EXPLANATORY NOTE.

This Order amends the Collision Regulations (Ships and Water Craft on the Water) Order, 1984 ( S.I. No. 29 of 1984 ) in order to provide for an amendment to the International Regulations for Preventing Collisions at Sea, 1972 as adopted by the International Maritime Organisation and which came into force on 19 April, 1991. The amendment clarifies the position with regard to the use of inshore traffic zones — the areas which lie between the lanes prescribed in the traffic separation scheme and the coast — by vessels engaged in fishing and by other vessels when en route to or from a port, offshore installation or structure, pilot station or any other place situated within the inshore traffic zone or to avoid immediate danger.
