

The sending Side shall cover the cost of traveling fare for scientists, delegations etc., sent under this Programme, to the receiving country's capital and back.

2.

The Greek Side shall provide: -73 euro daily for hotel accommodation and allowance -travel expenses within the Greek territory if they result from the programme of stay. -cost for a one or two-day (1-2) visit to archaeological or historical sites.

3.

The Korean Side, in accordance with its legal reg?ulations, shall cover the expenses of accommodation, per diem, internal transportation.

4.

In case of emergency, medical assistance free of charge will be provided, in a public hospital, by the re?ceiving Side,for persons arriving under the provisions of this Programme. b) Exchange of Scholarships

1.

The scholars themselves shall provide round trip trans?portation between the two countries.

2.

The Greek Side shall provide: -a monthly allowance of 440 euro for post-graduate stu?dents beginning with the student's arrival in Greece and covering the duration of the scholarship. - a lump sum of 59 euro upon arrival for accommodation fees for those settling in Athens or of 88 euro for those in the provinces. Students whose scholarship has been renewed are not entitled to this sum. -exemption from tuition fees. -travel expenses within the Greek territory, according to the approved program of studies up to the sum of 88 euro.

3.

The Korean Side, in accordance with its legal reg?ulations, shall cover the expenses of accommodation, per diem and internal transportation provided that it results from the programme of stay.

4.

In case of emergency, medical assistance free of charge will be provided, in a public hospital, by the re?ceiving Side, for persons arriving under the provisions of this Programme. B. Culture and Art Article 20 Exchange of Individuals

1.

Persons to be exchanged within the provisions of this Programme will be nominated by the sending Side, which will notify the receiving Side of this nomination, three (3) months prior to the proposed departure date. The sending Side will also supply the receiving Side with all necessary information on the academic and professional qualifi?cations, as well as the proposed working programme, duration of stay and any other information that might be useful. The receiving Side will notify the sending Side of its deci?sion, at least 30 days prior to the proposed departure date. Upon receiving the consent of the receiving Side, the send?ing Side will communicate the exact date of departure, at least 15 days, in advance. Visitors exchanged within this Program in the field of cultural co-operation will be required to have a good com?mand of the language of the host country or English or French.
